提高船舶安全检查水平之对策

正为加强海事船舶安全检查员队伍建设,全面检验船舶安全检查员的实操水平,7月26日,茂名海事局在茂名港水东港区开展了第四届船旗国监督检查技能竞赛,以赛促学,以学促练,着力查找船舶存在的安全缺陷,不断提高船舶安全检查员的能力。茂名海事局严强副局长和海事船舶安全检查参赛人员参加了技能竞赛活动。

船舶管理缺陷的认定及规避

近几年来，我国海运得到了迅猛发展，为了保障船舶及船员生命、财产安全及防止发生海上交通事故，避免造成水域污染，各地海事部门加强了对沿海运输船舶安全检查力度，防止低质量船、不适航船舶的航行。本文通过阐述海事安全检查的内容、对船舶发生缺陷的原因进行分析，有针对性的提出了加强船舶管理以减少缺陷及避免滞留的措施。

桥梁防撞设施物理模型试验

物理模型试验是预报防撞设施所受撞击力及优化设计方案的主要方法之一。结合杭州湾大桥柔性防撞设施及东海大桥独立式防撞体设计方案,阐述了船—防撞体撞击试验的基本原理、方法、试验方案及相关试验结果。提出了柔性防撞系统的优化方案。试验结果表明,该方案经济有效,可供预报类似桥梁防撞设施撞击力时参考。
