The developing countries in their effort in promoting and guiding their industrialization program require effective land use and transportation planning to facilitate the urbanization process and optimize the use of resources. The recent rapid industrialization process in the Johor Bahru metropolitan area due to overspill development from Singapore, the Johor (Malaysia) and Batam Island (Indonesia), the Singapore development triangle proposal and policy deregulation of the Johor State government needreexamination of the existing Structure Plan policy (1984) framework for this region. The authors made observations on the current development and land use and transport policy framework of Johor Bahru-Pasir Gudang Structure Plan (1984), Malaysia with a view towards improving the land use and transportation planning approach.  相似文献

The objective of this paper is to assess issues concerning non-motorized transportation in developing countries. This assessment is done through an examination of three topics: a brief overview of the transportation picture in developing countries; a study of city size and city form vis-a-vis pedestrian movement; and, a look at the characteristics of non-motorized modes, including their capacities. An analysis and discussion attempt to sort out the crucial issues connected with pedestrian planning in particular, and non-motorized transport in general. It is concluded (1) that special attention be paid to space/time capacity/cost issues connected with non-motorized modes (2)that some of the low-cost intermediate technology modes be examined for possible inclusion in traffic streams (3)that land-use patterns need to be rearranged keeping in mind the limitations of non-motorized modes, and (4)that the extent to which physical trip-making can be substituted by telecommunication needs to be examined very critically. Cities in developing countries like India are facing some of the same concerns that North American cities are: congestion and urban growth. However, there is a sense of urgency in cities like Delhi, India in that this growth is far more rapid as both urbanization and motorization are ongoing processes that have not yet peaked. In this paper, we examine land use change and its relationship with transportation infrastructure and other planning related variables in a spatial context. We estimate land use change models at two different scales from separate data. Cellular automation and Markov models were used to understand change at the regional scale and discrete choice models to predict change at the local level. The results suggest that land use in the Delhi metropolitan area is rapidly intensifying while losing variety. These changes are affected by industrial, commercial and infrastructure location and planners and policy-makers need to better understand the implications of location decisions. We also examine these results in the context of a policy framework for data-based planning that links land use and transportation models for Delhi.  相似文献

In this paper we consider travel across Virginia and identify sustainability “sweet spots” where commute lengths and vehicle emissions per mile combine to maximize green travel in terms of total CO2 emissions associated with commuting. The analysis is conducted across local voter precincts (N = 2373 in the state) because they are a useful proxy for neighborhoods and well-sized for implementing policy designed to encourage sustainable travel behavior. Virginia is especially appropriate for an examination of variability in sustainable travel behavior and technologies because the state’s transportation, demographic, and political patterns are particularly diverse and have been changing rapidly. We identify four Virginia precinct-based sustainability clusters: Sweet Spots, Emerging Sweet Spots, Neutral and Non-sustaining. A model of demographic differences among the clusters shows that sustainability outcomes, understood in terms of both local commute behavior and vehicle emissions, are significantly associated with the diverse demography and politics of the state. We also look at changes in transportation sustainability and socio-demographic trends within the clusters over the past half-decade, showing that differences in sustainability and demographic metrics are actually accelerating within the state over time. We conclude with a discussion of the implications of the differences among the clusters for developing and implementing effective transportation sustainability policies across the state.  相似文献

The links between urban form and travel behaviour have been widely studied in the field of travel demand management. However, the existing literature is dominated by case studies from the developed countries. A study of a city in a developing and industrialising country can add some fresh evidence to the debate on the impacts of urban form on travel patterns. Using household survey data from Beijing, this paper finds that aspects of urban form have significant effects on workers' car use and the duration of travel by car in journeys to work, while controlling for socio-economic factors and households’ preferences related to residential location. The sprawling patterns of land development play a negative role in reducing motorised commuting trips and shortening vehicle hours travelled in the current processes of rapid urban expansion and motorisation. Since urban sprawl is greatly influenced by growing market forces, the findings in this paper reveal the negative effects of regulation–liberation of land development management on travel behaviour modification.  相似文献

ABSTRACT

A scientific consensus has recently emerged suggesting that the dominant twentieth century paradigm of solving transportation congestion problems by building more freeways failed. The legacy of the freeway construction era is clearly visible in polluted and congested cities worldwide. To battle these ills, planning academics have been promoting more sustainable built form aligned with dedicated public/active transport provision. Partly as a result of the push coming from academia, a number of cities have sought to remove their freeways and replace the freed up space with alternate transport infrastructure, such as streets and boulevards. To discern if the transportation planning profession is currently undergoing a paradigm shift or whether freeway removal is merely a temporary fad, we have conducted a systematic review of the literature. In this article, we unpack the underlying reasons which have led some cities to removing their freeways. Results reveal that a paradigm shift has arguably not yet taken place in transportation planning. While many cities are creating human-scale and active transport spaces, currently these spaces tend to coexist alongside freeways. American cities, which were once the pioneers of freeway construction, appear to be lagging behind cities in Europe and Asia in this respect. If the current pace of freeway removal continues, it may take a few decades before the transportation planners, politicians, policy makers, and communities adopt radically different norms, methods, and goals. However, a radical approach may need to be taken sooner given alarming global warming predictions.  相似文献

The purpose of this paper is to explore themes and challenges in developing environmentally sustainable logistical activities.The approach is explorative with a cross sectional design that takes advantage of ten case studies out of selected logistics service providers (LSPs) operating primarily in the Scandinavian countries.The findings illustrate the major themes by analyzing current and future activities in developing environmentally sustainable logistical activities. In addition, four categories of challenges are identified: customer priorities, managerial complexity, network imbalance, and technological and legislative uncertainties. It is concluded that there is a great need for a holistic perspective where LSPs and product owners together analyze and design future logistical setups.The suggested holistic and integrative model, building on a three-dimensional concurrent engineering framework, provides new opportunities for research. Further research is needed to improve the interrelationship between LSPs and their customers in the development of sustainable logistical solutions.This paper puts forward recommendations for the sustainable development of logistics by combining the results from the case studies with a review of related literature. This will be beneficial for managers and policy makers when they approach sustainable logistical challenges. The emergence and synthesis of themes and challenges are critical for a sustainable society.  相似文献

Over the last few decades, many developing countries have experienced car fleet growth, which has contributed to congestion, increased travel times, and deteriorated public transport reliability and punctuality. However, alternatives to urban mobility can be found by creating policies to stimulate sustainable transportation modes with equal opportunities for all citizens. In this paper, measures of social effective speeds are presented to improve sustainable urban mobility policies in developing countries. Data from the 2018 Origin-Destination Survey of the Metropolitan Region of Recife (Brazil) were used to estimate social effective speeds. The results showed that motorized modes had lower effective speed than non-motorized modes. In addition, total external costs were $2 billion USD per year. The social effective speed will be valuable if inserted in sustainable urban mobility policies in developing countries.  相似文献

Abstract

Middle‐class expansion and new consumption patterns have increasingly become an important focus of studies of the development and change in newly industrialized and middle‐income‐developing East and South East Asian countries. However, there is still a dearth of studies in the literature particularly focusing on middle‐class travel patterns, predispositions and transport policy preferences. Nor have the implications of these factors on current transport and land development policy been examined. The present exploratory study addresses this gap by examining three cases in Bangkok, Thailand, which in recent decades witnessed dramatic middle‐class expansion, an increase in private motor vehicle population, and spatial diffusion of middle‐class residences into lower‐density zones in the suburbs. By mainly employing a survey method of data‐gathering and quantitative research analysis, the paper discusses the following findings: (1) that middle‐class travel behaviour is characterized by a high dependence on private motor vehicle travel and ‘inward commuting’; (2) that middle‐class preferences for transport mode and attitudes about remedial policy options are generally protective of their members’ car‐dependence and ownership; and (3) that present policy measures of the Thai government on Bangkok transport perfectly fit and support exclusively middle‐ and upper‐class predispositions and stakes in mobility. These findings in a developing country city basically follow a similar profile to be found in middle‐class‐dominant transport patterns and urban form in a number of North American cities. This paper further argues that in a developing country city such as Bangkok, where marked social differentiation and the combined population of poor and low‐income classes still comprise almost half of the urban social landscape despite an expanding middle‐class, an adequate and good public transport system that also meets the former’s need for efficient mobility is an imperative.  相似文献

The need for sustainable development is increasing as the industrial and service activities keep putting such a strain on the natural functions of the Earth, thus the ability of the planet’s to sustain future generations. Since most of the industrial and service activities are provided via transportation, it is one of the most crucial elements of sustainable development. In this paper, US highway system sustainability problem is studied. System dynamics modeling approach is employed due to the causal relationships and feedback loops that are observed in the problem structure. The reference mode is considered as the increasing CO2 emission trend. The objective is to meet the Liberman and Warner Climate Act’s targets by 2050. Three potential strategies for policy making are tested with the developed dynamic simulation: fuel efficiency, public transportation and electric vehicle usage. The results indicate that hybrid implementation of individual policies has a crucial impact on the success of policy making.  相似文献

This paper examines two land developments in the cities of Freiburg (Germany) and Chula Vista (California) with the purpose of comparing their transportation and land use planning institutions, processes, and actions for the importance placed on achieving sustainability. Planning practitioners in both places are committed to concepts of sustainability, but their respective attempts to achieve sustainability differ dramatically. Freiburg is pursuing relatively high density land development in conjunction with transit service, while Chula Vista is pursuing relatively low-density, auto-oriented land development patterns.  相似文献

In the last decades, due to the population increase and the relative need of new land to cultivate, expand urban centers and develop transportation networks, most of the Italian natural protected areas are subject to different typologies of human pressures that generally cause habitat fragmentation. This process represents a major concern for biodiversity conservation and a key driver of species loss.The main purpose of this paper was to investigate levels of natural habitat fragmentation due to roads and railways networks in the Italian National Parks (INPS) through the use of an Infrastructural Fragmentation Index (IFI).All the operations (geospatial analysis, image classification, and fragmentation analysis) were performed using a Geographic Information System (GIS) software for elaborating a national database. The obtained results include an IFI value for each natural territorial unit inside any INP. Moreover, in order to highlight which are the INPS characterized by higher infrastructural fragmentations, an IFI weighted mean was calculated for each INP. These results represent important indicators for the prioritization of biodiversity conservation interventions and the planning of a INPS sustainable management.  相似文献

In combination, the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) and the Clean Air Act Amendments of 1990 (CAAA) are innovative and aggressive efforts to move US cities toward integrated transportation and air quality planning. Under these complementary laws, air quality has become a major national transportation goal. In areas with serious air pollution, air quality will be a major consideration in determining the future shape of urban transportation.This paper considers how the CAAA and ISTEA combine to provide an innovative national policy approach of interest to countries seeking to encourage sustainable development in urban centers. The CAAA mandates measurable and enforceable air quality targets. Nation-wide standards are set for acceptable levels of carbon monoxide, ground level ozone, and small particulates. ISTEA includes directions for transportation planners and decision-makers to follow to reach air quality and other goals — transportation planning must emphasize system efficiency, and for cities with severe air pollution, transportation projects are expected to contribute to cleaner air. Each urban area has flexibility in how it applies this framework to reflect its priorities and solve its problems. Strict federal sanctions provide incentives for compliance with both laws.Enactment of these laws has produced a period of transition and uncertainty as well as of challenge and opportunity for planners and elected officials. This paper analyzes emerging technological change in developing a scenario for future Canadian urban form. Rather than more centrifugal development, we may actually witness greater centripetal movement. In many developed countries, inner-city employment has been increasing, but at a slower rate than in metropolitan areas. The only nation which has bucked this trend is Canada where both Montreal and Toronto continue to experience rapid rates of central area employment. Canada thus stands as an anomaly with explicit municipal and provincial policies contributing to the strengthening of housing and jobs within range of transit-orientated commuting systems. Some speculations will be developed, based on demographic structure, housing demand, transportation, employment, and infrastructure provision, as well as socio-cultural services which are viewed as major factors influencing development patterns.  相似文献

Developing countries have unique problems and needs which must be considered when attempting to identify and evaluate the environmental impacts of land transport. This paper presents a review of the relevant literature that can be used to identify, evaluate and mitigate environmental impacts of land transport facilities (development and operation) in developing countries. After examining the relevant characteristics of land transport development in such countries, the paper discusses the environmental effects. Controls and countermeasures associated with each category of impacts are also reviewed under the broad categories of air, noise and water pollution as well as land use changes and social and ecological impacts. Issues concerning environmental impact assessment/analysis process and transport of hazardous materials are then addressed. The procedures established by the World Bank for the environmental assessment of Bank‐financed projects are mentioned. The paper concludes with a brief discussion of the responsibilities of the developing countries in meeting the growing challenge of environmental degradation.  相似文献

Improving the efficiency and sustainability of supply chains is a shared aim of the transport industry, its customers, governments as well as industry organisations. To optimize supply chains and for the identification of best practice, standards for their analysis are needed in order to achieve comparable evaluations. This need for an evaluation standard also applies to CO2 emission calculations. This research focuses on the transportation within supply chains and possible approaches towards a global standard for calculating its CO2 emissions. In the recent past, several organisations, national and international, have come forward with possible methods, tools and databases for the calculation of CO2 emissions along supply chains, but almost all of them do not cover the entire transportation chain. Also standards for CO2 emissions of products and production in general do exist but they do not take the particular requirements of transportation into consideration. Therefore a global standard specifically for transportation could not yet be introduced. The EN 16258 standard is the only international standard for emission calculation of transportation in supply chains. It was therefore analyzed as a possible starting point for a global standardization approach. Analysis shows it too contains gaps and ambiguities which render comparisons of supply chains difficult. These gaps of the EN 16258 are analyzed, followed by suggestions for methodological improvements for their closure. The research concludes with an outlook on next steps needed towards a global CO2 calculation standard for transportation within supply chains.  相似文献

To enhance the efficiency of intermodal transportation for large quantities of goods, the current sea–land transportation system has been reviewed and systematically analyzed, and a bottleneck is pinpointed in the linkage or goods transfer between the waterway and railway. The bottleneck impacts the efficiency of the goods through transportation combining the two modes. To eliminate the existing bottleneck and inefficiency towards intermodality, a new type of flexible double-rail track has recently been invented together with innovations both in trestle bridges and in train ferries. The outcomes of the research in progress show that the flexible double-rail track is feasible from the viewpoints of both geometry and engineering mechanics, it can be used to improve the compatibility of a trestle bridge with various types of train ferries and hence it can support the development of train ferries on a large scale. Based on the innovations, an integrated sea–land transportation system model is proposed as a systematic solution, which is expected to effectively overcome the existing bottleneck and to enhance the efficiency of the whole sea–land combined transportation. Further research on this system model and its major components is also addressed in the paper.  相似文献

This paper develops a multiobjective optimization model to consider transportation impacts of the future development of land. The output of the model is the best location and type of land use that has minimal negative transportation effects and uses the maximum available public transportation infrastructure. It provides tools for both planners and transportation engineers and enables them to consider different scenarios of possible policies and land development. Since multiple objectives and their nonlinear structures are considered, the model is solved using mixed integer nonlinear programming. The final results are shown in both tabular and graphical format. The effectiveness of the model is applied to the northern part of New Castle County, Delaware. The results show that the model successfully finds the best locations for both residential and commercial land uses in order to meet several criteria discussed in the paper.  相似文献

Industrialized countries have extensive experience with various transportation energy conservation measures and have been making steady progress in improving the efficiency of their transport sector. Less Developed Countries (LDCs) have also been making progress, but their experience in many aspects of transportation energy conservation is very limited. Development organizations have funded many transportation projects in developing countries, but the vast majority of these projects were designed to improve the transportation infrastructure. Very few transportation energy conservation projects have been implemented and decision-makers face a scarcity of information on effective strategies. This paper gives an overview of transportation projects in LDCs in order to identify those transportation energy conservation measures that offer the greatest potential for LDCs. Two case studies, from Tunisia and Costa Rica, are given to illustrate the issues involved in implementing transportation energy conservation measures in LDCs.
