In 2014, highway vehicles accounted for 72.8% of all Greenhouse Gases emissions from transportation in Europe. In the United States (US), emissions follow a similar trend. Although many initiatives try to mitigate emissions by focusing on traffic operations, little is known about the relationship between emissions and road design. It is feasible that some designs may increase average flow speed and reduce accelerations, consequently minimizing emissions.This study aims to evaluate the impact of road horizontal alignment on CO2 emissions produced by passenger cars using a new methodology based on naturalistic data collection. Individual continuous speed profiles were collected from actual drivers along eleven two-lane rural road sections that were divided into 29 homogeneous road segments. The CO2 emission rate for each homogeneous road segment was estimated as the average of CO2 emission rates of all vehicles driving, estimated by applying the VT-Micro model.The analysis concluded that CO2 emission rates increase with the Curvature Change Rate. Smooth road segments normally allowed drivers to reach higher speeds and maintain them with fewer accelerations. Additionally, smother segments required less time to cover the same distance, so emissions per length were lower. It was also observed that low mean speeds produce high CO2 emission rates and they increase even more on roads with high speed dispersions.Based on this data, several regression models were calibrated for different vehicle types to estimate CO2 emissions on a specific road segment. These results could be used to incorporate sustainability principles to highway geometric design.  相似文献

The paper demonstrates a method to determine road network improvements that also involve the use of a road toll charge, taking the perspective of the government or authority. A general discrete network design problem with a road toll pricing scheme, to minimize the total travel time under a budget constraint, is proposed. This approach is taken in order to determine the appropriate level of road toll pricing whilst simultaneously addressing the need for capacity. The proposed approach is formulated as a bi-level programming problem. The optimal road capacity improvement and toll level scheme is investigated with respect to the available budget levels and toll revenues.  相似文献

This paper considers a static congestion pricing model in which travelers select a mode from either, driving on highway or taking public transit, to minimize a combination of travel time, operating cost and toll. The focus is to examine how travelers’ value of time (VOT), which is continuously distributed in a population, affects the existence of a pricing-refunding scheme that is both self-financing (i.e. requiring no external subsidy) and Pareto-improving (i.e. reducing system travel time while making nobody worse off). A condition that insures the existence of a self-financing and Pareto-improving (SFPI) toll scheme is derived. Our derivation reveals that the toll authority can select a proper SFPI scheme to distribute the benefits from congestion pricing through a credit-based pricing scheme. Under mild assumptions, we prove that an SFPI toll always exists for concave VOT functions, of which the linear function corresponding to the uniform distribution is a special case. Existence conditions are also established for a class of rational functions. These results can be used to analyze more realistic VOT distributions such as log-normal distribution. A useful implication of our analysis is that the existence of an SFPI scheme is not guaranteed for general functional forms. Thus, external subsidies may be required to ensure Pareto-improving, even if policy-makers are willing to return all toll revenues to road users.  相似文献

This paper proposes different policy scenarios to cut CO2 emissions caused by the urban mobility of passengers. More precisely, we compare the effects of the ‘direct tool’ of carbon tax, to a combination of ‘indirect tools’ – not originally aimed at reducing CO2 (i.e. congestion charging, parking charges and a reduction in public transport travel time) in terms of CO2 impacts through a change in the modal split. In our model, modal choices depend on individual characteristics, trip features (including the effects of policy tools), and land use at origin and destination zones. Personal “CO2 emissions budgets” resulting from the trips observed in the metropolitan area of Lille (France) in 2006 are calculated and compared to the situation related to the different policy scenarios. We find that an increase of 50% in parking charges combined with a cordon toll of €1.20 and a 10% travel time decrease in public transport services (made after recycling toll-revenues) is the winning scenario. The combined effects of all the policy scenarios are superior to their separate effects.  相似文献

This paper addresses the toll pricing framework for the first‐best pricing with logit‐based stochastic user equilibrium (SUE) constraints. The first‐best pricing is usually known as marginal‐cost toll, which can be obtained by solving a traffic assignment problem based on the marginal cost functions. The marginal‐cost toll, however, has rarely been implemented in practice, because it requires every specific link on the network to be charged. Thus, it is necessary to search for a substitute of the marginal cost pricing scheme, which can reduce the toll locations but still minimize the total travel time. The toll pricing framework is the set of all the substitute toll patterns of the marginal cost pricing. Assuming the users' route choice behavior following the logit‐based SUE principle, this paper has first derived a mathematical expression for the toll pricing framework. Then, by proposing an origin‐based variational inequality model for the logit‐based SUE problem, another toll pricing framework is built, which avoids path enumeration/storage. Finally, the numerical test shows that many alternative pricing patterns can inherently reduce the charging locations and total toll collected, while achieving the same equilibrium link flow pattern. Eco-Driving, a driver behaviour-based method, has featured in a number of national policy documents as part of CO2 emission reduction or climate change strategies. This investigation comprises a detailed assessment of acceleration and deceleration in Eco-Driving Vehicles at different penetration levels in the vehicle fleet, under varying traffic composition and volume. The impacts of Eco-Driving on network-wide traffic and environmental performance at a number of speed-restricted road networks (30?km/h) is quantified using microsimulation. The results show that increasing levels of Eco-Driving in certain road networks result in significant environmental and traffic congestion detriments at the road network level in the presence of heavy traffic. Increases in CO2 emissions of up to 18% were found. However, with the addition of vehicle-to-vehicle or vehicle-to-infrastructure communication technology which facilitates dynamic driving control on speed and acceleration/deceleration in vehicles, improvements in CO2 emissions and traffic congestion are possible using Eco-Driving.  相似文献

This paper investigates the effects of the provision of traffic information on toll road usage based on a stated preference survey conducted in central Texas. Although many researchers have studied congestion pricing and traffic information dissemination extensively, most of them focused on the effects that these instruments individually produce on transportation system performance. Few studies have been conducted to elaborate on the impacts of traffic information dissemination on toll road utilization. In this study, 716 individuals completed a survey to measure representative public opinions and preferences for toll road usage in support of various traffic information dissemination classified by different modes, contents, and timeliness categories. A nested logit model was developed and estimated to identify the significant attributes of traffic information dissemination, traveler commuting patterns, routing behavior, and demographic characteristics, and analyze their impacts on toll road utilization. The results revealed that the travelers using dynamic message sign systems as their primary mode of receiving traffic information are more likely to choose toll roads. The potential toll road users also indicated their desire to obtain traffic information via internet. Information regarding accident locations, road hazard warnings, and congested roads is frequently sought by travelers. Furthermore, high-quality congested road information dissemination can significantly enhance travelers’ preferences of toll road usage. Specifically the study found that travelers anticipated an average travel time saving of about 11.3 min from better information; this is about 30 % of travelers’ average one-way commuting time. The mean value of the time savings was found to be about $11.82 per hour, close to ½ of the average Austin wage rate. The model specifications and result analyses provide in-depth insights in interpreting travelers’ behavioral tendencies of toll road utilization in support of traffic information. The results are also helpful to shape and develop future transportation toll system and transportation policy.  相似文献

It is widely recognized that precise estimation of road tolls for various pricing schemes requires a few pieces of information such as origin–destination demand functions, link travel time functions and users’ valuations of travel time savings, which are, however, not all readily available in practice. To circumvent this difficulty, we develop a convergent trial-and-error implementation method for a particular pricing scheme for effective congestion control when both the link travel time functions and demand functions are unknown. The congestion control problem of interest is also known as the traffic restraint and road pricing problem, which aims at finding a set of effective link toll patterns to reduce link flows to below a desirable target level. For the generalized traffic equilibrium problem formulated as variational inequalities, we propose an iterative two-stage approach with a self-adaptive step size to update the link toll pattern based on the observed link flows and given flow restraint levels. Link travel time and demand functions and users’ value of time are not needed. The convergence of the iterative toll adjustment algorithm is established theoretically and demonstrated on a set of numerical examples.  相似文献

Surface transportation consumes a vast quantity of fuel and accounts for about a third of the US CO2 emissions. In addition to the use of more fuel-efficient vehicles and carbon-neutral alternative fuels, fuel consumption and CO2 emissions can be lowered through a variety of strategies that reduce congestion, smooth traffic flow, and reduce excessive vehicle speeds. Eco-driving is one such strategy. It typically consists of changing a person’s driving behavior by providing general static advice to the driver (e.g. do not accelerate too quickly, reduce speeds, etc.). In this study, we investigate the concept of dynamic eco-driving, where advice is given in real-time to drivers changing traffic conditions in the vehicle’s vicinity. This dynamic strategy takes advantage of real-time traffic sensing and telematics, allowing for a traffic management system to monitor traffic speed, density, and flow, and then communicates advice in real-time back to the vehicles. By providing dynamic advice to drivers, approximately 10–20% in fuel savings and lower CO2 emissions are possible without a significant increase in travel time. Based on simulations, it was found that in general, higher percentage reductions in fuel consumption and CO2 emission occur during severe compared to less congested scenarios. Real-world experiments have also been carried out, showing similar reductions but to a slightly smaller degree.  相似文献

Congestion pricing has been proposed and investigated as an effective means of optimizing traffic assignment, alleviating congestion, and enhancing traffic operation efficiencies. Meanwhile, advanced traffic information dissemination systems, such as Advanced Traveler Information System (ATIS), have been developed and deployed to provide real-time, accurate, and complete network-wide traffic information to facilitate travelers’ trip plans and routing selections. Recent advances in ATIS technologies, especially telecommunication technology, allow dynamic, personalized, and multimodal traffic information to be disseminated and impact travelers’ choices of departure times, alternative routes, and travel modes in the context of congestion pricing. However, few studies were conducted to determine the impact of traffic information dissemination on toll road utilizations. In this study, the effects of the provisions of traffic information on toll road usage are investigated and analyzed based on a stated preference survey conducted in Texas. A Bayesian Network (BN)-based approach is developed to discover travelers’ opinions and preferences for toll road utilization supported by network-wide traffic information provisions. The probabilistic interdependencies among various attributes, including routing choice, departure time, traffic information dissemination mode, content, coverage, commuter demographic information, and travel patterns, are identified and their impacts on toll road usage are quantified. The results indicate that the BN model performs reasonably well in travelers’ preference classifications for toll road utilization and knowledge extraction. The BN Most Probable Explanation (MPE) measurement, probability inference and variable influence analysis results illustrate travelers using highway advisory radio and internet as their primary mode of receiving traffic information are more likely to comply with routing recommendations and use toll roads. Traffic information regarding congested roads, road hazard warnings, and accident locations is of great interest to travelers, who tend to acquire such information and use toll roads more frequently. Travel time formation for home-based trips can considerably enhance travelers’ preferences for toll road usage. Female travelers tend to seek traffic information and utilize toll roads more frequently. As expected, the information provided at both pre-trip and en-route stages can positively influence travelers’ preferences for toll road usage. The proposed methodology and research findings advance our previous study and provide insight into travelers’ behavioral tendencies concerning toll road utilization in support of traffic information dissemination.  相似文献

The purpose of our study is to develop a “corrected average emission model,” i.e., an improved average speed model that accurately calculates CO2 emissions on the road. When emissions from the central roads of a city are calculated, the existing average speed model only reflects the driving behavior of a vehicle that accelerates and decelerates due to signals and traffic. Therefore, we verified the accuracy of the average speed model, analyzed the causes of errors based on the instantaneous model utilizing second-by-second data from driving in a city center, and then developed a corrected model that can improve the accuracy. We collected GPS data from probe vehicles, and calculated and analyzed the average emissions and instantaneous emissions per link unit. Our results showed that the average speed model underestimated CO2 emissions with an increase in acceleration and idle time for a speed range of 20 km/h and below, which is the speed range for traffic congestion. Based on these results, we analyzed the relationship between average emissions and instantaneous emissions according to the average speed per link unit, and we developed a model that performed better with an improved accuracy of calculated CO2 emissions for 20 km/h and below.  相似文献

Empirical studies showed that travel time reliability, usually measured by travel time variance, is strongly correlated with travel time itself. Travel time is highly volatile when the demand approaches or exceeds the capacity. Travel time variability is associated with the level of congestion, and could represent additional costs for travelers who prefer punctual arrivals. Although many studies propose to use road pricing as a tool to capture the value of travel time (VOT) savings and to induce better road usage patterns, the role of the value of reliability (VOR) in designing road pricing schemes has rarely been studied. By using road pricing as a tool to spread out the peak demand, traffic management agencies could improve the utility of travelers who prefer punctual arrivals under traffic congestion and stochastic network conditions. Therefore, we could capture the value of travel time reliability using road pricing, which is rarely discussed in the literature. To quantify the value of travel time reliability (or reliability improvement), we need to integrate trip scheduling, endogenous traffic congestion, travel time uncertainty, and pricing strategies in one modeling framework. This paper developed such a model to capture the impact of pricing on various costs components that affect travel choices, and the role of travel time reliability in shaping departure patterns, queuing process, and the choice of optimal pricing. The model also shows the benefits of improving travel time reliability in various ways. Findings from this paper could help to expand the scope of road pricing, and to develop more comprehensive travel demand management schemes.  相似文献

Numerous studies have established the link between the built environment and travel behavior. However, fewer studies have focused on environmental costs of travel (such as CO2 emissions) with respect to residential self-selection. Combined with the application of TIQS (Travel Intelligent Query System), this study develops a structural equations model (SEM) to examine the effects of the built environment and residential self-selection on commuting trips and their related CO2 emissions using data from 2015 in Guangzhou, China. The results demonstrate that the effect of residential self-selection also exists in Chinese cities, influencing residents’ choice of living environments and ultimately affecting their commute trip CO2 emissions. After controlling for the effect of residential self-selection, built environment variables still have significant effects on CO2 emissions from commuting although some are indirect effects that work through mediating variables (car ownership and commuting trip distance). Specifically, CO2 emissions are negatively affected by land-use mix, residential density, metro station density and road network density. Conversely, bus stop density, distance to city centers and parking availability near the workplace have positive effects on CO2 emissions. To promote low carbon travel, intervention on the built environment would be effective and necessary.  相似文献

This study measures urban form as indicators of metropolitan sprawl and explores its impact on commuting trips and NOx and CO2 emissions from road traffic in all metropolitan statistical areas (MSAs) and four groups’ MSAs separated by population in the continental United States. Encompassing all MSAs, the study adds the accessibility factor to four existing factors: density, land use mix, centeredness, and street connectivity. The study establishes multivariate regression models between urban form, commuting trips, and emissions from road traffic while controlling for socioeconomic conditions. The study shows that urban form index and five urban form factors have a statistically significant association with commuting trips, NOx and CO2 emissions from road traffic. In four MSA groups as determined by MSA population size, higher values of urban form factors (i.e., lower sprawl) are statistically associated with more walking commuters. On the other hand, higher values of urban form factors are associated with fewer commuting vehicles per household in large MSAs with the moderate effect, a lower average commuting drive time in medium and small MSAs, and more commuters using public transportation in medium and large MSAs. This study provides an urban form index covering all metropolitan areas in the continental United States by adding another urban form factor, and the findings show that urban form factors have different effects on mode choices, drive time, and emission from road traffic depending on the MSA population size.  相似文献

The starting point of this paper is to consider that there is no general answer to the question of the equity of urban road pricing. We therefore simulate and compare the distributional effects on commuters of nine toll scenarios for Paris, assuming that utility is nonlinear in income. We show that the distributional pattern across income groups depends crucially on the level of traffic reduction induced by tolling. Stringent tolls are more favourable to low-income motorists. Equity effects also vary with toll design. Compared to a reference scenario which uniformly charges all motorists driving within Paris, an inbound cordon toll is detrimental to low-incomes. Conversely, granting a rebate to low CO2 emission cars slightly improves their situation while an exemption for Paris residents is neutral. Surprisingly, it matters little for social equity whether toll revenues are allocated to all commuters or solely to public transport users.  相似文献

Transportation sector accounts for a large proportion of global greenhouse gas and toxic pollutant emissions. Even though alternative fuel vehicles such as all-electric vehicles will be the best solution in the future, mitigating emissions by existing gasoline vehicles is an alternative countermeasure in the near term. The aim of this study is to predict the vehicle CO2 emission per kilometer and determine an eco-friendly path that results in minimum CO2 emissions while satisfying travel time budget. The vehicle CO2 emission model is derived based on the theory of vehicle dynamics. Particularly, the difficult-to-measure variables are substituted by parameters to be estimated. The model parameters can be estimated by using the current probe vehicle systems. An eco-routing approach combining the weighting method and k-shortest path algorithm is developed to find the optimal path along the Pareto frontier. The vehicle CO2 emission model and eco-routing approach are validated in a large-scale transportation network in Toyota city, Japan. The relative importance analysis indicates that the average speed has the largest impact on vehicle CO2 emission. Specifically, the benefit trade-off between CO2 emission reduction and the travel time buffer is discussed by carrying out sensitivity analysis in a network-wide scale. It is found that the average reduction in CO2 emissions achieved by the eco-friendly path reaches a maximum of around 11% when the travel time buffer is set to around 10%.  相似文献

Carbon emissions from road transport are one of the main issues related to modern transport planning. To address them adequately, the acquisition of reliable data about traffic flow is an essential prerequisite. However, the large quantity and the heterogeneity of available information often cause problems; missing or incomplete data are one of the most critical aspects. This paper discusses how technology handles imperfect information in order to obtain more accurate quantification of CO2 emissions. First, an analysis of single estimators and combination models is provided, highlighting their main characteristics. Then, the TANINO model (Tool for the Analysis of Non-conservative Carbon Emissions In TraNspOrt) is presented, jointly developed at the University of Seville and at the IUAV University of Venice. It consists of two different modules: the first is a combination model that optimizes the results of three traffic flow single estimators, while the second is a macro-model of carbon evaluation, which takes into account road infrastructure, vehicle type and traffic conditions. TANINO is then tested to calculate CO2 emissions along the ring road of the Spanish city of Seville, showing its more efficient performance, compared to the single estimators normally adopted for such aims. Transport planning can benefit from the adequate knowledge of traffic flows and related CO2 emissions, since it allows a more reliable monitoring of the progresses granted by specific carbon policies.  相似文献

The greenhouse gas (GHG) emissions associated with road construction activities are analyzed. The main focus of this analysis is on the vehicle emissions associated with alternative project staging approaches, specifically a full closure of the road during construction, versus an intermittent road closure. The analysis includes the direct and upstream emissions associated with materials, construction equipment, mobilization of resources to the work site, and maintenance activity associated with the project over its lifetime. The analysis is based on one case study of a road project in New Jersey. The assumptions underlying the staging analysis are based on hypothetical approaches. Results provide an assessment of the main sources of project related emissions and the ability to minimize total project emissions by minimizing traffic disruption. In the analysis with a full closure of the road, traffic disruption accounts for 26% of total emissions, while with an intermittent road closure, traffic disruption accounts for only 2% of total emissions. The other main sources are from materials and life-cycle maintenance. The analysis demonstrates the feasibility of minimizing project related GHG emissions during road construction activities.  相似文献

China, the world’s largest CO2 emitter, is continuing its long-term strategy to use transportation investments as a tool for development. With the expectation that transportation will contribute 30–40% of the total CO2 emissions in China in the near future, there is an imminent need to identify how the development of different transportation modes may have different long-term effects on CO2 emissions. Using time series data over the period of 1985–2013, this paper applies the combined autoregressive distributed lag (ARDL) and vector error correction model (VECM) approach to identify short- and long-run causal relationships between CO2 emissions and mode-specific transportation development, including railway, road, airline, and inland waterway. We find that China’s domestic expansions of road, airline, and waterway infrastructure lead to long-run increases in CO2 emissions. Among them, waterway has the strongest positive impact on CO2 emissions, followed by road. Despite a short-run, positive impact on CO2 emissions, railway expansion leads to long-run decreases in CO2 emissions. The results are especially encouraging for the central government of China given its long-standing and on-going efforts to expand railway infrastructure at the national level. Looking forward, it is recommended that China continues its national investments in railway infrastructure to achieve both environment and economy goals.  相似文献

To support the development of policies that reduce greenhouse gas (GHG) emissions by encouraging reduced travel and increased use of efficient transportation modes, it is necessary to better understand the explanatory effects that transportation, population density, and policy variables have on passenger travel related CO2 emissions. This study presents the development of a model of CO2 emissions per capita as a function of various explanatory variables using data on 146 urbanized areas in the United States. The model takes into account selectivity bias resulting from the fact that adopting policies aimed at reducing emissions in an urbanized area may be partly driven by the presence of environmental concerns in that area. The results indicate that population density, transit share, freeway lane-miles per capita, private vehicle occupancy, and average travel time have a statistically significant explanatory effect on passenger travel related CO2 emissions. In addition, the presence of automobile emissions inspection programs, which serves as a proxy indicator of other policies addressing environmental concerns and which could influence travelers in making environmentally favorable travel choices, markedly changes the manner in which transportation variables explain CO2 emission levels.  相似文献
