There are cases when passengers are willing to pay a premium to reduce the travel time, in particular when the trip has to be made. This paper aims to provide insight into factors that determine passengers’ willingness to pay to reduce travel time for their ground access to an airport. A methodology is developed that comprises two steps: the identification of the passengers with zero willingness to pay and from the rest the estimation of the additional price they are willing to pay to reduce their travel time. For the first step a Probit model was formulated and for the second a linear regression model. To this purpose, data has been collected employing stated preference from passengers at the Athens International Airport. It has been found that a high percentage of passengers have zero willingness to pay, and of the remaining ones those using public transport have a significant willingness to pay to reduce access travel time. The methodology and the models are structured in such a way that their transferability to any airport environment is possible, thus providing a useful tool for decisions relating to airport ground access measures.  相似文献

Recent transport sector liberalisation, as well as global economic crisis, is favouring the implementation of transport infrastructure projects through Public–Private Partnerships (PPP). However, there is a debate as to whether PPP schemes are a better option than conventional procurement. To this end, an evaluation framework is proposed, to assess which of these two alternative schemes for transport projects financing is preferable for the public. The proposed framework is complimentary to the Value for Money (VfM) approach and is based on a Multi Criteria Analysis (MCA). The first step is the estimation of the Public Sector Comparator (PSC) for the case of conventional procurement, dealing with construction, maintenance and operation costs revenues, as well as any costs associated with risks undertaken by the public. As for the PPP case, it includes any payments by the public sector and related risks costs. The MCA is then applied only if the PPP is found preferable for the public sector. The latter considers additional impacts, including among others the social attributes of a particular scheme, job creation, environmental impacts and safety and security aspects. The proposed framework was applied to a pilot Bus Rapid Transit (BRT) corridor infrastructure project in the city of Indore, India, in order to demonstrate its validity. The framework and its application could provide useful guidance when considering PPP for a transport project, since it demonstrates in a transparent way the society's attitude towards this project, something that is critical to its acceptance.  相似文献

Work zone related traffic delay is an important cost component on freeways with maintenance activities. This study demonstrates that delays may be underestimated by using the deterministic queuing theory. Computer simulation is a valuable approach of estimating delay under a variety of existing and future conditions. However, a single simulation run, which can be quite costly in terms of both computer and analyst time, produces a delay estimate for only one traffic level under one set of conditions. A method is developed in this paper to approximate delays by integrating limited simulation data, obtained from CORSIM and the concept of deterministic queuing theory, while various geometric conditions and time‐varying traffic distribution are considered. A calibrated and validated simulation model that can reflect work zone traffic operations on a segment of Interstate 1–80 in New Jersey is used to generate data for developing the proposed model. The comparison of delays estimated by the deterministic queuing model and the proposed model is conducted, while factors affecting the accuracy of the delay estimates are discussed.  相似文献

The paper presents and analyses appraisal methods used for the assessment of potential investments in Nodal Centers for Goods (also called Freight Villages), which constitute an essential element of the Trans-European Network for Intermodal Transport. A methodological procedure is applied to identify the underlying factors that influence the choice of an appraisal method, without assessing or comparing the appraisal methods themselves. Following this procedure, issues addressed by the methods are grouped into three broad dimensions and with the use of non-parametric statistical tests, existing relationships are identified between nodal centres' characteristics, the appraisal methods, as well as the actors involved in the decision process. On applying the above procedure to European Nodal Centres for goods, it is found that the choice of appraisal method and the decision criteria for the investment are linked primarily to the nodal centre's size, catchment area, and the support or absence of political approval for the investment. The results of the analysis can be particularly useful at the policy making level, serving as non-formal "qualitative guidelines" to identify the appraisal method to be applied, as well as the options and impacts to be considered. Abstract

Transport operations constitute a critical prerequisite for the successful staging of a special event. Operations are more challenging to manage for those events that are infrequent and last for several days. In this case, the requirements for unconditional success, coupled with the uncertainties involved, necessitate robust contingency planning. The paper presents a methodological process for developing the transport‐related contingency plans to address pre‐identified emergencies in major events, such as the Olympic Games. War games are proposed to test the resulting contingency plans and train the staff involved in plan implementation. A rather significant number of business entities already operate within (or, have considered to exploit) the Arctic region, focusing upon previously untapped resources such as precious minerals and large quantities of oil and gas; touristic and fishing activities are clearly on the rise, with various endeavors of maritime transport also being put forward. Up until recently, harsh year-long environmental conditions have significantly hindered the necessary access and transport connections in the Arctic. Even in the case that weather conditions did permit vessels’ passage, unreliable navigational aids and lack of infrastructure/support provided obstacles difficult to overcome. However, environmental data recorded during the last couple of decades clearly indicates that there is a continuous decline of ice coverage in the “High North.” Given this steady decline, the Arctic has now been viewed as a promising field for economic activities and is considered as a potential connecting corridor between Asia and Europe/America (and vice-versa). As human presence and operations are expected to intensify there, it is of utmost importance to evaluate the current level of support towards ships that will be crossing the region; capabilities in relation to search and rescue (SAR) operations and oil spill response are also important. The analysis in hand will first deliver a discussion of the so-called Arctic Passages. While various different maritime routes have been proposed in relation to the Arctic, the most promising one, the Northern Sea Route (NSR), will provide the epicenter of discussion. Through an extensive literature review that includes numerous internet resources, the current analysis will identify the numbers of icebreakers already operating in the NSR, as well as those that will be commissioned into service in the near future. The choice to research the specific type of vessels is supported by a simple argument: icebreakers currently are and will continue to be in the foreseeable future the main “tool” to support shipping activities in the Arctic. Furthermore, emergency management capabilities in the Russian Arctic will be examined to include the current state of rescue coordination centres along with the availability of SAR assets. Additionally, the efforts thus far by the Arctic Council to increase coordination and interaction among the States involved in Arctic affairs will be summarized; the latter will be achieved via a brief review of a very important legally binding agreement: the “search and rescue” instrument. In conclusion, the Russian State has already heavily invested in icebreakers’ building and their current number is fully capable to handle the present level of limited traffic. On the other hand, ships are currently faced with long distances to cross (often without adequate support) adverse environmental conditions, unpredictable hurdles, and slow response times in case of an emergency. Therefore, in case ships operating in the region are increased, it will be difficult to deal with all the additional demands for support. Of particular interest is the fact that considering the vast area of the NSR, the overall available response capabilities in the region under discussion are rather thin; any further increase of maritime traffic in the “High North” must be balanced with additional strengthening of emergency management capabilities. In any case, should the NSR become fully integrated in the global maritime transport system, Russia’s geopolitical status will be clearly improved and further research is needed to discuss the implications both at the regional and global levels.  相似文献

Marine education software has developed out of a certain initial implementation in an equivalent manner to which the programs of practice and training have been applied in cases of simulations and programming environments. Introducing High-Speed Rail services along the two main corridors in Greece is expected to change the total scene of interurban transport. The present paper considers the effects of the high-speed rail investment plan against this background. It applies a three-fold evaluation process in order to assess the transport potential and the economic and other impacts of the investment. This paper proposes a tool to estimate crew composition based on safety/operational and financial requirements. As there is a tendency of ship owners to implement improved technologies on board their vessels, there is no systematic way to predict their potential effect on crew size and composition (typically determined by flag state authorities on a case-to-case basis) nor on the type and complexity of on board duties new technologies might dictate. The main aim of this paper is to develop a tool to assist in determining crew composition, by taking into account both administration’s and the ship owner’s point of view. Based on data collected from ship owners, a data mining technique is implemented in order to form a generalized framework that estimates crew composition as a function of ship type, size, and degree of automation. The agreement of model predictions with records from specific (vessel) cases is very good in terms of safety (for operations such as watchkeeping, mooring/unmooring, loading/unloading). The specific intended use of this tool is to help a ship owner decide whether it is cost-beneficial to retrofit a conventional vessel with advanced technologies that would potentially entail a reduced crew (probably dealing with different and more complex on board duties). Its main benefits are that it can be used to estimate crew composition before any vessel construction or upgrade has actually taken place and that it allows crew composition to be easily adapted to the technological evolution of ship systems even at their current rapid pace.  相似文献

This paper analyses the behaviour of metro users in choosing their access mode to a metro station. Multinominal logit models with satisfactory predictive power were developed for access mode choice on the basis of data collected by interviewing metro users at existing metro stations. A population segmentation approach was adopted and models referring to individuals having the same set of alternative access modes were developed. Trip purpose was found to have significant effects on the access mode choice. Thus, for each population segment different models are proposed for work and education and other trip purpose. Various conclusions concerning the importance of the variables included in the proposed models were drawn through comparisons carried out across the models.  相似文献
