Development of a Human Use Objectives Framework for Integrated Management of the Eastern Scotian Shelf

Under the 1997 Oceans Act, Fisheries and Oceans Canada (DFO) is required to lead and facilitate the development of integrated management plans for Canada's oceans. One of the integrated management projects is the Eastern Scotian Shelf Integrated Management Initiative (ESSIM), through which DFO is working with a range of stakeholders to develop and implement an integrated ocean management plan for the eastern Scotian Shelf. As part of this Initiative, DFO has undertaken a program to develop a set of objectives and related indicators for ocean management. This includes the development of a framework, objectives, and indicators for human use of the resource including the social, economic, and institutional (governance) components of ocean management, areas that have received little attention internationally. This article provides some background to ESSIM and human uses of the resources of the eastern Scotian Shelf; briefly reviews objectives-based management and human use objectives internationally; outlines the process undertaken to develop the Human Use Objectives Framework; presents the resultant objectives and indicators that were developed; and highlights some of the lessons learned and challenges for their implementation.

Integrated Coastal Management in Philippine Local Governance: Evolution and Benefits

In 1991 the Philippine government shifted many coastal management responsibilities to local governments and fostered increased local participation in the management of coastal resources. In their delivery of integrated coastal management (ICM) as a basic service, many local governments have achieved increasing public awareness of coastal resource management (CRM) issues. Continuing challenges are financial sustainability, inadequate capacities, weak law enforcement, and lack of integrated and collaborative efforts. To address these challenges, a CRM certification system was developed to improve strategies and promote incentives for local governments to support ICM. This system is being applied by an increasing number of local governments to guide the development and implementation of ICM in their jurisdiction. The CRM benchmarks required for a local government to achieve the first level of certification are: budget allocated, CRM related organizations formed and active, CRM plan developed and adopted, shoreline management initiated and two or more best practices implemented. Implementation is providing tangible benefits to communities through enhanced fisheries production associated with MPAs, revenues from user fees and enhanced community pride through learning exchanges and involvement in decisions, among others.

An Interdisciplinary Analysis of Beach Management in the Catalan Coast (North-Western Mediterranean)

This article presents a comprehensive analysis of beach management in the Catalan coast (NW Mediterranean) by introducing and integrating results from different partial projects. They analyzed the legal, political, and administrative framework of beach management, the quality tools available, the practices of management, the processes of beach use, and beach waste/litter dynamics. The information obtained served to create a new beach management tool referred to as the Beach Quality Index, which was developed by an interdisciplinary team of academics from the natural/physical sciences and social sciences that worked together during the course of four years. Information obtained from users and key stakeholders served to create the index. The study demonstrated that as a consequence of the shortcomings in the legal and administrative system as well as inadequate practices of beach managers, beach management in the area experiences coordination problems, insufficient information and lack of proactive management, pollution, and in general problems associated with the satisfaction of short-term user demands.
