我国交通运输业能源消耗量与污染物排放量日益增多,交通部门的节能减排措施研究迫在眉睫。本论文基于LEAP模型构建了某城市客运交通能耗与污染物排放模型,并预测了基准情景、政策情景、技术情景及综合情景下该城市客运交通2014-2030年之间的能耗及污染物排放情况。研究表明,三种发展情景下该城市能源需求量及污染物排放较基准情景均有减少,其中综合情景效果最佳,综合情景在2030年的能源消耗与CO2排放可分别减少56.98%和54.55%,CO、HC、NOx与PM2.5可分别减排67.39%、67.27%、51.43%与75.38%。因此应大力发展公共交通,尤其是轨道交通,同时限制私家车的无节制发展,并推广节能环保技术以改善终端利用层次能源结构。  相似文献

All through the twentieth century transportation planning and the implementation of transportation facilities in the developing world was heavily weighted toward motorized transportation (MT), despite the fact that non‐motorized transportation (NMT) constitutes a significant proportion of all trips. However, in the last two decades many researchers and practitioners all across the world have recognized the importance and advantages of NMT, and their investigations and findings have contributed toward identifying, if not mitigating, some of the more glaring problems in these countries. Unfortunately, most of these investigations have been performed in a piece‐meal and disjointed fashion. This paper explores the complex and sometimes poorly understood set of relationships between transportation and its links to a myriad of other factors, such as landuse, sustainability, safety, energy, ethical issues, value of time, telecommunication, environmental justice, and equity. The main objective of this paper is to provide a systemic overview of NMT by describing its multi‐dimensional aspects and to assist developing countries in formulating an “Agenda for Action”.  相似文献

Over the last few decades, many developing countries have experienced car fleet growth, which has contributed to congestion, increased travel times, and deteriorated public transport reliability and punctuality. However, alternatives to urban mobility can be found by creating policies to stimulate sustainable transportation modes with equal opportunities for all citizens. In this paper, measures of social effective speeds are presented to improve sustainable urban mobility policies in developing countries. Data from the 2018 Origin-Destination Survey of the Metropolitan Region of Recife (Brazil) were used to estimate social effective speeds. The results showed that motorized modes had lower effective speed than non-motorized modes. In addition, total external costs were $2 billion USD per year. The social effective speed will be valuable if inserted in sustainable urban mobility policies in developing countries.  相似文献

在我国交通运输行业节能减排的背景下,本文以交通运输行业能耗特点与统计监测方法为基础,建立涵盖了公路客运、公路货运、城市公交、城市出租、水路运输、港口生产等行业的能耗碳排统计监测系统,分析了省级交通运输能耗与排放特点,明确了能耗数据统计对象与内容,并对能耗数据采集的方法进行了研究,建立了省级交通运输能耗统计监测系统,并以辽宁省交通运输为依托,对全省交通运输行业能耗统计监测系统进行了验证与应用,同时也为交通运输行业的节能减排提供了决策支撑和数据支持。  相似文献

In combination, the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) and the Clean Air Act Amendments of 1990 (CAAA) are innovative and aggressive efforts to move US cities toward integrated transportation and air quality planning. Under these complementary laws, air quality has become a major national transportation goal. In areas with serious air pollution, air quality will be a major consideration in determining the future shape of urban transportation.This paper considers how the CAAA and ISTEA combine to provide an innovative national policy approach of interest to countries seeking to encourage sustainable development in urban centers. The CAAA mandates measurable and enforceable air quality targets. Nation-wide standards are set for acceptable levels of carbon monoxide, ground level ozone, and small particulates. ISTEA includes directions for transportation planners and decision-makers to follow to reach air quality and other goals — transportation planning must emphasize system efficiency, and for cities with severe air pollution, transportation projects are expected to contribute to cleaner air. Each urban area has flexibility in how it applies this framework to reflect its priorities and solve its problems. Strict federal sanctions provide incentives for compliance with both laws.Enactment of these laws has produced a period of transition and uncertainty as well as of challenge and opportunity for planners and elected officials. This paper describes the characteristics of transportation demand management. The origin of transportation demand management (TDM) as it has evolved in the US is related to federal policy initiatives that first focused on improving the efficiency of the urban transportation system through operational improvements, and then incorporated concerns such as air quality and energy conservation into the transportation planning process. The paper then examines the effectiveness of TDM actions, and concludes that those actions most likely to increase the “price” of travel for single occupant vehicle use will be most effective. The paper identifies several strategies for improving the effectiveness of TDM actions in the context of regional transportation planning, including: incorporating TDM as part of the solutions for regional transportation planning, linking TDM to land use decisions, making the costs of travel more apparent to the user, and making TDM implementation more palatable to the general public.  相似文献

Reliability in cost estimates in publicly funded projects is more important today than ever with increased governmental funding to infrastructure projects and associated accountability requirements, but surface transportation projects, large and small, in the United States have a legacy of cost overruns. The problems with these overruns start with the cost estimation process before projects begin. Studies have shown that early cost estimations reflect best-case scenarios rather than realistic expectations, and have attributed technical, economic, psychological, and political reasons for underestimation. The primary objectives of this research were to determine how costs have been presented and updated in environmental impact statements, to identify endemic technical problems with cost estimation during the environmental review of surface transportation projects, and to develop recommendations for improving cost estimation and disclosure. Cost estimation methods were analyzed from the documents of 100 projects, including draft environmental impact statements, final environmental impact statements, and records of decision. The study concluded that the lack of guidance on how to include cost estimation in environmental review revealed itself in the level of detail and attention given to estimating costs. Agencies omitted or included various aspects of cost estimation randomly. Professional organizations should fill the gap of the need for specific guidance to cost estimation for environmental review so it can evolve as a state of the practice.  相似文献

Rivers and streams worldwide are highly fragmented by dams and road crossings, and there is a pressing need to retrofit the most problematic structures to ensure aquatic organism passage. At the same time, a majority of the transportation infrastructure within developed nations is beyond its projected lifespan and significant investments will be needed to ensure that this transportation infrastructure remains safe and functional. Historically, these two problems have been addressed separately. Here, we use a rapid survey methodology to identify road-stream crossings that are likely high-priority projects for both conservation and infrastructure agencies. We conducted a field assessment of more than 700 road-stream crossings across Oklahoma to determine if they blocked fish movements and to determine their physical condition. We then developed an index of ecological impact, and an index of infrastructure condition, based on physical variables measured at each crossing. This survey revealed a subset of crossings that are both fragmenting the river network and in poor physical condition. These crossings are high-priority locations where culvert replacement may have both high ecosystem benefit and would eliminate a piece of transportation infrastructure with a high risk of failure. We discuss opportunities for cost-sharing between conservation and transportation agencies.  相似文献

This paper analyzes emerging technological change in developing a scenario for future Canadian urban form. Rather than more centrifugal development, we may actually witness greater centripetal movement. In many developed countries, inner-city employment has been increasing, but at a slower rate than in metropolitan areas. The only nation which has bucked this trend is Canada where both Montreal and Toronto continue to experience rapid rates of central area employment. Canada thus stands as an anomaly with explicit municipal and provincial policies contributing to the strengthening of housing and jobs within range of transit-orientated commuting systems. Some speculations will be developed, based on demographic structure, housing demand, transportation, employment, and infrastructure provision, as well as socio-cultural services which are viewed as major factors influencing development patterns.  相似文献

Sales tax measures passed at the local level and dedicated to transportation projects have become increasingly popular in the United States. While revenues from fuel taxes stagnate, growth of local transportation sales taxes (LTSTs), most approved in local elections, has led to a gradual shift of the financial base for transportation projects away from user fees and toward broader-based taxes. In this study, the relationship between voter support and the social, political, and geographic characteristics of the voters is explored. Using precinct-level voting data and census demographic data for three local transportation sales tax elections in Sonoma County, in the San Francisco Metropolitan area of California, regression models were constructed to analyze this relationship. In addition, the relationship between the outcomes of the three measures was explored to better understand which transportation projects might have garnered more support for the successful measure. It was found that the closer voters lived to the transportation projects to be funded, the greater their support. Higher incomes were also positively related to support, controlling for other variables. Political leanings were found to affect support, with the direction of the effect dependent upon the project list in each measure’s expenditure plan. Finally, it appears that the latest measure, which passed successfully, benefited greatly from its multi-modal expenditure plan.  相似文献

Traffic congestion negatively impacts our society. Most of the traditional transportation planning techniques – though effective – require rigorous amounts of data and analysis which consumes time and resources. This paper uses social network analysis (SNA) to analyze transportation networks, and consequently corroborate the effectiveness of SNA as a complementary tool for improved transportation planning. After creating the connection between the language and concepts of SNA and those of transportation systems – as well as developing a model that utilizes different SNA centrality measures within the transportation context – the authors utilize SNA to investigate traffic networks in three case studies in the state of Louisiana, analyze the results and draw conclusions. To this effect, with minimal cost and time, the model identifies the most critical intersections that should be further investigated using traditional techniques. These results are in agreement with the findings of Louisiana’s Department of Transportation and Development.  相似文献

In recent decades, owing to a series of public debt crises and constraints on government expenditure, infrastructure investment has dropped significantly in both developed and developing countries. To counterbalance this trend, Public–Private Partnerships (PPPs) schemes have been increasingly adopted. In this paper, we explore the determinants of the degree of private participation in transport infrastructure projects in a large sample of developing countries. By using a large sample of transport projects included in the World Bank Private Participation in Infrastructure Projects database, we document that greater participation by private parties in PPP contracts is associated with better institutions in terms of lower corruption, civil freedom, and a better regulatory framework.  相似文献

In this paper, transportation energy efficiency is newly defined and its inputs and outputs are obtained through literature review. Labor input, capital input and energy input are selected as the inputs, passenger turnover volume and freight turnover volume are defined as the outputs. A new model—three-stage virtual frontier DEA (three-stage virtual frontier Data Envelopment Analysis) is proposed to evaluate transportation energy efficiencies. The case of thirty Chinese PARs (provincial administrative regions) from 2003 to 2012 is applied to verify its rationality. In the three-stage virtual frontier DEA, the reference DMU (decision-making unit) set and the evaluated DMU set are two different sets so that it can distinguish the DEA efficient DMUs. And in the evaluating process, the reference DMU set remains unchanged to assure its results more reasonable than Super DEA model. The results show that transport structure and management measures have important impacts on transportation energy efficiency.  相似文献

This study analyzes the preference structure of buyer groups that influences their willingness to select CO2-saving power train technologies for medium-duty and heavy-duty vehicles (HDV). Based on the Technology–Organization–Environment framework for organizational adoption decision making and organizational buying criteria a theoretical construct was developed. Variables were validated in exploratory preliminary research and subsequently tested based on factor analysis using 27 survey items in a quantitative web-based study among 177 organizations operating HDV in Germany. Knowledge, experience, use and purchase consideration concerning alternative power train technologies and further measures to reduce fuel consumption were additionally queried. Based on a multiple linear regression analysis, key findings show that at the current stage of market maturity environmental attitude and corporate social responsibility exert the strongest significant influence on willingness to select CO2-saving power train technologies. A hierarchical cluster analysis revealed six customer groups in order to yield behavioral market segmentation. Hereby it is shown that the performed transportation tasks do not determine the preference structures. Early adopting organizations are larger than average and driven by non-economic aspects as image or corporate social responsibility, whereas the mass market awaits lower purchasing prices. Crossing this chasm will be a major challenge for policymaker and manufacturers.  相似文献

Capacity functions are important in the model that accounts for the user's route choice behavior based on the traveller's perception of the travel time. This is because a capacity function represents the relationship between the traffic volume and the travel time on the link. The capacity function developed by the U.S. Bureau of Public Roads (BPR) has been used in many countries, including Korea, without much effort to calibrate the parameters for its own transportation environment. Countries other than the United States, however, have distinctive demographic, economic, cultural, and behavioral characteristics; and they might need unique capacity functions for their own environments. Thus, it is important for Korea to have its own capacity function that can appropriately represent the Korea highway environment. Any attempt to model the Korean highway system without using a suitable capacity function might result in inappropriate solutions, because most modeling activities are crucially based on link travel time, and it is the capacity function that furnishes those link travel time. A link capacity function for Korea is calibrated based on a BPR type formula utilizing an alternative method. The alternative method is developed in a bilevel programming framework that uses link volume counts instead of link flow and travel time data. Detailed calibration results are reported.  相似文献

Abstract

The concepts of ‘customer satisfaction’ (CS) and ‘quality of life’ (QOL) have both been used, on a limited basis, in strategic planning and performance measurement at state departments of transportation. However, the meanings and usefulness of these concepts are still unclear or evolving to many practitioners. Based on a review of the literature and customer opinion data collected for various transportation studies in the USA and Europe, this paper offers two important contributions to the transportation literature. The paper clarifies the relationship between the CS and QOL concepts, placing CS in the broader context of customer opinions and subjective well-being. The paper then identifies six categories of survey tools for collecting customer opinions, describing how each can be used within a performance management framework to reveal the QOL impacts of transportation decisions. Agencies can use the definitions, conceptual relationships, performance measures, and decision-making processes discussed in this paper to refine their performance management programs, to better understand customer and public perceptions, and to make systematic progress toward their QOL oriented goals.  相似文献

绿色交通是一种低污染且有利于城市环境多元化的城市交通运输系统。这可以解决我国因私人汽车增加等原因所带来的交通拥堵、汽车排放尾气增加、资源短缺、城市能耗严重、生态环境破坏和空气污染等问题。且该运输系统该运输系统在解决以上问题的同时,可以降低建设维护成本和促进社会公平。目前,我国绿色交通发展在持续进步,本文以舟山为例,从基础指标、交通工具和道路建设三个方面选取数据,并将熵权法和TOPSIS法结合对2016年至2018年舟山绿色交通的发展状况进行分析,结果表明,舟山2017年绿色交通发展状况最优,其次是2018年。  相似文献

In contemporary times, Public–Private Partnership (PPP) in transport infrastructure has gained considerable attention in developing regions following its success in the developed countries. However, Sub-Saharan Africa (SSA) is among the developing regions with few transport PPP projects and among the regions with high number of failed projects. Meanwhile the region's transport infrastructure need far exceeds it current provision. This paper therefore aims to examine the project experiences (success and failure factors) of three highly profiled transport PPP projects, namely the Lekki toll road concession project (Nigeria), N4 toll road (South Africa/Mozambique) and Port of Maputo (Mozambique) in order to develop policy measures for effective future implementation. The experiences of the three projects show that transport PPP policy is indeed feasible in SSA. However, to realise its full applicability, proper policy actions and measures must be carefully observed and these include effective and efficient stakeholder management, transparent and competitive tendering process, high participation of local investors, stable macro-economic conditions and strong government commitment and regulatory framework. The projects experiences and policy actions developed are impactful in accelerating transport infrastructure development through PPP approach in SSA. Hence it is hoped that policy-makers and practitioners would be informed on the key strategies to employ in implementing future projects.  相似文献
