ABSTRACTDue to the constant risk of piracy and terrorist attacks which cause disturbances within international shipping of goods, barriers to the adoption of maritime security guidelines (MSGs) at European ports have become prevalent. In this paper, a conceptual framework was created to explore the perceived barriers that prevent compliance with MSGs. To verify the conceptual framework, empirical data were collected using a mixed-methods approach, which was comprised of interviews with national experts and a survey of 47% of Swedish ports involved in the shipping of goods. According to the presented framework, the perceived barriers of Swedish ports to compliance with MSGs were linked to collaborations within the Swedish Maritime Security stakeholder network, available resources and educational knowledge about security culture. In addition, the perceived barriers of smaller ports were linked to the adaptation to MSGs at different levels and the absence of specific tools of maritime security management. Due to an increased interest in international shipping of goods, this paper is currently one of few that addresses the barriers to compliance with MSGs. Moreover, the paper presents a general conceptual framework, novel managerial implications and recommendations for future research. 相似文献
Travel behaviour market segmentations have become a popular method of identifying different types of car users, bicyclists or public transport users. However, while previous studies have looked at different types of users within single modes, such as the car, little research has explored the existence of traveller types transcending modes. The study presented here is an extension of an earlier segmentation study that distinguished travellers based on their individual preferences, yet did so independent of their current mode choice. The data came from a travel survey at a middle-sized UK university and were analysed using a combination of hierarchical and iterative partitioning methods. Crucially, however, the current study uses a different theoretical framework to previous segmentation research—goal framing theory—which may more adequately explain the findings than models used in the past such as the theory of planned behaviour. The findings supported earlier work, suggesting the presence of seemingly stable traveller types that cut across modes and can be distinguished based on gain, hedonic and normative goals. This has important implications for policies aimed at encouraging mode change which may have been too preoccupied with changing people’s attitudes rather than paying attention to people’s underlying travel preferences.
The Anti-lock Braking System is an important component of the steering system in a modern car. In the latest generation of brake-by-wire systems, the performance requirements on the ABS are much higher. The controllers have to be able to maintain a specified tire slip for each wheel during braking. This paper considers the environmental effects of air traffic management speed constraints during the departure phase of flight. We present a CO2 versus noise trade-off study that compares aircraft departure procedures subject to speed constraints with a free speed scenario. A departure route at Gothenburg Landvetter Airport in Sweden is used as a case study and the analysis is based on airline flight recorded data extracted from the Airbus A321 aircraft. Results suggest that CO2 emissions could be reduced by 180 kg per flight if all departure speed constraints were removed at a cost of increased noise exposure below 70 dB(A). 相似文献

In contrast with reviews of values of time and price elasticities, the literature contains little by way of detailed reviews
of travel time based choice and demand elasticities. This paper reports the most extensive meta-analysis of time-based demand
elasticities yet undertaken, supplemented with a review of literature not previously in the public domain. The meta-analysis
is based upon 427 direct elasticities covering travel time, generalised journey time (GJT) and service headway and drawn from
69 UK studies. The elasticities are found to vary, as expected, across attributes, and quite strong effects have been detected
according to distance. We provide interesting insights into the relationship between long and short run elasticities and elasticities
obtained from static models and choice models based on actual and hypothetical preferences. Significantly, the results seem
to indicate that the duration for the long run demand impact to work through depends upon the periodicity of the model estimated.
There is little variation apparent by journey purpose, source of the evidence, nor over time or by region/flow type, whilst
travel time elasticities for high speed rail are not materially different from conventional contexts. The findings support
some official elasticity recommendations and conventions but challenge others, and can be used to provide time-based elasticities

This paper performs an ex-post cost–benefit and distribution analysis of the Gothenburg congestion charges introduced in 2013, based on observed effects and an ex-post evaluated transport model. Although Gothenburg is a small city with congestion limited to the highway junctions, the congestion charge scheme is socially beneficial, generating a net surplus of €20 million per year. From a financial perspective, the investment cost was repaid in slightly more than a year and, from a social surplus perspective, is repaid in < 4 years. Still, the sums that are redistributed in Gothenburg are substantially larger than the net benefit. In the distribution analysis we develop an alternative welfare rule, where the utility is translated to money by dividing the utility by the average marginal utility of money, thereby avoiding putting a higher weight on high-income people. The alternative welfare rule shows larger re-distribution effects, because paying charges is more painful for low-income classes due to the higher marginal utility of money. Low-income citizens pay a larger share of their income because all income classes are highly car dependent in Gothenburg and workers in the highest income class have considerably higher access to company cars for private trips. No correlation was found between voting pattern and gains, losses or net gain.
