This paper explores the accuracy of the transport model forecast of the Gothenburg congestion charges, implemented in 2013. The design of the charging system implies that the path disutility cannot be computed as a sum of link attributes. The route choice model is therefore implemented as a hierarchical algorithm, applying a continuous value of travel time (VTT) distribution. The VTT distribution was estimated from stated choice (SC) data. However, based on experience of impact forecasting with a similar model and of impact outcome of congestion charges in Stockholm, the estimated VTT distribution had to be stretched to the right. We find that the forecast traffic reductions across the cordon and travel time gains were close to those observed in the peak. However, the reduction in traffic across the cordon was underpredicted off-peak. The necessity to make the adjustment indicates that the VTT inferred from SC data does not reveal the travellers’ preferences, or that there are factors determining route choice other than those included in the model: travel distance, travel time and congestion charge.  相似文献

Transport infrastructure is long-term and in appraisal it is necessary to value travel time savings for future years. This requires knowing how the value of time (VTT) will develop over time as incomes grow. This paper investigates if the cross-sectional income elasticity of the VTT is equal to inter-temporal income elasticity. The study is based on two identical stated choice experiments conducted with a 13 year interval. Results indicate that the relationship between income and the VTT in the cross-section has remained unchanged over time. As a consequence, the inter-temporal income elasticity of the VTT can be predicted based on cross-sectional income elasticity. However, the income elasticity of the VTT is not a constant but increases with income. For this reason, the average income elasticity of the VTT in the cross-sections has increased between the two survey years and can be expected to increase further over time.  相似文献

Values of time have been defined in various forms such as value of leisure time (shadow price of time), value of travel time, and value of saving time, and are mostly measured based on individuals' travel choice behavior. The main purpose of this study is to estimate the value of leisure time by general mode choice models. The estimated level can be used to evaluate the benefits from the increasing leisure time gained by people in Taiwan after the government has practiced a series of policies to shorten employee's working hours in the last few years. To justify the application, this study reviews and reinterprets the theoretical results of some major works on value of time derivations. Then to practically estimate the value of leisure time, it suggests a method of combining revealed preference and stated preference data for application. Finally, it conducts an empirical study on travelers' mode choices behavior in Taiwan to carry out the method suggested. The value of leisure time is estimated at 56NT$ per hour (around 1.65US$/hr), which is even lower than the minimum wage rate regulated by Taiwan government.  相似文献

Empirical studies have revealed that travel time variability (TTV) can significantly affect travelers’ behaviors and planners’ cost-benefit assessment of transportation projects. It is therefore important to systematically quantify the value of TTV (VTTV) and its impact. Recently, Fosgerau’s valuation method makes this quantification possible by converting the value of travel time (VTT) and the VTTV into monetary unit. Travel time reliability ratio (TTRR), defined as a ratio of the VTTV to the VTT, is a key parameter in Fosgerau’s valuation method. Calculating TTRR involves an integral of the inverse cumulative distribution function (CDF) of the standardized travel time distribution (STTD), i.e., the mean lateness factor. Using a well-fitted STTD is a straightforward way to calculate TTRR. However, it will encounter the following challenges: (1) determination of a well-fitted STTD; (2) non-existence of an algebraic expression for the CDF and its inverse CDF; and (3) lack of a closed-form expression to efficiently calculate TTRR. To circumvent the above issues, this paper proposes a distribution-fitting-free analytical approach based on the Cornish-Fisher expansion as an alternative way to calculate TTRR without the need to fit the whole CDF. The validity domain is rigorously derived for guaranteeing the accuracy of the proposed method. Realistic travel time datasets that cover 17 links are used to systematically explore the feature and accuracy of the proposed method in estimating TTRR. The comparative results demonstrate that the proposed method can efficiently and effectively estimate TTRR. When travel time datasets satisfy the validity domain, the proposed method outperforms the distribution fitting method in estimating TTRR.  相似文献

With rare exception, actual tollroad traffic in many countries has failed to reproduce forecast traffic levels, regardless of whether the assessment is made after an initial year of operation or as long as 10 years after opening. Pundits have offered many reasons for this divergence, including optimism bias, strategic misrepresentation, the promise to equity investors of early returns on investment, errors in land use forecasts, and specific assumptions underlying the traffic assignment models used to develop traffic forecasts. One such assumption is the selection of a behaviourally meaningful value of travel time savings (VTTS) for use in a generalised cost or generalised time user benefit expression that is the main behavioural feature of the traffic assignment (route choice) model. Numerous empirical studies using stated choice experiments have designed choice sets of alternatives as if users choose a tolled route or a free route under the (implied) assumption that the tolled route is tolled for the entire trip. Reality is often very different, with a high incidence of use of a non-tolled road leading into and connecting out of a tolled link. In this paper we recognise this feature of route choice and redesign the stated choice experiment to account for it. Furthermore, this study is a follow up to a previous study undertaken before a new toll road was in place, and it benefits from real exposure to the new toll road. We find that the VTTS is noticeably reduced, and if the VTTS is a significant contributing influence on errors on traffic forecasts, then the lower estimates make sense behaviourally.  相似文献

We analyse mode choice behaviour for suburban trips in the Grand Canary island using mixed revealed preference (RP)/stated preference (SP) information. The SP choice experiment allowed for interactions among the main policy variables: travel cost, travel time and frequency, and also to test the influence of latent variables such as comfort. It also led to discuss additional requirements on the size and sign of the estimated model parameters, to assess model quality when interactions are present. The RP survey produced data on actual trip behaviour and was used to adapt the SP choice experiment. During the specification searches we detected the presence of income effect and were able to derive willingness-to-pay measures, such as the subjective value of time, which varied among individuals. We also studied the systematic heterogeneity in individual tastes through the specification of models allowing for interactions between level-of-service and socio-economic variables. We concluded examining the sensitivity of travellers’ behaviour to various policy scenarios. In particular, it seems that contrary to political opinion, in a crowded island policies penalising the use of the private car seem to have a far greater impact in terms of bus patronage than policies implying direct improvements to the public transport service.  相似文献

Discrete choice experiments are conducted in the transport field to obtain data for investigating travel behaviour and derived measures such as the value of travel time savings. The multinomial logit (MNL) and other more advanced discrete choice models (e.g., the mixed MNL model) have often been estimated on data from stated choice experiments and applied for planning and policy purposes. Determining efficient underlying experimental designs for these studies has become an increasingly important stream of research, in which the objective is to generate stated choice tasks that maximize the collected information, yielding more reliable parameter estimates. These theoretical advances have not been rigorously tested in practice, such that claims on whether the theoretical efficiency gains translate into practice cannot be made. Using an extensive empirical study of air travel choice behaviour, this paper presents for the first time results of different stated choice experimental design approaches, in which respective estimation results are compared. We show that D-efficient designs keep their promise in lowering standard errors in estimating, thereby requiring smaller sample sizes, ceteris paribus, compared to a more traditional orthogonal design. The parameter estimates found using an orthogonal design or an efficient design turn out to be statistically different in several cases, mainly attributed to more or less dominant alternatives existing in the orthogonal design. Furthermore, we found that small designs with a limited number of choice tasks performs just as good (or even better) than a large design. Finally, we show that theoretically predicted sample sizes using the so-called S-estimates provide a good lower bound. This paper will enable practitioners in better understanding the potential benefits of efficient designs, and enables policy makers to make decisions based on more reliable parameter estimates.  相似文献

We analyze individual travel discomfort-time tradeoffs in the Paris subway using stated choice experiments. The survey design allows to set up in a willingness-to-pay space to estimate the distributions of elasticities of values of travel time to crowd density and time multipliers. Several formulations of a generalized travel cost function are tested. Accounting for heterogeneity in preferences, the econometric models all take the form of an ordered probit with known bounds. We derive several estimates that could be used for fine-tuning of traffic simulation systems and more general transportation policy analysis.  相似文献

We analyse the choice of mode in suburban corridors using nested logit specifications with revealed and stated preference data. The latter were obtained from a choice experiment between car and bus, which allowed for interactions among the main policy variables: travel cost, travel time and frequency. The experiment also included parking cost and comfort attributes. The attribute levels in the experiment were adapted to travellers’ experience using their revealed preference information. Different model specifications were tested accounting for the presence of income effect, systematic taste variation, and incorporating the effect of latent variables. We also derived willingness-to-pay measures, such as the subjective value of time, that vary among individuals as well as elasticity values. Finally, we analysed the demand response to various policy scenarios that favour public transport use by considering improvements in level-of-service, fare reductions and/or increases in parking costs. In general, demand was shown to be more sensitive to policies that penalise the private car than those improving public transport.  相似文献

A stated preference experiment was performed in Calgary in Canada to examine how people are influenced in the selection of a departure time for a hypothetical trip to see a movie. A total of 635 complete observations were obtained. In each observation the respondent was presented with a set of possible departure time scenarios and asked to indicate the order of preference for these scenarios. Each scenario was described by specifying the automobile travel time, the expected arrival time relative to the movie start time, the parking cost, the probability of being at least ten minutes late for the movie and the length of time the movie had been running. This forced the respondent to trade off between conditions regarding these attributes. Age, gender and frequency of movie attendance were also recorded. The observations thus obtained were used to estimate the parameter values for a range of alternative utility functions in logit models representing this choice behaviour. The results indicate that all of the attributes included have significant effects on departure time choice in the situation being considered. They also indicate that travellers are prepared to arrive roughly two minutes early for each minute of travel time saved; that the money value of driving time for trips to recreational activities is about half that for trips to work; that one additional percent in the probability of arriving late is equivalent to roughly 0.20 Canadian dollars or 1.93 minutes drive time; and that there is a preference for a non-zero expected early arrival time regardless of the associated probability of arriving late. Some of these results are novel and others are consistent with findings for work trips in work done by others, which is seen to add credence to the approach being used here.  相似文献

An essential element of demand modeling in the airline industry is the representation of time of day demand—the demand for a given itinerary as a function of its departure or arrival times. It is an important datum that drives successful scheduling and fleet decisions. There are two key components to this problem: the distribution of the time of day demand and how preferred travel time influences itinerary choice. This paper focuses on estimating the time of day distribution. Our objective is to estimate it in a manner that is not confounded with air travel supply; is a function of the characteristics of the traveler, the trip, and the market; and accounts for potential measurement errors in self-reported travel time preferences. We employ a stated preference dataset collected by intercepting people who were booking continental US trips via an internet booking service. Respondents reported preferred travel times as well as choices from a hypothetical set of itineraries. We parameterize the time of day distribution as a mixture of normal distributions (due to the strong peaking nature of travel time preferences) and allow the mixing function to vary by individual characteristics and trip attributes. We estimate the time of day distribution and the itinerary choice model jointly in a manner that accounts for measurement error in the self-reported travel time preferences. We find that the mixture of normal distributions fits the time of day distribution well and is behaviorally intuitive. The strongest covariates of travel time preferences are party size and time zone change. The methodology employed to treat self-reported travel time preferences as potentially having error contributes to the broader transportation time of day demand literature, which either assumes that the desired travel times are known with certainty or that they are unknown. We find that the error in self-reported travel time preferences is statistically significant and impacts the inferred time of day demand distribution.  相似文献

With respect to the German goal of a transition to a lead market for electromobility within a short time period, this paper empirically examines the preferences for alternative energy sources or propulsion technologies in vehicles and particularly for electric vehicles. The data stem from a stated preference discrete choice experiment with 598 potential German car buyers. In order to simulate a realistic future purchase situation, seven vehicle types were incorporated in each of the six choice sets, i.e. hybrid, gas, biofuel, hydrogen, and electric vehicles besides common gasoline and diesel vehicles. The econometric analysis with flexible multinomial probit models reveals that potential car buyers in Germany currently have a low stated preference for electric, hydrogen, and hybrid vehicles. While our paper also discusses the impact of common vehicle attributes such as purchase price or service station availability, it particularly considers the effect of socio-demographic and environmental awareness variables. The estimation results reveal that younger potential car buyers have a higher stated preference for hydrogen and electric vehicles, males have a higher stated choice of hydrogen vehicles, and environmentally aware potential car buyers have a higher stated preference for hydrogen and electric vehicles. These results suggest that common policy instruments such as the promotion of research and development, taxation, or subsidization in the field of electromobility could be supplemented by strategies to increase the social acceptance of alternative vehicle types that are directly oriented to these population groups. Methodologically, our study highlights the importance of the inclusion of taste persistence across the choice sets and a high number of random draws in the Geweke–Hajivassiliou–Keane simulator in the simulated maximum likelihood estimation of the multinomial probit models.  相似文献

Individuals processing the information in a stated choice experiment are typically assumed to evaluate each and every attribute offered within and between alternatives, and to choose their most preferred alternative. However, it has always been thought that some attributes are ignored in this process for many reasons, including a coping strategy to handle ones perception of the complexity of the choice task. Nonetheless, analysts typically proceed to estimate discrete choice models as if all attributes have influenced the outcome to some degree. The cognitive processes used to evaluate trade-offs are complex with boundaries often placed on the task to assist the respondent. These boundaries can include prioritising attributes and ignoring specific attributes. In this paper we investigate the implications of bounding the information processing task by attribute elimination through ignoring one or more attributes. Using a sample of car commuters in Sydney we estimate mixed logit models that assume all attributes are candidate contributors, and models that assume certain attributes are ignored, the latter based on supplementary information provided by respondents. We compare the value of travel time savings under the alternative attribute processing regimes. Assuming that all attributes are not ignored and duly processed, leads to estimates of parameters which produce significantly different willingness to pay (WTP) to that obtained when the exclusion rule is invoked.  相似文献

Public transport systems have been targets in several terrorist attacks, notably in recent years, resulting in tight security measures worldwide. However, individuals’ privacy and liberty often conflict with efforts towards safety and security, making it difficult to assess the implications of security measures balanced against the costs (e.g., citizens may be stopped, searched and asked to provide personal identification data to authorities without any particular reason). Henceforth, our research question asks, “to what extent would people sacrifice their right to privacy and liberty in exchange for potentially safer and more secure travel?” This paper uses a stated choice experiment to quantify individuals’ trade-offs between privacy and security within a real-life context, namely rail travel in the UK. Using a nationwide sample, the empirical analysis yields the importance of improvements in the security infrastructure and identifies areas of concern with regard to privacy and liberty controlling for travel related factors. Further, trade-offs across different security measures for rail travel are quantified in terms of individuals’ willingness-to-pay extra on top of the average ticket price.  相似文献

Stated choice experiments are a preeminent method for researchers and practitioners who seek to examine the behavior of consumers. However, the extent to which these experiments can replicate real markets continues to be debated in the literature, with particular reference to the potential for biased estimates as a result of the hypothetical nature of such experiments. In this paper, a first in the transportation literature, we compare stated choice responses to revealed preference behavior and examine three methods proposed in the literature for calibrating choice experiments via reported choice certainty. In doing so we provide evidence that the incorrect calibration of responses can produce stated choice results that are more biased than doing nothing at all, however we show that by jointly estimating choice and choice certainty there is a significant reduction in hypothetical bias such that stated choice responses more directly replicate real behavior.  相似文献

This paper uses state of the art stated choice designs to parameterise modal choice models for commuting and non-commuting travel futures in the presence of new public transport infrastructure (variations of new heavy rail, light rail and dedicated busway systems). D-optimal choice experiments are developed for a set of labelled modal alternatives in which respondents establish a reference benchmark based on the existing service levels (for access, linehaul and egress trip legs) which is used in a computer aided personal interview instrument to generate future scenarios of service levels for current and prospective new modals options. We show that a fully integrated stated choice experiment provides all the information required to obtain behaviourally relevant parameter estimates (within a nested logit framework) for all but the mode-specific constants (MSCs). The MSCs can be calibrated for the current modes within a network model setting, giving the transport planner an appropriate model for predicting the patronage potential for proposed new public transport infrastructure services. A useful by-product is a new set of behavioural values of travel time savings for access, egress, linehaul and wait times.  相似文献

In recent years there has been a re-focus on the valuation of a statistical life from the ex post or human capital method to an ex ante willingness to pay (WTP) approach. This is in part a recognition that we may have been undervaluing the cost of fatalities and injuries to society associated with crashes, but also a strong belief in the need to focus on establishing the amount, ex ante, that individuals are willing to pay to reduce the risk of exposure to circumstances that might lead to death or degree of injury on the road network. This study has developed a framework in which to identify the degree of preference heterogeneity in willingness to pay by individuals who are drivers or passengers in cars to avoid being killed or injured. A stated choice experiment approach is developed. The empirical setting is a choice of route for a particular trip that a sample of individuals periodically undertakes in Australia. The particular trip is described in enough detail to provide the respondent with a familiar market environment, providing all the relevant background information required for making a decision. Mixed logit models are estimated to obtain the marginal (dis)utilities associated with each influence on the choice amongst the attribute packages offered in the stated choice scenarios. These estimates are used to obtain the WTP distributions for fatality and injury avoidance, which are then aggregated to obtain estimates of the value of risk reduction (VRR), of which the fatality class is also known as the value of a statistical life (VSL).  相似文献

This paper compares results from evaluations of two recent road pricing demonstrations in southern California. These projects provide particularly useful opportunities for measuring commuters’ values of time and reliability. Unlike most revealed preference studies of value of time, the choice to pay to use the toll facilities in these demonstrations is relatively independent from other travel choices such as whether to use public transit. Unlike most stated preference studies, the scenarios presented in these surveys are real ones that travelers have faced or know about from media coverage. By combining revealed and stated preference data, some of the studies have obtained enough independent variation in variables to disentangle effects of cost, time, and reliability, while still grounding the results in real behavior. Both sets of studies find that the value of time saved on the morning commute is quite high (between $20 and $40 per hour) when based on revealed behavior, and less than half that amount when based on hypothetical behavior. When satisfactorily identified, reliability is also valued quite highly. There is substantial heterogeneity in these values across the population, but it is difficult to isolate its exact origins.  相似文献

Individual’s process the information in stated choice (SC) experiments in many different ways. In order to accommodate decisions rules that are used in processing information, there is good sense in conditioning the parameterisation of stated choice design attributes on these rules. In particular, rules might be invoked to cope with the dimensionality of the SC design. In this paper, we investigate the impact of rules such as attribute aggregation and reference dependency on preference profiles for specific design attributes, as well as the design specification, as we vary the dimensionality of an SC design. The heteroscedastic extreme value logit model is estimated to identify the role of design dimensionality and attribute processing rules, after accounting for scale differences across sixteen pooled data designs The empirical evidence, drawn from a study in Sydney of car commuter route choice, suggests that accounting for the way that stated choice designs are processed, given their dimensionality, does make a statistically significant difference on measures of willingness to pay, as does accounting for scale differences between pooled data designs. This evidence has practical value in guiding the design of SC experiments and in adjusting results from different SC designs when comparing the evidence. We propose a simple adjustment formula to use in adjusting VTTS from different studies so that they are comparable. From a practical policy perspective, the evidence sends a warning about the risk of undervaluing mean VTTS if the attribute processing rules are not accounted for.  相似文献

In a large-scale, real-life peak avoidance experiment, we asked participants to provide estimates of their average in-vehicle travel time during their morning commute. After comparing the reported travel times with the actual corresponding travel times, we found that the average travel times were overstated by a factor of 1.5. We showed that driver- and link-specific characteristics partially explained these exaggerations. Using the stated and revealed preference data, we investigated whether the driver-specific reporting errors were consistent with the drivers’ scheduling behaviors in reality and in hypothetical choice experiments. In both cases, we found no robust evidence that drivers behave as if they misperceive travel times to a similar extent as those they misreported, thereby implying that the reported travel times did not represent the actual or perceived travel times in a truthful manner. The results of this study suggest that caution should be recommended when reported travel time data are used in an uncritical manner during transport research and when determining policy.  相似文献
