In recent years in the European Union (EU), we have witnessed an externalization process of the provision of local government services, in order to separate the political responsibility and the direct delivery of the service. The reasons that justify this process are focused on the belief that the private sector is more efficient in carrying out economic activities, the pressure to reduce the public deficit and the public debt, the search for management systems that bypass public administration procedures, and the increase of control on local governments in auditing and accountability issues.The objective of this paper is to compare the efficiency of public and private sectors in the provision of urban transportation services. This paper shows the results of an empirical study commissioned by the Regional Audit Office of Catalonia (Spain), in order to evaluate the efficiency with which urban transportation services are delivered in the most important cities of this region. This efficiency study has been carried out using the Data Envelopment Analysis (DEA) model, multiple linear regression and logit and cluster analysis. The results allow us to conclude that, in the cities studied, exogenous factors are not relevant and the private management of urban transport service is not more efficient than public management.  相似文献

ABSTRACT

A shift from private motorised transport to more active transportation can, among other things, deliver significant health benefits. The main disadvantage of active transport (in particular walking) for most people compared to private motorised transport is the limited range. Public transport (PT) can complement the use of active modes and extend their range. Therefore, there might be potential to increase physical activity through an increase in PT use. This article takes a closer look at how walking relates to the use of PT by examining existing literature on the topic. It aims to study how far people walk to and from PT and what key factors influence this. Scopus, Transport Research International Documentation and Web of Science have been searched systematically for relevant articles, conference papers and books. After screening of titles and abstracts, 41 relevant publications were identified. Studies were included if they quantified the amount of walking (measured as either distance or time) that is directly related to the use of PT. Studies that quantified walking using general measures of daily physical activity or daily walking or that used stated preference designs were excluded. The PT systems considered in this paper are mass transport systems in urban areas, either road- or rail-based, with fixed schedules and stops. Demand responsive transport services, which can offer door-to-door travel, are not considered, as these systems can to a large extent eliminate the need to walk. In the identified publications, a large variety of walking distances and times have been reported, and these seem to be highly context-specific. The paper establishes the evidence for the wide range of factors that influence walking related to PT, which have been categorised as personal, PT-related, environmental, and journey-related. The different methods that have been used are discussed by critically analysing their advantages and limitations. Only a limited number of these methods used allow for an accurate assessment of the walking distances to and from PT. The paper concludes with suggestions for future research, such as a need for more accurate measurement of walking and research in different geographical areas to shed light on underlying influences of culture and climate.  相似文献

This paper reports the insights into environmental impacts of the ongoing transformative land use and transport developments in Greater Beijing, from a new suite of dynamic land use, spatial equilibrium and strategic transport models that is calibrated for medium to long term land use and transport predictions. The model tests are focused on urban passenger travel demand and associated emissions within the municipality of Beijing, accounting for Beijing’s land use and transport interactions with Tianjin, Hebei and beyond. The findings suggests that background trends of urbanization, economic growth and income rises will continue to be very powerful drivers for urban passenger travel demand across all main modes of transport beyond 2030. In order to achieve the dual policy aims for a moderately affluent and equitable nation and reducing the absolute levels of urban transport emissions by 2030, road charging and careful micro-level coordination between land use, built form and public transport provision may need to be considered together for policy implementation in the near future.  相似文献

Analysing the impact of urban policy interventions on urban growth, land use and transport (LUT) is crucial for urban planners, transport planners and policy-makers, especially in rapidly growing cities. This paper presents a cellular automata-based land-use/transport interaction model – Metronamica-LUTI – for Jeddah that is used to analyse the impact of different proposed policy interventions under two urban growth scenarios for the period 2011–2031. Used as an integrated policy impact assessment tool, the model demonstrates a strong reciprocal relationship between LUT in Jeddah. This study shows that relevant spatial information and integrated policy impact assessment can provide rich insights into the interaction between LUT, the appropriate policy to consider in place and time which traditional planning practice and typical static urban models cannot do.  相似文献

Abstract

Following the historical evolution of urban transport in South America, the authors show the economic, technological and cultural facts that have governed its development until today.

The paper, mainly based on experience in large Brazilian cities, gives facts and figures about some of the most important towns where different approaches to urban transport were tried. Information about other South American countries is also given and discussed.

The article details the evolution, current situation and new plans in Sao Paulo city, describing concession criteria, modal split and the economics of the different modes in operation today and planned for future use, ending with the general influence of Sao Paulo experience of urban transport systems in many other Brazilian cities.  相似文献

The phenomenon of urban sprawl has strong impacts on transport performance and accessibility and causes an increase of air pollution. Effective control of urban sprawl requires an integrated approach comprising urban transport and land-use planning. Current research is insufficient to demonstrate the effects of urban sprawl on travel behavior and air pollution emission. The present paper examines the potential of an integrated approach on space–transport development strategies with the aim of increasing accessibility and reducing air pollution. A combination of space and transport strategies has been simulated for the rapidly expanding city of Surabaya. A comparative analysis of the impact of those cases indicates the promising potential alternatives to minimize the phenomenon. The transport options considered are combinations of Public Transport (PT), comprising Mass Rapid Transit (MRT), Light Rapid Transit (LRT), and Bus Rapid Transit (BRT). The options for urban structure include a compact zone development for the city, as formulated by the city planning agency, and a polycentric city set-up based on a job-housing balance aimed at minimizing the house-job distance. The results indicate that the polycentric city structure has the potential to make public transport work successfully for the city of Surabaya. This city structure creates a trip demand pattern which matches citizens’ PT preferences. Compared to the current situation, the combination of such a city structure with an expansion of PT systems would lead to a considerable improvement of transport performance, i.e. a PT mode share, a mean commute distance, and a significant reduction in emissions.  相似文献

The relationship between urbanization, energy use, and CO2 emissions has been extensively studied in recent years, however little attention paid to the differences in urban forms. Previous studies implicitly assume that the urban form is homogenous across different urban areas. Such an assumption is questionable as urban form can have many different facets. This paper investigates the effects of urbanization on the road transport energy use by considering different urban forms from a dataset of 386 Norwegian municipalities from 2006 to 2009. Using the Stochastic Impacts by Regression on Population, Affluence, and Technology (STIRPAT) model with an energy use identity equation, the main findings (1) confirm the well-established result that urban density has a negative and significant influence on road transport energy use, and (2) demonstrate that the effect of urbanization partly depends on the level of urban density. These results imply that additional increases in urbanization in dense areas yield greater decreases in road transport energy use per capita. Additional findings posit that (3) there is a non-linear (quadratic) relationship between road energy use per capita and urban population. This implies that an increase in total municipality population over a specific turning point can result in a decrease in road energy use per capita. However, (4) the ratio of urban residential buildings with private gardens has a negative and significant influence on road transport energy use. This implies that there may be a trade-off between compact and sprawl city development strategies, highlighting that sustainable energy use requires further investigation.  相似文献

Abstract

The recent completion of two major transport studies of predominantly urban areas in the Middle East (Amman‐Jordan and Bahrain) has provided the opportunity to compare and contrast the transport characteristics of, and medium term transport policies for, the two areas.

While in structure the two transport systems have many similarities, their base year usage differs significantly. In view of the much lower income levels in Amman, and the resulting lower levels of car ownership, greater reliance is placed on public transport in Amman than in the more car‐oriented society in Bahrain. Against this background, and in the context of broadly similar overall levels of growth in travel demand, their development in the medium term future should follow different paths. Amman will need to depend on public transport very heavily, with only limited road building. Bahrain should be able to develop a satisfactory road system, with public transport playing its current role except for the provision of services for some relatively modest number of restrained private vehicle users. In both cases, however, substantial investment in off‐street parking spaces is needed.

The paper briefly describes the social and economic backgrounds of the two areas, and reviews the transport systems and the organisations responsible for them. Travel demand forecasts are summarized, leading to the transport plan and policy development. The prospects for implementation are discussed, and the paper lastly focuses on some aspects which are key to the development of the transport systems in the two countries.  相似文献

Urban planners usually consider the transportation system and land use systems in different ways. The node place model is an analytical tool that explores the interaction between the transportation and land use systems in station areas in an urban region. The essential issue with the node place model is spatial. To address this issue, spatial indices are added to the model. Another purpose of this paper is to provide a procedure to identify the most effective transportation and land use dynamics in station areas. In this respect, canonical correlation analysis was conducted on data concerning Tehran’s subway stations. The resulting spatial indices have a fairly logical relationship with other transportation and land use indices, and it is useful to incorporate these indices in the node place model. The case studies demonstrated that a well-integrated, continuous and dense spatial configuration of the street network in station areas is associated with an increase in the variety and intensity of activities, an increase in the workforce and better accessibility for the station by attracting greater pedestrian movement. Additionally, these case studies indicated that to sustain a station area, the streets that exist in a station area and the streets that are connected to a station should be connected to the streets that locally benefit from well-integrated areas within fewer steps.  相似文献

In transport economics, modeling modal choice is a fundamental key for policy makers trying to improve the sustainability of transportation systems. However, existing empirical literature has focused on short-distance travel within urban systems. This paper contributes to the limited number of investigations on mode choice in medium- and long-distance travel. The main objective of this research is to study the impacts of socio-demographic and economic variables, land-use features and trip attributes on long-distance travel mode choice. Using data from 2007 Spanish National Mobility Survey we apply a multilevel multinomial logit model that accounts for the potential problem of spatial heterogeneity in order to explain long-distance travel mode choice. This approach permits us to compute how the probability of choosing among private car, bus and train varies depending on the traveler spatial location at regional level. Results indicate that travelers characteristics, trip features, cost of usage of transport modes and geographical variables have significant impacts on long-distance mode choice.  相似文献

This paper gives a review of the historical and geographical preconditions as well as of the population and economic development which led to the unique and complex transport systems of Tokyo. Tokyo Metropolis, one of the most populous cities in the world, is located in the National Capital Region of Japan where 32 million people are living today. The special transport problems deriving from this high population density are described in context with the development of employment, transport infrastructure and motorization. Due consideration is given to the influence exerted by the structure of the whole region on the overall traffic behaviour.

Several transport phenomena and problem solutions which are typical of the traffic systems in Tokyo are described, such as the change of rush hour congestion rates depending on subway extension, modal split for different trip purposes in the inner urban area, or information via local radio broadcasts with very short range of transmission.

The main current transport issues are discussed. Though the transport networks in Tokyo are some of the most developed in the world, there is still heavy congestion in rush hours. The basic policy therefore is the further strengthening and improvement of the public transport network.  相似文献

Although recent budgetary considerations by the Federal govenment do not portend well for urban public transit, some transit systems are considering expansion into less densely-settled areas further from the Central Business District. Of some concern to planners has been their belief that suburban and rural dwellers may be much less inclined than urban dwellers to support expansion of transit service. This paper presents an analysis of a random-digit dialing/mail-out, mail-back survey conducted in Washtenaw County, Michigan which was designed specifically to examine differences in attitudes between urban and rural residents. Six mutually-exclusive spatial strata were established based upon population density. This paper tests for expected spatial differences in socioeconomic and demographic variables and then examines spatial variations in attitudes toward public transportation. The major conclusion is that the expected spatial variations in attitudes about transit service provision between the spatial strata do not arise. Most of the significant differences found are with respect to questions which relate to where transit is provided. Residents in rural (urban) areas support more strongly the provision of services to rural (urban) areas. Many residents, however, will support transit service that may not benefit them directly.  相似文献

There are various activities now taking place in ITS research and development in Japan. Advanced information and communication technologies have been applied to improve public transport systems, as well as automated highway systems. In the first part of this paper, we show three examples of public transport systems recently developed in ITS environment. These transport systems are operated in local cities and towns in Japan: the travel information system for tram users in Hiroshima, the demand responsive bus system in Nakamura and the co‐operative use of electric vehicle in Ebina. In the second part of the paper, we explain how we have monitored individual passenger on public transport using cellular phones for location positioning. Location positioning technology for mobile object is essential for the operation and management of ITS supported public transport systems. Furthermore, such accurate and detailed positioning data can be utilized for travel behaviour analysis in demand modeling. The mobile instrument and monitoring systems shown in this paper can be combined with any of the case studies of ITS application to public transport systems.  相似文献

This paper proposes a novel heuristic to solve the network design problem for public transport in small-medium size cities. Such cities can be defined as those with a diameter of a few kilometers with up to a few hundred thousand residents. These urban centers present a specific spatial configuration affecting the land use and mobility system. Transportation demand is widespread in origin and concentrated in a small number of attraction points close to each other. This particular structure of demand (‘many-to-few’) suggests the need for specific methodologies for the design of a transit system at a network level. In this paper, such design methodologies are defined in terms of models and solution procedures and tested on a selected case study. The solution methods show promising results. The key variables of the model are the routes and their frequencies. The constraints of the problem affect the overall demand to be served, the quality of the proposed service (transfer, load factors) and the definition of routes.  相似文献

Abstract

This paper presents a review of the research on the sustainability of transport systems carried out over the last 15 years for the European Union (EU), identifies some missing gaps and elaborates on the prospective future ideas. The general concept of sustainable development and definitions of sustainability of transport systems and their operationalization are discussed. These are followed by the general review of the research on the sustainable transport systems funded by the EU 4th, 5th and 6th Framework Programs. Consequently, refinement of existing and/or developing an innovative system for monitoring sustainability of transport systems in the EU based on the indicator system(s) of performances is suggested as a prospective research idea.  相似文献

This paper examines all the disparate technologies and techniques capable of smoothing the integration of public transport modes and services at both the urban and interurban scale. The paper focuses on the application of information technology and telematics solutions which have been designed to create as seamless a journey as possible from the point of view of the transport system user. The scope of the paper is therefore deliberately wide‐ranging and includes an examination of measures as apparently unconnected as smartcard ticketing, bus priority systems, automatic vehicle locationing, trip planning and on‐board information systems as well as new public transport services offering demand responsive travel and integration with taxi services. The paper intends to show how such technological solutions can be used to increase the attractiveness and competitiveness of fixed public transport networks in comparison to the door‐to‐door flexibility of the private car.  相似文献

Evaluating transport policy for cities in developing countries is often constrained by data availability that limits the use of conventional appraisal models. Here, we present a new ‘bottom-up’ methodology to estimate transport CO2 emission from daily urban passenger travel for Beijing, a megacity with relatively sparse data on travel behaviour. A spatial microsimulation, based on an activity diary survey and two sample population censuses, is used to simulate, for Beijing’s urban districts, a realistic synthetic population, and their daily travel and CO2 emission over 2000–2010. This approach provides greater insight into the spatial variability of transport CO2 emission than has previously been possible for Beijing, and further, enables an examination of the role of socio-demographics, urban form and transport developments in contributing to emissions over the modelled period.Using the 2000–2010 CO2 emission estimates as a baseline, CO2 emissions from passenger travel are then modelled to 2030 under scenarios exploring politically plausible strategies on transport (public transport infrastructure investment, and vehicle constraint), urban development (compaction) and vehicle technology (faster adoption of clean vehicle technology). The results showed that, compared to the trend scenario, employing both transport and urban development policies could reduce total passenger CO2 emission to 2030 by 24%, and by 43% if all strategies were applied together. The study reveals the potential of microsimulation in emission estimation for large cities in developing countries where data availability may constrain more traditional approaches.  相似文献

In many countries passenger transport is significantly subsidized in a variety of ways for various reasons. The objective of this paper is to examine efficiency, distributional, environmental (CO2 emissions) and spatial effects of increasing different kinds of passenger transport subsidies discriminating between household types, travel purposes and travel modes. The effects are calculated by applying a numerical spatial general equilibrium approach calibrated to an average German metropolitan area. In extension to most studies focusing on only one kind of subsidy, we compare the effects of different transport subsidies within the same unified framework that allows to account for two features not yet considered simultaneously in studies on transport subsidies: endogenous labor supply and location decisions. Furthermore, congestion, travel mode choice, travel related CO2 emissions and institutional details regarding the tax system in Germany are taken into account. The results suggest that optimal subsidy levels are either small or even zero. While subsidizing public transport is welfare enhancing, subsidies to urban road traffic reduce aggregate urban welfare. Concerning the latter it is shown that making investments in urban road infrastructure capacity or reducing gasoline taxes may even be harmful to residents using predominantly automobile. In contrast, pure commuting subsidies hardly affect aggregate urban welfare, but distributional effects are substantial. All policies cause suburbanization of city residents and (except for subsidizing public transport) contribute to urban sprawl by raising the spatial imbalance of residences and jobs but the effect is relatively small. In addition, the policies induce a very differentiated pattern regarding distributional effects, benefits of landowners and environmental effects.  相似文献

The paper presents a statistical model for urban road network travel time estimation using vehicle trajectories obtained from low frequency GPS probes as observations, where the vehicles typically cover multiple network links between reports. The network model separates trip travel times into link travel times and intersection delays and allows correlation between travel times on different network links based on a spatial moving average (SMA) structure. The observation model presents a way to estimate the parameters of the network model, including the correlation structure, through low frequency sampling of vehicle traces. Link-specific effects are combined with link attributes (speed limit, functional class, etc.) and trip conditions (day of week, season, weather, etc.) as explanatory variables. The approach captures the underlying factors behind spatial and temporal variations in speeds, which is useful for traffic management, planning and forecasting. The model is estimated using maximum likelihood. The model is applied in a case study for the network of Stockholm, Sweden. Link attributes and trip conditions (including recent snowfall) have significant effects on travel times and there is significant positive correlation between segments. The case study highlights the potential of using sparse probe vehicle data for monitoring the performance of the urban transport system.  相似文献
