Coastal communities, indigenous peoples, and small-scale fishers rely on the ocean for livelihoods, for subsistence, for wellbeing and for cultural continuity. Thus, understanding the human dimensions of the world’s peopled seas and coasts is fundamental to evidence-based decision-making across marine policy realms, including marine conservation, marine spatial planning, fisheries management, the blue economy and climate adaptation. This perspective article contends that the marine social sciences must inform the pursuit of sustainable oceans. To this end, the article introduces this burgeoning field and briefly reviews the insights that social science can offer to guide ocean and coastal policy and management. The upcoming United Nations Decade of Ocean Science for Sustainable Development (2021–2030) provides a tremendous opportunity to build on the current interest, need for and momentum in the marine social sciences. We will be missing the boat if the marine social sciences do not form an integral and substantial part of the mandate and investments of this global ocean science for sustainability initiative.  相似文献

Abstract

An increasing threat to the marine environment is the presence of debris in the ocean, which is predominantly a result of land-based sources and increasing use of single-use packaging items. To begin reducing the amount of debris entering the ocean, human behavior must be addressed. The purpose of this study is to evaluate how coastal recreationists behave towards the environment and whether their participation in recreation correlates to their reported behavior specific to marine debris control. Path analysis was used to determine how one’s attitudes, knowledge, recreational activity, and background characteristics influence behavior. Results showed that type of recreational activity had very little impact on behavior and other predictors. From the model, marine environmental concern, connection to the marine environment, and gender most directly influenced reported behavior. Therefore, to encourage change in recreationists’ relevant behavior, the results indicate social groups where behavior change efforts could initially be made. Additionally, the marine environmental concerns of different demographic groups should be considered and used in developing programs directed at increasing environmentally responsible behavior with emphasis on marine debris.  相似文献

This article addresses interdisciplinary sustainable aspects of fisheries as part of ocean management. Human-caused impacts and their role as modifiers of living marine resources is discussed. The research note also theorizes about contemporary global change and its prospective biological consequences, especially when coupled with human-induced factors in coastal marine waters. Also addressed is the management and ecological aspects of fish stock populations as part of a large marine ecosystem (LME) in the Northeast United States continental shelf of the Atlantic Ocean with suggestions for an interdisciplinary policy orientation paradigm to foster the sustainability of marine life in the sea.  相似文献

The world’s oceans and coasts are awash in a sea of politics. The marine environment is increasingly busy, changing, and a site of degradation, marginalization, injustice, contestation and conflict over declining resources and occupied spaces at local to global scales. Themes of political ecology, such as power and politics, narratives and knowledge, scale and history, environmental justice and equity, are thus salient issues to understand in ocean and coastal governance and management. This subject review examines research on these themes of political ecology in the ocean and coastal environment and reflects on how the insights gained might be applied to governance and management. Political ecology provides important insights into: the influence of power in ocean management and governance processes; the manner in which narratives, knowledge, and scale are used to legitimize and shape policies and management efforts; the effects of historical trajectories on present circumstances, options, and practices; and the nature of inequities and environmental injustices that can occur in the marine environment. Moreover, ocean and coastal researchers, practitioners, and decision makers ought to engage with the political processes and injustices occurring in the ocean. Moving from critical insights to constructive engagements will ensure that political ecology helps to plant seeds of hope in the Anthropocene ocean.  相似文献

Tropical coastal and marine ecosystems are particularly vulnerable to ocean warming, ocean acidification, and sea-level rise. Yet these projected climate and ocean change impacts are rarely considered in conservation planning due to the lack of guidance on how existing climate and ocean change models, tools, and data can be applied. Here, we address this gap by describing how conservation planning can use available tools and data for assessing the vulnerability of tropical marine ecosystems to key climate threats. Additionally, we identify limitations of existing tools and provide recommendations for future research to improve integration of climate and ocean change information and conservation planning. Such information is critical for developing a conservation response that adequately protects these ecosystems and dependent coastal communities in the face of climate and ocean change.  相似文献

There are no simple government solutions when sharks bite people. These rare and sometimes fatal incidents are fraught with uncertainties and command a disproportionate amount of psychological space in the minds of the public, as well as a large degree of policy space and funding from many governments. Responses to mitigate shark bite incidents involve public policies that contend with the needs of public safety as well as the responsibility to protect endangered predators. Little study to date has been done examining the politics of shark attacks, yet these events are among the most geographically dispersed human–wildlife conflicts in the world. I examine the underlying concerns that drive this policy process by asking how problem definition framing by policy entrepreneurs affects government responses following shark bite incidents. Through a case study of shark bite incidents in Sydney, Australia in 1929, 1934, and 2009, I identify three competing problem definitions: behavioral, psychological, and conservation. The psychological definition, building confidence in the minds of the public, is shown to be the most successful. Building on previous research, I argue that policy entrepreneurship is a central feature in the strength of problem definitions. I conclude by suggesting lessons for the balanced coastal management of human–marine life conflicts including the selection of trusted spokespeople, prioritizing measures to relieve short-term public anxiety, reframing beach ecosystems as “the wild,” and connecting public safety education to personal behavior.  相似文献

The United States has a new national ocean policy that adopts ecosystem-based management (EBM) as its first principle for managing U.S. ocean spaces and marine resources. However, U.S. laws that govern the uses of ocean spaces present a challenging tangle of authorities and mandates that do not easily facilitate ecosystem-based policies. For over 30 years, U.S. marine fisheries management has been guided by eight Regional Fishery Management Councils. Working under the many laws that guide setting stewardship priorities for ocean ecosystems, councils provide the Federal Government with advice on fisheries harvest levels, fish habitat protections, and fishing community needs. Implementing EBM for any ocean ecosystem requires a careful examination of the laws and policy processes that affect human interaction with that ecosystem. This article explores the U.S. perspective on federal ecosystem-based fisheries management, its part in U.S. national ocean policy, and how fishery management councils might position themselves as both EBM policymakers and policy takers for ocean resource management.  相似文献

Abstract

Indigenous peoples’ efforts toward environmental conservation are indivisible from their cultural identity and their social and political organizations. Indigenous resurgence, including the reinvigoration and reestablishment of Indigenous ways of living, are linked to the management, restoration, and conservation of marine and coastal ecosystems around the world. However, there remains a significant gap in the recognition and support of Indigenous governance systems in international policy discussions regarding conservation work. As a way to address this gap, we offer an analysis of marine Indigenous community-led conservation initiatives from around the world that were recipients of the UNDP Equator Prize, framed by initial research on Indigenous-led conservation in British Columbia, Canada. We highlight specific Indigenous governance strategies undertaken by such communities that foster both marine resource conservation and stewardship. The strategies we identified included practicing Indigenous traditional resource management, protection of traditional territories, Indigenous-led actions of environmental conservation, and data collection and monitoring. We also identified networking and collaboration with non-Indigenous supporters, as was reinvestment into education and capacity-building within the community. We conclude with concrete policy suggestions drawn from these cases that can help strengthen the leadership and self-determination of Indigenous peoples on local resource and environmental issues, and aid in much broader conservation efforts globally.  相似文献

This article examines the sociocultural, economic, and environmental causes of the decline of the artisanal fisheries in the rocky coast of Cape Creus (NW Mediterranean) over the past decades. The changes that have occurred over time have favored trawlers, purse-seiners, shellfish fisheries, and tourism activities, to the detriment of artisanal fisheries. This article shows that the establishment of a marine reserve in 1998 could not reverse the observed decline in the artisanal fisheries. This raises the necessity of implementing a fishery management plan integrated into a coastal management plan, which should accompany the habitat protection. These plans could assist in the maintenance and the sustainable development of the artisanal fishing sector in Cape Creus as well as in other Mediterranean coastal areas where artisanal fisheries are also declining.  相似文献

Ocean citizenship describes a relationship between our everyday lives and the health of the coastal and marine environment. Through our everyday lives we affect, and are affected by, the marine and coastal environment in numerous ways. As such, individuals have a responsibility to make informed lifestyle choices to minimize this impact. In doing so, the actions of individuals can contribute to the amelioration of large-scale and seemingly insurmountable geographical problems. This article outlines the concept of ocean citizenship within the context of the public understanding of marine environmental issues. The article draws heavily on the experience of the National Maritime Museum as an important contributor to the development of ocean citizenship in the United Kingdom. Specifically, the Planet Ocean initiative will be examined, in which the Museum has adopted a multimodal approach to public engagement through exhibitions, educational resources, and specific research publications. The article concludes by highlighting the importance of geography in the development and sustainability of ocean citizenship.  相似文献

Fisheries management has been used to address declining fisheries and threats to livelihood and food security. Past research suggests that public support for fishery policies is a necessary component for sustaining the long-term success of fisheries management. This study predicted public support by examining fishers’ perspectives on co-management and fish catch since the establishment of marine protected areas (MPAs), a commonly employed fisheries management tool. Data were obtained from onsite surveys (n = 505) with fishers from three municipalities in Cebu, Philippines: Oslob, Santander, and Samboan. Structural path analyses revealed that beliefs about co-management and fish catch predicted support for fishery policies (R2 = 59%). Separate path analyses for each municipality showed that co-management had greater influence in predicting public support for fishery policies in Oslob and Santander. Fish catch was a better predictor for public support for fishery policies in Samboan. Results can help local governments, non-governmental organizations, and fishery managers to prioritize, plan, and improve fisheries management in municipal waters.  相似文献

Although the success of marine protected areas (MPAs) and associated zoning schemes is largely dependent on stakeholder acceptance and support, there have been relatively few studies examining the response of recreational stakeholders to MPA proposals. This study investigates the response of recreational boaters to a proposed MPA in British Columbia, Canada. Using a structured questionnaire (n = 543) and a focus group (n = 6), the research examines the level of support for the concept of marine zoning and identifies key factors influencing support or opposition. Results indicate that a small majority of recreational boaters support the concept of marine zoning, but that there are areas of concern that ought to be addressed as MPA implementation proceeds. Support for zoning was strongly related to perceived benefits, particularly environmental benefits. Furthermore, perceived benefits overall were found to outweigh concerns as determinants of recreational boater support for zoning. Major dimensions of opposition included perceptions of over-regulation, loss of access for boating, and mistrust of the government. A suggestion is that such concerns may be mitigated through focused communication and meaningful involvement of boaters in the zoning process.  相似文献

The Great Barrier Reef (GBR), Australia, is managed under the GBR Marine Park Act (1975) and is seen as a shining example of marine resource management. The principle tool of management is zoning for multiple use. We examined surveillance and illegal fishing around two inshore islands (Magnetic and Orpheus) of the GBR Marine Park in 2000/2001. Both islands are near Townsville, the largest city adjacent to the GBR. Surveillance effort was low, with vessels present on only 16% of days of the year. Measurable but low levels of illegal recreational fishing occurred within no-take zones. Levels decreased with increasing surveillance effort. Thus zoning was not completely successful in protecting fish targeted by fisheries, even within the most highly enforced sections of the Park. The expansion of no-take zones in 2004 from 4.6% to 33.4% of the area of the 358,000 km2 Park represents a considerable challenge for future surveillance and enforcement.  相似文献

Many marine protected areas (MPAs) face a multitude of threats to the ecosystems that they have been established to conserve. This study is based on 111 interviews conducted in 2013–2014 designed to discover the perceptions of stakeholders about the threats, the causes of the threats, and their responses to the threats, to a well-established MPA – Cabo de Palos - Islas Hormigas (CPH-MPA). This MPA was created to safeguard fisheries and the associated artisanal fishers, but over time it has become a tourism “hotspot.” Resilience theory, which incorporates ecological resilience, social resilience, and individual resilience, helps us to analyze stakeholders' responses to threats by categorizing them into passive, adaptive, and transformative responses. We found respondents identified four main threats – over-fishing, excessive scuba diving, pollution, and invasive species; attributed the threats to three main causes – ineffective management, poor environmental stewardship, and climate change; and expressed three kinds of responses – do nothing, adapt, or transform – with a preference for adaptation and (especially) transformation. The lesson of this study is that it shows how, unless drastic action is taken to curb recreational diving activities, the CPH-MPA is in danger of changing from a fishing reserve to a largely unregulated leisure diving venue, which is unlikely to fulfill the requirements of resilience; ecological, social, or individual.  相似文献

Abstract

Corals and coral communities provide substantial societal benefits by virtue of their recreational and esthetic appeal, the habitat provided for commercially harvested fish and shellfish, the structural foundation provided for productive coastal ecosystems, and the market value of harvested coral specimens. Coral resources are subject to adverse effects from pollution, dredging, specimen collecting, anchor damage, commercial fishing, overharvesting, and activities related to offshore petroleum development. Management programs which protect coral resources in the United States comprise a patchwork of separate federal and state programs. They attempt to adapt broad regulatory authorities for parks, fisheries, offshore mineral resources, and other subjects for the purpose of coral conservation. These programs embody species‐specific, area‐specific, and generic approaches to coral management. This paper traces the evolution of U.S. coral management programs and comments on their respective strengths and weaknesses. Alternative approaches for strengthening management systems could include new coordinating committees, legislation, memoranda of agreement between involved agencies, and others.  相似文献

Raja Ampat, Indonesia, possesses the greatest diversity of corals and reef fishes on the planet. The area is a priority for marine conservation for the provincial government, local communities, and major international nongovernmental organizations such as The Nature Conservancy and Conservation International. Traditional marine resource management practices in the region, referred to as sasi, have the potential to support conservation objectives. This article contends that while traditional marine resource management systems may support conservation, they must be reinforced by a supportive social structure and governance system to remain relevant in a rapidly changing world. Two villages in Raja Ampat were studied to gain a better understanding of sasi and how this practice has been affected by cultural, political, and economic change. These villages illustrate how the role of religious authorities, access to alternative livelihoods, proximity to urban centers, and capacity for monitoring and enforcement may influence the effectiveness of marine resource management systems. Our research suggests that the continued relevance of sasi in marine resource management relies on the support of influential local leaders and businesses and government regulations that reinforce traditional resource use practices.  相似文献

Marine invertebrate species have usually been overlooked in favor of high-profile vertebrate species for facilitating dialogue towards area conservation. The northern abalone (Haliotis kamtschatkana) is proposed as a focal ("flagship") species whose protection and recovery could concentrate public concern for abalone and its associated kelp forest ecosystems in Haida Gwaii (Queen Charlotte Islands), British Columbia. I explain how issues of culture, commerce, and conservation unite to create a strong role for northern abalone in preparations for creating a large marine conservation area within Haida Gwaii. Culture is relevant, as local indigenous people (the Haida) are currently denied access to constitutionally established subsistence fishing rights for northern abalone. Commerce is involved as ongoing kelp forest-associated fisheries co-occur with northern abalone. Finally, this is a challenging precedent in Canadian marine conservation, as restoring two "listed" species- at risk (northern abalone and their predator, the sea otter (Enhydra lutris)) is potentially mutually exclusive. As part of the forthcoming public consultations towards establishing a marine conservation area, the opportunity provided by northern abalone to focus ideas and values should be seized.  相似文献

The contribution by women to fisheries economies globally continues to be overlooked, in part, because “fishing” is often narrowly defined as catching fish at sea, from a vessel, using specialized gears. Both men and women are involved in fisheries, but often in different roles and activities. Fisheries research, management, and policy have traditionally focused on direct, formal, and paid fishing activities—that are often dominated by men, ignoring those that are indirect, informal, and/or unpaid—where women are concentrated. This has led to a situation where men's and women's contributions to fisheries are not equally valued or even recognized and has resulted in women being largely excluded from fisheries decision-making processes. Here, we examine the contributions by women in the fisheries sector of five globally significant marine fishing countries—Mexico, Peru, Senegal, South Africa, and Vietnam. These countries each have strong links between livelihoods and marine capture fisheries, yet represent different geographic, socioeconomic, and governance contexts. Through a synthesis of existing data, case studies, and consultation with local experts, we found that the contribution by women to the fisheries of these five countries is substantial. However, this investigation also revealed major gaps in understanding of gender inequalities in the fisheries sector and the need for better gender-disaggregated data to inform fisheries policy.  相似文献

Competing interests related to marine resources have the potential to create conflict in the coastal zone. In many parts of the world marine farms exist in close proximity to areas that support recreation and tourism. The purpose of this study was to examine residents’ perceptions of proposed marine farm development related to their proximity to, and recreational use of, a coastal area in New Zealand. Residents from two areas were surveyed about their recreational use of the region and about perceptions related to marine farm development. Results indicated that those living closest to proposed marine farms used the area more often and in different ways, were most sensitive to marine farm development, and were less positive in their evaluations of marine farms, despite agreeing that marine farms can have positive economic consequences for nearby communities. Implications for using stakeholder input for the planning and management of marine farms are discussed.  相似文献
