Abstract

Catch share programs are used in fisheries management to meet goals such as species recovery, overcapacity reduction, and economic efficiency. Anticipated impacts include fleet consolidation, infrastructure reduction, and social disruption within communities. The Pacific Coast Groundfish Fishery Social Study (PCGFSS) aims to understand social changes related to the recently implemented West Coast Groundfish Trawl Catch Share Program. In this article, we use a subset of PCGFSS data to explore the ways remaining fishery participants have thus far adapted to catch shares. While some vessels have left the fishery, we found that many participants are adapting to this catch shares program despite challenges. Quota leasing strategies, fishery diversification, gear innovation, and community quota funds are some of the tools participants are using to continue operating under the catch shares program. These early challenges and adaptations to the catch share program are worthy of continued tracking, as researchers, managers, and fishing communities, would benefit by considering first-hand perspectives of the on-the-ground realities of harvesting groundfish in the rationalized fishery.  相似文献

Abstract

Catch share management was implemented in the bottom trawl sector of the West Coast Groundfish fishery in 2011 to address a range of issues including high bycatch and discard rates. The catch share program was designed to remove the incentives to discard through full catch accounting, tradeable quotas, increased flexibility in fishing, and penalties for catch overages. We assess the effectiveness of the program in meeting its environmental objectives by comparing discard weights, proportions, and variability from 2004–2010 with 2011–2016. We analyzed these metrics for species managed using quota, including historically overfished stocks, as well as for non-quota species caught in the fishery. Discard amounts decreased over time for all species and declined to historic lows after the implementation of the program, remaining low through 2016 with much less inter-annual variability. Mean annual discards of two highly-targeted quota species, sablefish and Dover sole, showed the greatest decreases, falling by 97 and 86%, respectively. The discard proportion of overfished quota species fell by 50% on average. The unanticipated decline in discards of non-quota species as well as the decreased variability in discard amounts for all species indicate that the incentives produced by catch share management provided additional ecosystem benefits.  相似文献

Abstract

The West Coast Groundfish Trawl Catch Share Program was designed to achieve multiple economic goals and objectives, including increasing net benefits, profitability, flexibility, and utilization of harvest allocations. In this article, we leverage seven years of comprehensive cost and earnings data to evaluate progress towards these goals with a focus on harvesters. Our assessment shows that five years post-implementation, net benefits to the nation have doubled, and indicators of productivity and profitability have increased. The fleet that targets Pacific whiting has seen the largest gains, due in part to increases in total allowable catch and the elimination of the race-to-fish. However, increased revenues have not been realized to the degree that was expected for harvesters targeting non-whiting groundfish, partly due to lower than predicted consolidation and relatively low quota utilization. Economic outcomes indicate that tradeoffs exist between certain objectives of the program, specifically between achieving full utilization and flexibility for harvesters. Results are discussed in the context of the design and evaluation of catch share programs for diverse, multispecies fisheries.  相似文献

Abstract

The implementation of catch share programs can have socio-economic and ecological benefits, yet may also change the distribution of those benefits within a fishery or across communities. Quota set-asides can mitigate the impacts of these changes. During the implementation of the West Coast groundfish trawl catch share program, 10% of the quota was set aside to be used toward five goals in the Adaptive Management Program (AMP). This quota was to serve as an insurance policy during the substantial changes that were expected to occur under the new management regime. However, this program has not yet been fully developed, in part due to delayed decision-making and the controversial nature of allocating quota. Here, we examine and score six policy options for the AMP against four criteria: effectiveness, flexibility, political viability, and implementability. While each of the options has strengths and weaknesses, those that ranked highly include allocating quota pounds (QP) via the status quo and via auction. Our results highlight the drawbacks of delaying contentious decisions, where uncertainty for participants can constrain operational decisions and subsequent economic gains. We demonstrate the utility of this decision-making framework for evaluating tradeoffs between alternatives, especially for a program with multiple, competing objectives.  相似文献

This paper explores the occupational and extra-occupational sources of job satisfaction in merchant seamen. Data were collected using a survey instrument from a sample of 302 seamen, both officers and crew. Factors determining variance in levels of job satisfaction are examined using a multiple regression technique. Several factors were found to have a significant impact on the degree of job satisfaction, particularly shipboard status and marital status. Collectively, the independent variables predicted over 63% of the variance.  相似文献

On the basis of annual expenditures by recreational participants and standard values of recreation days, as well as estimated sport and commercial harvests, the gross annual return from Michigan's 105,855 acres of coastal wetlands has been estimated. Analysis of fish, wildlife, and recreational values revealed that in 1977 these wetland areas generated an economic value of $489.69 per wetland acre, for a direct annual gross of $51.8 million. Specifically, these average return values per wetland acre/year, in descending order, are sport fishing ($286), nonconsumptive recreation ($138.24), waterfowl hunting ($31.23), trapping of furbearers ($30.44), and commercial fishing ($3.78). These gross annual return values were calculated in an effort to sensitize the general public to the diversity and possible magnitude of selected wetland functions.  相似文献

The contribution that Leigh Marine Reserve in northern New Zealand makes to the local spiny lobster fishery was examined by comparing the catch characteristics of Jasus edwardsii around the reserve boundary with those from Coastal Leigh, 0.3-2 km from the reserve, and Little Barrier Island, 22-30 km from the reserve. Seasonal trends were apparent in the reserve catch characteristics, consistent with lobster movements into and out of offshore fishing areas adjacent to the boundary. No significant difference was detected in catch per unit effort (kg.trap haul -1 ) among locations. However, the catch around the marine reserve consisted of fewer but larger lobsters than at Little Barrier Island, while the size and number of lobsters caught per trap haul at Coastal Leigh was intermediate between the other two locations. Catch rates around the reserve were more variable than at the other sites, but on average, the amount of money made per trap haul was similar to Little Barrier Island and Coastal Leigh.  相似文献

Commonly, in the shipping industry of the developed Organisation for Economic Cooperation and Development (OECD) countries, national seafarers are progressively being replaced by non-national ones. The present paper aims to provide a model for this tendency. Our analysis is based on the assumption that when shipowners are called to make decisions concerning crew characteristics (such as crew composition and employment levels), they address themselves to two distinct seafarer markets: the domestic (seafarers from OECD countries, henceforth to be referred to as ‘national’) and the non-national (seafarers from other countries). Whilst workers of the first market are better examples in the field of ‘on-the-job-performance’ (in terms of efficiency and loyalty) than workers of the second, shipowners set their domestic employment rule with the view to maximize their profits facing wages and ‘on-the-job-performance’ from national and non-national seafarers alike. Thus, national seafarers are chiefly recruited as officers and the employment level of non-national seafarers are residual, formed thereafter. Our findings point out that the employment rule concerning nationals is negatively affected by the former's wages, and positively by the wage increases of non-national seafarers and by eventual increases of the differential between the ‘on the job performance’ of nationals and that of non-national seafarers of corresponding specialisation.  相似文献

The Pacific Halibut Catch Sharing Plan formalized the process for allocating halibut between the Alaska commercial and recreational charter sectors. It included a new program intended to allow for “flexibility” through inter-sectoral trading, permitting charter operators to lease commercial halibut pounds to relax client harvest restrictions. Here we evaluate the first two years of lease market activity and participation. Participation from some commercial quota holders in the lease market suggests that the program provided beneficial flexibility; in fact, the number of transfers to the charter sector was greater than transfers within the commercial sector for some quota types. We also identified a high proportion of self-leasers. However, transfers to the charter sector were on average smaller than within-sector commercial transfers, and total poundage leased by the charter sector was low compared with commercial transfers. Usage of leased quota by the recreational charter sector enables the harvest of larger fish or additional fish, and provides flexibility in catch composition on halibut closure days. Finally, the value-per-pound may be higher in the charter sector, as commercial-to-charter transfer prices approached the commercial ex-vessel price.  相似文献

Abstract

Fishery management measures often aim to regulate harvesting behavior but can have downstream effects on fish processors, output markets, and consumers. Empirical analysis of these impacts is generally limited due to data availability. In this article, we utilize census costs and earnings data to examine operational characteristics and economic outcomes for shorebased processors before and after implementation of the West Coast Groundfish Trawl Catch Share Program. While the overall number of buyers of catch share species along the coast decreased and fish input prices generally increased, patterns in outcomes were different for processors with Pacific whiting operations compared to those that produce nonwhiting groundfish, including lengthened seasonal whiting operations but a decrease in the number of days receiving nonwhiting groundfish. These differences in outcomes illustrate the complexities involved in the management of multispecies fisheries with heterogeneous participants in both the harvest and post-harvest sectors. This review contributes to the fairly limited empirical work on the fish processing sector, which is an integral part of the seafood supply chain and important to the economic resilience of coastal fishing communities.  相似文献

Recognition of the benefits to society supported by estuary ecosystem functions and services, and threats to these benefits posed by human activities, has led to various public programs to restore and protect estuaries at the federal, state, and local levels. As available budgets shrink, program administrators and public elected officials struggle to allocate limited restoration and protection funds to the highest priority areas. Economic benefit and cost information can provide useful inputs into this decision-making process by quantifying estuary restoration and protection benefits and costs in commensurate terms. In this paper, a combined actual and intended travel behavior model is described that can be applied to estimate the recreational fishing benefits of estuary restoration and protection. The model was estimated for recreational fishing in the Lower Atchafalaya River Basin estuary along the Gulf of Mexico, Louisiana, USA coast. Changes in freshwater flows into this estuary may affect redfish and speckled trout game fish populations. The model indicates that changes in catch rates of these two species would have a relatively minor affect on annual fishing trips per angler. However, because total effects may be large when effects per angler are aggregated across total anglers, resource management agencies should consider these changes in recreation benefits when evaluating projects that influence the ecology of coastal estuaries, fish populations, and catch rates. Moreover, in other coastal areas or situations, the responsiveness of angling trips to changes in catch rates may vary because of differences in user populations, environmental conditions, fish populations, and fishing experiences.  相似文献

Researchers are turning to alternative data sources (e.g., resource user knowledge) to provide information required for wildlife management. Little is known about the reliability of data elicited from resource users relative to data obtained from user-independent approaches (e.g., observations of fish catches). We test for consensus among three methods that quantify past (1996 to 2007) seahorse catch-per-unit-effort (CPUE) for a small-scale, data-poor fishery in the Philippines: interviews with fishers about good, bad, and typical catch; fisher logbooks; and observations of catch landings. Interviews and logbooks indicated no trends in CPUE through time, consistent with results from the fisher-independent metric, catch landings. Although interview estimates of “typical” CPUE greatly exceeded “typical” observed catches and logbook estimates, interview estimates of “bad” CPUE were comparable. Catch landings estimates for a fisher in a particular year were uncorrelated to what he reported during retrospective interviews. Interviews should be used cautiously to inform specific catch targets (e.g., total allowable catches), although including interview questions about a range of catch experiences (e.g., good, bad and typical), may improve interview-derived data. Logbooks are particularly useful for capturing information about fishing expeditions that produce no fish, which are largely missed by other methods.  相似文献

Until recently little research had been carried out into job satisfaction of seafarers. Wastage in the shipping industry is higher than most other industries and although some improvements have been made to working conditions and facilities the wastage is still very high.

During the last two decades shipping technology has changed drastically, necessitated by changing economic factors, resulting in the need for highly trained personnel. Training costs are high, particularly for officers, and could be reduced if efficient selection processes were employed.

The project is designed to study perceived and implied (calculated) job satisfaction of officers who have served in the Merchant Navy for five years or more. Gone are the days of high port-time/sea-time ratios due to increased port and labour costs. Consequently seafarers may be confined together for longer periods at sea such that a different type of personality may be required to survive the stresses and strains of such a way of life. The project also attempted to discover whether the personalitics of the seafaring officers differ from those of the shoreside population and whether personality is related to job satisfaction at sea.

The project took the form of a survey by applying a questionnaire to Merchant Navy deck, engineer and radio officers at nautical educational establishments between September and October 1978.

The results showed that the majority of officers have a moderately high level of perceived job satisfaction whereas implied satisfaction was comparatively low. The personality of officers was found to be significantly different from that of the shoreside population in almost 50% of the 31 personality scales measured. There were also found to be differences between the personalities of deck and engineer officers.

A correlational study indicated that the personality of the Merchant Navy officer is related to overall job satisfaction.  相似文献

The study is based on a literature review of recent empirical research on crew resource management (CRM) training in the maritime industry, organised around what non-technical skills to learn and how. The review indicates that existing work is dominated by individualistic theories of learning with less focus on learning as a social process. Five main categories of skills that need to be trained are identified: assertiveness, decision-making, communication, situation awareness and team coordination. We argue that it is necessary to operationalise these broad concepts further, emphasising the work context and crew-specific needs. The review also shows that a combination of classroom lectures and simulator-based exercises is commonly used in maritime education and training in these skills. The learning effect seems to be suffering from training programmes that are exported ‘as is’ from aviation and not adjusted to the maritime domain or to operation-specific needs. This paper examines maritime crew resource management training from a social learning perspective, involving the view that learning is a context bound, social process that might take place in communities of practice (CoP). A CoP is a group (e.g. a crew) wherein members share an activity and learn from each other. It is argued that CRM training programmes will benefit from including a social learning perspective. Factors that enable the assessment of teams are discussed, and it is argued that the training should be tailored to existing crews, emphasising a learning environment as close to reality as possible.  相似文献

The U.S. national beach nourishment experience is summarized for the East Coast barrier islands, the Gulf of Mexico, New England, and the Great Lakes. A total of 1,305 nourishment episodes on 382 beaches are recorded at a total estimated cost of approximately $1.4 billion ($2.5 billion in 1996 dollars). In terms of both volume and costs, nourishment has been the most extensive by far on the East Coast barrier islands. Depending on the region, between 65% and 85% of all nourishment projects have a federal funding component. Annual expenditures and sand volumes for beach nourishment are increasing, especially on East Coast barriers. At present, total annual national beach nourishment costs (excluding the Pacific Coast) are on the order of $100 million per year. The cost per cubic yard of nourishment sand as expressed in 1996 dollars has remained more or less constant over time. Additionally, the volumes of sand needed for subsequent nourishment episodes on individual beaches do not decrease, despite contrary assumptions in the shoreface-profile-ofequilibrium concept that subsequent nourishment volumes should diminish. In light of the historical experience of beach nourishment identified in this study, individual state and local coastal communities should reevaluate their plans for future beach nourishment programs. One outcome of globalization is an increasing number of seafarers, who seldom are members of the same crew two voyages in a row and must cooperate with seafarers from many countries (Progoulaki and Roe WMU J Marit Affairs 10:7–23, 2011). This situation challenges the level of social capital on board, i.e., the resources inherent in network cooperation associated with norms of reciprocity and trust (Putnam 2000: 19). Fragmentized “blue” social capital should, however, be restored, as work performance depends on the quality of cooperation among crew members horizontally, as well as between crew members and the shipping company vertically. Drawing on anthropological fieldwork data from four Danish international ships, the purpose of this paper is to offer a new theoretical framework for analyzing cooperation among crews. Our inductive empirical findings suggest that a balance between three types of social capital—bonding, bridging and linking—is needed to achieve a high-performing work system (Gittell et al. Organ Sci 21(2):490–506, 2010). Hence, the main actors within the shipping sector should take “blue” social capital into account to increase work efficiency and economic performance.  相似文献

ABSTRACT

While previous research details the psychological and social benefits of sail training programs for amateur ‘trainees,’ much less is known about the value and transferability of sail training work experience in terms of professional development for seafaring careers. This article reviews the current state of scientific knowledge on sail training and presents the findings of a qualitative study of maritime recruiter perceptions at 10 U.S. flag workboat companies. Results suggest that the maritime industry may benefit from an improved understanding of the role that sail training programs and the sail training community can play in training and inspiring the next generation of motivated and professional seafarers. Workboat recruiters see positive and negative aspects of sail training experience and perceive cultural divides within the maritime industry that may affect a seafarers’ job mobility, whether or not such divides actually exist.  相似文献
