Despite the growing development of tools that can integrate land use and transport, the desired integration is still illusive in daily practice. To address this gap, the current study uses spatial metrics, a set of methods traditionally used for studying changes in the spatial structure of landscapes, which are translated into the domain of transport planning. It examines how spatial metrics can be integrated into “Land Use Transport” strategy-making, and how useful they are according to the practitioners’ perceptions. A Light Rail Transit corridor in Granada (Spain) provides the empirical focus of this research. Land use characteristics such as: land use mixing, land use diversity and green areas connectivity were successfully studied using spatial metrics, and they were used to map three “Land Use Transport” strategies: (i) proximity dynamics and non-motorised modes; (ii) modal shift from cars to Light Rail Transit system; (iii) shared spaces between motorised and non-motorised modes. Practitioners perceived that spatial metrics could improve the “Land Use Transport” strategy-making process in comparison with traditional methods used in practice. However, certain shortcomings related to the usability of spatial metrics are also highlighted and discussed. This study concludes with a reflection on research challenges for adapting spatial metrics to transport practice.  相似文献

Analysing the impact of urban policy interventions on urban growth, land use and transport (LUT) is crucial for urban planners, transport planners and policy-makers, especially in rapidly growing cities. This paper presents a cellular automata-based land-use/transport interaction model – Metronamica-LUTI – for Jeddah that is used to analyse the impact of different proposed policy interventions under two urban growth scenarios for the period 2011–2031. Used as an integrated policy impact assessment tool, the model demonstrates a strong reciprocal relationship between LUT in Jeddah. This study shows that relevant spatial information and integrated policy impact assessment can provide rich insights into the interaction between LUT, the appropriate policy to consider in place and time which traditional planning practice and typical static urban models cannot do.  相似文献

Emission reduction strategies are gaining attention as planning agencies work towards adherence to air quality conformity standards. Policymakers struggling to reduce greenhouse gases (GHG) must grapple with a growing number of travel demand policies. To consider any of these emerging demand mechanisms as a viable option to meet emission targets, planners and policymakers need tools to better understand the implications of such policies on travel behavior. In this paper we present an integrated multimodal travel demand and emission model of four policy strategies; presenting GHG and air pollutant reduction results at a very detailed level. Multiple policy outcomes are compared within a single modeling framework and study area. The results reveal that while no one demand mechanism is likely to reduce emissions to a level that meets policy-maker’s goals; a first-best pricing strategy that incorporates marginal social costs is the most effective emission reduction mechanism. Implementing such a mechanism may offer total emission reductions of up to 24 %. However, the efficacy of this strategy must be weighed against difficulties of establishing efficient pricing, a costly implementation, and substantial negative impacts to non-highway facilities. Decision makers must select a mixture of pricing and land use strategies to achieve emission goals on all road facilities.  相似文献

This article draws lessons about recent innovations in decision support for coping with challenges in integrated infrastructure planning strategies. After setting up a conceptual framework for the scope of analysis and the use of information in infrastructure planning, the empirical section explores the introduction of early-stage sustainability assessment tools. Data collection draws on experiences gained in the Netherlands with a new tool: ‘Sustainability Check’. We conclude that such instruments have a number of capacities that address the challenges of area-oriented planning: (a) bringing together information about the comprehensive value of alternatives, (b) facilitating the generation of alternatives, (c) addressing institutional fragmentation by learning about referential frames, and (d) adding contextual perspectives to the ‘hard’ outcomes of conventional tools. We also conclude that tools such as Sustainability Check should not be seen as a replacement for conventional decision support tools, but rather as complementary to them.  相似文献

Recent developments in intelligent transportation systems pose new challenges and opportunities for urban transportation planning. To meet these challenges and to exploit these opportunities, a framework for a new transportation planning methodology has been developed. The methodology operates in a computer environment, called PLANiTS (Planning and Analysis Integration for Intelligent Transportation Systems), designed to facilitate the entire planning process form problem identification, through idea generation and analysis, on to prioritization and programming. To assist in problem identification, PLANiTS provides graphic representation of current conditions, including traffic, air pollution, accidents, and projections of future conditions. A computerized knowledge base, containing information about possible strategies and their effects, and a model base, containing transportation and other analysis models, are used to guide the user in identifying potentially effective strategies and performing the appropriate analysis. To facilitate the use of these tools, PLANiTS provides computer support of group processes such as brainstorming, deliberation, and consensus seeking. PLANiTS is designed for use in urban transportation planning at the local, regional, and state levels; it is intended to support a variety of participants in the planning process including transportation professionals, decision makers in transportation agencies (often local elected officials), citizens, and interest groups. Recognizing that transportation planning is essentially a deliberative, political process, PLANiTS is designed to inform and facilitate, but not replace, the political decision-making process.  相似文献

Communicative rationality offers a new paradigm for transportation planning. Drawing on the literature and lessons from transportation planning practice, this paper describes the characteristics of a “communicative” form of transportation planning and compares them with conventional practices. A communicative rationality paradigm would place language and discourse at the core of transportation planning. The paper argues that it would lead to greater attention to desired transportation ends (goals), better integration of means and ends, new forms of participation and learning, and enhanced deliberative capacity. The paper explains the implications of this paradigm for the role of the transportation planner, the purpose of planning, the planning process, communicative practices, problem framing, and the nature of planning analysis. The paper concludes with an assessment of communicative rationality's ability to promote more effective transportation planning. It seeks to create a dialogue that will support the investigation of new transportation planning processes. This paper describes an approach to the development of metropolitan transport strategies based on community needs and values. A search conference and other consultation methods were used to raise community awareness of transport issues and to give the transport planners an understanding of community concerns and values. The collective values were used to develop a vision statement of where Melbourne could be in the future. Transport strategies were then developed which helped achieve the vision. By this approach transport strategies can be integrated with the delivery of other services so that they are complementary and achieve consistent ends. The process encouraged community debate and helped strategy development to focus on what was to be achieved, rather than on particular techniques or interest group agendas. Integrated strategies which have wide interest group and community support can be developed by the process.  相似文献

Previous research has shown integrated planning to be important for achieving aims concerning more environmentally friendly transport operations, but less good at explaining prerequisites of implementation. This paper analyses how management and working practises in local authorities, here understood as steering cultures, affect implementation of integrated land-use and public transport planning approaches. The analysis builds on case studies of planning in two Swedish municipalities. These have developed two antithetical steering cultures, namely one that can be described as deliberative and one that can be described as sectorised. The paper describes the advantages and disadvantages of these steering cultures. The findings show the deliberative model to facilitate integration through advanced mechanisms of consensus and co-ordination between policy-makers and officials. The sectorised model has no such mechanisms, but this need not result in poor prospects of integrated planning. It is important for integrated planning approaches, whatever the steering culture, to be in line with the institutionalised norms and objectives by which planning practices are governed. Integration therefore needs a normative component, so as to ensure implementation. The important normative component in this context can be construed as discourses and rationales concerning transport and the urban development of which public transport forms part.  相似文献

Airport decision makers are frequently facing complex decision-making problems related to airport planning, design, and operations. The airport decision-making process is further perplexed by the large number of stakeholders having different, and sometimes conflicting, objectives regarding the assessment of the airport performance. Despite the rich experience in both models and tools for airport performance analysis, existing models and tools address only fragmented parts of the airport decision-making process. At present, airport stakeholders lack models and tools able to provide an integrated view of the total airport processes and analyze the tradeoffs between the various measures of airport effectiveness. The objective of this paper is threefold: (i) to introduce the concept of total airport performance analysis, (ii) to describe the development of a Decision Support System capable of performing integrated airport analysis, and (iii) to demonstrate the capabilities of this Decision Support System by analyzing a real-world airport planning case of the Athens International Airport.  相似文献

Single policies or entire policy packages are often assessed using different methods aiming at a quantification of effects as well as the detection of undesired outcomes. The knowledge of potential impacts is essential to take informed policy actions. Hence, there is a constant need for efficient assessment approaches to support policy decision-making. A broad range of such assessment methods is used in policymaking. Some of them are using quantitative data; others are characterized by qualitative information, observations or opinions. Practical experiences with transport policy prove that these methods all have their pros and cons, but none of them are able to detect the full range of effects. This leads to important questions this article deals with, such as what are the strengths and limitations of the different tools and methods for assessing impacts, and how should different approaches be integrated into the policymaking processes?We analyze the ability of assessment methods to detect different kinds of intended and unintended effects, and introduce the concepts of structurally open (mainly qualitative) and structurally closed (mainly quantitative) methods. It is argued that these concepts support making the pros and cons of the tools and methods more explicit and, thus, allow integrating the different tools and methods into the process of policy packaging. Based on a policy package example, we provide practical recommendations on how to integrate different assessment methods adequately and show that both quantitative and qualitative tools should be used in different phases of the process. The main recommendation is to alternate the application of assessment methods with structurally open methods used in the beginning and the end of the policymaking process and applying structurally closed methods in between.  相似文献

Transit oriented development (TOD) has been an important topic for urban transportation planning research and practice. This paper is aimed at empirically examining the effect of rail transit station-based TOD on daily station passenger volume. Using integrated circuit (IC) card data on metro passenger volumes and cellular signaling data on the spatial distribution of human activities in Shanghai, the research identifies variations in ridership among rail transit stations. Then, regression analysis is performed using passenger volume in each station as the dependent variable. Explanatory variables include station area employment and population, residents’ commuting distances, metro network accessibility, status as interchange station, and coupling with commercial activity centers. The main findings are: (1) Passenger volume is positively associated with employment density and residents’ commuting distance around station; (2) stations with earlier opening dates and serving as transfer nodes tend to have positive association with passenger volumes; (3) metro stations better integrated with nearby commercial development tend to have larger passenger volumes. Several implications are drawn for TOD planning: (1) TOD planning should be integrated with rail transit network planning; (2) location of metro stations should be coupled with commercial development; (3) high employment densities should be especially encouraged as a key TOD feature; and (4) interchange stations should be more strategically positioned in the planning for rail transit network.  相似文献

The airport planning and decision making process exhibits various trade‐offs and complications due to the large number of stakeholders having different, and sometimes conflicting, objectives regarding the assessment of airport performance. As a result, the airport performance assessment necessitates the use of advanced modelling capabilities and decision support systems or tools in order to capture the multifaceted aspects, interests and measures of airport performance like capacity, delays, safety, security, noise and cost‐effectiveness. Presently, airport decision makers lack decision support tools able to provide an integrated view of total airport (both airside and landside) operations and analyse at a reasonable effort and decision‐oriented manner the various trade‐offs involved among different airport performance measures. The objective of this paper is twofold: (i) to describe the decision‐oriented modelling framework and development process of a decision support system for total airport operations management and planning, and (ii) to demonstrate the decision support capabilities and basic modelling functionalities of the proposed system. This paper presents an alternative planning framework to model and forecast network traffic for planning applications in small communities, where limited resources debilitate the development and applications of the conventional four-step travel demand forecasting model. The core idea is to use the Path Flow Estimator (PFE) to estimate current and forecast future traffic demand while taking into account of various field and planning data as modeling constraints. Specifically, two versions of PFE are developed: a base year PFE for estimating the current network traffic conditions using field data and planning data, if available, and a future year PFE for predicting future network traffic conditions using forecast planning data and the estimated base year origin–destination trip table as constraints. In the absence of travel survey data, the proposed method uses similar data (traffic counts and land use data) as a four-step model for model development and calibration. Since the Institute of Transportation Engineers (ITE) trip generation rates and Highway Capacity Manual (HCM) are both utilized in the modeling process, the analysis scope and results are consistent with those of common traffic impact studies and other short-range, localized transportation improvement programs. Solution algorithms are also developed to solve the two PFE models and integrated into a GIS-based software called Visual PFE. For proof of concept, two case studies in northern California are performed to demonstrate how the tool can be used in practice. The first case study is a small community of St. Helena, where the city’s planning department has neither an existing travel demand model nor the budget for developing a full four-step model. The second case study is in the city of Eureka, where there is a four-step model developed for the Humboldt County that can be used for comparison. The results show that the proposed approach is applicable for small communities with limited resources.  相似文献

In this paper a Dynamic Balanced Scorecard (DBSC) is used for the main purpose of indicating strategy implementation avenues to managers so as to equip them with more efficient decision-making tools. To that end, Fuzzy Multicriteria Decision-Making methodology is used as a source of technical support in formulating a cause and effect system and fuzzy strategic indicators. This methodological instrument brings a strategic vision to performance analysis and is designed to furnish a tool for evaluating the impacts of management action on the BSC fuzzy indicators. To mitigate airport congestion caused by increasing air traffic demand, the trajectory‐based surface operations concept has been proposed to improve surface movement efficiency while maintaining safety. It utilizes decision support tools to provide optimized time‐based trajectories for each aircraft and uses automation systems to guide surface movements and monitor their conformance with assigned trajectories. Whether the time‐based trajectories can be effectively followed so that the expected benefits can be guaranteed depends firstly on whether these trajectories are realistic. So, this paper first deals with the modeling biases of the network model typically used for taxi trajectory planning via refined taxiway modeling. Then it presents a zone control‐based dynamic routing and timing algorithm upon the refined taxiway model to find the shortest time taxi route and timings for an aircraft. Finally, the presented algorithm is integrated with a sequential planning framework to continuously decide taxi routes and timings. Experimental results demonstrate that the solution time for an aircraft can be steadily around a few milliseconds with timely cleaning of expired time windows, showing potential for real‐time decision support applications. This paper is concerned with the development of an Internet-based geographic information system (GIS) that brings together spatio-temporal data, models and users in a single efficient framework to be used for a wide range of transportation applications – planning, engineering and operational. The functional requirements of the system are outlined taking into consideration the various enabling technologies, such as Internet tools, large-scale databases and distributed computing systems. For tools that generate more efficient flight routes or reroute advisories, it is important to ensure compatibility of automation and autonomy decisions with human objectives so as to ensure acceptability by the human operators. In this paper, the authors developed a proof of concept predictor of operational acceptability for route changes during a flight. Such a capability could have applications in automation tools that identify more efficient routes around airspace impacted by weather or congestion and that better meet airline preferences. The predictor is based on applying data mining techniques, including logistic regression, a decision tree, a support vector machine, a random forest and Adaptive Boost, to historical flight plan amendment data reported during operations and field experiments. Cross validation was used for model development, while nested cross validation was used to validate the models. The model found to have the best performance in predicting air traffic controller acceptance or rejection of a route change, using the available data from Fort Worth Air Traffic Control Center and its adjacent Centers, was the random forest, with an F-score of 0.77. This result indicates that the operational acceptance of reroute requests does indeed have some level of predictability, and that, with suitable data, models can be trained to predict the operational acceptability of reroute requests. Such models may ultimately be used to inform route selection by decision support tools, contributing to the development of increasingly autonomous systems that are capable of routing aircraft with less human input than is currently the case.  相似文献

Accessibility is a valuable indicator for assessing the effectiveness of a transport network. Nevertheless, its analysis can lead to very heterogeneous results depending on the method adopted, thus still struggling to be considered by policy makers and in planning processes. This article contributes to the development of an accessibility analysis as a planning tool, by proposing an alternative model to estimate the relative accessibility of a destination by public transport (PT). Indeed, PT is a mobility paradigm that has been supported to reduce the negative externalities produced by private transport, especially in environmentally fragile contexts. The model includes a set of eleven factors affecting public transport operation which refer to four macro topics: connectivity, multimodality, tariff/ticketing, and info-mobility. They are integrated into a Public Transport Accessibility index which analyses a series of nodes along a route and detects the progressive variation of accessibility. Eventual shifts are highlighted, including information about the factors feeding them. The model is tested for the Lana-Zurich (IT-CH) connection, showing how the most relevant issues are caused by difficulties in the transnational and transregional integration of the services. Through this process, the model aims at backing policy makers in the detection and understanding of public transport barriers and related causes.  相似文献
