ABSTRACT

Numerous methodologies measuring walkability have been developed over the last years. This paper reviews the Walkability Index (WI) literature of the last decade (2009–2018) and highlights some limitations in the current approaches. Only a few studies have evaluated walkability in Latin America, mainly in big cities but not in medium and small-sized cities in the region, which present their own urbanisation dynamics, security issues, sidewalk invasion problems, and poor planning. Furthermore, most WIs in the literature use objective mesoscale variables to assess walkability in a given area. This paper contributes to filling these gaps by generating new evidence from a medium-sized city in Latin America to question if characteristics of the built environment encourage walking trips, as found in the literature, are transferable among regions. The study also proposes a novel index comprised of microscale and mesoscale built environment variables to assess walkability using virtual tools and considering users’ perceptions. The WI estimation relies on ranking probability models. The results of the case study suggest that subjective Security and Traffic Safety are the most crucial factors influencing walkability in these kind of cities, which is different from what is found in the literature from cities in developed countries where Sidewalk Condition and Attractiveness are the most important factors. Security appeared to be strongly associated with a subjective dimension, represented by the fear of crime or perceived risk for crime, instead of the actual occurrence of crimes. This result evidences the importance of the physical attributes of the real world and how they are captured, judged, and processed by pedestrians. Then, regional transferability of WIs needs to be done carefully. Finally, results in this paper highlight the importance of microscale built environment characteristics in the WI formulation in these cities. Results are in line with other research in some cities of the region, which found that microscale variables such as pavement quality and presence of obstacles on the sidewalks are relevant components to promote walkability.  相似文献

We estimated the benefits associated with reducing fatal and severe injuries from traffic accidents using a stated choice experiment where choice situations were generated through a statistically efficient design. Specifically, the risk variables were defined as the expected annual number of vehicle car-users that suffered their death or were severely injured in a traffic accident. In addition, and differing from previous research, the number of pedestrians that died or were severely injured in traffic accidents per year was also included as a risk attribute in the choice experiment, to attempt at measuring drivers’ willingness to pay to reduce the risk of hitting pedestrians in a crash. The empirical setting was a choice of route for a particular trip that a sample of car drivers periodically undertakes in Tenerife, Spain. Models were estimated accounting for random taste heterogeneity and pseudo-panel data correlation. The median of the distribution of simulated parameters was used to obtain a representative measure for the monetary valuation of risk reductions. We found that the ratio between the values of reducing the risk of suffering a serious injury and that of reducing a fatality was approximately 18 %. Further, and quite novel, we also found that the value of reducing a pedestrian fatality was 39 % of the value of reducing a car occupant fatality.  相似文献

The European Union (EU) has proposed renewing the target for halving the number of road fatalities in the period 2011–2020. In this paper, a nonlinear distribution method for dynamic fatality reduction targets is applied for the purpose of finding individual national mortality reduction targets for each of the 27 member countries in the EU. Weighting is undertaken for four scenarios based on the following indicators: road mortality rates, fatality rates, fatality risks, and fatality density. Results are presented for four proposals to reduce the number of fatalities in each Member State, based on the original situation of the indicators considered in the study. The results seek to provide policy-makers with a broader vision with regard to the achievement of the goals of EU road safety policy.  相似文献

We analyse mode choice behaviour for suburban trips in the Grand Canary island using mixed revealed preference (RP)/stated preference (SP) information. The SP choice experiment allowed for interactions among the main policy variables: travel cost, travel time and frequency, and also to test the influence of latent variables such as comfort. It also led to discuss additional requirements on the size and sign of the estimated model parameters, to assess model quality when interactions are present. The RP survey produced data on actual trip behaviour and was used to adapt the SP choice experiment. During the specification searches we detected the presence of income effect and were able to derive willingness-to-pay measures, such as the subjective value of time, which varied among individuals. We also studied the systematic heterogeneity in individual tastes through the specification of models allowing for interactions between level-of-service and socio-economic variables. We concluded examining the sensitivity of travellers’ behaviour to various policy scenarios. In particular, it seems that contrary to political opinion, in a crowded island policies penalising the use of the private car seem to have a far greater impact in terms of bus patronage than policies implying direct improvements to the public transport service.  相似文献

Laguna Cuyutlán (Colima, Mexico), an Important Bird Area, used to provide breeding habitat for ground-nesting waterbirds. During 2014 and 2015, nesting efforts of laughing gull, black skimmer, and royal, gull-billed and Forster's terns failed almost completely due to inundation, while least terns and snowy plovers fared the same during 2014. No anomalies in rainfall, tidal level, or coseismic subsidence explained such failure. Rather, the inundations were due to the enlarging of Canal Tepalcates that connects the lagoon with the sea, which was widened from 100 to 300 m and dredged to 17-m deep. Before this, the hydrodynamics were regulated by evaporation and runoff. Now, increased seawater volumes dominate the basin's hydrodynamics. The failure of Laguna Cuyutlán as a breeding habitat for these birds is an important threat for these species, as this lagoon held one of the < 20 colonies known for several of these species along the western coast of North and Central America. Documenting this demise of Laguna Cuyutlán for ground-nesting waterbirds transcends the regional scale as it emphasizes the little consideration still given to biodiversity vs. economic development, and is a warning for coastal projects in other developing areas of the world.  相似文献

In low- and middle-income countries, the motorcycle has increasingly become a means of family transportation due to its low cost and the poor quality of public transportation. Consequently, many child motorcycle passengers are at an elevated risk of serious injury in the event of a traffic crash. The available research on child safety devices is scarce and focused mainly on helmet use, while other devices (e.g. high-visibility clothing) have received little attention. This observational study documented the safety conditions and related factors of primary schoolchildren who rode to school as motorcycle passengers in two cities of Argentina.Data was obtained in the vicinity of 27 public primary schools in two cities of Argentina (one mid-sized city and the other a small city by the country's standards) between May 2018 and September 2019. A total of 1440 motorcycle occupants (656 drivers and 784 child passengers) were observed.The use of an adequate helmet was lower among children (vs. drivers). Most of the children were unable to reach the motorcycle's footrests, did not use high-visibility clothing or a fastening device, carried a backpack, and mounted and dismounted the motorcycle in an unsafe place. Some children rode in front of the driver or in a motorcycle with three or four occupants. Use of helmet by drivers and driver sex (woman) were related with an increase in safety in children. The indicators were worse in the larger city.The results revealed a low level of adoption of safety measures in children as well as in adults in both cities. This suggests that motorcycle travel is unsafe. Greater effort is needed to improve motorcycle safety, especially for children. It is important to debate regulatory details such as a minimum age for passengers, a limit on the number of passengers, and other safety criteria. It is also important to conduct educational campaigns that include the distribution of safety devices.  相似文献

This paper provides an analysis of trip generation of three vulnerable groups: single-parent families, low income households, and the elderly. It compares the mobility of these groups to that of the general population in three Canadian urban areas of Hamilton, Montreal and Toronto, based on data from large-sample metropolitan transport surveys. An ordered probit model with spatially expanded coefficients is used for the analysis. Spatial expansion shows that there are spatial mobility trends for elderly populations and low-income populations even after socio-economic attributes are accounted for. Such spatial differences are not generally found for single parent families. This novel spatial analysis provides clues as to where vulnerable populations may experience greater degrees of social exclusion. It provides information to help prioritize transportation infrastructure projects or other social programs to take into account the needs of vulnerable populations with the lowest levels of mobility.  相似文献
