Multidisciplinary, marine ecological observations were conducted at the shallow water edge of the Northeast Water in June, 1993. Although variable in size and shape, a small polynya was constantly present at Eskimonaes, at the fast-ice edge of Ingolfsfjord. A shallow stratified layer developed at the water sufface at negative water and air temperatures—an effect of sea ice melting in cold water early in the season. Nutrients were recorded in considerable quantities, although by mid July NO3 had become depleted. The chlorophyll and phytoplankton maxima at 8–12 m depth had peak values of 2 mg chl a m−3, typical for Arctic algal blooms. The phytoplankton included over 90 species and was dominated by the Fragillariopsis group. Zooplankton was poor in biomass and density, but over 23 taxa were found, with the copepods Oithona similis and Pseudocalanus acuspes being numerically dominant. Sedimentation was approximately 0.2 g dry weight m−2 d−1 and suspended matter concentrations ranged from 4 to 19 mg l−1. The benthos was represented by hard bottom forms only, with a surprisingly dense cover of macrophytes. Juvenile sea urchins (Strongylocentrotus droebachiensis), brittle stars (Ophiocten sericeum) and amphipods were dominant. Higher trophic levels were represented by benthic feeders, such as eiders and walruses. The area observed was more similar to high Arctic fjord ecosystems than to the offshore central Northeast Water polynya.  相似文献

The Disability Discrimination Act (1995, amended 2005), Equality Act (2010 Equality Act. 2010. Equality Act. http://www.legislation.gov.uk/ukpga/2010/15/contents#openingWholeMod (accessed May 17, 2012) [Google Scholar]), EU Disability Action Plan (2003 –2010), and EU Disability Strategy (2010–2020) were designed to make equal opportunities a “reality.” As 16% of the EU population, is statutorily disabled there are considerable implications for beach management. Research examples of beach users include swimmers, anglers, etc. - but rarely people with learning disabilities (LD). This paper considered beach users with LD and their appreciation of three different coastal classifications in South Wales. Because of their disabilities, the research applied a participatory photo interpretation methodology (photovoice). A comparison of the LD ranking of beach issues was made with rankings provided by the general public at the same beaches. Results demonstrated some similarities between LD and general public coastal needs, but identified the need for specific considerations to be made by beach managers for LD users, including informed self-advocacy, use/application of signage, instructive access and a requirement for baseline information gathering. The research proposes an integrated coastal access model from which coastal management/gatekeepers can consider LD needs within coastal strategies. Finally, findings highlight the use of photovoice in coastal research projects and the need for innovative methodological considerations when researching certain groups.  相似文献

This study was designed to evaluate different approaches to the protection of the environments of coastal recreation sites in and around Antalya, Turkey. Data was collected by means of a survey of coastal recreation sites and six categories were evaluated: environmental protection, infrastructure facilities, water conservation, energy conservation, waste management, and protection of the natural environment. The results indicated that there was a clear motivation among site managers or authorities for environmental protection (p < .05), infrastructure facilities (p < .001), water conservation (p < .05), energy conservation (p < .05) and the protection of the natural environment (p < .001) but waste management was not accorded a priority. The quality of coastal recreation largely relies on the attractiveness and naturalness of the environment. Although good quality site management largely depends on the awareness and willingness of individual site managers, more proactive approaches toward better environmental protection of recreation sites along the Turkish Mediterranean coast might be effective in improving their sustainable use, particularly in the absence of proper site planning.  相似文献

Coastal areas are under increasing pressure driven by demands for coastal space, primarily though population growth, in migration and the need for space for socioeconomic activities. The pressures and associated changes to the coastal environment need to be managed to ensure long-term sustainability. South Africa has enacted an Integrated Coastal Management Act (ICM Act) to facilitate dedicated management of its coastal environment. The implementation has been met with a number of challenges, primarily relating to financial and human capacity constraints, particularly at the local government level. Given that the ICM Act devolves powers to local government, it is imperative that implementation challenges be addressed. This paper focuses on KwaZulu-Natal, one of four South African coastal regions, which is a renowned tourist destination and home to 11.1 million people (Statistics South Africa 2015 Statistics South Africa. 2015. Mid-Year Population Estimates. Statistical release P0302. Pretoria, South Africa: Statistics South Africa. [Google Scholar]). This paper considers the state of coastal management, as well as implementation challenges being experienced at a local governance level, and highlights ways to address these. Data were acquired through questionnaire surveys and semistructured interviews. The Drivers-Pressures-State-Impact-Response (DPSIR) framework was used to identify relevant ICM issues and concerns and develop potential actions for improving the implementation of coastal management activities and the ICM Act. In the assessment of the ICM governance and implementation to date, a key concern identified was a general lack of coastal management knowledge among officials. It was specifically identified that knowledgeable management and capacity-building required championing from the provincial government in order to more efficiently and effectively implement the objectives of the ICM Act through an improved understanding of the coastal environment, its functioning and management.  相似文献

Participation (e.g., stakeholder involvement) has become a central concept in the practice of environmental and coastal zone management. Research has shown that the integration of participation in coastal zone management has positive ecological and social outcomes. In the literature, however, participation is often reported in an unstructured and uncritical manner. Therefore, to find out whether and how there is a useful way to structure and characterize the way the coastal zone management literature deals with participation, we have conducted a literature review. The review was conducted and the literature structured through three central dimensions of participation, namely: power, knowledge, and (visions of) nature. The article concludes that this structured approach to participation enables us to study more systematically the role of participation and might facilitate the governance and learning processes of coastal networks.  相似文献

Abstract

Redesign and reuse of waterfronts are a common experience today. Small cities presented with a deteriorating waterfront are faced with formidable economic and institutional impediments to their efforts to reverse the decline. This paper presents some design principles that if followed provide a framework for developing restoration plans. It also describes the efforts of the California State Coastal Conservancy to apply these principles to assist three small cities along California's coast to revitalize their waterfronts. Their experience indicates that in an era of limited budgets waterfront redevelopment can occur with substantial economic benefit where limited funds are applied to often small but crucial elements that result in creating waterside amenities.  相似文献

In Frank Capra's classic film It's a Wonderful Life, a despondent man takes a journey to see what life would have been like without him: the journey paints a bleak picture. In true Hollywood form, he is ultimately reassured of his impact even though his accomplishments were immeasurable. The film's protagonist, George Bailey, is the perfect metaphor for Connecticut's Coastal Management Program. The Program can measure quantifiable elements: the number of site plans reviewed, number of permits issued, acres of tidal wetlands restored. But coastal managers often lose sight of the accomplishments and ripple effects of management, possibly because accomplishments are taken for granted. Perhaps the true value of coastal management programs lies in that intangible, immeasurable idea of what coasts would be like without them.

This article takes readers on a George Bailey–esque journey by identifying the Connecticut Coastal Management Program's accomplishments since its adoption in 1980, reviewed in the context of several questions: What if the Program had never been adopted? What would public access look like? How many acres of tidal wetlands would be lost to development or Phragmites invasion? Hopefully, the results of the exercise will put coastal management into better context and highlight the successes.  相似文献

The Florida Keys are an example of a fragile resource threatened by development. The early division of the area into small lots made conventional planning and regulation difficult. Coastal erosion is a serious problem that affects the safety and livelihoods of many coastal dwellers along Ghana's coast. Despite the fact that coastal erosion is a natural phenomenon, erosion trends have been largely aggravated by human-induced factors. This study analyzed shoreline change rates for three neighbouring coastal communities in the Central region of Ghana; Elmina, Cape Coast and Moree. Two epochs were analyzed, 1974–2012 (medium-term) and 2005–2012 (short-term), using ArcGIS and Digital Shoreline Analysis System. Overall, the entire study area recorded average shoreline change rates of ?1.24 myear?1 and ?0.85 myear?1 in the medium-term and short-term period respectively. Less consolidated shoreline segments recorded higher erosion rates in both periods while cliffs and rocky segments experienced very little erosion or high stability. Because shorelines undergoing chronic erosion do not fully recover after short-term erosion events such as storms, facilities located close to such shorelines are threatened. Taking a proactive approach to coastal erosion management, such as coastal sand mining prevention, inter-sectoral land use management and adopting a construction setback approach may be prudent for the long-term management of the coast since this recognizes future shoreline changes and safeguards coastal landscape for other uses.  相似文献

German coastal regions and adjacent offshore waters are claimed for a variety of different, and often overlapping, uses. Conflicts of interest are expected to increase due to the planned construction of offshore wind farms. The development of an integrated approach combining different commercial activities, such as open ocean aquaculture and wind farming, could be a possible solution to overcome these conflicts. To illuminate existing perception and opinions on this multiple-use idea, this study examines the attitudes of representatives of eight different actor groups toward potential offshore wind farm–mariculture integration in the German North Sea. Results from our questionnaire survey show that the respondents’ attitudes toward the suggested multiple-use setting seem to be largely influenced by their general opinion toward offshore wind farms. The Fisheries actor group differs from the other questioned groups in that negative attitudes are overall predominant. This case study points to the need for a credible mechanism that more successfully integrates key actor groups, such as fisheries, into future planning and research issues.  相似文献

To appreciate the present, sometimes you need to reflect on the past and wonder “what if?” This is one of those times. In recognition of the 40th anniversary of the Coastal Zone Management Act and acknowledgment of the dedication of the program's practitioners, it is important to note that the successful implementation of the Nation's primary coastal law has depended, and will continue to depend, on its legitimacy and institutionalization in the political culture of the country. Today, the national coastal management program, while underfunded and, in recent years, subject to wavering political support, has nevertheless reached a certain level of stability to safeguard the country's coastal resources. It is fitting, therefore, in this special issue of Coastal Management to recall a time when the future of the CZMA was in serious doubt.  相似文献

Abstract

State coastal zone management programs are responding to the potential impacts of accelerated sea level rise through a wide range of activities and policies. This article provides a brief overview of the Coastal Zone Management Act and other federal laws that provide the basis for coastal state regulatory activities. It surveys the level of response to sea level rise by state coastal management programs in 24 marines coastal states, from formal recognition to implementation of policies addressing the issue. Individual state CZMP responses and policies that have been implemented or proposed are categorized. The adaptation of sea level rise to ongoing institutional objectives is discussed and policy constraints and trends are summarized.  相似文献

This article presents an overview of the relationship between geography and coastal management. It explores the nature of geography as well as the geographical underpinnings of key notions within coastal management, in particular, “coast,” “conflict,” and “integration.” The article considers the integrated coastal management process and tracks the influence of geography on the development of the discipline's theory and practice, as well as its academic infrastructure. The article concludes that although geography both underpins and offers useful insights into coastal management, a challenge remains to explore in greater depth the benefits of applied geographical approaches to the management of coasts.  相似文献

This article provides a brief introduction to the theme issue on “The role of geography in contemporary coastal management policy and practice.” The theme is addressed through a suite of seven articles that collectively consider how geographical understandings and methods relate to contemporary coastal policy and practice. Australia's coastal environments are exposed to great pressures. Adequate policy and management measures are required to ensure the protection of coastal assets now and for future generational use. However, recent government reports and academic literature have highlighted that improved science uptake into policy is needed to ensure coastal communities are protected from impacts such as climate change. The literature suggests that individuals, coined champions, can play an important role in influencing the use of science by policymakers. However, a paucity of research exists surrounding the role of these individuals. This research explores the role of champions in enabling science uptake into policy in the Australian coastal zone, investigating champion characteristics and strategies used in influencing policymakers. A mixed-methods approach to the research was employed, integrating a paper/online survey of people involved in Australian coastal management and in-depth, semi-structured interviews with champions nominated by their peers from the survey. Fourteen key coastal champion characteristics were identified from the survey. Furthermore, the champion interviews identified strategies for influencing science use by policymakers. From these findings a conceptual model was created. In order to enable coastal champions to be fostered, a six-step process was developed that incorporates the use of the conceptual model.  相似文献

I investigated the impact of human trampling on Fucus gardneri populations at Cattle Point on San Juan Island, Washington. I hypothesized that damage to Fucus fronds would differ depending on hydration state of the plants, number of trampling steps, and time. Over a two-day period, two levels of trampling treatment, 100- and 200-steps, were applied to 18 plots on two rocky intertidal benches. Detached biomass resulting from trampling was collected each day, weighed to the nearest 0.1 gram, re-hydrated overnight in seawater, and re-weighed in order to calculate biomass removed as a function of mean percent Fucus within each plot. Damage to plants did not differ with the hydration state of Fucus. However, loss of biomass did increase with treatment level, with 222 g of Fucus fronds removed from one 100-step plot up to 1302 g removed from a 200-step plot. Percent cover decreased differentially with treatment level, ranging from 10 percent cover in a 100-step plot up to 85 percent loss in a 200-step plot. To determine the effect of hydration on loss of Fucus biomass, future studies should include plants with a higher degree of desiccation than those in this study, more samples to increase the power of the analysis, and a longer period to detect changes due to time.  相似文献

California has a forty-year history of successful coastal zone management. The San Francisco Bay Conservation and Development Commission, the California Coastal Commission, and the State Coastal Conservancy have protected and made accessible hundreds of miles of shoreline. While each agency has played a critical role, this article focuses on the Coastal Commission. Implementing the California Coastal Act, the Coastal Commission has partnered with local government, other agencies, nongovernmental organizations (NGOs), and the public to concentrate new development in already developed areas, and much of the rural coastal zone looks as it did in 1972. The Commission has protected and expanded public shoreline access through its regulatory actions. Using strong ecological science the Commission has protected a wide variety of sensitive habitats and wetlands. And under the authority of the Coastal Zone Management Act, the Commission has reviewed thousands of federal projects to assure that they are consistent with the Coastal Act. Challenges continue, though, including population growth, sea-level rise, and inadequate funding to update local coastal land use plans to address new issues, such as climate change adaptation. New investment is needed at the national, state, and local level to continue the success of the California program.  相似文献

We evaluated the potential economic impacts of increasing sea level rise (SLR) along the Mexican Caribbean where there are major gaps in our understanding of the mechanisms controlling flooding duration and frequency associated to future ecological and economic impacts. We determined the negative economic impact of SLR on infrastructure in the largest urban centers (Cancun, Isla Mujeres, Playa del Carmen, Puerto Morelos and Cozumel) in the state of Quintana Roo (Mexico) that are considered the largest tourism “hot spots” (resort cities) in the country. The tourism industry in this coastal area injects >8 billion dollars year?1 to the Mexican economy. Our conservative economic assessment regarding the impact of SLR, under a 1?m scenario for all coastal cities is $330 million USD. Further projections for worst scenarios (SLR >2 m) show a non-linear trend where the cost of inaction can reach up to $1.4 billion USD (2?m SLR scenario) and $2.3 billion USD (3?m SLR scenario). This potential loss of infrastructure, as construction cost, is staggering and represents a robust baseline to start evaluating with more detail future impacts of climate variability and change on the Mexican Caribbean coastline.  相似文献
