| 摘 要： | 遂行非战争军事行动已成为我军新时期的重要职能之一，军交运输保障有力与否，是决定部队圆满完成非战争军事行动任务的重要影响因素。以非战争军事行动为背景，以军事交通运输为主线，分析了保障特点，界定了保障任务，明确了保障原则，在此基础上，提出了加强保障能力的对策和措施：健全完善应急保障机制，加快发展投送拳头力量，有效配置军地保障资源，开展军交专业训练演练。
