Abstract

This paper examines the management issues relating to the potential closure of the mouth of Australia's largest river. The importance of maintaining the river mouth is outlined, together with the implications of restricted river flow and the management response following the most recent closure of the mouth in 1981. One of the major unresolved issues is the question of responsibility and funding, which has arisen because of overlapping jurisdictions on either side of the river mouth and a lack of jurisdiction f or the mouth itself, which is an administrative boundary.  相似文献

The optimal transportation network design problem is formulated as a convex nonlinear programming problem and a solution method based on standard traffic assignment algorithms is presented. The technique can deal with network improvements which introduce new links, which increase the capacity of existing links, or which decrease the free-flow (uncongested) travel time on existing links (with or without simultaneously increasing link capacity). Preliminary computational experience with the method demonstrates that it is capable of solving very large problems with reasonable amounts of computer time.  相似文献

Abstract

Legislation authorizing the national marine sanctuary program was enacted a decade ago. Since this time, six national sanctuaries have been designated and several additional offshore sites have been reviewed. This paper reviews issues associated with implementation of the program since its inception and focuses on four sites which have undergone review as illustrative of primary programmatic issues: The Channel Islands and Point Reyes‐Farallon Islands National Marine Sanctuaries; the Flower Garden Banks; and Georges Bank.  相似文献

Travel demand analyses are useful for transportation planning and policy development in a study area. However, travel demand modeling faces two obstacles. First, standard practice solves the four travel components (trip generation, trip distribution, modal split and network assignment) in a sequential manner. This can result in inconsistencies and non-convergence. Second, the data required are often complex and difficult to manage. Recent advances in formal methods for network equilibrium-based travel demand modeling and computational platforms for spatial data handling can overcome these obstacles. In this paper we report on the development of a prototype geographic information system (GIS) design to support network equilibrium-based travel demand models. The GIS design has several key features, including: (i) realistic representation of the multimodal transportation network, (ii) increased likelihood of database integrity after updates, (iii) effective user interfaces, and (iv) efficient implementation of network equilibrium solution algorithms.  相似文献

In appreciation of the fact that longer-run considerations are particularly important in the development of urban transportation, during the past three decades American transportation planning has been employing increasingly sophisticated approaches to the future. This article discusses four phases in this evolution, with a given focus dominant in each period.During the first period, following on the initial provision of federal government funds for the construction of highways in and around cities, major reliance was based on simple projections of travel demand in metropolitan regions, based mainly on current patterns.This was followed by an approach which focused on an analysis of impacts on transportation systems of projected land uses, based on forecasts of population and economic growth for a target year, on the assumption that facilities were to be provided to move all vehicles that wanted to move from here to there at least possible cost.The third period was characterized by an increasing consciousness of the value of articulating national and local goals in making transportation decisions, going beyond narrow economic and mobility objectives, and including the notion of trade-offs among goals.The most recent period discussed is one characterized by rising interest in futures studies, using methods such as Delphi and cross-impact analysis and approaches such as alternative futures, as well as a search for achieving flexibility in transportation development and for means of limiting resource commitment in the face of the uncertainties of the future (keeping options open).It is pointed out that we still have a long way to go in learning how to evolve feasible images of the future, with associated explicit urban life-style goals, that come to grips with societal variety and conflicting interests.  相似文献

Local departments of transportation and metropolitan planning organizations have been collecting traffic data for many decades. However, these data are rarely exploited to their full potential. In this paper, we describe an exploratory visualization toolkit for large traffic flow databases. The visualization toolkit is based on the concept of the traffic cube: an extension of the data cube in data mining. The traffic cube organizes traffic flow data across different spatial and temporal dimensions and with respect to user-specified aggregation levels. The toolkit allows the user to perform data cube operations to select, summarize and cross-tabulate the traffic data prior to visualization as two-dimensional space-time plots. We demonstrate a prototype system using MATLAB, ArcGIS and MS Access database software. Example visualizations of a large database of hourly traffic flows along major highways in the state of Utah (USA) over a 10-year period illustrate the potential for the toolkit to reveal patterns about traffic flows and trends hidden in the database.  相似文献

Abstract

The Duplin River Estuarine Sanctuary was dedicated by Governor George Busbee of Georgia in December 1976. The sanctuary includes the entire Duplin river, related wetlands, and much of the contributing uplands, which extend over 7500 acres. Much of the upland lies on Sapelo Island, neighboring a state wildlife management area, a state natural area, and a community of black families that have lived and worked on the island for many generations. The sanctuary was acquired, in part, with funds from the National Oceanic and Atmospheric Administration, and will be managed for research and educational purposes. The management policy will be designed to avoid artificial or manipulative management control, to protect natural processes and systems, and to promote attainment of scientific objectives.  相似文献

Activity settings and travel behaviour: A social contact perspective   总被引:1,自引:0,他引:1  
Using time-use data from Canada, Norway, and Sweden, this study briefly outlines the essence of the activity setting approach and illustrates one aspect of its usefulness by exploring the impact of social contact on travel behaviour. The activity system approach views behaviour in context. Activity settings are generic components of the activity system and studying them using time-use diaries can provide major insights into travel behaviour. Focusing on social contact, this paper characterizes the social environment in terms of social circle (interaction partners) and social space (location). The analysis shows that there are clear differences in the levels of social interaction across various groups, including those who work at home. The 1992 Canadian data showed people working at the workplace spend relatively more time with others, about 50% of total time awake. Working at home reduced the time with others to a low of 15.7%. when people worked at home the family benefited, almost doubling the time spent with them compared to those working at the workplace. Persons working at home only spend the most time alone. There is a tendency for persons with low social interaction to travel more. It is argued that individual need, or want, social contact and if they cannot find it at the workplace they will seek it elsewhere thus generating travel. Whether this is the result of need or opportunity is of minor relevance, what it does suggest is that working in isolation at home will not necessarily diminish travel but rather may simply change its purpose.
