新时期交通基础设施建设贯彻国防要求面临的矛盾及对策

根据新时期新阶段军事战略方针调整、市场经济改革、交通建设投资形式变化等因素,分析了目前交通基础设施建设贯彻国防要求面临的矛盾,提出了解决的对策和思路：健全法规体系,实施有效监督管理;拓展资金来源,保证项目有效落实;修订技术标准,实施规范化管理;完善工作机制,提高管理效率。以期为解决当前贯彻国防要求存在的问题提供参考。     

Workshop 1: Performance measurement and compliance

This workshop discussed challenges of measuring the performance of transport contracts, which is usually achieved by benchmarking the relevant services against a few key performance indicators (KPIs). Such KPIs (the workshop identified cost efficiency, service quality and safety/security as the top three) can be explicitly included in the contracts (with a focus on compliance) or can be rather informal and part of a trusting partnership. Limited availability of good data and appropriate information technology systems appear to be the greatest challenges within developed markets. In the context of creating a formal market (such as the South African taxi market), which encourages public transport measurement and compliance, our findings suggest that it is important to set as a first step minimum standards to address the backlog with respect to establishing performance measurement regimes.     

Comparative analysis of port competency requirements in Vietnam and Korea

ABSTRACT

Much research has been conducted recently on the changing role of ports in the context of international logistics and supply chain management focusing on issues such as port efficiency and competitiveness. However, little research has been found on the critical aspect that contributes to making a port efficient and effective, especially, in the new era: the port human capital. As seaports play a critical role in the supply chain, it is thus important that the port personnel possess necessary competencies to contribute to port efficiency and turn the port into an effective supply chain partner. In this paper, this research issue is explored through a conceptual model of competencies and validated empirically by a survey with port executives in Vietnam and Korea. As a result, important managerial insights are drawn to the design and implementation of human resource development policy for ports.     

浅析跨既有铁路桥梁拆除施工方案及原墩柱正截面抗压承载力验算

针对沈阳绕城高速公路东环后陵后堡公铁立交桥拆桥方案进行可行性研究,对原桥梁板拆除后的墩柱进行结构安全稳定性验算,并提出一些拆桥施工技术要求。     

桥梁建设贯彻国防要求的思考

桥梁建设是交通建设的关键环节,是部队机动时必经的瓶颈交通设施。重点论述了桥梁建设贯彻国防要求的重要性和紧迫性,阐明了桥梁建设贯彻国防要求的主要内容及相关因素,主要包括提高抗炸能力、满足部队通行、便于防护、便于抢修、有利于提高综合交通运输能力等要求。提出了明确职责、制定技术标准和规范、规范相应的工作渠道等完善该项工作机制的相关对策措施,努力为桥梁建设贯彻国防要求工作创造相应条件。     

基于灰色理论的交通基本建设贯彻军事要求工程建设方案评价

交通基本建设贯彻军事要求工程建设是为发挥交通目标的战争潜力,在主体工程的基础上而额外开展的工程建设。此类工程建设方案受多种因素影响,为此提出了利用层次分析法确定指标权重的思路。通过引入灰色加权关联度,建立了交通基本建设贯彻军事要求工程方案评价的方法和模型,并应用本方法对某一新建铁路桥梁贯彻军事要求工程的3个方案进行了评价,达到了优选的目的。     

武警部队运输零部件库存模型建立与应急状态应用研究

分析了武警部队运输零部件保障的特征,建立了平时基于无限供给率的确定性零部件库存模型和战时基于随机性需求、确定型订货提前期的库存模型,最后,结合武警部队应急保障任务的实际,对零部件库存模型进行了实例应用分析,得出了最大订货量和平均订货量,验证了模型的可行性,对于优化武警部队汽车零部件库存量、节省经费,提高保障能力具有较好的参考价值。     

Towards a Formalized Ontology-Based Requirements Model

The goal of this paper is to take a further step towards an ontological approach for representing requirements information. The motivation for ontologies was discussed. The definitions of ontology and requirements ontology were given. Then, it presented a collection of informal terms, including four subject areas. It also discussed the formalization process of ontology. The underlying meta-ontology was determined, and the formalized requirements ontology was analyzed. This formal ontology is built to serve as a basis for requirements model. Finally, the implementation of software system was given.     

海上协同作战对通信能力的需求与对策研究

海上协同作战是各国海上作战的发展趋势,其作战效能的有效发挥有赖于宽带实时的数据传输分配系统。文章在分析美军CEC系统中数据分发系统（DDS）的基础上,讨论了海上协同作战对通信能力的需求,并根据这些需求提出了一些初步的应对策略。     

CFD11—1／2油田井口平台总体设计方案论述

简要介绍了CFDll．1／2油田Ⅰ期井口平台（WGPA、WHPA）总体详细设计过程中遇到的技术问题及基本设计思路。其中包括总体布置的一些基本设计原则，并针对此平台特点及一些总体布置特殊要求进行了论述。对于以后与国外公司合作开发平台布置可供参考。
