Connected autonomous vehicles are considered as mitigators of issues such as traffic congestion, road safety, inefficient fuel consumption and pollutant emissions that current road transportation system suffers from. Connected autonomous vehicles utilise communication systems to enhance the performance of autonomous vehicles and consequently improve transportation by enabling cooperative functionalities, namely, cooperative sensing and cooperative manoeuvring. The former refers to the ability to share and fuse information gathered from vehicle sensors and road infrastructures to create a better understanding of the surrounding environment while the latter enables groups of vehicles to drive in a co-ordinated way which ultimately results in a safer and more efficient driving environment. However, there is a gap in understanding how and to what extent connectivity can contribute to improving the efficiency, safety and performance of autonomous vehicles. Therefore, the aim of this paper is to investigate the potential benefits that can be achieved from connected autonomous vehicles through analysing five use-cases: (i) vehicle platooning, (ii) lane changing, (iii) intersection management, (iv) energy management and (v) road friction estimation. The current paper highlights that although connectivity can enhance the performance of autonomous vehicles and contribute to the improvement of current transportation system performance, the level of achievable benefits depends on factors such as the penetration rate of connected vehicles, traffic scenarios and the way of augmenting off-board information into vehicle control systems.  相似文献

Complex policy frameworks guide the management of the Great Barrier Reef (GBR) at multiple decision-making levels. Mounting pressure on its outstanding universal value suggests that further improvements in governance are required. There has been little examination of the role of policy actors in addressing complex governance challenges in large scale marine protected areas (LSMPAs) involving multi-layered governance conflicts across diverse contexts. Framed by street level bureaucracy, pragmatic planning theory, and lessons from MPA governance, this paper examines how policy actors improvised and collaborated to advance outcomes in the GBR LSMPA. We assessed practice-focused oral histories with experienced policy actors who negotiated agreements and achieved policy outcomes in the GBR between 1985 and 2016. These policy actors were skilled improvisers, alternating between roles as democratisers, mediators, and negotiators. They used collaboration and facilitative leadership to advance policy in the face of governance problems. This enabled them to adapt policy across multi-level decision systems, address power and information imbalances, and generally deal with conflict and uncertainty. A deeper understanding of improvisation will assist governments and others to address complex challenges in LSMPAs.  相似文献

The Goro lagoon has been adversely affected by intense anthropogenic impacts, which have resulted in deterioration of the lagoon's environmental health. An intervention at the lagoon's secondary mouth was done in order to improve the water exchange between the lagoon and the sea and to reclaim the lagoon's floor. This intervention comprised reprofiling the submerged sandspit platform and the tidal channel and nourishing the barrier island. After completion of the intervention, clam production increased by 28% and the lagoon's ecological quality substantially improved. The project utilized some of the eight principles of integrated coastal zone management to reach the best compromise between the socioeconomic needs and preservation of the lagoon. The realization of the successful intervention was first secured in a memorandum of agreement that was drafted by negotiations between the Emilia-Romagna Region Council, the Province of Ferrara, Goro Municipality, and the local fishermen's association. Two committees managed the intervention and ensured that all stakeholders participated in the decisionmaking process. The collaboration between public and private sectors enabled the forging of a cost-effective intersectoral intervention with a long-term perspective, which fulfilled the specific ecological needs of the lagoon and guaranteed sustainable development for the lagoon's adjacent human communities.  相似文献
