Pedestrians and cyclists are vulnerable road users. They are at greater risk for being killed in a crash than other road users. The percentage of fatal crashes that involve a pedestrian or cyclist is higher than the overall percentage of total trips taken by both modes. Because of this risk, finding ways to minimize problematic street environments is critical. Understanding traffic safety spatial patterns and identifying dangerous locations with significantly high crash risks for pedestrians and cyclists is essential in order to design possible countermeasures to improve road safety. This research develops two indicators for examining spatial correlation patterns between elements of the built environment (intersections) and crashes (pedestrian- or cyclist-involved). The global colocation quotient detects the overall connection in an area while the local colocation quotient identifies the locations of high-risk intersections. To illustrate our approach, we applied the methods to inspect the colocation patterns between pedestrian- or cyclist-vehicle crashes and intersections in Houston, Texas and we identified among many intersections the ones that significantly attract crashes. We also scrutinized those intersections, discussed possible attributes leading to high colocation of crashes, and proposed corresponding countermeasures.  相似文献

Connectivity plays a crucial role as agencies at the federal and state level focus on expanding the public transit system to meet the demands of a multimodal transportation system. Transit agencies have a need to explore mechanisms to improve connectivity by improving transit service. This requires a systemic approach to develop measures that can prioritize the allocation of funding to locations that provide greater connectivity, or in some cases direct funding towards underperforming areas. The concept of connectivity is well documented in social network literature and to some extent, transportation engineering literature. However, connectivity measures have limited capability to analyze multi-modal public transportation systems which are much more complex in nature than highway networks.In this paper, we propose measures to determine connectivity from a graph theoretical approach for all levels of transit service coverage integrating routes, schedules, socio-economic, demographic and spatial activity patterns. The objective of using connectivity as an indicator is to quantify and evaluate transit service in terms of prioritizing transit locations for funding; providing service delivery strategies, especially for areas with large multi-jurisdictional, multi-modal transit networks; providing an indicator of multi-level transit capacity for planning purposes; assessing the effectiveness and efficiency for node/stop prioritization; and making a user friendly tool to determine locations with highest connectivity while choosing transit as a mode of travel. An example problem shows how the graph theoretical approach can be used as a tool to incorporate transit specific variables in the indicator formulations and compares the advantage of the proposed approach compared to its previous counterparts. Then the proposed framework is applied to the comprehensive transit network in the Washington–Baltimore region. The proposed analysis offers reliable indicators that can be used as tools for determining the transit connectivity of a multimodal transportation network.  相似文献

This study was to evaluate traffic safety of four‐legged signalized intersections and to develop a spreadsheet tool for identifying high‐risk intersections taking into consideration vehicle movements, left‐turn signal phase types, and times of day. The study used data from Virginia and employed count data models and the empirical Bayes (EB) method for safety evaluation of such intersections. It was found that crash pattern defined by vehicle movements involved in a crash and time of day are important factors for intersection crash analysis. Especially for a safety performance function (SPF), a model specification (Poisson or NB), inclusion of left‐turn signal types, type of traffic flow variables, variable functional forms, and/or magnitudes of coefficients turned out to be different across times of day and crash patterns. The spreadsheet application tool was developed incorporating the developed SPFs and the EB method. As long as Synchro files for signal plans and crash database are maintained, no additional field data collection efforts are required. Adjusting the developed SPFs and the spreadsheet for recent traffic and safety conditions can be done by applying the calibration methods employed in the SafetyAnalyst software and the Highway Safety Manual. Implementing the developed tool equipped with streamlining data entry would greatly improve accuracy and efficiency of safety evaluation of four‐legged signalized intersections in localities and highway agencies that cannot operate the SafetyAnalyst. Enhancing the safety level of urban roads especially in CBDs is paramount. Due to a large number of intersections in what is usually a grid road system in the CBDs, we investigate crashes occurring in and around an intersection. The question of interest in this study is: does the nature of crashes at intersections differ from those of the roads at midblock? Stated more precisely, considering the intersection as a reference point, does the distance to the reference point (i.e. midblock locations on the roads) correlate with different types of crashes compared to that of the intersection? A right answer can lead traffic engineers and safety auditors to propose different safety measures at intersections and the midblock locations. As a pilot study, we collected the last 9 years crash data of the CBD of Melbourne, Australia. For the first time, we employ Survival Analysis models -including Exponential, Weibull, and Log-logistic- to investigate a space-dependent phenomenon (i.e. accidents at proximity to the intersection). Of the outcome, highlights are: (i) police presence at busy intersections during busy night outs and weekends highly improves the pedestrian safety (ii) raised crossings at midblock locations lower likelihood of crashes of pedestrians as well as cars, (iii) lighting conditions at intersections must be watched and kept at a high level. (iv) Severity, likelihood, and location have no known association with the level of congestion. In other words, safety is first, always and everywhere. The results can be of interest to traffic authorities and policy makers in reinforcing traffic calming measures in the cities. The codes developed in this study are made available to the research community to be used in further studies.  相似文献

This paper presents a safety-based path finding methodology for older drivers and bicyclists in an urban area. The paths are estimated based on costs consisting of both safety and travel time. Safety is evaluated against potential risk of a crash involving an older driver (or a bicyclist) with other vehicles present on the road. To accomplish this, simple formulations are developed for safety indicators of streets and intersections, which are actually generic irrespective of the type of road user. Traffic attributes such as speed and density, driver attributes such as perception-reaction time and street attributes of length and tire-to-road friction coefficient are taken into account in building the safety indicators. Thus, the safety indicators do not necessarily require historical crash data which may or may not be available during path finding. Subsequently, a multi-objective shortest path algorithm is presented that identifies the best path (the non-inferior path) from amongst a set of selected safest paths with due considerations to travel time incurred on each. A simple application example of the proposed methodology is demonstrated on an existing street network system from the City of College Station, Texas. The contributions of this research are twofold – first, the safety indicators can be used by planners in determining high crash potential sites – streets and/or intersections – and second, the safety-based path finding methodology developed in this paper can be integrated with modern day route planning devices and tools in guiding older drivers and bicyclists within an Intelligent Transportation Systems framework.  相似文献

In the past, two‐way left‐turn lane (TWLTL) median treatments have been frequently used in Florida to inexpensively improve traffic and safety performances. In order to identify factors that may have significant impacts on safety operations in TWLTL sections and to identify TWLTL locations that present existing and future safety concerns, a research project was carried out and results are summarized in the paper. In the research, a three‐year crash history database with crashes and section characteristics from a total of 1688 TWLTL sections all over Florida was developed and used. A negative binomial regression model was developed to determine the statistical relationship between the number of crashes per mile per year and several variables such as traffic volume, access density, posted speed, and number of lanes. In regard to the methodology, in order to identify locations with safety concerns, several steps are needed: development of real crash data distribution, determination of statistical distribution models that better represent the actual crash data, determination of percentile values for the average number of crashes, estimation of crash rates for sections with the same characteristics, estimation of critical values for the variables corresponding to the percentile values for average number of crashes, calculation of tables of critical average annual daily traffic values, and generation of a list of TWLTL locations with critical safety concerns. At frontage road intersections located downstream of freeway off-ramps, the use of dual right-turn lanes may provide improved weaving environments for right-turning vehicles from the off-ramp and reduce forced merges toward the desired right-turn bay. This paper investigates the safety impacts of the installation of dual right-turn lanes at frontage road intersections. A two-stage approach is used to estimate weaving conflicts as safety surrogates. In the first stage, micro-simulation models are calibrated based on field data to simulate vehicle trajectories. In the second stage, the trajectories are processed to estimate surrogate safety measures and frequency of weaving conflicts under different conditions. The two-stage approach is validated by correlation analysis between predicted weaving conflicts and actual crash rates. The results show that dual right-turn lanes can reduce weaving conflicts significantly compared to single exclusive right-turn lanes, and the safety benefits increase exponentially as weaving distance is reduced.  相似文献

This study evaluates the expected benefits of using the ALINEA ramp metering algorithm as a method for real-time safety improvement on an urban freeway. The objective of this research is to use ramp metering to produce a significant decrease in the risk of crashes on the freeway while avoiding any significant adverse effects on operation. This is achieved by simulating the freeway during the congested period in micro-simulation and testing various ramp metering configurations to determine which provides the best results. Statistical measures developed for the same stretch of freeway using loop detector data are used to quantify the risk of crashes as well as the benefits in each of the alternative strategies. The study concludes that there are significant benefits in metering multiple ramps when the feedback ramp metering algorithm is implemented at multiple locations. It was found that increasing the number of metered on-ramps produces increasing safety benefits. Also, a shorter cycle length for each of the meters and a higher critical occupancy value leads to better results.  相似文献

Although the urban transportation planning process has evolved into the most sophisticated of all urban planning processes, the increasirig difficulty in implementing long-range transportation plans in urban areas today suggests basic questions concerning the process which deserve critical examination.Planning for implementation of urban transportation programs, particularly during periods of rapidly changing human values, requires a continuing re-evaluation of both technical and organizational strategies and their interrelationships.This paper raises some fundamental questions about the traditional activities and relationships that have characterized most urban transportation planning programs in the past. It also suggests a number of strategies, both technical and organizational, that may contribute to the implementation of plans and programs resulting from the transportation planning process.The first portion of this paper discusses the implications of not providing transportation services to match metropolitan growth. The experience of the Washington Metropolitan Area over the past decade is used to illustrate these implications.A discussion of organizational and institutional constraints upon the planning process follows. Then, the implications for the planning process are explored, and the scale of planning is reviewed as well as the need for monitoring the performance and impact of facilities.Next, the paper deals with the need to broaden the range of solutions to transportation problems, including consideration of economic and land development policies to reduce travel demand, as well as the provision of new facilities.Finally, techniques for involving decision-makers in the planning process are discussed. Examples of special project activities in the Washington area are used to illustrate these techniques and their value.  相似文献

This paper presents the development and assessment of models to estimate pedestrian demand based on the level of pedestrian activity (high and low). As activity varies by the time of the day, temporal variations were evaluated by considering different time periods. Data collected at 128 low and 48 high pedestrian activity signalized intersections (a total of 176 signalized intersections) in the City of Charlotte, North Carolina were used to develop and assess the models using stepwise regression analysis through backward elimination of independent variables (includes demographic, land use, and network characteristics). The use of different buffer widths (proximal area) to extract these characteristics was also evaluated. Results, in general, show that pedestrian demand varied by the level of activity, explanatory variables extracted by buffer width, and time of the day. The estimates from the models could be used in transportation planning (identify required pedestrian facilities, resource allocation), safety, and operational analyses. Geographic Information Systems (GISs) are now being developed for urban transportation planning and modeling. Supporting other recent work, this paper demonstrates the combination of GIS and network-based, urban transportation planning (UTP) modeling software to create powerful tools for the analysis of policies and plans. Following a literature review and informal survey identifying GIS and UTP modeling software in use at transportation agencies, three applications of GIS for network modeling and relevant issues are discussed: 1) developing or modifying UTP models, 2) incorporating network data into a GIS framework, and 3) creating and using a high-speed interactive system suitable for providing near real-time alternatives and policy analysis. Some specific suggestions are made related to the use of two software products, and extensions to other platforms are noted. Conclusions allude to the potential of such systems while realistically pointing to the present difficulties and magnitude of effort that will be required.  相似文献

In this paper, we will first review literature of the land use and transportation interaction and then develop a new land use allocation methodology called Three Stages-Two-Feedback Method (Integration Method) for both land use allocation and the transportation policy options with a practical implementation. Then we apply this method in an urban general planning project in China with more than 1.2 million populations. In this project, we evaluated three land use allocation strategies and three transportation policy options using two application tools (with and without feedbacks) using this method implemented in a land use planning system UPlan and a transportation planning system Emme. The results show that the use of the feedback method (Application Two) results in a vehicle distance reduction and the increase in the service coverage area of transit bus stops at the same time. Due to the use of transportation accessibility and the congestion measures with a MSA implementation, the accessibility measure shows a convergent process over iterations. This nice feature can be used for alternative comparisons. Future research subjects are also discussed.  相似文献

When public transport is the main means of travel in urban areas, management and planning are easy and the main objective can be to minimise costs for the demand available, i.e. maximise profit. However when public transport faces competition from other modes of transport, and activities can be undertaken in a variety of locations, then the management and planning of public transport services is considerably more difficult.This paper examines a methodology for representing consumer behaviour when faced with alternative travel decisions, in order to identify the demand for public transport and to help operators adjust services and prices to maximise demand, when considering people's disposable income, the alternative modes and activity locations available. This paper proposes a combined usage of microscopic traffic simulation and Extreme Value Theory (EVT) for safety evaluation. Ten urban intersections in Fengxian District in Shanghai were selected in the study and three calibration strategies were applied to develop simulation models for each intersection: a base strategy with fundamental data input, a semi-calibration strategy adjusting driver behavior parameters based on Measures of Effectiveness (MOE), and a full-calibration strategy altering driver behavior parameters by both MOE and Measures of Safety (MOS). SSAM was used to extract simulated conflict data from vehicle trajectory files from VISSIM and video-based data collection was introduced to assist trained observers to collect field conflict data. EVT-based methods were then employed to model both simulated/field conflict data and derive the Estimated Annual Crash Frequency (EACF), used as Surrogate Safety Measures (SSM). PET was used for EVT measurement for three conflict types: crossing, rear-end, and lane change. EACFs based on three simulation calibration strategies were compared with field-based EACF, conventional SSM based on Traffic Conflict Techniques (TCT), and actual crash frequency, in terms of direct correlation, rank correlation, and prediction accuracy. The results showed that, MOS should be considered during simulation model calibration and EACF based on the full-calibration strategy appeared to be a better choice for simulation-based safety evaluation, compared to other candidate safety measures. In general, the combined usage of microscopic traffic simulation and EVT is a promising tool for safety evaluation.  相似文献

This paper introduces a new double standard model (DSM), along with a genetic algorithm (GA), for solving the emergency medical service (EMS) vehicle allocation problem that ensures acceptable service reliability with limited vehicle resources. Without loss of generality, the model is formulated to address emergency services to human injuries caused by vehicle crashes at intersections within an urban street network. The EMS fleet consists of basic life support (BLS) and advanced life support (ALS) vehicles suited for treating crashes with different severity levels within primary and secondary service coverage standards corresponding to extended response times. The model ensures that all demand sites are covered by at least one EMS vehicle within the secondary standard and a portion of which also meets the service reliability requirement. In addition, a portion of demand sites can be covered by at least one of each type of EMS vehicles within the primary standard. Meanwhile, it aims to achieve maximized coverage of demand sites within the primary standard that complies with the required service reliability. A computational experiment is conducted using 2004–2010 data on top two hundred high crash intersections in the city of Chicago as demand sites for model application. With an EMS fleet size of 15 BLS and 60 ALS ambulances maintained by the Chicago Fire Department, at best 92.4–95.5% of demand could be covered within the secondary standard at 90% of service reliability; and 65.5–68.4% of high severity demand and 50.2–54.5 low severity demand could be covered within the primary standard at 90% of service reliability. The model can help optimize EMS vehicle allocation in urban areas.  相似文献

This study describes an adaptable planning tool that examines potential change in vehicle miles travelled (VMT) growth and corresponding traffic safety outcomes in two urbanized areas, Baton Rouge and New Orleans, based on built environment, economic and demographic variables. This model is employed to demonstrate one aspect of the potential benefits of growth management policy implementation aimed at curbing VMT growth, and to establish targets with which to measure the effectiveness of those policies through a forecasting approach. The primary objective of this research is to demonstrate the need to break with current trends in order to achieve future goals, and to identify specific policy targets for fuel prices, population density, and transit service within the two study regions. Models indicate based on medium growth scenarios, Baton Rouge will experience a 9 percent increase in VMTs and New Orleans will experience 10 percent growth. This translates to corresponding increases in crashes, injuries and fatalities. The paper provides forecasts for planners and engineers to consider an alternative future, based on desired goals to reduce VMTs and therefore improve safety outcomes. A constrained-forecast model shows a cap on VMTs and crash rates is achievable through policy that increases fuel prices, population density and annual transit passenger miles per capita at reasonable levels through a growth management approach.  相似文献
