This paper proposes different policy scenarios to cut CO2 emissions caused by the urban mobility of passengers. More precisely, we compare the effects of the ‘direct tool’ of carbon tax, to a combination of ‘indirect tools’ – not originally aimed at reducing CO2 (i.e. congestion charging, parking charges and a reduction in public transport travel time) in terms of CO2 impacts through a change in the modal split. In our model, modal choices depend on individual characteristics, trip features (including the effects of policy tools), and land use at origin and destination zones. Personal “CO2 emissions budgets” resulting from the trips observed in the metropolitan area of Lille (France) in 2006 are calculated and compared to the situation related to the different policy scenarios. We find that an increase of 50% in parking charges combined with a cordon toll of €1.20 and a 10% travel time decrease in public transport services (made after recycling toll-revenues) is the winning scenario. The combined effects of all the policy scenarios are superior to their separate effects.  相似文献

Congestion charging is being considered as a potential measure to address the issue of substantially increased traffic congestion and vehicle emissions in Beijing. This study assessed the impact of congestion charging on traffic and emissions in Beijing using macroscopic traffic simulation and vehicle emissions calculation. Multiple testing scenarios were developed with assumptions in different charging zone sizes, public transit service levels and charging methods. Our analysis results showed that congestion charging in Beijing may increase public transit use by approximately 13%, potentially reduce CO and HC emissions by 60–70%, and reduce NOx emissions by 35–45% within the charging zone. However, congestion charging may also result in increased travel activities and emissions outside of the charging zone and a slight increase in emissions for the entire urban area. The size of charging zone, charging method, and charging rate are key factors that directly influence the impact of congestion charging; improved public transit service needs to be considered as a complementary approach with congestion charging. This study is used by Beijing Transportation Environment and Energy Center (BTEC) as reference to support the development of Beijing’s congestion charging policy and regulation.  相似文献

Tailpipe emissions from vehicles on urban road networks have damaging impacts, with the problem exacerbated by the common occurrence of congestion. This article focuses on carbon dioxide because it is the largest constituent of road traffic greenhouse gas emissions. Local Government Authorities (LGAs) are typically responsible for facilitating mitigation of these emissions, and critical to this task is the ability to assess the impact of transport interventions on road traffic emissions for a whole network.This article presents a contemporary review of literature concerning road traffic data and its use by LGAs in emissions models (EMs). Emphasis on the practicalities of using data readily available to LGAs to estimate network level emissions and inform effective policy is a relatively new research area, and this article summarises achievements so far. Results of the literature review indicate that readily available data are aggregated at traffic level rather than disaggregated at individual vehicle level. Hence, a hypothesis is put forward that optimal EM complexity is one using traffic variables as inputs, allowing LGAs to capture the influence of congestion whilst avoiding the complexity of detailed EMs that estimate emissions at vehicle level.Existing methodologies for estimating network emissions based on traffic variables typically have limitations. Conclusions are that LGAs do not necessarily have the right options, and that more research in this domain is required, both to quantify accuracy and to further develop EMs that explicitly include congestion, whilst remaining within LGA resource constraints.  相似文献

This paper analyzes a model of early morning traffic congestion, that is a special case of the model considered in Newell (1988). A fixed number of identical vehicles travel along a single-lane road of constant width from a common origin to a common destination, with LWR flow congestion and Greenshields’ Relation. Vehicles have a common work start time, late arrivals are not permitted, and trip cost is linear in travel time and time early. The paper explores traffic dynamics for the social optimum, in which total trip cost is minimized, and for the user optimum, in which no vehicle’s trip cost can be reduced by altering its departure time. Closed-form solutions for the social optimum and quasi-analytic solutions for the user optimum are presented, along with numerical examples, and it is shown that this model includes the bottleneck model (with no late arrivals) as a limit case where the length of the road shrinks to zero.  相似文献

Motor vehicles are one of the major sources of air pollution in Dhaka, the capital of Bangladesh. The government took various policies to convert the petroleum vehicles on road to run on compressed natural gas (CNG), which allows both air quality improvements and energy security benefits. One of the market friendly policies to encourage the fuel switch was to increase the price differential between CNG and petrol and diesel. This has allowed a wide-scale adoption of CNG as the fuel of choice. However, several years into the policy, there is now a widespread belief among the policymakers that the CNG conversion may have increased car ownership and car travel due to their lower running costs, resulting in more congestion and a reversal of the strategy is on the cards. It is therefore important to test the hypothesis whether CNG conversion had genuinely increased car ownership and car travel in Dhaka city. This paper presents the results of a questionnaire survey and an econometric intervention analysis to understand the impact of CNG conversion on car ownership and car travel in Dhaka. Attention is also given to disentangle the self-selection and price-induced travel effects of CNG conversion. Results show that ownership did not increase, but travel of on-road vehicles increased due to the CNG policy. However, additional congestion costs are still around one half of the health benefits brought about by the policy.  相似文献

Information and communications technologies (ICT) and future and emerging technologies (FET) are expected to revolutionize transportation in the next generation. Travelers’ behavioral adaptation is a key to their success. We discuss the notion of managing traffic congestion by enhancing cooperation in road networks enabled with ICT and FET. Cooperation is an emergent social state related to the dynamics and complexity of road traffic and reinforced learning. Game theory and research in behavioral economics show that cooperation can be leveraged to efficiently solve social dilemmas similar to traffic congestion. We review the applicability of behavioral economics and game theory concepts to route, mode and departure time choice problems. Beyond advancing theory, research on cooperation in the context of transportation is still in its infancy. We discuss state-of-the-art methodologies and their weaknesses and review the unexplored opportunities inherent in game-based methodologies. A behavioral-technological research agenda for FET is also discussed.  相似文献

Microeconomic optimisation of scheduled public transport operations has traditionally focused on finding optimal values for the frequency of service, capacity of vehicles, number of lines and distance between stops. In addition, however, there exist other elements in the system that present a trade-off between the interests of users and operators that have not received attention in the literature, such as the optimal selection of a fare payment system and a designed running speed (i.e., the cruising speed that buses maintain in between two consecutive stops). Alternative fare payment methods (e.g., on-board and off-board, payment by cash, magnetic strip or smart card) have different boarding times and capital costs, with the more efficient systems such as a contactless smart card imposing higher amounts of capital investment. Based on empirical data from several Bus Rapid Transit systems around the world, we also find that there is a positive relationship between infrastructure cost per kilometre and commercial speed (including stops), achieved by the buses, which we further postulate as a linear relationship between infrastructure investment and running speed. Given this context, we develop a microeconomic model for the operation of a bus corridor that minimises total cost (users and operator) and has five decision variables: frequency, capacity of vehicles, station spacing, fare payment system and running speed, thus extending the traditional framework. Congestion, induced by bus frequency, plays an important role in the design of the system, as queues develop behind high demand bus stops when the frequency is high. We show that (i) an off-board fare payment system is the most cost effective in the majority of circumstances; (ii) bus congestion results in decreased frequency while fare and bus capacity increase, and (iii) the optimal running speed grows with the logarithm of demand.  相似文献

Observations of traffic pairs of flow vs. density or occupancy for individual locations in freeways or arterials are usually scattered about an underlying curve. Recent observations from empirical data in arterial networks showed that in some cases by aggregating the highly scattered plots of flow vs. density from individual loop detectors, the scatter almost disappears and well-defined macroscopic relations exist between space-mean network flow and network density. Despite these findings for the existence of well-defined relations with low scatter, these curves should not be universal. In this paper we investigate if well-defined macroscopic relations exist for freeway network systems, by analyzing real data from Minnesota’s freeways. We show that freeway network systems not only have curves with high scatter, but they also exhibit hysteresis phenomena, where higher network flows are observed for the same average network density in the onset and lower in the offset of congestion. The mechanisms of traffic hysteresis phenomena at the network level are analyzed in this paper and they have dissimilarities to the causes of the hysteresis phenomena at the micro/meso level. The explanation of the phenomenon is dual. The first reason is that there are different spatial and temporal distributions of congestion for the same level of average density. Another reason is the synchronized occurrence of transitions from individual detectors during the offset of the peak period, with points remain beneath the equilibrium curve. Both the hysteresis phenomenon and its causes are consistently observed for different spatial aggregations of the network.  相似文献

Macroscopic fundamental diagrams (MFD) of traffic for some networks have been shown to have similar shape to those for single links. They have erroneously been used to help estimate the level of travel in congested networks. We argue that supply curves, which track vehicles in their passage through congested networks, are needed for this purpose, and that they differ from the performance curves generated from MFD. We use a microsimulation model, DRACULA and two networks, one synthesizing the network for Cambridge, England, and one of the city of York, England, to explore the nature of performance curves and supply curves under differing patterns of demand.We show that supply curves differ from performance curves once the onset of congestion is reached, and that the incorrect use of performance curves to estimate demand can thus seriously underestimate traffic levels, the costs of congestion, and the value of congestion relief measures. We also show that network aggregated supply curves are sensitive to the temporal distribution of demand and, potentially, to the spatial distribution of demand. The shape of the supply curve also differs between origin–destination movements within a given network.We argue that supply curves for higher levels of demand cannot be observed in normal traffic conditions, and specify ways in which they can be determined from microsimulation and, potentially, by extrapolating observed data. We discuss the implications of these findings for conventional modelling of network management policies, and for these policies themselves.  相似文献
