Spitsmijden, peak avoidance in Dutch, is the largest systematic effort to date to study, in the field, the potential of rewards as a policy mean for changing commuter behavior. A 13 week field study was organized in The Netherlands with the purpose of longitudinally investigating the impacts of rewards on commuter behavior. Different levels and types of rewards were applied and behavior was tracked with state-of-the art detection equipment. Based on the collected data, which included also pre and post-test measurements, a mixed discrete choice model was estimated. The results suggest that rewards can be effective tools in changing commuting behavior. Specifically rewards reduce the shares of rush-hour driving, shift driving to off-peak times and increase the shares of public transport, cycling and working from home. Mediating factors include socio-demographic characteristics, scheduling constraints and work time flexibility, habitual behavior, attitudes to commuting alternatives, the availability of travel information and even the weather. The success of this study has encouraged adoption of rewards, as additional policy tools, to alleviate congestion, especially during temporary road closures.  相似文献

This special issue is a product of the international symposium on “ICT, Activities, Time Use and Travel” that was hosted by Nanjing University from 16 to 18 July 2016. The symposium brought together leading scholars from all over the world to congregate with Chinese scholars and students and to share and discuss the research frontiers at this nexus. It was motivated by a recognition of the changing goals and scope of Information and Communications Technology (ICT) research in conjunction with the development of new ICTs and the emergence of new ICT-enabled behaviors. Consequently, the symposium and later this special issue have drawn together significant scholarly contributions that provide new behavioral insights as well as new theoretical and methodological advances. The symposium culminated in three roundtable panel discussions addressing the following cross-cutting themes: (1) time use while travelling (led by Glenn Lyons); (2) ICT and travel behavior (led by Pat Mokhtarian); and (3) Big Data, activities and urban space (led by Eran Ben-Elia). In this epilogue to the special issue we offer a distillation of these discussions.  相似文献

This paper presents a learning-based model of route-choice behavior when information is provided in real time. In a laboratory controlled experiment, participants made a long series of binary route-choice trials relying on real-time information and learning from their personal experience reinforced through feedback. A discrete choice model with a Mixed Logit specification, accounting for panel effects, was estimated based on the experiment’s data. It was found that information and experience have a combined effect on drivers’ route-choice behavior. Informed participants had faster learning rates and tended to base their decisions on memorization relating to previous outcomes whereas non-informed participants were slower in learning, required more exploration and tended to rely mostly on recent outcomes. Informed participants were more prone to risk-seeking and had greater sensitivity to travel time variability. In comparison, non-informed participants appeared to be more risk-averse and less sensitive to variability. These results have important policy implications on the design and implementation of ATIS initiatives. The advantage of incorporating insights from Prospect Theory and reinforced learning to improve the realism of travel behavior models is also discussed.  相似文献

Abstract

Ports are often at the center of conflicts regarding the use of coastal areas and their management. Yet, it is often impossible to forecast the future development patterns of a port due to its dependence on shifting international relations and markets. Such inherent uncertainty complicates the management of coastal areas affected by the port. This article looks at how such a case is being addressed in Eilat, Israel's Red Sea port.

The development of Eilat's port has been a function of the changing geopolitical situation in the Middle East. At the same time it is in the center of a number of local conflicts involving the management and planning of Israel's Red Sea coast. Evaluation of the two alternatives proposed to address these conflicts is hampered by the inherent uncertainty regarding the port's growth patterns. The use of robust evaluation techniques is suggested as one way to address inherent uncertainties.  相似文献

Decisions to fund light rail (LRT) have been critiqued as instrumentally irrational. This paper examines whether the seemingly more technical LRT routing decisions are instrumentally rational. To this end, we test whether routing decisions are made to address goals that are rationally derived from the challenges faced by the urban region. On the basis of a review of the literature, two rationales that underlie most of the stated goals are identified: providing service for the most heavily travelled and congested corridors and inducing development, and subsequently demand, in areas perceived to be underdeveloped or distressed and in areas that have deteriorated. In a survey of key respondents from 16 cities, we find that goals are only weakly correlated with the challenges. While most routes provide service on the most heavily demanded corridors, routing decisions are no less driven by a desire to cut pecuniary and transaction costs. For this reason existing rights of way are often preferred. This is explained by the intertwining of routing and funding decisions. The implications of these findings for evaluation techniques of LRT routes are discussed.  相似文献
