Reform of trucking Vehicle Weights and Dimensions (VWD) regulations in Canada is now underway. The effect these reforms will have on the freight transportation industry are only recently the subject of research. This paper is part of this new research effort, aimed at understanding how regulatory reform in the trucking sector will affect the existing competitive relationship between trucks and the railways. The paper presents the results of study and research into modelling the relationship between mode choice and the service characteristics that are affected by VWD reform.Using several periods of data, a series of econometric models are developed which help to elucidate the relative relationships between the mode service characteristics for both of the principal interprovincial freight modes. A technique is developed and presented to model railway user costs in order to overcome the complex and often unrepresentable pricing activities of Canadian railways.The strength of the developed econometric models is presented, including their significance and statistical reliability. This is further reinforced by the similarities exhibited by all the models in the series. The selected model is applied to predict market service responses required of the railway industry in order to compete with the trucking sector now adapting to the new regulations.The impact of the newly implemented vehicle weight and dimension reform on the rail transportation industry is analyzed and railway industry improvements aimed at maintaining its market share are presented. The results predicted by the model show that railway user cost reductions should be moderate, and likely less than the level of inflation over the period of time when trucking converts its fleet to take advantage of the new regulations.Abbreviations AASHTO

针对长江南京以下12.5 m深水航道二期工程落成洲河段整治建筑物的特点,提出在堤高为3.0~6.5 m的堤段采取倒T型构件混合堤替代抛石斜坡堤的新型筑堤结构。对混合堤结构在波、流共同作用下的稳定性采用翻坝水流力和合田波浪力计算公式进行理论受力分析,并通过三维物理模型试验对波、流共同作用下混合堤结构稳定性进行验证,结果判定为稳定。新型倒T型构件混合堤减少块石用量,有利于缓解大宗石料供应难度,适应环保需求,同时减少水上施工时间,加快施工进度。该结构已成功申请实用新型专利,可为类似工程提供指导和借鉴。 相似文献

《船舶水污染物排放控制标准》(GB3552-2018)(以下简称新《排放标准》)于2018年7月1日正式实施,对客运船舶的生活污水排放接收做了严格的规定。通过对新《排放标准》的研究和对相关单位部门的调研,发现辖区客运船舶生活污水处置存在新《排放标准》执行难、生活污水排放监管难、岸上接收处置难等问题和难点。建议地方政府等部门加强政策宣传、出台激励政策、加快码头生活污水接收设施建设、加强联合监管等措施,减少客运船舶生活污水非法排放,从而保护海洋环境。 相似文献

This paper examines the California Coastal Commission's permitting process. Using several text mining techniques, including web scraping, information extraction, and supervised classification, I demonstrate how to retrieve empirical data from unstructured texts, namely public meeting agendas and staff reports. Contrary to the concern that the Commission routinely delays or rejects permitting requests, the data reveal that outright rejection of permit applications is rare. On average, eight of ten applications were approved. Single-family homes and commercial development projects were approved about 80% of the time; the rates were about 70% for seawalls and retaining walls, and 60% for land-use changes. Most applications were processed swiftly, with a median application length of 3 months. The agency's influence comes primarily from negotiating each application. Qualitative study of 50 cases pertaining to single-family home construction reveals that the agency adopts a “managed development” approach, that is, allowing development but scrupulously managing various aspects of development. These case studies illustrate how the agency interprets the broad, abstract state laws and translates the mandates into enforceable actions as permitting conditions. In areas where the state mandates conflict, particularly over development in receding shorelines, the agency has the largest leverage in creating and implementing its preferred policies. The text mining techniques demonstrated in this paper can be applied to study any governmental agency. These techniques help to extract information from a massive volume of papers and organize them into a database for analyses. The empirical data extracted from texts can significantly increase bureaucratic transparency. 相似文献
