The constructive cost control is an important content of the engineering management.This paper analyses the characteristics of the cost control during the investing decision phase,design phase,implementation phase,completion and checking phase,states that the key of the constructive cost control is in the design phase pointing against the existed problem.Then it introduces conditions and controlling methods of the constructive cost control.
