There are clear signs of a shift in the UK transport policy in response to concerns about the environmental impacts of road transport and anxieties about the implications of the projected future growth in demand.Much of the framework of UK transport policy is now determined at the overall European Union level. To date most European legislation and policy proposals have been concerned with reducing the specific externalities associated with the transport sector, with none of the measures involved likely to have more than a marginal impact on the growth in demand. The emerging research evidence suggests however that the private costs of car use in Europe may fall substantially short of its total social costs and there is an important emerging policy debate about how this gap might be closed.The UK has introduced a policy package designed to reduce the growth of car travel and its environmental impact, within which land-use planning measures feature prominently. The land-use policies, which to some extent represent a reassertion of many traditional UK planning policies, include: an emphasis on focussing new development in urban areas, increasing residential densities, strengthening the role of existing centres and improving provision for walking and cycling.A number of factors will constrain the effectiveness of the package in practice. There are also concerns about its impact on key environmental objectives, including air quality. There are important questions too about the welfare effects of increasing densities and about the wider impacts of the package on economic efficiency.  相似文献

European international scheduled aviation has been characterised by bans on market entry, price collusion, and capacity sharing. High fares were charged compared to world standards and the fares charged by European charter airlines.In May 1986 new entrants with pricing freedom were permitted on the London-Dublin route which was then the third largest in European scheduled international aviation. Prior to deregulation the route experienced high fare growth. The unrestricted fare ex-London increased 72.6 per cent compared to a Retail Price Index increase of 41.5 per cent. There was a growth in passenger numbers in the years 1980–85 of 2.8 per cent.Since deregulation passenger numbers have risen to 2.3 million compared to 994,000 before deregulation. Fares have declined by an estimated 37 per cent ex-Dublin and 42 per cent ex-London in real terms. There have been four cases of market entry and one of market exit. The estimated share of the new entrants in the second half of 1989 was 28 per cent. The preregulation earnings data of Aer Lingus, the market leader, indicated that protection allowed staff to earn economic rents. A two-tier structure was introduced in response to competition.Remaining barriers to contestability in UK/Ireland aviation include hub airport dominance, ground handling monopolies, and the ability of airlines with routes in both regulated and deregulated markets to engage in geographical price discrimination against airlines with routes in deregulated markets only. A pro-contestability aviation policy in Europe will require measures to prevent the abuse of dominant positions by established airlines over new market entrants and to prevent collusion between established airlines.  相似文献

Coastal areas are among the most biologically rich regions in the world. They provide tremendous benefit to people through ecological services like pollution filtration, carbon sequestration, and storm protection. However, human activity has decreased the ability of ecosystems to provide these services, and in many coastal areas, restoration is not as effective as it could be. Limited success is largely attributed to vague goals and a lack of holistic, science-informed planning. Quantifying coastal habitat health can aid in setting better restoration goals and lead to greater restoration success. The Long Island Sound Study National Estuary Program conducted the first comprehensive look at coastal habitat health for the Long Island Sound Estuary. In this study we also reviewed landscape-scale habitat assessment progress within other coastal programs. Results can be applied to establish ecosystem health-oriented goals that improve habitat function and resilience across coastal areas.  相似文献
