爱沙尼亚成为首个国际难船沉骸清除公约的签署国家

据悉，爱沙尼亚（Estonia）已成为首个签署、待批内罗毕国际难船沉骸清除公约（the Nairobi International Convention on the Removal of Wrecks，WRC）的国家。IMO秘书长对其签署表示欢迎，并敦促其他国家尽快加入。     

2006年国际压载水管理会议10月中旬举行

2006年压载水管理会议（Ballast Water Management 2006）于10月16～17日在英国伦敦举行。该年度会议拟就抗御外来水生物入侵种类（Aquatic Invasive Species）的策略和方案进行研讨，主要议题集中包括：总结回顾IMO压载水指南补充更新资料（Overview of Updates to the IMO Ballast Water Guidelines）；满足压载水公约有关生物学方面要求（Meeting the Biological Requirements of the Bal1ast Water Convention）；     

IMO法委会通过有关公正对待处理船员的准则

在最近召开的IMO法委会（LEG）第90次会议上，通过了关于发生海运意外事故时公正对待处理船员的准则（Guidelines on fair treatment of seafarers in the event of a maritime accident）。该准则由专门的IMO／ILO联合专家工作小组制定（Joint IMO／ILO Ad Hoc Expert Working Group），其还将被提交于2006年6月开会的ILO（国际劳工组织）管理机构通过。     

海安会第80次会议强化海事保安

在最近IMO海安会（MSC）第80次会议上，MSC审议了有关落实IMO通过的强化海事保安特别措施事宜，批准了对STCW公约关于签署船舶保安员熟练证书要求（Requirements for the issue of certificates of proficiency for ship security officers）的修正草案、STCW规则A部分关于签署船舶保安员熟练证书培训要求（Training requirements for the issue of certificates of proficiency for ship security officers）的修正草案和STCW规则B部分关于培训船舶保安员指南（Guidance regarding training for ship security officers）的修正草案。     

国际危规第33套修正案有关动态

根据最近召开的IMO海安会（MSC）第81次会议信忠，国际危规2006年第33套修正案（The amendments to the IMDG Code—Amendment 33-06）包括了基于成员国政府和国际海事组织所提建议及由联合国危险货物运输专家委员会（the UN Committee of Experts on the Transport of Dangerous Goods）和基于化学品分类和标志全球协调系统（the Globally Harmonized System of Classification and Labelling of Chemicals）所准备的内容。     

IMO海安会讨论集装箱保安事宜

IMO召开第24届理事会

IMO第24届理事会于2005年11月21日～12月2日在伦敦总部召开，新自愿的IMO成员国审核方案（the new voluntary IMO Member State audit scheme）将拟通过，这预示着一个新时代到来，IMO将自主随意拥有使用手段达到全球性落实其协调的、标准的IMO有关标准的目的，这对实现IMO在清洁海洋上安全、保安和有效的航运目标至关重要。     

IMO举行外交大会通过SUA公约及其相关议定书修正案

2005年10月10～14日在IMO伦敦总部举行外交大会，（1988年抑止有害航海安全的非法行为公约及其相关议定书修正案》（Amendments to the Convention for the Suppression of Unlawful Acts Against the Safety of Maritime Navigation，1988 and its related Protocol-the SUA Treaties）以其协议书形式（the 2005 Protocols）获得通过。该SUA2005议定书扩大了列入非法犯罪行为的目录范围。     

执行ISM规则影响和效力的评估动态

根据最近召开的IMO海安会（MSC）第81次会议信患，MSC复审了关于国际安全管理规则执行影响和效力评估的研究报告（the report of a study on the impact and effectiveness of the ISM Code），该研究报告由选自有关管理当局、组织、学术界和航运界的一组独立专家（a Group of Independent Experts）完成。依据所收集的资料，该专家组得出结论：凡是哪里通过一种安全文化（through a safety culture）把ISM规则作为积极步骤取向效能而利用，那么其切实的积极好处是显而易见的。

在2006年3月20～24日召开的IMO海环会（MEPC）第54次会议上，作为修正的MARPOL 73/78公约附则Ⅱ和修正的国际载运散装危险化学品船舶结构和设备规则（International Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in BulkIBC Code）的结果，载运散装危险化学品船舶结构和设备规则（the Code for the Cortstruction and Equipment of Ships Carrying Dangerous Chemicals in Bulk—BCH Code）的修正案被通过，其预计于2007年1月1日生效。

全球压载水管理伙伴计划开始启动

ISO标准帮助实现世界海事日的目标

To fight climate change successfully, the world needs to act as a team. ISO is proud of its teamwork with partners such as the International Maritime Organization （IMO） in developing solutions to this challenge said ISO Secretary-General Rob Steele in connection with World Maritime Day 2009, which is organized annually on 24 September by the IMO, a partner organization to ISO in developing standards for this sector.     

《货物运输组件装载实操规则》及其沿革

2014年5月召开的国际海事组织（International Maritime Organization,IMO）海上安全委员会第93届会议批准《国际海上人命安全公约》有关修正案,要求托运人在货箱装船前负责提交经验证的集装箱总重声明,否则相关出口集装箱不得装船砒外,其还批准由IMO,国际劳工组织（International Labour Organization,ILO）和联合国欧洲经济委员会（United Nations Economic Commission for Europe,UNECE）联合制定的《货物运输组件装载实操规则》（Code of Practice for the Packing of Cargo Transport Units, CTU规则）取代1997年版《货物运输组件装载指南》（以下简称《装箱指南》）。CTU规则已获UNECE批准实施,ILO将自2014年11月开始实施此规则。     

ABS颁发全球首个SEEMP证书

商船三井（MOL）宣布，已经成功获得ABS颁布的全球首个SEEMP证书。IMO的SEEMP将于2013年1月针对所有船舶正式实施，而MOL先于IMO所规定时间．成为实施SEEMP的先驱者。MOL在实施SEEMP基础上确保安全操纵．不断追求和贯彻“EcoSailing（生态航海）”计划的同时保持营运计划的同步进行。     

海环会53次会议有关CAS的动向

最近召开的IMO海环会（MEPC）第53次会议，通过了有关油轮的状况评估方案（the Condition Assessment Seheme-CAS）修正案，使之与修订的MARPOL附则Ⅰ（预计2007年1月生效）相互参照使用。MEPC还批准了关于港口国监控官员检查状况评估方案遵守情况指南的通函。     

Formal safety assessment and application of the navigation simulators for preventing human error in ship operations

The International Maritime Organization （IMO） has encouraged its member countries to introduce Formal Safety Assessment （FSA） for ship operations since the end of the last century. FSA can be used through certain formal assessing steps to generate effective recommendations and cautions to control marine risks and improve the safety of ships. On the basis of the brief introduction of FSA, this paper describes the ideas of applying FSA to the prevention of human error in ship operations. It especially discusses the investigation and analysis of the information and data using navigation simulators and puts forward some suggestions for the introduction and development of the FSA research work for safer ship operations.     

海兰信新标准VDR获得CCS认证
