The aim of this paper is to analyze and to improve the current planning process of the passenger railway service in light of the recent railway market changes. In order to do so, we introduce the Passenger Centric Train Timetabling Problem. The originality of our approach is that we account for the passenger satisfaction in the design of the timetable. We consider both types of timetable(s): cyclic and non-cyclic. The problem is modeled as a Mixed Integer Linear Programming (MILP) problem with an objective of maximizing the train operating company’s profit while maintaining ε level of passenger satisfaction. The model does not take into account conflicts between trains and does not adjust dwell times at stopping stations among the lines. By solving the model for various values of ε, the approximated Pareto frontier is constructed. The analysis, based on an experiment using realistic data, shows that an improvement of passenger satisfaction while maintaining a low profit loss for the railway company can be achieved. A sensitivity analysis on passenger congestion illustrates a quantitative evidence that the non-cyclic timetables can account better for high density demand in comparison to cyclic timetables.  相似文献

When looking at railway planning, a discrepancy exists between planners who focus on the train operations and publish fixed railway schedules, and passengers who look not only at the schedules but also at the entirety of their trip, from access to waiting to on-board travel and egress. Looking into this discrepancy is essential, as assessing railway performances by merely measuring train punctuality would provide an unfair picture of the level of service experienced by passengers. Firstly, passengers’ delays are often significantly larger than the train delays responsible for the passengers to be late. Secondly, trains’ punctuality is often strictly related to too tight schedules that in turn might translate into knock-on delays for longer dwelling times at stations, trip delays for increased risk of missing transfer connections, and uncertain assessment of the level of service experienced, especially with fluctuating passenger demand. A key aspect is the robustness of railway timetables. Empirical evidence indicates that passengers give more importance to travel time certainty than travel time reductions, as passengers associate an inherent disutility with travel time uncertainty. This disutility may be broadly interpreted as an anxiety cost for the need for having contingency plans in case of disruptions, and may be looked at as the motivator for the need for delay-robust railway timetables. Interestingly, passenger-oriented optimisation studies considering robustness in railway planning typically limit their emphasis on passengers to the consideration of transfer maintenance. Clearly, passengers’ travel behaviour is far more complex and multi-faceted and thus several other aspects should be considered, as becoming more and more evident from passenger surveys. The current literature review starts by looking at the parameters that railway optimisation/planning studies are focused on and the key performance indicators that impact railway planning. The attention then turns to the parameters influencing passengers’ perceptions and travel experiences. Finally, the review proposes guidelines on how to reduce the gap between the operators’ railway planning and performance measurement on the one hand and the passengers’ perception of the railway performance on the other hand. Thereby, the conclusions create a foundation for a more passenger-oriented railway timetabling ensuring that passengers are provided with the best service possible with the resources available.  相似文献

Although people are often encouraged to use public transportation, the riding experience is not always comfortable. This study uses service items to measure passenger anxieties by applying a conceptual model based on the railway passenger service chain perspective. Passenger anxieties associated with train travel are measured using a modern psychometric method, the Rasch model. This study surveys 412 train passengers. Analytical results indicate that the following service items cause passenger anxiety during trains travel: crowding, delays, accessibility to a railway station, searching for the right train on a platform, and transferring trains. Empirical results obtained using the Rasch approach can be used to derive an effective strategy to reduce train passenger anxiety. This empirical study also demonstrates that anxiety differs based on passenger sex, age, riding frequency, and trip type. This information will also prove useful for transportation planners and policy-makers when considering the special travel needs of certain groups to create a user-friendly railway travel environment that promotes public use.  相似文献

In this paper, we estimate the effects of weather conditions such as wind, temperature and precipitation on railway operator performance of passenger train services. We distinguish between the direct effects of weather conditions and the indirect effects through disturbances in infrastructure. We show that certain types of bad weather mainly affect train operators’ performance indirectly, through their effect on infrastructure. Furthermore, we show that the welfare losses for passengers confronted with increased cancellations of trains and decreased punctuality in The Netherlands due to one standard deviation increase in infrastructure disruptions amount to about €80 million per year.  相似文献

Abstract

Open access reforms to railway regulations allow multiple train operators to provide rail services on a common infrastructure. As railway operations are now independently managed by different stakeholders, conflicts in operations may arise, and there have been attempts to derive an effective access charge regime so that these conflicts may be resolved. One approach is by direct negotiation between the infrastructure manager and the train service providers. Despite the substantial literature on the topic, few consider the benefits of employing computer simulation as an evaluation tool for railway operational activities such as access pricing. This article proposes a multi-agent system (MAS) framework for the railway open market and demonstrates its feasibility by modelling the negotiation between an infrastructure provider and a train service operator. Empirical results show that the model is capable of resolving operational conflicts according to market demand.  相似文献

Cross‐border passengers from Hong Kong to Shenzhen by the east Kowloon‐Canton Railway (KCR) through the Lo Wu customs exceed nearly 200 thousand on a special day such as a day during the Chinese Spring Festival. Such heavy passenger demand often exceeds the processing and holding capacity of the Lo Wu customs for many hours a day. Thus, passengers must be metered off at all entrance stations along the KCR line through ticket rationing to restrain the number of passengers waiting at Lo Wu within its safe holding capacity. This paper proposes an optimal control strategy and model to deal with this passenger crowding and control problem. Because the maximum passenger checkout rate at Lo Wu is fixed, total passenger waiting time is not affected by the control strategy for given time‐dependent arriving rates at each station. An equity‐based control strategy is thus proposed to equalize the waiting times of passengers arriving at all stations at the same time. This equity is achieved through optimal allocation of the total quota of tickets to all entrance stations for each train service. The total ticket quota for each train service is determined such that the capacity constraint of the passenger queue at Lo Wu is satisfied. The control problem is formulated as a successive linear programming problem and demonstrated for the KCR system with partially simulated data.  相似文献

In this study, we focus on improving system-wide equity performance in an oversaturated urban rail transit network based on multi-commodity flow formulation. From the system perspective, an urban rail transit network is a distributed system, where a set of resources (i.e., train capacity) is shared by a number of users (i.e., passengers), and equitable individuals and groups should receive equal shares of resources. However, when oversaturation occurs in an urban rail transit network during peak hours, passengers waiting at different stations may receive varying shares of train capacity leading to the inequity problem under train all-stopping pattern. Train skip-stopping pattern is an effective operational approach, which holds back some passengers at stations and re-routes their journeys in the time dimension based on the available capacity of each train. In this study, the inequity problem in an oversaturated urban rail transit network is analyzed using a multi-commodity flow modeling framework. In detail, first, discretized states, corresponding to the number of missed trains for passengers, are constructed in a space-time-state three-dimensional network, so that the system-wide equity performance can be viewed as a distribution of all passengers in different states. Different from existing flow-based optimization models, we formulate individual passenger and train stopping pattern as commodity and network structure in the multi-commodity flow-modeling framework, respectively. Then, we aim to find an optimal commodity flow and well-designed network structure through the proposed multi-commodity flow model and simultaneously achieve the equitable distribution of all passengers and the optimal train skip-stopping pattern. To quickly solve the proposed model and find an optimal train skip-stopping pattern with preferable system-wide equity performance, the proposed linear programming model can be effectively decomposed to a least-cost sub-problem with positive arc costs for each individual passenger and a least-cost sub-problem with negative arc costs for each individual train under a Lagrangian relaxation framework. For application and implementation, the proposed train skip-stopping optimization model is applied to a simple case and a real-world case based on Batong Line in the Beijing Subway Network. The simple case demonstrates that our proposed Lagrangian relaxation framework can obtain the approximate optimal solution with a small-gap lower bound and a lot of computing time saved compared with CPLEX solver. The real-world case based on Batong Line in the Beijing Subway Network compares the equity and efficiency indices under the operational approach of train skip-stopping pattern with those under the train all-stopping pattern to state the advantage of the train skip-stopping operational approach.  相似文献

A multi-channel strategy for the purposes of marketing and ticketing has been widely employed in various fields, including the transportation industry, yet few transportation studies have investigated ticket channel-related issues. This study thus adopts Taiwan High Speed Rail (THSR) as a case study to identify passengers’ perceptions regarding key factors that affect the channel preference through which they receive their services, particularly across a four-stage ticket purchasing process, including information enquiry, booking, payment, and ticket pick-up. To investigate these key factors, we base the framework of our research model upon customers’ perceived value perspective, adopting a multinomial logit model to examine the influence of channel attributes on HSR passengers’ preferences. The relationship among the decisions made by these passengers at each ticket purchasing stage is also examined. The findings of our study demonstrate that perceived risk, perceived benefit, and perceived ease of use are critical factors influencing passengers’ channel preference throughout the ticket-purchasing process. Perceptual differences are proven to exist due to various demographic factors and trip characteristics. The conclusions of this study have implications for THSR management to design appropriate ticketing channel services for certain types of passengers and can also be generally applied to multiple distribution channels in conventional railway system and intercity bus services.  相似文献

As privatisation of railway systems reach the political agendas in a number of countries, the separation of track infrastructure from train operations is seen as providing the vehicle which will improve profitability within the rail industry. This paper deals with three main issues related to such separation within a freight railway focus, namely: investment appraisal; track standards and maintenance; and train operating performance. The conflicts of interest between the owners of track and their client operators are discussed in detail. Costs related to track capacity and congestion need to be taken into account, given that additional trains are likely to lead to increased risk of delays to existing services. The paper discusses the use of a travel time reliability model to estimate the additional costs imposed on the system through the introduction of specific train services.It is concluded that investment in individual elements of railway infrastructure must be integrated with the overall financial and customer service strategies of both operators and owners. As an alternative to current practices, a hybrid model of track ownership is put forward here. Under such a model, a joint-venture company with equity from the main ÒplayersÓ would be owner of track. This would allow some of the benefits of vertical integration to be retained, whilst providing fair access to new operators.  相似文献

The Taiwan High Speed Rail (THSR) has recently added three additional stations to its original network. Although the three additional stations can improve accessibility to the system, these new stations can present difficulties in the transportation planning process, particularly for planning of train stops. The additional stations may benefit some passengers, but may also lengthen the travel time for the other passengers. Therefore, the main challenge faced by THSR is finding an efficient way to design appropriate stopping patterns. Past studies on stop planning usually adopted meta‐heuristics or decomposition methods to solve this complex problem. Although these solution techniques can improve solution efficiency, none of them can guarantee the optimality of the solution and capture the transfer movement of different stopping patterns. In this research, we proposed an innovative network structure to address complex stop planning problems for high‐speed rail systems. Given its special network structure, two binary integer programming models were developed to simultaneously form and determine the optimal stopping patterns for real‐world THSR stop planning problems. An optimization process was also developed to accurately estimate the station transfer time corresponding to the variation in stopping patterns and passenger flow. Results of the case studies suggest that the proposed binary integer programming models exhibit superior solution quality and efficiency over existing exact optimization models. Consequently, using this stop planning optimization process can help high‐speed rail system planners in designing optimal stopping patterns that correspond to passenger demand. High-speed railway (HSR) systems have been developing rapidly in China and various other countries throughout the past decade; as a result, the question of how to efficiently operate such large-scale systems is posing a new challenge to the railway industry. A high-quality train timetable should take full advantage of the system’s capacity to meet transportation demands. This paper presents a mathematical model for optimizing a train timetable for an HSR system. We propose an innovative methodology using a column-generation-based heuristic algorithm to simultaneously account for both passenger service demands and train scheduling. First, we transform a mathematical model into a simple linear programming problem using a Lagrangian relaxation method. Second, we search for the optimal solution by updating the restricted master problem (RMP) and the sub-problems in an iterative process using the column-generation-based algorithm. Finally, we consider the Beijing–Shanghai HSR line as a real-world application of the methodology; the results show that the optimization model and algorithm can improve the defined profit function by approximately 30% and increase the line capacity by approximately 27%. This methodology has the potential to improve the service level and capacity of HSR lines with no additional high-cost capital investment (e.g., the addition of new tracks, bridges and tunnels on the mainline and/or at stations).  相似文献

This paper introduces an innovative transportation concept called Flexible Mobility on Demand (FMOD), which provides personalized services to passengers. FMOD is a demand responsive system in which a list of travel options is provided in real-time to each passenger request. The system provides passengers with flexibility to choose from a menu that is optimized in an assortment optimization framework. For operators, there is flexibility in terms of vehicle allocation to different service types: taxi, shared-taxi and mini-bus. The allocation of the available fleet to these three services is carried out dynamically so that vehicles can change roles during the day. The FMOD system is built based on a choice model and consumer surplus is taken into account in order to improve passenger satisfaction. Furthermore, profits of the operators are expected to increase since the system adapts to changing demand patterns. In this paper, we introduce the concept of FMOD and present preliminary simulation results. It is shown that the dynamic allocation of the vehicles to different services provides significant benefits over static allocation. Furthermore, it is observed that the trade-off between consumer surplus and operator’s profit is critical. The optimization model is adapted in order to take into account this trade-off by controlling the level of passenger satisfaction. It is shown that with such control mechanisms FMOD provides improved results in terms of both profit and consumer surplus.  相似文献

A new approach for improving the performance of freight train timetabling for single-track railways is proposed. Using the idea of a fixed-block signaling system, we develop a matrix representation to express the occupation of inter- and intra-station tracks by trains illustrating the train blocking time diagram in its entirety. Train departure times, dwell times, and unnecessary stopping are adjusted to reduce average train travel time and single train travel time. Conflicts between successive stations and within stations are identified and solved. A fuzzy logic system is further used to adjust the range of train departure times and checks are made to determine whether dwell times and time intervals can be adjusted for passenger and freight trains at congested stations to minimize train waiting times. By combining manual scheduling expertise with the fuzzy inference method, timetable efficiency is significantly improved and becomes more flexible.  相似文献

This paper examines some key aspects of a charging system for promoting railway transport, including charges reflecting a clear relationship with costs (transparency) and charges reflecting the quality of the infrastructure manager's service. Train running charges recover track-related costs and can help to develop a charging system that meets these requirements. To orient train running charges to the market, a method for processing track maintenance and renewal costs is proposed whereby the quality of the service provided by an infrastructure is measured according to its utility to the railway undertaking. To achieve transparency, a single indicator is used for cost planning and the subsequent levying of costs on railway undertakings. The paper includes an example of how proposed train running charges would be calculated according to data from 14 European countries. The example shows that short-distance trains generate the lowest maintenance and renewal costs, followed by long-distance trains and freight trains.  相似文献

This paper develops a multi-objective optimization model for the passenger train-scheduling problem on a railroad network which includes single and multiple tracks, as well as multiple platforms with different train capacities. In this study, lowering the fuel consumption cost is the measure of satisfaction of the railway company and shortening the total passenger-time is being regarded as the passenger satisfaction criterion. The solution of the problem consists of two steps. First the Pareto frontier is determined using the -constraint method, and second, based on the obtained Pareto frontier detailed multi-objective optimization is performed using the distance-based method with three types of distances. Numerical examples are given to illustrate the model and solution methodology.  相似文献

We propose machine learning models that capture the relation between passenger train arrival delays and various characteristics of a railway system. Such models can be used at the tactical level to evaluate effects of various changes in a railway system on train delays. We present the first application of support vector regression in the analysis of train delays and compare its performance with the artificial neural networks which have been commonly used for such problems. Statistical comparison of the two models indicates that the support vector regression outperforms the artificial neural networks. Data for this analysis are collected from Serbian Railways and include expert opinions about the influence of infrastructure along different routes on train arrival delays.  相似文献

Abstract

The inauguration of the Shinkansen high‐speed train service between Tokyo and Osaka, Japan, at 210 kph maximum operating speed some 40 years ago marked the comeback of the train as an important passenger mode of transport. Since then high‐speed train (HST) services have been introduced in many countries and are planned in many more, and the train has once more become the dominant mode of transport on many routes. This review summarizes the different elements of HST operation with the aim of characterizing HST operation and putting in context its impact in terms of what it is best designed for and what it can deliver. The review concludes that the HST is best designed to substitute conventional railway services on routes where much higher capacity is required and to reduce travel time, further improving the railway service, also against other modes, therefore leading to mode substitution. However, the high investment in HST infrastructure could not be justified based on its economic development benefits since these are not certain. Finally, the following definition for HST services is suggested: high capacity and frequency railway services achieving an average speed of over 200 kph.  相似文献

The promotion of competition between passenger train operators was a key aim of the 1992- 97 Conservative Government when it privatized British Rail. Although the potential for competition in the market was constrained through regulation at the time of the sale, competition for the market became intense. Regulatory controls are now being relaxed and the promotion of competition remains central to the present Labour Government's rail strategy, particularly in the form of a redefined and reinvigorated franchising programme. It seems to be generally accepted in policy-making circles that it is both possible and desirable to encourage competition in the UK's railway industry on the grounds that it can further enhance service quality across the network. This paper highlights some qualifications to this position and suggests that, for various reasons, a strong policy emphasis on market liberalization may be impractical or unsuitable, at least in the short to medium term.  相似文献

This study developed a methodology to model the passenger flow stochastic assignment in urban railway network (URN) with the considerations of risk attitude. Through the network augmentation technique, the urban railway system is represented by an augmented network in which the common traffic assignment method can be used directly similar to a generalized network form. Using the analysis of different cases including deterministic travel state, emergent event, peak travel, and completely stochastic state, we developed a stochastic equilibrium formulation to capture these stochastic considerations and give effects of risk aversion level on the URN performance, the passenger flow at transfer stations through numerical studies. The decline of railway passenger train patronage and the deterioration of service in the United States have led the U.S. Government to assume control over the operation of trains via a quasi‐federal corporation called “Amtrak,” but some basic causes of the decline remain and new problems will arise as a result of this action.

Two results of the neglect to assess external costs against the various transport modes is an unbalance in favor of those with the higher external costs and the continued, seemingly fundamental, unprofitability of railway passenger service, which exists even for equipment that operates at capacity!

Some way of collecting external costs will have to be found, and the problems created by the new intrusion of the U.S. Government into transport will have to be faced.  相似文献
