Empty container management deals with repositioning empty containers at minimum costs while fulfilling empty container demands. Due to imbalances in trade, some areas have a surplus of empty containers, while others have a shortage. Therefore, empty containers need to be repositioned globally to make sure that sufficient empty containers are available everywhere. Besides, empty containers need to be repositioned regionally between shippers, consignees, inland depots, terminals and ports in order to fulfil demand. In this paper, the focus is on the empty container management problem at a regional level. The problem is described in detail and opportunities for reducing empty container movements are discussed. Decisions to be taken at each planning level (strategic, tactical and operational) are described, and for each planning level, a detailed overview of planning models proposed in the literature is presented. Planning models considering decisions at several planning levels are discussed as well. Finally, interesting opportunities for future research are identified.  相似文献

Tactical planning models for liner shipping problems such as network design and fleet deployment usually minimize the total cost or maximize the total profit subject to constraints including ship availability, service frequency, ship capacity, and transshipment. Most models in the literature do not consider slot-purchasing, multi-type containers, empty container repositioning, or ship repositioning, and they formulate the numbers of containers to transport as continuous variables. This paper develops a mixed-integer linear programming model that captures all these elements. It further examines from the theoretical point of view the additional computational burden introduced by incorporating these elements in the planning model. Extensive numerical experiments are conducted to evaluate the effects of the elements on tactical planning decisions. Results demonstrate that slot-purchasing and empty container repositioning have the largest impact on tactical planning decisions and relaxing the numbers of containers as continuous variables has little impact on the decisions.  相似文献

Among the most important trade-related issues currently confronting the UK are the environmental implications of very large volumes of containerised freight being handled at a small number of ports while there appears to be significant potential for using other ports and water-rail intermodal connections. Six UK ports are selected for the analysis: Hull/Immingham, Liverpool, Felixstowe, Southampton, Dover and Bristol. Through an origin-destination analysis, the cost and CO2e impacts of UK port trade patterns are compared using the actual situation against three proposed Scenarios: (1) the re-direction of containers by a combined expansion of Hull and Immingham; Liverpool; and Bristol, (2) moving containers by rail facilitated via expanded capacity at Southampton, and (3) moving containers by rail through expanded capacity at Felixstowe. The research found that transporting containers from Felixstowe and Southampton to the northern regions by rail has the lowest CO2e impact, and is the most feasible option, although constraints exist in terms of infrastructure provision, water depth and rail network capacity.  相似文献

This paper transfers the classic frequency-based transit assignment method of Spiess and Florian to containers demonstrating its promise as the basis for a global maritime container assignment model. In this model, containers are carried by shipping lines operating strings (or port rotations) with given service frequencies. An origin–destination matrix of full containers is assigned to these strings to minimize sailing time plus container dwell time at the origin port and any intermediate transhipment ports. This necessitated two significant model extensions. The first involves the repositioning of empty containers so that a net outflow of full containers from any port is balanced by a net inflow of empty containers, and vice versa. As with full containers, empty containers are repositioned to minimize the sum of sailing and dwell time, with a facility to discount the dwell time of empty containers in recognition of the absence of inventory. The second involves the inclusion of an upper limit to the maximum number of container moves per unit time at any port. The dual variable for this constraint provides a shadow price, or surcharge, for loading or unloading a container at a congested port. Insight into the interpretation of the dual variables is given by proposition and proof. Model behaviour is illustrated by a simple numerical example. The paper concludes by considering the next steps toward realising a container assignment model that can, amongst other things, support the assessment of supply chain vulnerability to maritime disruptions.  相似文献

Transport demand for containers has been increasing for decades, which places pressure on road transport. As a result, rail transport is stimulated to provide better intermodal freight transport services. This paper investigates mathematical models for the planning of container movements in a port area, integrating the inter-terminal transport of containers (ITT, within the port area) with the rail freight formation and transport process (towards the hinterland). An integer linear programming model is used to formulate the container transport across operations at container terminals, the network interconnecting them, railway yards and the railway networks towards the hinterland. A tabu search algorithm is proposed to solve the problem. The practical applicability of the algorithm is tested in a realistic infrastructure case and different demand scenarios. Our results show the degree by which internal (ITT) and external (hinterland) transport processes interact, and the potential for improvement of overall operations when the integrated optimization proposed is used. Instead, if the planning of containers in the ITT system is optimized as a stand-alone problem, the railway terminals may suffer from longer delay times or additional train cancellations. When planning the transport of 4060 TEU containers within one day, the benefits of the ITT planning without considering railway operations account for 17% ITT cost reduction but 93% railway operational cost growth, while the benefits of integrating ITT and railway account for a reduction of 20% in ITT cost and 44% in railway operational costs.  相似文献

In recent years, the world economy has become more integrated internationally and container transportation has become increasingly more important as the proportion of all trade using containers is continuously growing. In order to adapt to the increasing containerization trend, it is essential to plan and construct adequate ports and facilities to cope with this development.

Based on the analysis of factors influencing container movements, this paper illustrates the logical relationships for a distribution model, which has been used to predict the distribution of containers among the three main Seaports near Shenzhen and Hong Kong. A fuzzy number‐based distribution model is outlined in the paper. The paper illustrates the main influencing factors and their logical relationships and proposes a primary distribution model where the attractiveness of each port has been calibrated. The results show that the Port of Hong Kong is significantly more attractive than the other two ports modelled and is likely to continue to be so in the future.  相似文献

Abstract

The institutional environment of rail transport has changed as a result of recent European directives, but the changes have taken different forms from one country to another. In the case of international maritime chains, the development of door‐to‐door services makes inland haulage from the loading and discharging ports extremely important, and it highlights the need to reshape the rail freight industry. This paper analyses the degree of involvement of different actors drawn from the maritime industry in developing and commercializing rail services in the changing regulatory environment. Several maritime operators, shipping lines, port‐handling companies and port authorities have been involved in some container rail services since the early days of liberalization. Their commitments take very different forms, however. Whereas contracts are mainly used for the provision of service, particularly for train haulage, integration by means of shareholding or creating subsidiaries or joint ventures is used for marketing. Important differences between France, the UK, Germany and the Netherlands are detailed. In the latter two countries, there is more involvement in the provision of rail services. Marketing rail services appear to be the main strategic issue for the maritime operators in all four countries  相似文献

Operating rail infrastructures that are shared among different uses is complex. In Western Europe, the predominance of passenger traffic over freight has traditionally led to thorough scheduling of capacity use, with an increasing tendency to anticipate through the design of regular-interval timetables. The paper discusses the specific challenges posed by fitting freight into the timetabling process for a mixed-use rail network, based on current French experience. The analysis is carried out from the perspective of the infrastructure manager. It is mainly supported by the results of a series of about 30 interviews, carried out in 2012 and 2013 with the parties involved in the timetabling process. The paper provides a comprehensive understanding of the process in terms of organization, rules and practices, with an emphasis on the characteristics of freight traffic compared with passenger traffic. The author highlights three key management issues for the French infrastructure manager when dealing with freight: (1) the uncertainty surrounding the mid-long term development of the rail freight market at the national level; (2) the heterogeneity resulting from the diversity of commodities, convoys and profiles and behaviors of the capacity applicants; (3) the volatility of some freight traffic resulting in a great amount of activity in the later stages of the timetabling process. If uncertainty about the future appears to be a highly sensitive issue in the French context, heterogeneity and volatility of freight traffic can be perceived as management challenges that may be experienced, to a greater or lesser degree, on other rail networks.  相似文献

In this paper we introduce an analytical framework based on discrete Likelihood Maximization techniques that provides estimates of operational level data of Queuing models and Transportation networks based on snapshots of data on movements of commodities in a network. We apply our methodology to detailed data on movements of containers imported from S.E. Asian ports to marine ports on the west coast of Canada, unloaded at these ports, moved to rail cars, and transported by rail to destinations in U.S. and Canada. We show how one can estimate operational level parameters such as the number of servers at the ports, schedules of departure and capacity of trains, and even speed of trains based on only snapshots of container movements in the network. Subsequently, we were able to calibrate the entire inter-continental transportation network, were able to identify the sources of variability in the network and were able to measure the reliability of the network to shocks.  相似文献

Container liner fleet deployment (CLFD) is the assignment of containerships to port rotations (ship routes) for efficient transport of containers. As liner shipping services have fixed schedules, the ship-related operating cost is determined at the CLFD stage. This paper provides a critical review of existing mathematical models developed for the CLFD problems. It first gives a systematic overview of the fundamental assumptions used by the existing CLFD models. The operating characteristics dealt with in existing studies are then examined, including container transshipment and routing, uncertain demand, empty container repositioning, ship sailing speed optimization and ship repositioning. Finally, this paper points out four important future research opportunities: fleet deployment considering ship surveys and inspections, service dependent demand, pollutant emissions, and CLFD for shipping alliances.  相似文献

This paper develops an operational activity-based method to estimate CO2 emissions from container shipping in contrasts to the traditional aggregated activity-based method. Two case studies investigate the impacts of empty container repositioning policies and port handling capacity on CO2 emission index. The results show that the aggregated method could well overestimate CO2 emissions and the operational activity-based method is more appropriate. The paper also demonstrates that high port-handling capacity and efficient empty container repositioning could reduce CO2 emissions in seaborne container transportation.  相似文献

This paper proposes the conceptual model of the Asian (Port) Doctrine to explain the successful development of top ranking container ports in Asia during the past four decades. This paper draws a new paradigm for the role of government as a third governance approach in addition to Anglo-Saxon and European doctrines by describing how Asian countries have developed container hub ports by investing in infrastructure as social overhead capital to support export-led growth. We survey characteristics and outcomes in major Asian container port developments and one European port in terms of a port development policy. The findings are presented in a comparative overview of government investment in functional elements of port, maritime infrastructure and landside connections to container ports. This paper confirms that the existing two doctrines—Anglo-Saxon and European doctrines—are not sufficient to explain the Asian success in major container port developments. The proposed framework contends that a newly proposed Asian Doctrine can accomplish this with the help of cross-subsidization, strategic and administered port pricing mechanism.  相似文献

Increasingly, the debate on freight transport and logistics involves the challenge of sustainable development. Key objectives of sustainable or “green” freight logistics systems are the mitigation of negative environmental and human health effects of distribution operations and the realization of a major modal shift in transport preferences, while at the same time achieving internal generalized cost efficiency and quality of services. Pursuing these goals requires the introduction of a range of measures. These measures call for private and public actors to take up various initiatives and adopt policies. Usually, it is more effective to combine different actions into an integrated package of measures than to introduce single instruments in isolation. This article explores the nexus between sustainability and port hinterland container logistics. In particular, the methodology and results of an empirical analysis based on applications of a network programming tool called the “interport model” are presented and discussed. The model enables an examination of all possible effects on inland container flows and their associated internal and external costs due to public and private initiatives in the field of port hinterland container logistics. The empirical analysis aims to evaluate the impact of a set of simultaneous policy options and operational measures on the competitiveness and sustainability of hinterland multimodal distribution of import and export containers handled at the seaports of the Campania region located in Southern Italy. The loading units can transit through the dry port facilities (the so called “interports”) located in the same region and/or through extra regional railway terminals, before reaching their ultimate inland destinations or the seaports. The integrated package of measures simulated by means of the model includes: (i) infrastructure policy, (ii) improvements of rail services, (iii) regulatory changes in terms of customs authorizations and procedures, (iv) removal of technical and legal barriers to fair and non-discriminatory competition in the market of rail traction between regional seaports and interports, (v) new business models integrating container logistics operations between seaports and interports, and (vi) social marginal cost charging of transport operations. Once this package of instruments is introduced, higher private and social cost efficiency of port hinterland container distribution through the investigated regional logistics system can be achieved. For instance, it has been estimated an annual saving of the order of about 12,660 tonnes of CO2 equivalent emissions from transport corresponding to an external cost reduction of 0.27 million euros from the observed real life situation, whereas the estimated saving in terms of air pollution (CO, NOx, PM, SO2, VOC) from transport is approximately 220 tonnes per year corresponding to an external benefit of 1.31 million euros. The most immediate priority appears to be the customs and intermodal logistics integration of seaports and interports by means of full implementation of the “extended gateway” concept as a way to increase the rail share of modal split and improve the overall cost efficiency of the system. In addition, the simultaneous introduction of a social marginal cost charging policy can contribute to make the regional interports a viable solution to expand the hinterland reach of the regional seaport cluster.  相似文献

The proliferation of hub-and-spoke operations in maritime container transportation has resulted in the widespread consolidation of traffic flows. Utilising liner shipping network configurations, this paper assesses the impact of freight traffic consolidation in the container port industry by exploring the spatial pattern of traffic flow movements and identifying the variety of roles that container ports play within this context. On the basis of the network concept, the spatial inequality of freight traffic consolidation is determined by the density and direction of all meaningful connections (i.e. significant flows) identified by applying Multiple Linkage Analysis (MLA) to an initial traffic flow matrix. The effectiveness of the chosen methodology is tested empirically using a sample comprising the 18 major container ports in East Asia, together with another 21 important container ports located on the East–West trading route. Based on this sample network, the spatial structure of traffic flow consolidation reveals the nature and structure of hub-and-spoke operations within a port system, the relative hub-dependence of ports, the variety of roles which individual ports play within the overall structure of inter-port interactions and the hierarchical configuration of the port industry structure. The paper concludes that MLA offers new insights into the distributional inequality of traffic flows, the spatial and economic interactions between ports and the extent to which hinterlands overlap. Furthermore, the analysis clearly shows that inter-port relationships can no longer be evaluated as isolated phenomena; any change in a specific port’s competitiveness will directly impact upon the structure of the whole maritime transportation system. Port authorities and terminal operators will need, therefore, to carefully analyse and disentangle specific inter-port relationships in order to provide the most appropriate basis for their decision making.  相似文献

A new class of Intelligent and Autonomous Vehicles (IAVs) has been designed in the framework of Intelligent Transportation for Dynamic Environment (InTraDE) project funded by European Union. This type of vehicles is technologically superior to the existing Automated Guided Vehicles (AGVs), in many respects. They offer more flexibility and intelligence in maneuvering within confined spaces where the logistic operations take place. This includes the ability of pairing/unpairing enabling a pair of 1-TEU (20-foot Equivalent Unit) IAVs dynamically to join, transport containers of any size between 1-TEU and 1-FFE (40-foot Equivalent) and disjoin again. Deploying IAVs helps port operators to remain efficient in coping with the ever increasing volume of container traffic at ports and eliminate the need for deploying more 40-ft transporters in the very confined area of ports. In order to accommodate this new feature of IAVs, we review and extend one of the existing mixed integer programming models of AGV scheduling in order to minimize the makespan of operations for transporting a set of containers of different sizes between quay cranes and yard cranes. In particular, we study the case of Dublin Ferryport Terminal. In order to deal with the complexity of the scheduling model, we develop a Lagrangian relaxation-based decomposition approach equipped with a variable fixing procedure and a primal heuristics to obtain high-quality solution of instances of the problem.  相似文献

In recent years, China's container ports have experienced a significant expansion in throughput and capacity. This paper provides a review of the sector and analyses the recent development of container ports and terminals within Mainland China. It then focuses in more depth on the competition between the ports of Shenzhen and Hong Kong. In particular, the port of Shenzhen is analysed in the context of Robinson's criteria for hub port development to try to discern whether it will become the dominant regional hub. The discussion concludes that despite Shenzhen's current competitive advantages, Hong Kong will, in all probability, retain its dominant role.  相似文献

The development of intermodal container transport is hampered in part by the cost associated with the shunting of trains in marshalling yards, inland and port railway terminals. Many new technologies have been developed in the past decade, but have still not been applied because of high capital investment costs, lack of sufficient market demand and uncertain rates of return. The key for increasing the competitiveness of intermodal container transport by rail is the operation of heavy haul container trains between port and inland railway terminals more frequently with fast, flexible and automatic transhipment, shunting and coupling of container wagons. The operation of self-driven railcars equipped with automatic centre coupling on terminal tracks, which can also be train-hauled on conventional hinterland railway lines, would enable a reduction of shunting and transhipment time and costs in intermodal container terminals by more than 30%.  相似文献

A recently proposed frequency-based maritime container assignment model (Bell et al., 2011) seeks an assignment of full and empty containers to paths that minimises expected container travel time, whereas containers are in practice more likely to be assigned to minimise expected cost. A cost-based container assignment model is proposed here. It is assumed that routes and service frequencies are given so ship operating costs are also fixed. The objective is to assign containers to routes to minimise container handling costs, container rental and inventory costs. The constraints in the model are extended to include route as well as port capacities. It is shown that the problem remains a linear program. A numerical example is presented to illustrate the properties of the model. The paper concludes by considering the many applications of the proposed maritime container assignment model.  相似文献

The container cargo proportion of total maritime transport increased from 3% in 1980 to 16% in 2011. The largest Brazilian port, the port of Santos, is the 42nd largest container port in the world. However, Santos’ performance indicators are much lower than those of the world’s largest ports, so comparisons with them are difficult. This article focuses on the Brazilian container terminals that handled containers in 2009 and compares port competitiveness. This study classified seventeen Brazilian container terminals into three distinct groups based on the following competitiveness criteria: number of containers handled, berth length, number of berths, terminal tariffs (in US$), berth depth, rate of medium consignment (in containers/ship), medium board (containers/hour), average waiting time for mooring (in hours/ship), and average waiting time for load or unload cargo (in hours/ship). This classification used a hierarchical cluster analysis. The classification shows that the terminal of Tecon in the port of Santos has the best performance of all, while small terminals (<150,000 container units) are the worst performing terminals in Brazil.  相似文献

Abstract

Kuwait is a relatively small country located at the top of the Arabian Gulf with population in 1980 amounting to 1.355 millions. Kuwait occupies an area of approximately 17 800 square kilometres. Kuwait's main source of national income is oil export. Income from oil export and other sources has resulted in Kuwait having the highest per capita income in the world. Consequently vehicle ownership is very high and traffic is ever growing and extending. Kuwait is self‐sufficient in only a few commodities and has a shortage of local labour. This means that transport has a fundamental role to play at the national and international level for the development of Kuwait's economy.

This paper provides a brief statement of transport in Kuwait. It starts by describing Kuwait's national setting and touches on the economic and social aspects in Kuwait that have an influence on transport patterns and needs. It describes the national transport system and covers road, air, rail and ports. Urban development planning in Kuwait is described and issues related to stages of urban development planning. The Kuwait City Master Plan and new town initiatives are presented. The urban transport system in Kuwait Metropolitan Area is described. In particular the characteristics of the urban road network and public transport facilities are outlined along with recent transport planning studies and new initiatives in the urban transport system.

The paper ends with a statement on organizations involved in the transport sector in Kuwait and a note on transport finance.  相似文献
