Drawing on experiences from the four regions and the overall conduct of the Marine Management Area Science (MMAS) program, this concluding article highlights emergent cross-cutting themes that affected MMAS programs across the regions, summarizes the important conservation outcomes of the MMAS program, and then discusses lessons gained from the actual process of conducting the MMAS program. Based on these insights, particularly the last section, this article concludes with recommendations for other conservation programs, specifically those that are global in scope and are science-based with a specific intent to apply that science to conservation action.  相似文献

Coastal communities, indigenous peoples, and small-scale fishers rely on the ocean for livelihoods, for subsistence, for wellbeing and for cultural continuity. Thus, understanding the human dimensions of the world’s peopled seas and coasts is fundamental to evidence-based decision-making across marine policy realms, including marine conservation, marine spatial planning, fisheries management, the blue economy and climate adaptation. This perspective article contends that the marine social sciences must inform the pursuit of sustainable oceans. To this end, the article introduces this burgeoning field and briefly reviews the insights that social science can offer to guide ocean and coastal policy and management. The upcoming United Nations Decade of Ocean Science for Sustainable Development (2021–2030) provides a tremendous opportunity to build on the current interest, need for and momentum in the marine social sciences. We will be missing the boat if the marine social sciences do not form an integral and substantial part of the mandate and investments of this global ocean science for sustainability initiative.  相似文献

In this article, we summarize the development of the program in Brazil, which concentrated its efforts on the Abrolhos area of the State of Bahia. This article is part of a special issue that provides insight into global conservation science by analyzing a 5-year, $12.5 million global marine conservation science and policy program. In this article, we summarize the development of the program in Coiba Island in the Gulf of Chiriquí Panama, and the Galapagos islands of Ecuador, both part of the Eastern Tropical Pacific Seascape. In Panama, the history of Coiba island as a federal penal colony shaped the process and outcome of the program. In the Galapagos, the unique science history of the islands and subsequent international recognition influenced the outcomes of regional marine managed areas.  相似文献

Collaboration has become a common alternative to traditional top-down approaches to environmental management and conservation. One critique of collaborative processes is that science is not sufficiently linked to conservation actions. To better understand how science is used in collaborative decisions, we asked how the use of science is affected by the structure of collaborative processes, paying specific attention to the role of explanatory variables such as stakeholder engagement, how information is gathered, and how decisions are made. Case survey methods (a form of systematic review) were used to analyze 30 case studies of collaborative management of marine, estuarine, and coastal systems across the United States. We found that increased stakeholder participation (i.e., two-way flow of information between parties), face-to-face communication among stakeholders, increased contribution of information from academic stakeholders, careful consideration and selection of participants (e.g., stakeholder analysis), participants' ability to influence decisions, and structured methods of collecting and aggregating information were all positively associated with the use of science in collaborative processes. These findings suggest ways to improve the structure of collaborative processes to enhance the use of science for environmental management and conservation.  相似文献

New Zealand (NZ) has developed a coastal management framework that includes large watersheds and territorial waters (out to 12 nautical miles). The article describes the developing conflicts associated with the biophysical and epistemological dimensions of expanding coastal marine space for aquaculture. We first review aquaculture policy in NZ, and recent evidence of the biophysical impacts from increasing terrestrial inputs on marine ecosystems. We provide a case study of conflict over a recent proposal to expand salmon aquaculture in the Marlborough Sounds, which covers some 4,000 km2 of sounds, islands, and peninsulas. Based on information and data from interviews of stakeholders involved in the aquaculture planning, we describe three diverse epistemologies of science—client-based science, civic science, and Māori traditional ecological knowledge. We conclude the article with a critical review of how to better resolve spatial conflicts that often emerge in coastal management and planning.  相似文献

The Representative Areas Program (RAP) was, at the time, the most comprehensive process of community involvement and participatory planning for any environmental issue in Australia. The RAP was a key component of the widely acclaimed rezoning of the Great Barrier Reef Marine Park, and although completed in 2003, many lessons learned are still relevant today. This paper provides an analysis of the comprehensive public participation program that significantly influenced the final planning outcome. It provides insights into a fundamental component of effective marine planning, assessing what worked well and what did not in terms of public engagement. Some aspects of the public participation program were innovative, and some were more effective than others. The outcome was one-third of the Marine Park was declared as highly protected no-take zones in 2004, with the remainder of the park also zoned to provide lower levels of protection. The methods used to engage the public and the 25 lessons discussed in this paper should be of interest for practitioners, policy makers and academics elsewhere aiming for “good practice” approaches to achieve environmental conservation.  相似文献

Conservationists have been criticized for failing to protect nature in the face of mounting threats including overexploitation, species loss, habitat destruction, and climate change. Resource managers and scientists have yet to fully engage a major segment of the global population in their outreach efforts to protect the environment: religious communities. The world's religions have been recognized as a surprising driver of support for conservation of biological diversity, and numerous examples demonstrate religious and conservation groups working together to achieve conservation outcomes. However, many conservation organizations do not effectively engage religious groups. When conservation organizations do engage religious groups, efforts to do so are often ad hoc and such partnerships may wane over time. A more systematic approach is needed that directly engages religious communities, develops effective partnerships, supports and sustains dialogue aimed at finding common ground despite potentially divergent worldviews, and establishes supporting mechanisms to maintain the partnerships that are developed. Effective partnerships between religious and conservation groups represent significant untapped potential which can directly support conservation outcomes; such partnerships are likely to become increasingly important with dwindling support for conservation.  相似文献

Young men in coastal Tanzania are often blamed for damaging marine habitats by engaging in unsustainable and destructive fishing practices, including dynamite fishing, but their perceptions have not been sufficiently documented. While marine scientists, international environmental NGOs, and activists have called attention to the destructive fishing practices’ devastating impacts, insights into the contextual factors that motivate those who engage in dynamite fishing are limited. Additionally, risk perceptions and concerns regarding the environmental impact and dangers of dynamite fishing among the youth are also understudied. This paper provides ethnographic insights into the historical and contextual factors underlying dynamite fishing in rural coastal Mtwara. It draws on ethnographic data gathered through participant observation, focus group discussions and in-depth interviews with residents from two neighboring coastal villages – one located inside a marine protected area (MPA), and another located outside the MPA’s boundary. The paper first examines the views of elderly men and women to provide the historical context of dynamite fishing in coastal Mtwara. It then juxtaposes youth perceptions regarding marine conservation and dynamite fishing in the two villages, vis-à-vis ongoing efforts to curb destructive fishing practices and to enhance marine biodiversity and ecotourism in the region. Results of the study reveal that unresolved tensions between the MPA authorities and local fishers surrounding enforcement practices and unfulfilled gear-exchange-related promises, and allegations of poor governance, are important contextual factors in the persistence of dynamite fishing. The paper concludes by articulating possible remedial measures to mitigate the tensions between youth concerns about their livelihoods, and the goals of marine biodiversity conservation as a way forward in preventing dynamite fishing.  相似文献

Decades of research has generated new scientific understanding and technologies aimed at better managing environmental change in estuarine and coastal regions. Yet many across the communities of coastal and estuarine research, management, and funding believe that progress has been too slow in applying this research in practice. This essay reviews how the National Estuarine Research Reserve System’s funding program evolved over the past two decades to improve how researchers and users of research work together to increase the uptake of science to achieve resource management and conservation goals. Incremental innovation in the design of the NERRS funding program enabled more intensive and multiway engagement between funders, researchers, and users, which created new pathways for applying science in practice. Furthermore, these interactions stimulate reflection and adaptation within each separate institutional setting, supporting changes that may science to better support environmental problem solving.  相似文献

Chile has been attempting to establish a Management Area (MA) system that melds the use of marine protected areas with marine tenure. The process has brought to the fore the competing interests of various user groups: artisanal fishermen, marine science professionals, government managers, tourist developers, and the Navy. We explore the core relationships among fishermen and the ecologists and biologists whose work is essential for establishing and maintaining a MA. The MA system's creation and implementation raise the key question of whether a marine tenure system can work under the conditions imposed by the Chilean government. There is a need to recognize and reconcile contradictions in a government management model that strives simultaneously to be a conservation zone and a financially profitable co-management zone. This article examines the MA management system's fault lines in the context of Chile's political economy, and the intimate interaction of management with fishermen's cultural survival strategies.  相似文献

The interplay between the biodiversity regime and fisheries management and conservation regimes is not a critically important phenomenon at this point in time. For now, the institutions most relevant for the management of marine and coastal biodiversity are entrenched in conventional fisheries management structures. Biodiversity-oriented institutions appear to be less in touch with the practical aspects of resource management. The most significant interplay occurs at the global level, where several oceans-related regimes appear to be affected by the concerns raised by the CBD. The important question with regard to the longer term, is what impact the creation and operation of the CBD will have on various fisheries regimes in the future.  相似文献

This study reports on scientist/crew relations aboard research vessels at sea. It is a case study in a case study in a long-range project dealing with the relations of natural scientists in the U.S.A. to various segments of the lay population. An earlier paper dealt with the interaction of scientists and Government policy makers during the science-advisory process [1]. In that study we found that the frustration was reciprocal; scientists and policy makers were equally vocal on what was wrong with ‘ the other groups’. The present research, by comparison, focuses on scientists and members of ‘the working class’. Here we find the frustration rather one-sided, reflecting the differences in status and power of the two groups. On a research vessel, science and scientists control the lives and careers of the mariners. In the science-advising committee, members of both government and science meet as social equals.

In this paper elements of conflict between scientists and crew on a research vessel are described. It is suggested that conflict between these two groups is the inevitable result of extending the ‘intellectual’/‘worker’ class conflict of our society to a closed space at sea. The controlling mechanism of the conflict may be called ‘subcultural privacy’, a mechanism worked out by mariners to cope with the disrupting effects of a constant stream of strangers into their sea-going home. The mechanism takes the form of institutionalized ‘bitching’ and systematic physical separation of scientists and crew during critical periods of the day. It is suggested that attempts to create greater crew/scientist harmony by forcing by greater interaction (and thus a breakdown of subcultural privacy) will be counter productive.  相似文献

Understanding public perception of the oceans, and relationship between society and the sea is an important key to the sustainable management of marine resources. This research reports the first population-based survey on Taiwanese public knowledge, attitudes, and actions on marine-related issues. The stratified random sampling by county was completed with 1,120 telephone respondents from October to December 2010. More than 60% of the respondents have heard about global warming, sea-level rising, the Gulf of Mexico oil spill, the coral reef bleaching crisis, and Japan whaling fisheries. However, less than 20% of the respondents are aware of Taiwanese domestic marine policies, such as the Ocean White Paper. On resources conservation, 74.7% of the respondents support the bluefin tuna catches regulations and 76.6% agree that the shark fin fisheries will impact shark resources. Education and age are the major affecting variables for resource conservation and knowledge. Higher education and age 40–49 are most supportive of conservation measures. For marine recreational activities, 42.2% of the respondents can swim, and 44.2% of the respondents had not visited the beach in the previous year. The results suggest that the government could establish a specialized agency to strengthen its marine policy and take more actions to protect ocean environment and conserve marine resources. To encourage more Taiwanese to participate in ocean recreational activities, the government could build a safe facility for marine recreation, cooperate with the private sectors in education, and provide outreach to raise public awareness of the oceans.  相似文献

Abstract

Indigenous peoples’ efforts toward environmental conservation are indivisible from their cultural identity and their social and political organizations. Indigenous resurgence, including the reinvigoration and reestablishment of Indigenous ways of living, are linked to the management, restoration, and conservation of marine and coastal ecosystems around the world. However, there remains a significant gap in the recognition and support of Indigenous governance systems in international policy discussions regarding conservation work. As a way to address this gap, we offer an analysis of marine Indigenous community-led conservation initiatives from around the world that were recipients of the UNDP Equator Prize, framed by initial research on Indigenous-led conservation in British Columbia, Canada. We highlight specific Indigenous governance strategies undertaken by such communities that foster both marine resource conservation and stewardship. The strategies we identified included practicing Indigenous traditional resource management, protection of traditional territories, Indigenous-led actions of environmental conservation, and data collection and monitoring. We also identified networking and collaboration with non-Indigenous supporters, as was reinvestment into education and capacity-building within the community. We conclude with concrete policy suggestions drawn from these cases that can help strengthen the leadership and self-determination of Indigenous peoples on local resource and environmental issues, and aid in much broader conservation efforts globally.  相似文献

Papahānaumokuākea Marine National Monument is one of the world's largest marine protected areas and was designated the first mixed conservation site in the United States due to its natural and cultural importance. It is also the world's first cultural seascape, being recognized for its continuing connections to indigenous people. As the westernmost place in the Hawaiian universe, many believe these islands and seas are the pathway that Native Hawaiians travel after death, returning to pō (night; realm of the gods). This intimate kinship has profound implications for contemporary management. Current management emphasizes integration of science, policy, cultural knowledge, traditions, and practices to create successful management strategies appropriate for both natural and cultural resources. This management is based on Native Hawaiian values and practices that incorporate observation and understanding of the natural world, indigenous principles and philosophies, cultural norms, community relationships, and unique epistemologies deeply imbedded in and formed by relationships of people with place. A cornerstone of this effort has been the direct involvement of cultural practitioners in policy, management, education, and research. This biocultural approach has led to more effective management of the monument and serves as a model for conservation around the world.  相似文献
