Rural areas generally have lower and more dispersed demands for travel which cannot sustain conventional public transport services and consequently have a greater number of flexible and demand responsive transport services operating. These services usually operate on a stand-alone basis, are often subsidized and are typically only accessible by certain passenger types or for specific trip purposes. This generally results in uncoordinated and inefficient transport provision overall. The Flexible integrated transport services (FITS) system featured in this paper has been designed to address this problem. FITS can be used as a planning tool to assess potential benefits from relaxing operating constraints (e.g., a service's operating boundaries), which can potentially suggest service redesign. It also includes the capacity to assign subsidy payments on a trip by trip basis to increase cost efficiency whilst meeting a greater proportion of transport needs. The case study in the paper focusses on transport to health in the Aberdeenshire and Morayshire areas of Scotland in the UK. Despite flexible transport operators receiving public funds to meet passenger needs, this is currently being supplemented by public bodies paying large amounts in taxi fares in instances where there is a statutory obligation to provide travel but where no other suitable transport service exists. The results demonstrate the potential substantial savings which could be realized by allowing transport operators to redesign their services by relaxing constraints and by the reassignment of subsidies: resulting in more passenger demands being met and a reduction in public spending on taxi fares.  相似文献

The paper reviews the current situation on-board microprocessor applications. It first describes the aspects of vehicle technology and performance that are the focus for on-board computing equipment, from engine management systems through to fully intergrated driver decision support. In the second section a wider perspective is taken by examining the interaction of the vehicle and its environment. The third and final section of the paper considers elements of communication which permit extensive transmission of vehicle and journey data for public and private use. Cars are designed to appeal to the buyer’s self-image, many of them evoking an impression of speed and power. Such an impression conflicts both with the aesthetic language of suburban architecture, and the needs of pedestrians. The research described in this report was conceived as a preliminary investigation of how members of the public view the aesthetic impact of cars in the residential street environment, particularly from the pedestrian’s point of view. The results suggested that people use two distinct sets of criteria when evaluating the motor car and the residential environment in visual terms. When asked to ‘match’ different models of car with different street scenes, respondents avoided referring to abstract visual qualities such as shape, colour and texture, but concentrated instead on the owners: the imagined driver and the imagined householder. The problem of visual harmony was reduced to one of social and cultural harmony. Could the imagined householder be expected to drive this or that car? However, SUVs were singled out as visually intrusive because they blocked the pedestrian’s view. Members of one of the groups, boys aged 11–12, found it difficult to visualise the impact of cars on pedestrians at all, or even to question vehicle design from the pedestrian’s point of view. This paper focuses on recent experiences in the evolution of Flexible Transport Services (FTS). It describes how previous manifestations of FTS provided dedicated solutions for special groups, often in parallel to the conventional public transport network, but highlights that in numerous countries across Europe there is now a discernable trend towards open access FTS providing services for the whole community and often feeding the conventional public transport network to provide wider access and opportunities. This is as a result of policies intended to mainstream services for people with disabilities and moves to tackle social exclusion amongst other groups while at the same time reducing the very high costs per trip associated with STS.To meet these policies, and the higher expectations and different travel behaviours of citizens to-day, it is suggested that FTS will need to radically reposition itself in terms of scale, so that there is mass coverage and ability to function as a full transport mode. This will require breakthroughs in concepts; business models; organisational and operational models; and in supporting technologies. A proposed solution to this is the Flexible Agency for Collective Mobility Services (FAMS) which provides an organisational structure and business model for FTS that incorporates the required supporting technologies.  相似文献

The idea of moving the capital of the country from the coast to Brazil's vast but isolated interior goes back nearly two centuries. The basic motivation was to encourage construction of a national highway system, which in turn would encourage economic development of the interior and reduce regional disparities. The construction of Brasilia was an integral part of President Kubitschek's national development programme in the late 1950s, accompanied by expansion and sophistication of the energy, steel, automotive and road building industries. By 1975, highway transport times and costs had been reduced to some 20–26% of their former levels in most regions, with the Central‐West, where Brasilia is located, being the area with the greatest cost reductions. Despite the success of this development package, Brasilia's transport system has been less successful on a local and regional basis. Most of the problems within the city proper (the Pilot Plan), are due to the excessive emphasis on facilitating car traffic to the disadvantage of buses and non‐motorized traffic, while there are no local rail services. The regional transport problem stems from the location of the satellite cities far from the Pilot Plan, forcing low‐income bus riders to spend 3–4 hours daily in transit and up to 30% of the minimum wage on the journey to work. Improvements depend on institutional and policy changes affecting locational patterns, demand peaks and modal split.  相似文献

In this article, an "intelligent" airline seat inventory control system is developed. Applications of the system are considered for both nonstop flights and flights with stopovers. The system developed is able to recognize a situation characterized by the number of reservations made by individual passenger classes and the number of canceled reservations at a certain moment in time before departure. The system can also make the appropriate decision without knowing the functional relationships in effect between individual variables. As in other intelligent systems, the "intelligent" airline seat inventory control system proposed here is able to generalize, adapt and learn based on new knowledge and new information. The "intelligent" airline seat inventory control system is based on fuzzy logic. The system makes on-line decisions as to whether to accept or reject any passenger request using established fuzzy rules. The "intelligent" system's results are compared with those of the EMSR model for nonstop flights. The results for flights with stopovers are compared with those obtained using integer programming. The final conclusions are very promising.  相似文献
