上海工业发展的制约因素及发展战略研究

分析了上海工业地位下降的原因，指出了工业结构调整力度不够、投资增长水平下降、投资效率低、技术创新能力不强、六大支柱产业竞争力不强等五个制约上海工业进一步增长的因素。针对工业发展的制约因素，提出大力调整工业结构、促进工业结构优化升级，加快科技进步、提高技术创新能力，多方位拓宽工业的融资渠道、建立有效的风险投资机制，寻找成本优势、提高投资效率，通过兼并、联合、重组增强国际竞争力，联合发展以上海为龙头的长江三角洲工业等六条战略性建议。

A Study of Restrictions and Strategies for Shanghai Industrial Development

The paper analyses the causes for the decline of industry in Shanghai's economy, and points out five factors that restrict the further development of the local industry namely the inadequate efforts in re structuring, a decline in investment growth, investment inefficiency, weak technological innovation, lack of competitiveness in the six pillar industries. Accordingly, the writers put forward six strategic suggestions including: strengthening industrial re structuring; promoting technological progress and innovation; expanding fund raising channels from various aspects; setting up an efficient venture investment system; seeking cost advantage; improving investment efficiency; enhancing global competivieness by merge, acquisition and re structuring, and jointly developing the industry in the Changjiang River Delta area with Shanghai being the leading city.
