Efforts to reduce energy use in freight transportation usually center around “mode-based” approaches, namely improving the energy efficiency of energy intensive modes, such as truck, and shifting more freight to energy efficient modes, such as rail. In the first part of this paper we review the recent trends and future prospects for these mode-based approaches, finding that despite substantial improvement in the technological efficiency of freight modes and robust growth in the use of intermodal rail since 1980, total freight energy use across all modes in the US has grown by approximately 33%, with proportional growth in carbon emissions. In the second part of the paper we propose use of a “commodity-based” approach, in which freight energy use is disaggregated by contribution of major commodity groups, in order to support efficiency improvement at the commodity level. Two potential applications of the commodity based approach, namely (1) life cycle analysis of energy use for major commodity groups and (2) spatial analysis of freight patterns, are demonstrated using the 1993 US Commodity Flow Survey data. Results of these preliminary findings suggest that commodity groups vary widely in the ratio of energy use in production to energy use in transport, and that for many commodity groups, there may be substantial opportunities for saving energy by redistributing flow patterns. Through development of the commodity-based approach, we also identify the collaborative involvement of shippers and carriers as a key point in improving energy efficiency, since it can be used to both make the mode-based approach more effective and address new issues such as the underlying growth in tonne-km. Benefits for air quality and other transportation issues are also discussed.  相似文献

This paper develops a method for analysing and estimating savings in externalities that could be achieved by substituting truck with rail freight services in a given Trans-European freight transport corridor. The externalities affected include energy consumption, emissions of greenhouse gases, noise, congestion, and traffic incidents/accidents. The European Commission transport policy aims to provide an institutional framework for the medium- to long-term sustainable development of the transport sector. An important aspect of this policy is to stimulating the modal shift from truck to rail freight transport in inland Trans-European corridors.  相似文献

This research empirically evaluates the public sector investment in the US freight transportation infrastructure. In particular, the infrastructures to support the two most comparable modes of freight transportation – highway and intermodal rail – are examined as alternatives for public fund allocation. Indicators for public sector transportation infrastructure investment mix are established based on financial analysis of both private and social costs and benefits, as well as the propensity of freight shippers to utilize such infrastructures. The research results in recommendations for the aggregate allocation of public funds in the US based on these indicators. We find that approximately a quarter of truck freight could be handled at a 25% lower cost if rail infrastructure to support it existed. Because an additional 80% reduction in social costs could be achieved through this modal conversion, the public sector is a critical participant in creating a more efficient transportation infrastructure.  相似文献

高铁货运逐渐兴起,本文对货运动车组开行方案优化进行了研究。针对高铁运输安全、快捷、运输成本较低等特性,提出以货运动车组及客货混编动车组为主,客运动车组捎带运输为补充的开行模式,结合运输需求、线路通过能力等限条件,以运输成本最小和货主满意度最大为目标,建立多目标综合优化模型,运用线性加权组合法,以lingo软件为依托进行求解。通过算例给出具体开行方案,并对同一运输区间各种运输方式的单位成本及用时进行对比分析。结果表明,相对于传统运输方式,高铁货运综合运输成本较低,用时更短,能够兼顾运输企业与货主的双重要求;所建模型优化效果明显,可为未来货运动车组的开行提供参考。  相似文献

The use of privately owned vehicles (POVs) contributes significantly to US energy consumption (EC) and greenhouse gas emissions (GHGe). Strategies for reducing POV use include shifting trips to other modes, particularly public transit. Choices to use transit are based on characteristics of travelers, their trips, and the quality of competing transportation services. Here we focus on the proximity of rail stations to trip origins/destinations as a factor affecting mode choice for work trips. Using household travel survey data from Chicago, we evaluate the profile of journey-to-work (JTW) trips, assessing mode share and potential for more travelers to use rail. For work trips having the origin/destination as close as 1 mile from rail transit stations, POVs were still the dominant travel mode, capturing as much as 61%, followed by rail use at 14%. This high degree of POV use coupled with the proportion of JTW trips within close proximity to rail stations indicated that at least some of these trips may be candidates for shifting from POV to rail. For example, shifting all work trips with both the origin/destination within 1 mile of commuter rail stations would potentially reduce the energy associated with all work-related POV driving trips by a maximum of 24%. Based on the analysis of trips having the origin and destination closest to train stations, a complete shift in mode from POV to train could exceed CO2 reduction goals targeted in the Chicago Climate Action Plan. This could occur with current settlement patterns and the use of existing infrastructure. However, changes in traveler behavior and possibly rail operation would be necessary, making policy to motivate this change essential.  相似文献

Subnational incentives to adopt zero emission vehicles (ZEVs) are critical for reducing the external economic damages posed by transportation to air quality and the climate. Few studies estimate these damages for on-road freight, especially at scales relevant for subnational policies requiring cross-border cooperation. Here, we assess the damages to US receptors from emissions of air pollutants (PM2.5, NOx, SO2, NH3), and greenhouse gases (CO2, CH4, N2O) from medium and heavy duty freight trucking, and the benefits of ZEV adoption by census division in the Province of Ontario. We develop an integrated modelling framework connecting a travel demand model, a mobile emissions simulator, and a regression based marginal damages model of air pollutants and climate change. We estimate $1.9 billion (2010 USD) in annual cross-border damages, or $0.16/VKT, resulting from scaled up atmospheric emissions from a ‘typical day’ of medium and heavy duty truck traffic volume for Ontario in 2012. This implies approximately $8000 per truck per year in damages, which could inform an economic incentive for emission reduction. The provincial goal of 5% ZEV adoption would reduce GHG emissions in 2012 by 800 ktCO2e, yielding $89 Million (2010 USD) in cross-border benefits annually, with air quality co-benefits of $83/tCO2e. This result varies between −19% and 22% based on sensitivity analysis for travel and emissions models, though economic damages are likely the largest uncertainty source. Such advances in subnational scale integrated modeling of the environmental impacts of freight can offer insights into the sustainable design of clean freight policy and programs.  相似文献

Intermodal rail/road transportation combines advantages of both modes of transport and is often seen as an effective approach for reducing the environmental impact of freight transportation. This is because it is often expected that rail transportation emits less greenhouse gases than road transportation. However, the actual emissions of both modes of transport depend on various factors like vehicle type, traction type, fuel emission factors, payload utilization, slope profile or traffic conditions. Still, comprehensive experimental results for estimating emission rates from heavy and voluminous goods in large-scale transportation systems are hardly available so far. This study describes an intermodal rail/road network model that covers the majority of European countries. Using this network model, we estimate emission rates with a mesoscopic model within and between the considered countries by conducting a large-scale simulation of road-only transports and intermodal transports. We show that there are high variations of emission rates for both road-only transportation and intermodal rail/road transportation over the different transport relations in Europe. We found that intermodal routing is more eco-friendly than road-only routing for more than 90% of the simulated shipments. Again, this value varies strongly among country pairs.  相似文献

The paper challenges the conventional view that the movement of goods through supply chains must continue to accelerate. The compression of freight transit times has been one of the most enduring logistics trends but may not be compatible with governmental climate change policies to cut greenhouse gas emissions by 60–80% by 2050. Opportunities for cutting CO2 emissions by ‘despeeding' are explored within a freight decarbonisation framework and split into three categories: direct, indirect and consequential. Discussion of the direct carbon savings focuses on the trucking and deep-sea container sectors, where there is clear evidence that slower operation cuts cost, energy and emissions and can be accommodated within current supply chain requirements. Indirect emission reductions could accrue from more localised sourcing and a relaxation of just-in-time (JIT) replenishment. Acceleration of logistical activities other than transport could offset increases in freight transit times, allowing the overall carbon intensity of supply chains to reduce with minimal loss of performance. Consequential deceleration results from other decarbonisation initiatives such as freight modal split and a shift to lower carbon fuels. Having reviewed evidence drawn from a broad range of sources, the paper concludes that freight deceleration is a promising decarbonisation option, but raises a number of important issues that will require new empirical research.  相似文献

In this paper, the characteristics of intercity freight modal operations are investigated to evaluate the potential for achieving energy savings. It is determined that the greatest opportunities for conserving energy appear to rest with achieving modal shifts and operational improvements in truck and rail transport. To test this hypothesis, intercity truck and rail freight operations are analyzed to determine the relationships between energy consumption and the delivery of transport service. The energy consumption impact of alternative conservation measures are calculated, and in turn, evaluated in light of a series of institutional constraints. As such, this study goes beyond the characteristic cataloging of alternative energy conservation measures by conducting a disaggregated assessment of the effectiveness and feasibility of implementing such measures. This paper concludes that the potential for achieving energy conservation in the movement of intercity freight in general, and by truck and rail systems in particular, is limited, as well as shrouded by the complexity of the nature of the commodity itself, the commodity flow characteristics, and the market and institutional structure.  相似文献

As goods movement continues to increase it is expected to outpace infrastructure capacity in the United States. Moving a larger share of goods by rail rather than truck is a potentially cost effective part of a solution. Freight rail not only offers a substitute for truck trips but is a cleaner, more energy efficient, and safer alternative. Recently a number of private freight rail projects have received public funding. The public funds are aimed at increasing freight rail capacity with the goal of diverting some goods currently moved by truck to rail. While the benefits of moving goods by rail are relatively clear, it is unclear if public decision makers can effectively identify strategic rail investments that will achieve their policy goals. This study critically examines the analytical methods, models, and data that are commonly used to support decisions to provide public funds for private freight rail projects. This is accomplished through a case study of California’s Trade Corridors Improvement Fund program which provided $680 million for 11 freight rail projects. The study’s contributions include identifying critical analytical flaws and challenges affecting the benefit estimates that public funding decisions rely on. Improvements to current evaluation methods are also identified as are regulatory reforms and policy interventions that may offer more effective and reliable outcomes.  相似文献

With increasing demand for air transportation worldwide and decreasing marginal fuel efficiency improvements, the contribution of aviation to climate change relative to other sectors is projected to increase in the future. As a result, growing public and political pressures are likely to further target air transportation to reduce its greenhouse gas emissions. The key challenges faced by policy makers and air transportation industry stakeholders is to reduce aviation greenhouse gas emissions while sustaining mobility for passengers and time-sensitive cargo as well as meeting future demand for air transportation in developing and emerging countries. This paper examines five generic policies for reducing the emissions of commercial aviation; (1) technological efficiency improvements, (2) operational efficiency improvements, (3) use of alternative fuels, (4) demand shift and (5) carbon pricing (i.e. market-based incentives). In order to evaluate the impacts of these policies on total emissions, air transport mobility, airfares and airline profitability, a system dynamics modeling approach was used. The Global Aviation Industry Dynamics (GAID) model captures the systemic interactions and the delayed feedbacks in the air transportation system and allows scenarios testing through simulations. For this analysis, a set of 34 scenarios with various levels of aggressiveness along the five generic policies were simulated and tested. It was found that no single policy can maintain emissions levels steady while increasing projected demand for air transportation. Simulation results suggest that a combination of the proposed policies does produce results that are close to a “weak” sustainability definition of increasing supply to meet new demand needs while maintaining constant or increasing slightly emissions levels. A combination of policies that includes aggressive levels of technological and operations efficiency improvements, use of biofuels along with moderate levels of carbon pricing and short-haul demand shifts efforts achieves a 140% increase in capacity in 2024 over 2004 while only increasing emissions by 20% over 2004. In addition, airline profitability is moderately impacted (10% reduction) compared to other scenarios where profitability is reduced by over 50% which pose a threat to necessary investments and the implementation of mitigating measures to reduce CO2 emissions. This study has shown that an approach based on a portfolio of mitigating measures and policies spanning across technology and operational improvements, use of biofuels, demand shift and carbon pricing is required to transition the air transportation industry close to an operating point of environmental and mobility sustainability.  相似文献

Freight transportation by truck, train, and ship accounts for 5% of the United States’ annual energy consumption (U.S. Energy Information Administration, 2017a). Much of this freight is transported in shipping containers. Lightweighting containers is an unexplored strategy to decrease energy and GHG emissions. We evaluate life cycle fuel savings and environmental performance of lightweighting scenarios applied to a forty-foot (12.2 meters) container transported by ship, train, and truck. Use phase burdens for both conventional and lightweighted containers (steel reduction, substitution with aluminum, or substitution with high tensile steel) were compared to life cycle burdens. The study scope ranged from the transportation of one container 100 km to the lifetime movement of the global container fleet on ships. Case studies demonstrated the impact of lightweighting on typical multimodal freight deliveries to the United States. GREET 1 and 2 (Argonne National Laboratory, 2016a,b) were used to estimate the total fuel cycle burdens associated with use phase fuel consumption. Fuel consumption was determined using modal Fuel Reduction Values (FRV), which relate mass reduction to fuel reduction. A lifetime reduction of 21% in the fuel required to transport a container, and 1.4% in the total fuel required to move the vehicles, cargo, and containers can be achieved. It was determined that a 10% reduction in mass of the system will result in a fuel reduction ranging from 2% to 8.4%, depending on the mode. Globally, container lightweighting can reduce energy demand by 3.6 EJ and GHG emissions by 300 million tonnes CO2e over a 15-year lifetime.  相似文献

Due to the effects of congestion, capacity reduction of truck-freight carriers, growing freight transportation demand, and increasing social and environmental concerns, there is a critical need for freight shippers to improve shipping quality and reduce transportation costs. Rail-truck multimodal freight collaboration can potentially address this need. In this study, we explore freight-shipper perspectives relating to the factors that may foster or impede their usage of rail-truck multimodal freight collaboration services, and the correlations of their operational and behavioral characteristics with these factors. The study provides insights to rail and truck carriers on collaboration mechanisms that can address the needs of freight shippers, including adopting synergistic technology to improve in-transit visibility, accommodating non-containerized cargo, improving the transshipment process, designing service quality control strategies, and constructing investment and revenue-sharing plans.  相似文献

The authors describe the development and application of a single, integrated digital representation of a multimodal and transcontinental freight transportation network. The network was constructed to support the simulation of some five million origin to destination freight shipments reported as part of the 1997 United States Commodity Flow Survey. The paper focuses on the routing of the tens of thousands of intermodal freight movements reported in this survey. Routings involve different combinations of truck, rail and water transportation. Geographic information systems (GIS) technology was invaluable in the cost-effective construction and maintenance of this network and in the subsequent validation of mode sequences and route selections. However, computationally efficient routing of intermodal freight shipments was found to be most efficiently accomplished outside the GIS. Selection of appropriate intermodal routes required procedures for linking freight origins and destinations to the transportation network, procedures for modeling intermodal terminal transfers and inter-carrier interlining practices, and a procedure for generating multimodal impedance functions to reflect the relative costs of alternative, survey reported mode sequences.  相似文献

The circular and functional economies are being presented in the literature as potential strategies for future sustainable societies. In terms of the consequences for supply chains, they will promote a much more dispersed and diversified, local and network based usage of goods than the current economy, which is comparatively linear, concentrated, long distance oriented and scale economy based. A gap in the literature is the assessment of the effects of these systems on freight transport flows. In our paper, we present a first attempt at estimating this impact using freight transport scenario building and quantitative modelling. In order to translate the main parameters that characterize these systems into factors determining freight transportation volumes, we develop a framework based on a typology of goods categories describing functional and spatial proximity between producers and consumers. In order to simulate changes in the economy, we develop scenarios for the shifting of goods from one category to another and, additionally, include internalization policies that should guide their realization. We calculate the impacts on freight flows using a new interregional transport model for France that includes distribution chains and produces estimates of external costs of transport. Our results show that circular and functional economies could lead to a 2–5% reduction of air pollutant emissions and up to a 14–26% reduction if combined with the internalization of external costs. The scenario with ongoing mass production for differentiated demand is found to lead to a 5% increase of environmental impacts compared to the baseline.  相似文献

This paper develops a behavioral analysis of freight mode choice decisions that could provide a basis for an acceptable analytical tool for policy assessment. The paper specifically examines the way that truck and rail compete for commodity movement in the US. Two binary mode choice models are introduced in which some shipment-specific variables (e.g. distance, weight and value) and mode-specific variables (e.g. haul time and cost) are found to be determinants. The specifications of the non-selected choice are imputed in a machine learning module. Shipping cost is found to be a central factor for rail shipments, while road shipments are found to be more sensitive to haul time. Sensitivity of mode choice decisions is further analyzed under different fuel price fluctuation scenarios. A low level of mode choice sensitivity is found with respect to fuel price, such that even a 50% increase in fuel cost does not cause a significant modal shift between truck and rail.  相似文献

This paper analyzes the influence of transient operating modes in the Cat 3512B-HD and MTU 4000 R41 locomotive diesel engines on their energy usage. This analysis represents an integral component of the technological research and development performed at Lietuvos Geležinkeliai AB (JSC Lithuanian Railways) with the objective of increasing the efficiency of freight transportation with the upgraded 2M62M and modern ER20CF/2ER20CF diesel locomotives. The influence of transient modes on the operating variables of the locomotive diesel engines was evaluated under operational load-cycling conditions to aid in the selection of appropriate parameters (e.g., the train weight, the diesel locomotive type, and the technical characteristics of the diesel locomotive to be modeled) for freight transportation on Lithuanian railway lines. It was determined that the engine’s electronic control system compensates for the negative effects of transient operations on the engine’s energy usage. As a result, the increase in fuel consumption is less than 3% during transient operation when compared to steady-state operation. Through this research, methodological foundations have been formulated and adapted for the use of the mathematical modeling of the transient modes of locomotive diesel engines to optimize freight transportation, resulting in an expected decrease of 10–15% in fuel consumption.  相似文献

As decision-makers increasingly embrace life-cycle assessment (LCA) and target transportation services for regional environmental goals, it becomes imperative that outcomes from changes to transportation infrastructure systems are accurately estimated. Greenhouse gas (GHG) reduction policies have created interest in better understanding how public transit systems reduce emissions. Yet the use of average emission factors (e.g., grams CO2e per distance traveled) persists as the state-of-the-art masking the variations in emissions across time, and confounding the ability to accurately estimate the environmental effects from changes to transit infrastructure and travel behavior. An LCA is developed of the Expo light rail line and a competing car trip (in Los Angeles, California) that includes vehicle, infrastructure, and energy production processes, in addition to propulsion. When results are normalized per passenger kilometer traveled (PKT), life-cycle processes increase energy use and GHG emissions up to 83%, and up to 690% for smog and respiratory impact potentials. However, the use of a time-independent PKT normalization obfuscates a decision-maker’s ability to understand whether the deployment of a transit system reduces emissions below a future year policy target (e.g., 80% of 1990 emissions by 2050). The year-by-year marginal effects of the decision to deploy the Expo line are developed including reductions in automobile travel. The time-based marginal results provide clearer explanations for how environmental effects in a region change and the critical life-cycle processes that should be targeted to achieve policy targets. It shows when environmental impacts payback and how much reduction is achieved by a policy-specified future year.  相似文献

The aim of this paper is to analyse and compare the methods used for calculating emissions of UK rolling stock based on their type and mode of operation. The three modes under comparison were; diesel, electric and bi-mode. As well as comparing these three modes of operation, a comparison between Conventional, Freight and High Speed Rail was made. Alternate fuels were considered for diesel and bi-mode locomotives and compared based on their environmental impact. The emissions of trains were studied using three methods. Specifically, the three chosen methods were used to calculate the emissions of each train and a comparison of these methods was made. In the current UK energy climate, diesel trains emit less emissions than electric trains when factoring in mechanical and air resistances. Bi-mode trains have their place in the UK network but with electrification of the network currently in place, this mode of operation will become redundant in the near future. High Speed Rail, although time efficient, releases high emissions due to energy consumption increasing with the square of speed. Alternative fuels, such as biodiesel, should be a consideration for the future of rail, as emissions fall dramatically with content of biodiesel in fuel blends.  相似文献

Intermodal rail/road transportation is an instrument of green logistics, which may help reducing transport related greenhouse gas (GHG) emissions. In order to assess the environmental impact of road and rail transports, researchers have formulated very detailed microscopic models, which determine vehicle emissions precisely based on a vast number of parameters. They also developed macroscopic models, which estimate emissions more roughly from few parameters that are considered most influential. One of the goals of this paper is to develop mesoscopic models that combine the preciseness of micro-models while requiring only little more information than macro-models. We propose emission models designed for transport planning purposes which are simple to calibrate by transport managers. Despite their compactness, our models are able to reflect the influence of various traffic conditions on a transport’s total emissions. Furthermore, contrasting most papers considering either the road or the rail mode, we provide models on a common basis for both modes of transportation. We validate our models using popular micro- and macroscopic models and we apply them to artificial and real world transport scenarios to identify under which circumstances intermodal transports actually effect lower emissions. We find that travel speed and country-specific energy emission factors influence the eco-friendliness of intermodal transports most severely. Hence, the particular route chosen for a transnational intermodal transport is an important but so far neglected option for eco-friendly transportation.  相似文献
