| 摘 要： | 文中针对快速发展的北仑河及其沿海边贸船舶货物运输中存在的主要问题，追根溯源，试图从规范边贸船舶经营主体资格、完善法规制度、加强执法力度、推动双边合作、完善联动司法运行机制等方面，探索破解各制约因素，推动中越边贸船舶货物运输和谐、健康、有序发展。

| Abstract: | This paper discussed some hot issues derived from the rapid expansion of shipping in the area of Beilun River and the associated coastline border trade. The author analyzed the negative factors that obstruct the development of shipping, and forwarded sonle reasonable suggestions for a harmonious, wholesome and stable development of the border-trade shipping between China and Vietnam.These suggests include the operational qualification of border- tradeshipping, improvement of legislation and legal enforcement, promotion of bilateral co-operation, and establishment of integrated law enforcement mechanism. |
