This article provides results on the net benefits generated from the natural resources in the Bohol Marine Triangle (BMT) in the Philippines. The BMT spans over 112,000 ha and its coastal ecosystems are rich in biodiversity and provide economic opportunities to the coastal communities. With a 10% discount rate, the accumulated total net benefits for the BMT resources over a 10-year period is US$11.54 million. Tourism and the municipal fisheries are the most important direct use values of the coastal and marine resources of the BMT accounting for 44% and 39% of the total net benefits. Annual revenues attributed to ecosystems were as follows: coral reefs, US$1.26 million; beach/intertidal area, US$1.12 million; marine waters, US$646,501; mangrove, US$239,561; and seagrass, US$105,990. The large market values indicate the dependence of the local community on the BMT coastal and marine resources. In the same way, non-market values show the important life-support functions of coastal and marine ecosystems. The net benefits reflect the magnitude of potential losses due to improper management of coastal and marine resources in the BMT. This valuation highlights the importance of the coastal services to the BMT economy and draws attention to the benefits the local stakeholders derive from BMT coastal resources. Policy measures can now take into account these values to justify a sufficient investment in coastal management efforts to sustain the flow of coastal services in the interest of current and future generations.  相似文献

Abstract

Despite the wide use of utility theory to model travellers' behaviour, the interest in non-expected utility theories has increased due to their potential to capture more realistic behaviour. A main question raised is whether travellers are better described as utility maximizers or should be qualified differently.

This paper presents a literature review on the use of expected utility theory (EUT), prospect theory (PT) and regret theory (RT) to model travellers' behaviour. Gaps in the literature are identified and a discussion about advantages and disadvantages of each theory is presented. A case study illustrates the differences between the theories.

Under certain conditions, PT and RT restrict themselves to EUT. Their added value, however, is the possibility of capturing loss aversion, risk aversion and risk-seeking (PT) and regret aversion (RT). On the practical level, the use of EUT is well established, while contributions of PT and RT are marginal. On the theoretical level, however, RT seems to be (marginally) more suitable to model travellers' behaviour, while EUT and PT are equally suitable. This suggests that the large use of EUT is highly influenced by its very tractable framework. We do not claim the superiority of any theory, but propose to compare them through a systematic review.  相似文献

In September 2015, the United Nations (UN) officially adopted the 2030 Agenda for Sustainable Development together with 17 sustainable development goals (SDGs) (UN, 2016). The attainment of the SDGs requires a strong commitment by all UN Member States, not least by the Member States at the International Maritime Organization (IMO). This empirical research aims to identify the role and challenges of stakeholders at IMO, when implementing the UN’s 2030 Agenda in the international maritime transport domain using a grounded theory approach. This paper describes the methodology and the analytical process undertaken and presents the main findings based on empirical data. The results are presented as a set of six propositions. The first proposition presents the phenomena engulfing Member States at IMO stemming out from lack of knowledge and policy incoherency on the 2030 Agenda at national level. The other five propositions suggest how these challenges could potentially be best alleviated through an IMO-led strategy on sustainable development within the context of the 2030 Agenda, supported by an appropriate governance structure that sees the introduction of strategic actors for coordinating the implementation of the SDGs at national level. With the support of a Task Force, and by also making use of the IMO Member State Audit Scheme (IMSAS), to create more awareness and ownership, the strategic actors could work towards balancing the three dimensions of sustainable development—the economic, the environmental, and the social dimensions—which were found to be imbalanced in the international maritime transport domain.  相似文献

Vehicle systems such as the steering, brakes and suspension greatly influence vehicle safety. Therefore, these systems must be inspected to guarantee that they are functioning correctly and to certify that the vehicle is functioning at a satisfactory safety level. In disc brakes, warping is one of the principal reasons for vibrations and noise, and it contributes to diminished brake efficiency. Currently, the International Motor Vehicle Inspection Committee (CITA) demands disc brake warping inspections occur during periodic motor vehicle inspections (PMVIs); however, the procedure to carry out this inspection is not well defined. In this investigation, the warping phenomenon has been analyzed, and a new inspection procedure is proposed.  相似文献

The International Maritime Organization defines maritime domain awareness as the effective understanding of any activity that could impact upon the security, safety, economy or environment. The traditional approach to manage it is based on state sovereignty over national territorial waters where authorities exercise their responsibilities within the defined specific area. Lately, new issues of transboundary dimension (i.e. piracy, overfishing, pollution) are changing the high seas from an open space governed by the rule of freedom into a common domain requiring new governance approach to manage its complex international problems. This paper investigates the use of sustainable development methodology to explore governance solutions within the socio-technical domain of maritime awareness. The outcome suggests that the use of sustainable development tools can and should be used to support the development and implementation of cooperative governance models which are more appropriate for creating global maritime domain awareness than the traditional state-centric and sector-based models. A modelling diagram for potential governance framework under International Maritime Organization’s leadership is included.  相似文献

License-plate recognition (LPR) technology has been widely applied in many different transportation applications such as enforcement, vehicle monitoring, and access control. Recently, there has been effort to exploit an LPR database for vehicle tracking using popular template matching procedures. Existing template matching procedures assume that the true reference string is always available. However, under a two-point LPR survey, a vehicle could have its plate misread at both locations generating a pair of misread strings (or templates) with no reference for matching. To compensate for LPR misreading problem, we propose a new weight function based on a probability model to match the observed outcomes of a dual LPR setup. Also, considering that reversal errors are never made in LPR machines, new editing constraints as a function of the string lengths are proposed to avoid compensation for reversal errors. These editing constraints are incorporated into the constraint edit distance formulation to improve the performance of the matching procedure. Finally, considering that previous template matching procedures do not take advantage of passage time information available in LPR databases, we present an online tracking procedure that considers the properties of probability distribution of vehicle journey times in order to increase the probability of correct matches. Experimental results show that our proposed procedure can improve the accuracy of LPR systems and achieve up to 97% of positive matches with no false matches. Further research is needed to extend the ideas proposed herein to plate-matching with multiple, i.e., more than two, LPR units.  相似文献

Car-sharing systems are an alternative to private transportation whereby a person may use an automobile without having to own the vehicle. The classical systems in Europe are organized in stations scattered around the city where a person may pick up a vehicle and afterward return it to the same station (round trip). Allowing a person to drop off the vehicle at any station, called one-way system, poses a significant logistics problem because it creates a significant stock imbalance at the stations, which means that there will be times when users will not have a vehicle available for their trip. Previous mathematical programming formulations have tried to overcome this limitation by optimizing trip selection and station location in a city in order to capture the best trips for balancing the system. But there was one main limitation: The users were assumed to be inflexible with respect to their choice of a station, and held to use only the one closest to their origin and destination. If the user is willing to use the second or even the third closest station the user could benefit from using real-time information on vehicle stocks at each station and be able to select the one with available capacity. In this article we extend a previous model for trip selection and station location that takes that aspect into account by considering more vehicle pick-up and drop-off station options and then apply it to a trip origin–destination matrix from the Lisbon region in Portugal. Through the extended formulation we were able to conclude that user flexibility allied with having information on vehicle stocks increases the profit of the company, as people will go directly to a station with a vehicle available, thus making the use of the fleet more efficient. Observing the size of the stations resulting from the model, we also concluded that the effect of information is enhanced by large car-sharing systems consisting of many small stations.  相似文献

Abstract

The coastal landscape in Santander, Spain, is analyzed in terms of landscape quality and fragility (or vulnerability). Quality is intended to indicate those areas of major landscape value for conservation purposes. Fragility is utilized to detect areas which could easily deteriorate if certain human activities are carried out. The authors’ study has three clearly differentiated phases. In the first, landscape units are defined and mapped. In the second, units are classified by computerized techniques and grouped according to significance. In the third phase, the true significance of the groups is interpreted. A mountainous, coastal zone in northern Spain was chosen for this study. Landscape units were determined by visual criteria with strong topographical bias. The area covered by each unit is that visible to an observer situated approximately in its center. Each unit is represented by certain biophysical and visual variables. Data were subjected to clustering analysis on the basis of using three ad casum defined “distances.”; The first distance gives unit classifications grouped according to similarity or proximity of their characteristic variables. In this case, inventory data only are used, no subjective value judgments were introduced in the process. Value judgments are made at the end on the resulting groupings of units. Two other distance classifications are determined by the similarity or proximity of the units making up each group according to the landscape quality and fragility values of each unit. In these latter cases, classification is influenced by value judgments introduced at the beginning of the process. These procedures are more subjective but give more congruent results. With each mathematical distance configuration, an analysis is made of the variables shown to be most representative and which have, therefore, shown greatest discriminatory power in selecting final groups. Finally, the different possibilities of the above techniques are discussed as well as their potential generalization to other fields demanding the treatment of qualitative landscape variables.  相似文献

Special attention has been paid to sustainable macroalgae cultivation in Europe. The question on where suitable cultivation areas lie, without conflicting with current marine socio-economic activities and respecting the environment, remains a great challenge. Considering 13 criteria critical to seaweed farming such as depth, shipping traffic, and distance to ports, this paper aimed to identify suitable and sustainable offshore areas on the West Coast of Sweden for the cultivation of the Sugar Kelp, Saccharina latissima. An integrated approach with the tools geographic information systems (GIS) and multi-criteria analysis (MCA) was used to aggregate the criteria by means of Boolean and weighted linear combination (WLC) techniques. The Boolean method singled out 544?km2 as suitable, whereas the WLC method indicated 475?km2 as highly suitable. Both techniques complement each other in finding optimal sites. Furthermore, the integrated models excelled in providing an overview for effective spatial decision-making that fosters sustainable development of macroalgae cultivations within marine and coastal systems.
