<正>为了提高预防海洋污染能力,保障亚运会帆船比赛海域的碧海蓝天,担负汕尾亚帆赛海上防污重任的惠州海事局于10月12日在大亚湾中海壳牌东联码头水域举行海上消防溢油应急演习。此次海上消防溢油应急救援演习是惠州港史上层级最高、参演单位最多、动用力量最大、场面最震撼的一次海上联合救援演习。演习模拟码头输油管线起火爆炸,引发化工原料油泄漏入海,从而展开了一场海上"生死大救援"。此次演习旨在打造大亚湾世界级石化基地的"防火墙",构筑广州亚运会环粤海上"安保网"。

Computer-based support for the evaluation of ship handling exercise results

One of the most important parts of the simulator exercise is the evaluation of the students’ results by the instructor both during and after the training session. This should be performed in two ways: first, during the exercise run to ensure that the training objective can be achieved and second after exercise completion in order to give the students an indication of their performance during the simulation run. For these purposes software tools have been created and implemented at the Maritime Simulation Centre in Warnemünde: the “Surveillance Tool”, allows for a monitoring during the run and the “Evaluation Tool” will enable a detailed evaluation by the instructor after the run. It allows for in-depth search within the replay data and at the same time facilitates the calculation of the final score for the student’s performance based on measurement factors as penalties for exceeding quality limits. Within this paper a brief overview of the principles of these methods is high-lighted and selected examples of applications are described.     

Delphi forecast of the dry bulk shipping industry in the year 2000

Technological forecasting in general, and the Delphi method in particular, are new decision making tools which so far have not gained wide acceptance in shipping circles.

An attempt was made to use the Delphi method to obtain the views of industry leaders on a host of issues governing dry bulk shipping. A three-round Delphi exercise became the basis for a scenario of the industry in the year 2000.

In addition to dating future events, the exercise tested the respondents' attitudes towards investment and innovation in the field of 'bulking' new edible commodities. The scenario and other data were used as input to the process of selecting an optimal vessel for the carriage of the relevant commodities.

Effects of a classroom-based bridge resource management training on knowledge,attitudes, behaviour and performance of junior naval officers

This study asses the effectiveness of classroom-based bridge resource management (BRM) training for junior naval officers, in which general principles of human behaviour and performance in teams and under stress were conveyed. Although BRM training is recommended by the International Maritime Organization and is increasingly common in seafaring, very little is known about whether the adaptation of crew resource management (CRM) training from aviation to the maritime domain has been successful and what type of training is effective. A study with a quasi-experimental, two-factorial mixed design was conducted with BRM training as the between factor and time as the within factor. For 117 study participants, evaluation criteria were assessed on all levels as defined by Kirkpatrick (Train Dev J, 178–192 1979): subjective training evaluation, knowledge, attitudes and behaviour as well as performance while commanding a vessel during a real-world exercise. BRM participants showed better subjective training evaluations and more BRM-related knowledge than controls. Training did not produce differences between groups regarding BRM-related attitudes, the demonstration of non-technical skills or the overall success in the real-world exercise. Overall, BRM training effectiveness was rather low, which can most probably be attributed to the focus of training on generalizable knowledge, skills and attitudes at the expense of their specific application to the context of the real-world exercise. In the design of BRM and CRM training courses alike, the effective application of general principles to a given context must be defined, and the application must be emphasised during training delivery.
