We estimated the benefits associated with reducing fatal and severe injuries from traffic accidents using a stated choice experiment where choice situations were generated through a statistically efficient design. Specifically, the risk variables were defined as the expected annual number of vehicle car-users that suffered their death or were severely injured in a traffic accident. In addition, and differing from previous research, the number of pedestrians that died or were severely injured in traffic accidents per year was also included as a risk attribute in the choice experiment, to attempt at measuring drivers’ willingness to pay to reduce the risk of hitting pedestrians in a crash. The empirical setting was a choice of route for a particular trip that a sample of car drivers periodically undertakes in Tenerife, Spain. Models were estimated accounting for random taste heterogeneity and pseudo-panel data correlation. The median of the distribution of simulated parameters was used to obtain a representative measure for the monetary valuation of risk reductions. We found that the ratio between the values of reducing the risk of suffering a serious injury and that of reducing a fatality was approximately 18 %. Further, and quite novel, we also found that the value of reducing a pedestrian fatality was 39 % of the value of reducing a car occupant fatality.  相似文献

In low- and middle-income countries, the motorcycle has increasingly become a means of family transportation due to its low cost and the poor quality of public transportation. Consequently, many child motorcycle passengers are at an elevated risk of serious injury in the event of a traffic crash. The available research on child safety devices is scarce and focused mainly on helmet use, while other devices (e.g. high-visibility clothing) have received little attention. This observational study documented the safety conditions and related factors of primary schoolchildren who rode to school as motorcycle passengers in two cities of Argentina.Data was obtained in the vicinity of 27 public primary schools in two cities of Argentina (one mid-sized city and the other a small city by the country's standards) between May 2018 and September 2019. A total of 1440 motorcycle occupants (656 drivers and 784 child passengers) were observed.The use of an adequate helmet was lower among children (vs. drivers). Most of the children were unable to reach the motorcycle's footrests, did not use high-visibility clothing or a fastening device, carried a backpack, and mounted and dismounted the motorcycle in an unsafe place. Some children rode in front of the driver or in a motorcycle with three or four occupants. Use of helmet by drivers and driver sex (woman) were related with an increase in safety in children. The indicators were worse in the larger city.The results revealed a low level of adoption of safety measures in children as well as in adults in both cities. This suggests that motorcycle travel is unsafe. Greater effort is needed to improve motorcycle safety, especially for children. It is important to debate regulatory details such as a minimum age for passengers, a limit on the number of passengers, and other safety criteria. It is also important to conduct educational campaigns that include the distribution of safety devices.  相似文献

According to the mid-term review of the EU White Paper on Transport, Short Sea Shipping (SSS) is expected to grow at a rate of 59% (metric tonnes) between 2000 and 2020. If we consider that the overall expected increase in both freight exchanges and volume is 50%, sea transport is one of the most feasible alternatives to reduce traffic congestion on European roads. Maritime transportation may compete with road transport as far as certain traffics are concerned, but only when assuming external costs. This paper analyzes several intermodal transport chains involving a sea leg by comparing the effect of pollutant emissions from different ship types and road transport in terms of potential external cost savings. The translation of these emissions into environmental costs shows, for certain conditions, savings in the case of sea transport that would justify the use of an environmental bonus to promote the sea option.  相似文献

Freight transfer operations are critical in combined transport networks. In this paper a simulation model and modelling approach to the transfer of cargo between trains at rail terminals is presented. The model is used to study the Port-Bou terminal, the main intermodal terminal at the Spanish-French frontier. Four different gantry crane operation modes to interchange containers between trains are evaluated. These operation rules are tested in several scenarios to examine the critical factors of the system and the best operation rule for each situation. Latest generation software is used to develop the model that incorporates modular programming and enhanced graphic systems for output representation. It allows a dynamic display of the simulated system and, likewise, the possibility of developing modules that can be reused in other studies. The research shows how simulation can be a useful planning tool in the rail transportation context.  相似文献

Despite European Union (EU) political support to identify the most feasible Motorways of the Sea, the final decision can only be made by Private Shipping Companies, which are operators of a unique stretch of the intermodal chain. This paper provides a multi-criteria decision method to identify the most suitable Motorways of the Sea taking into account the competitiveness of whole intermodal routes versus the alternative of road transport from the loader’s perspective. The analysis is carried out assuming a ‘many-to-many’ transport model. Firstly indexes of time and cost were defined and evaluated for every available route in the model in accordance with a multi-criteria decision matrix. Secondly, through a Monte Carlo simulation a sensitivity analysis was carried out in order to evaluate the influence on the results of the forecast assumed to construct the matrix. The results obtained are not only quantitative, but also qualitative. The development of intermodal routes via Motorways of the Sea is especially relevant for the peripheral EU countries. Due to the relevance of the freight flow between France and Spain and the congestion of their connections through the Pyrenees, the method proposed was applied to the analysis of this particular case  相似文献

This paper develops a comprehensive approach to the definition of transportation analysis zones (TAZ), and therein, presents a new methodology and algorithm for the definition of TAZ embedded in geographic information systems software, improves the base algorithm with several local algorithms, and comprehensively analyses the obtained results. The results obtained are then compared to these presently used in the transportation analysis process of the Lisbon Metropolitan Area. The proposed algorithm presents a new methodology for TAZ design based on a smoothed density surface of geocoded travel demand data. The algorithm aims to minimise the loss of information when moving from a continuous representation of the origin and destination of each trip to their discrete representations through zones, and focuses on the trade-off between the statistical precision, geographical error, and the percentage of intra-zonal trips of the resulting OD matrix. The results for the Lisbon Metropolitan Area case study suggest a significant improvement in OD matrix estimates compared to current transportation analysis practises based on administrative units.

In 2006 he completed his Master Thesis at Instituto Superior Técnico on Traffic Analysis Zones modeling and started his PhD studies on the theme: Metropolitan Transportation Systems Financing Using the Value Capture Concept. José Manuel Viegas   is Full Professor of Transportation at the Civil Engineering & Architecture Department of the Instituto Superior Técnico, Technical University of Lisbon. He has worked extensively in Modeling, Innovation and Policy in several types of Transport Systems. He was founder and first Director General of Transportnet, a group of eight leading European Universities with Advanced Studies in Transportation, and currently leads the Portuguese side of the Transportation Systems area in the MIT—Portugal program. Elisabete A. Silva   is at the University of Cambridge (University Lecturer in Planning at the Department of Land Economy and a Fellow of Robinson College). Private and public airports’ optimal actions may not coincide. While private airports usually pursue profit maximization, publicly owned airports look for maximum social welfare. Thus, the prices charged by private airports may differ from the socially optimal charges and public intervention may be needed. In this paper, we analyze airport charges when an increase in frequency produces positive or negative externalities and carriers have market power. We use the methodology of game theory to show that there may exist a level of capacity for which private and social objectives coincide, so no price regulation is needed. Thus, the usual role of regulators and planners could be modified in order to decide the appropriate capacity investments for which airport regulation is no longer necessary.  相似文献

As a result of the intense changes occurring in port environment over the last decades, new models of competitiveness have been developed, where port authorities try to increase their attractiveness. In this context, one of the most debated issues in this area of research is still the role played by port authorities in defining port competitiveness. The aim of this paper is to provide a review of port choice literature enabling to identify the main port choice’s criteria in order to define the role played by Port Authorities and to point out future lines of research that should be undertaken to fully incorporate current ports’ environment and performance. The results show that although some studies point out the importance of geographical factors in port choice, a larger number of studies defend the increasing role played by port authorities in determining the competitiveness through investing in port infrastructure, improving port efficiency or hinterland accessibility. Despite the existing models contributing on this topic, there are still some gaps in terms of measuring the port performance, including port strategies and studying the port choice for specific industries.  相似文献
