As paratransit services, Hong Kong's taxis and public light buses (PLB) carried some 30% of the 9.7 million daily public transport boardings in Hong Kong in 1988. Most of the vehicles are individually owned, and services are operated as commercially viable concerns. While operators have a high degree of operational flexibility, taxis and PLBs are closely regulated by the Government. The fleet sizes are controlled by licensing. There is a system of zoning for taxis, and operational prohibitions and restrictions for PLBs. Over the years, Hong Kong has developed some practicable means of operational control on taxis and PLBs. It has been 20 years since PLBs were legalized in 1969. The transition experienced by this mode, from no control to regulated operations, signifies a major step forward from the point of view of transport administration. The Government's participation in the planning for PLB services has guided the development of this mode. In this paper, the planning and control mechanisms for Hong Kong's paratransit modes are introduced. Identified deficiencies are also discussed.  相似文献

The scheduling operations of many paratransit agencies in the United States are undertaken manually. Those customers who are eligible to travel call in their requests the day before the trip is needed. As the trip requests are received, they are entered into a list of unscheduled trips. In order to schedule these trips, the scheduler must first determine the number of drivers and shuttle buses that are available as well as the time of availability of each. The scheduler must then try to match the rides that are in “similar” areas around the “same” time to place together on the driver's schedule. As new trip requests are made, the schedulers must adjust the trips that are already scheduled to try and schedule as many trips as possible in the most efficient way.

By developing a system that would improve the scheduling system operations of, in this case, DART (Delaware Administration for Regional Transit) First State Paratransit, customers can expect to receive better service that will improve their ability to travel throughout the community. Some devices that could also improve the operations of paratransit agencies are described in this paper, such as satellite‐based Global Positioning System (GPS), radio communication systems, mobile computers, radio frequency‐based data communication systems, internet web pages, automated paratransit information systems, and card‐based data storage and transfer media. However, because paratransit systems are difficult to operate cost‐efficiently, the optimum and most cost‐efficient device must be selected. The system chosen for DART First State Paratransit includes the use of a relational database management system (RDMS) and a transportation Geographic Information System (GIS). RDMS keeps track of the database information as well as the scheduled trips and the GIS is ideal for analyzing both geographic and temporal data. Taxis are increasingly becoming a prominent mobility mode in many major cities due to their accessibility and convenience. The growing number of taxi trips and the increasing contribution of taxis to traffic congestion are cause for concern when vacant taxis are not distributed optimally within the city and are unable to find unserved passengers effectively. A way of improving taxi operations is to deploy a taxi dispatch system that matches the vacant taxis and waiting passengers while considering the search friction dynamics. This paper presents a network-scale taxi dispatch model that takes into account the interrelated impact of normal traffic flows and taxi dynamics while optimizing for an effective dispatching system. The proposed model builds on the concept of the macroscopic fundamental diagram (MFD) to represent the dynamic evolution of traffic conditions. The model considers multiple taxi service firms operating in a heterogeneously congested city, where the city is assumed to be partitioned into multiple regions each represented with a well-defined MFD. A model predictive control approach is devised to control the taxi dispatch system. The results show that lack of the taxi dispatching system leads to severe accumulation of unserved taxi passengers and vacant taxis in different regions whereas the dispatch system improves the taxi service performance and reduces traffic congestion by regulating the network towards the undersaturated condition. The proposed framework demonstrates sound potential management schemes for emerging mobility solutions such as fleet of automated vehicles and demand-responsive transit services.  相似文献

Using a data-set collected among paratransit users in Bandung, Indonesia, this paper explores the impacts of paratransit users' negative experiences and dissatisfactions with their paratransit usage pattern. Segmentation and ordered probit analyses are used to examine the impacts of users' opinions on service quality on their trip-making behaviour. The results indicate that users are divided into six segments – namely, the unlucky, the young user, the experienced, the adapter, the infrequent user and the captive. The results further indicate that paratransit users, especially women, perceive negative experiences related to on-time performance (departure and arrival time) and security issues related to vehicles. Despite these dissatisfactions and negative experiences, they are still likely to use paratransit as part of their daily life. Two paratransit market segments (the adapter and the captive) are also likely to result in more trips using paratransit. The study offers several strategies and recommendations that can improve the current paratransit system so that it can better serve local needs.  相似文献

Santa Clara County, California experienced a sharp growth in demand‐responsive paratransit ridership for individuals with disabilities, as a result of the passage of the 1990 Americans With Disabilities Act (ADA). This paper describes an automated paratransit system for the ADA‐type paratransit operation implemented in Santa Clara County. It automated paratransit reservation, scheduling, and routing functions. The key components of this system were a digital geographic database (DGD) and an automated trip scheduling system (ATSS). Empirical evidence after one year of operation indicates numerous benefits of this automation. There were significant reductions in the paratransit operating costs and an increase in the percent shared rides. The savings in operating costs far exceeded the annualized capital cost of automation. A user survey indicates that these improvements were achieved without degradation to service quality such as vehicle on‐time performance, invehicle travel times, vehicle response to open return, and ride comfort.  相似文献

Paratransit services bridge the gap between static fixed route transit and the flexible automobile travel. Paratransit services provide personalized public trapsportation by responding to the needs of individual markets and users. Unfortunately, fragmentation of the paratransit sector and institutional and regulatory constraints have prevented or complicated realization of paratransit's full potential. The orientation in this paper is not primarily to identify promising paratransit applications. Rather, it is to examine basic characteristics of paratransit services, fundamental issues unique to paratransit, existing problems that are constraining paratransit development, and ways to overcome or minimize existing difficulties. A taxonomy of paratransit services is proposed so that these systems can be better related to each other. The institutional environment of paratransit is examined from the viewpoints of planning, operations and regulation. A primary focus is on integration of various paratransit services and of paratransit and conventional fixed route services. Several proposals are made relating to improvements in existing services, new service concepts, new institutional arrangements and service integration.  相似文献

In the past few years, numerous mobile applications have made it possible for public transit passengers to find routes and/or learn about the expected arrival time of their transit vehicles. Though these services are widely used, their impact on overall transit ridership remains unclear. The objective of this research is to assess the effect of real-time information provided via web-enabled and mobile devices on public transit ridership. An empirical evaluation is conducted for New York City, which is the setting of a natural experiment in which a real-time bus tracking system was gradually launched on a borough-by-borough basis beginning in 2011. Panel regression techniques are used to evaluate bus ridership over a three year period, while controlling for changes in transit service, fares, local socioeconomic conditions, weather, and other factors. A fixed effects model of average weekday unlinked bus trips per month reveals an increase of approximately 118 trips per route per weekday (median increase of 1.7% of weekday route-level ridership) attributable to providing real-time information. Further refinement of the fixed effects model suggests that this ridership increase may only be occurring on larger routes; specifically, the largest quartile of routes defined by revenue miles of service realized approximately 340 additional trips per route per weekday (median increase of 2.3% per route). Although the increase in weekday route-level ridership may appear modest, on aggregate these increases exert a substantial positive effect on farebox revenue. The implications of this research are critical to decision-makers at the country’s transit operators who face pressure to increase ridership under limited budgets, particularly as they seek to prioritize investments in infrastructure, service offerings, and new technologies.  相似文献

This study analyzes the potential benefits and drawbacks of taxi sharing using agent-based modeling. New York City (NYC) taxis are examined as a case study to evaluate the advantages and disadvantages of ride sharing using both traditional taxis (with shifts) and shared autonomous taxis. Compared to existing studies analyzing ride sharing using NYC taxi data, our contributions are that (1) we proposed a model that incorporates individual heterogeneous preferences; (2) we compared traditional taxis to autonomous taxis; and (3) we examined the spatial change of service coverage due to ride sharing. Our results show that switching from traditional taxis to shared autonomous taxis can potentially reduce the fleet size by 59% while maintaining the service level and without significant increase in wait time for the riders. The benefit of ride sharing is significant with increased occupancy rate (from 1.2 to 3), decreased total travel distance (up to 55%), and reduced carbon emissions (up to 866 metric tonnes per day). Dynamic ride sharing, wich allows shared trips to be formed among many groups of riders, up to the taxi capacity, increases system flexibility. Constraining the sharing to be only between two groups limits the sharing participation to be at the 50–75% level. However, the reduced fleet from ride sharing and autonomous driving may cause taxis to focus on areas of higher demands and lower the service levels in the suburban regions of the city.  相似文献

The changing role of Dial‐a‐Ride systems in the period 1969 to 1985 is reviewed as a case study in transport innovation. The first phase Dial‐a‐Ride systems were conceived and planned as transport services to complement and even replace conventional transit. However, their failure to attract any sizeable part of the public transport market combined with their high operating costs led to their demise in the mid‐1970s, to be superseded by the second phase Dial‐a‐Ride systems as paratransit services to the elderly and handicapped. These later systems were often initiated by community‐based transport agencies which have demonstrated their ability as transport innovators in meeting passenger needs. It is suggested that other transport services could learn valuable lessons from the experiences of community Dial‐a‐Ride, and that Dial‐a‐Ride itself will prove historically to be an important transitional agent in the reorganization of passenger transport services in the post‐deregulation environment of the late 1980s and 1990s.  相似文献

Providing public transport in areas of low demand has long proved to be a challenge to policy makers and practitioners. With the developing economic, social and environmental trends, there is pressure for alternative solutions to the policy of subsidising conventional bus services. One potential solution is to adopt more flexible routes and/or timetables to better match the required demand. Therefore such ‘on demand’ or ‘Demand Responsive Transport’ (DRT) services (known as paratransit in the US) have been adopted in a number of locations. This paper seeks to explore the effects of area-wide factors on the demand of DRT by reporting the results of a statistical analysis of DRT service provision in the metropolitan region of Greater Manchester, the public transport authority of which offers one of the largest and most diverse range of DRT schemes in the UK. Specifically, this paper employs a multilevel modelling approach to investigate the impact of both DRT supply-oriented factors at the service area level and socio-economic factors at the lower super output area (LSOA) level on the average number of trips made by DRT per year. This hierarchical or ‘nested’ structure was adopted because typically the LSOAs within the same Service Area may share similar characteristics. It is found that the demand for DRT services was higher in areas with low car ownership, low population density, high proportion of white people, and high levels of social deprivation, measured in terms of income, employment, education, housing and services, health and disability, and living environment.  相似文献

This paper investigates the factors that influence the choice of, and hence demand for taxis services, a relatively neglected mode in the urban travel task. Given the importance of positioning preferences for taxi services within the broader set of modal options, we develop a modal choice model for all available modes of transport for trips undertaken by individuals or groups of individuals in a number of market segments. A sample of recent trips in Melbourne in 2012 was used to develop segment-specific mode choice models to obtain direct (and cross) elasticities of interest for cost and service level attributes. Given the nonlinear functional form of the way attributes of interest are included in the modal choice models, a simple set of mean elasticity estimates are not behaviourally meaningful; hence a decision support system is developed to enable the calculation of mean elasticity estimates under specific future service and pricing levels. Some specific direct elasticity estimates are provided as the basis of illustrating the magnitudes of elasticity estimates under likely policy settings.  相似文献

Paratransit is a flexible demand-responsive form of public transportation intended for transporting mobility impaired individuals. This is the first study that estimates both demand and cost functions for publicly provided paratransit in the United States and the first to conduct a benefit-cost analysis for this mode. We find that the benefits of paratransit far exceed its associated costs. The results suggest that paratransit riders have few transportation alternatives available to them. We also find that the level of service matters in the demand for paratransit.  相似文献

Mobility declines with increasing age, reflecting the onset of physical or mental infirmity, affordability of travel for those on retirement incomes, and the mal-design of the transport infrastructure and operational arrangements. With the prospect of a rapidly ageing population, it is important to address measures to promote mobility if the quality of life of older people is to be sustained. In the UK, pensioners on low incomes, who could be hindered in their travel by the cost of fares on public transport, benefit from the general availability of half price (or better) concessionary fares for local travel. A variety of measures are in place to counter the effects of age-associated disabilities that hinder mobility, including low floor buses, subsidised taxis and community transport schemes. The Disability Discrimination Act is ensuring that public services vehicles are accessible to older people with disabilities. The motor car is of increasing importance in later life, particularly for those with disabilities, and a variety of design and technological approaches are being brought to bear to maintain the mobility of older people. These various efforts undoubtedly enhance the mobility of older people. However, beyond that broad conclusion it is hard to make evidencebased judgements. There is therefore a pressing need to develop methods to evaluate developments in policy and practice.  相似文献

Door-to-door transportation service for elderly and persons with disabilities is often called dial-a-ride (DAR), and is usually provided by transit agencies through private contractors. Growth in DAR ridership is reported across the United States and this tendency will likely continue due to aging population. Such trends encourage development of models that can provide decision support in planning new DAR systems or expanding existing ones. Several statistical models were previously developed to predict the required DAR system capacity, given various characteristics of the service region, level-of-service requirements and operator constraints. Our work contributes to this line of research by proposing statistical and machine learning approaches that provide more accurate predictions over a wider range of scenarios. This is accomplished through transformation of variables and application of generalized linear model and support vector regression. Proposed models are built into an online tool that can help transit planners and policy makers: (a) estimate the capacity and operating cost of a DAR system needed to provide the desired level of service, (b) explore tradeoffs between system costs and levels of service, and (c) compare the cost of providing DAR service with other transportation alternatives (e.g., taxi, conventional transit).  相似文献

This paper investigates the market potential and environmental benefits of replacing internal combustion engine (ICE) vehicles with battery electric vehicles (BEVs) in the taxi fleet in Nanjing, China. Vehicle trajectory data collected by onboard global positioning system (GPS) units are used to study the travel patterns of taxis. The impacts of charger power, charging infrastructure coverage, and taxi apps on the feasibility of electric taxis are quantified, considering taxi drivers’ recharging behavior and operating activities. It is found that (1) depending on the charger power and coverage, 19% (with AC Level 2 chargers and 20% charger network coverage) to 56% (with DC chargers and 100% charger network coverage) of the ICE vehicles can be replaced by electric taxis without driving pattern changes; (2) by using taxi apps to find nearby passengers and charging stations, drivers could utilize the empty cruising time to charge the battery, which may increase the acceptance of BEVs by up to 82.6% compared to the scenario without taxi apps; and (3) tailpipe emissions in urban areas could be significantly reduced with taxi electrification: a mixed taxi fleet with 46% compressed-natural-gas-powered (CNG) and 54% electricity-powered vehicles can reduce the tailpipe emissions by 48% in comparison with the fleet of 100% CNG taxis.  相似文献

This paper introduces a relocation model for free-floating Carsharing (FFCS) systems with conventional and electric vehicles (EVs). In case of imbalances caused by one-way trips, the approach recommends profit maximizing vehicle relocations. Unlike existing approaches, two types of relocations are distinguished: inter zone relocations moving vehicles between defined macroscopic zones of the operating area and intra zone relocations moving vehicles within such zones. Relocations are combined with the unplugging and recharging of EVs and the refueling of conventional vehicles. In addition, remaining pure service trips are suggested. A historical data analysis and zone categorization module enables the calculation of target vehicle distributions. Unlike existing approaches, macroscopic optimization steps are supplemented by microscopic rule-based steps. This enables relocation recommendations on the individual vehicle level with the exact GPS coordinates of the relocation end positions. The approach is practice-ready with low computational times even for large-scale scenarios.To assess the impact of relocations on the system’s operation, the model is applied to a FFCS system in Munich, Germany within three real world field tests. Test three shows the highest degree of automation and represents the final version of the model. Its evaluation shows very promising results. Most importantly, the profit is increased by 5.8% and the sales per vehicle by up to 10%. The mean idle time per trip end is decreased by 4%.  相似文献

This work focuses on improving transit-service reliability by optimally reducing the transfer time required in the operations of transit networks. Service reliability of public-transit operations is receiving increased attention as agencies are faced with immediate problems of proving credible service while attempting to reduce operating cost. Unreliable service has also been cited as the major deterrent to existing and potential passengers. Due to the fact that most of the public transit attributes are stochastic: travel time, dwell time, demand, etc., the passenger is likely to experience unplanned waiting times and ride times. One of the main components of service reliability is the use of transfers. Transfers have the advantages of reducing operational costs and introducing more flexible and efficient route planning. However its main drawback is the inconvenience of traveling multi-legged trips. This work introduces synchronized (timed) time-tables to diminish the waiting time caused by transfers. Their use, however, suffers from uncertainty about the simultaneous arrival of two (or more) vehicles at an existing stop. In order to alleviate the uncertainty of simultaneous arrivals, operational tactics such as hold, skip stop and short-turn can be deployed considering the positive and negative effects, of each tactic, on the total travel time. A dynamic programming model was developed for minimizing the total travel time resulting with a set of preferred tactics to be deployed. This work describes the optimization model using simulation for validation of the results attained. The results confirm the benefits of the model with 10% reduction of total travel time and more than 200% increase of direct transfers (transfers in which both vehicles arrive simultaneously to the transfer point).  相似文献

Identifying the generators of paratransit trips by persons with disabilities is important to comprehend the current demand patterns and forecast future demand. Only a handful of studies have been conducted so far to identify the generators of paratransit trips and most focused on the home end of the trips. Given some of the inconsistencies in past studies and the scarcity of studies on the generators of trips away from home, this study attempts to identify the generators of paratransit trips beginning and ending at clients’ homes and away from home. It uses an extremely large dataset consisting of 1.91 million trips made by NJ TRANSIT’s Access Link clients, socioeconomic data from the American Community Survey, employment data from the Longitudinal Employer-Household Dynamics, and establishment data from Dun and Bradstreet. The analytical methods include an ordinary least squares model (OLS) and several spatial generalized linear mixed models (GLMM) to identify the characteristics of census block groups associated with Access Link trip generation at home and away from home, Geographic Information System (GIS) analysis to identify the types of establishments located in the immediate vicinity of drop-offs, and a multinomial logit model (MNL) to examine the relationship between the characteristics of the establishments in the vicinity of drop-offs and the characteristics of the dropped-off clients. Together, the various analyses provide useful insights about paratransit trip generators at the macro and micro levels. Some implications of the findings are discussed.  相似文献

This paper studies the supply variables that influence the destination and route choices of users of a bicycle sharing system in the Chilean city of Santiago. A combined trip demand logit model is developed whose explanatory variables represent attributes relating to the topology of the possible routes and other characteristics such as the presence of bikeways, bus service and controlled intersections. The data for the explanatory variables and system users were collected through field surveys of the routes and interviews conducted at the system stations. The results of the model show that proximity to stops on the Santiago Metro and the existence of bikeways are the main factors influencing destination and route choices. Also indicated by the model estimates are gender differences, a preference for tree-lined routes and an avoidance of routes with bus services. Finally, the outcomes reveal considerable potential for the integration of bicycle sharing systems with Metro transit.  相似文献

This paper introduces the taxi route network design problem (TXRNDP) for a fixed‐route taxi service operating in Iran and, in similar form, in various other developing countries. The service operates fairly similar to regular transit services in that vehicles are only permitted to follow a certain predetermined route on the network. The service is provided with small size vehicles and main features are that vehicles only depart if full and that there are no intermediate boarding stops. In Iran the service attracts a high modal share but requires better coordination which is the main motivation for the present study. We develop a mathematical programming model to minimize the total travel time experienced by passengers while constraining the number of taxi lines, the trip transfer ratio and the length of taxi lines. A number of assumptions are introduced in order to allow finding an exact rather than heuristic solution. We further develop a linear programming solution to minimize the number of taxis required to serve the previously found fixed‐route taxi network. Results of a case study with the city of Zanjan, Iran, illustrate the resulting taxi flows and suggest the capability of the proposed model to reduce the total travel time, the total waiting time and the number of taxi lines compared to the current taxi operation.
