区域港口建设项目投资风险预警管理系统研究

分析了我国当前区域港口建设中存在的问题,阐述了开展区域港口建设项目投资风险预警管理研究的意义,建立了区域港口建设项目投资风险预警管理系统的模型、预警指标体系及其评判方法,对珠江三角洲地区的港口建设管理提出了建议.     

网络数据融合技术在MITS中的应用研究

探讨了基于传感器网络的数据融合技术在海事智能交通系统(MITS)中的应用问题,为该领域的进一步研究提供一些有价值的思路和见解。基于目前研究遇到的困境,提出将MITS抽象成一个无线传感器网络(WSN),从而可在WSN环境下引入数据融合技术来研究海事智能交通系统中的各种信息处理问题,如船舶的定位与导航以及避碰等;紧接着,总结了现有定位、导航、避碰和船舶安全管理技术研究的现状并分析了存在的主要问题;针对基于GPS的MITS存在的种种弊端,结合各国卫星定位导航系统的建设现状,提出利用MITS内其它元素的信息和多源信息融合技术来实现船舶的相对定位和导航这一新思路;最后,从网络数据融合技术角度出发,具体指出了MITS网络融合系统构建时所必须考虑的一些基本问题,并给出该融合系统的一般性框架。     

杭州城市交通拥挤现状及对策

在分析杭州市交通供需现状的基础上,提出了规划多中心结构和混合功能区,以减少不必要的出行以及合理配置交通源,并对改善中心区交通提出切实可行的对策。     

从京沪高速公路（临沂段）路面大修中谈交通管制

高速公路大、中修过程中大多采用边通车,边维修的方法,因此,大、中修过程中的交通管制就显得尤为重要。以京沪高速公路路面大修(临沂段)施工过程中的交通管制为例,通过对减速距离等参数的分析,得出了交通管制与减速距离的关系,并对京沪高速公路(临沂段)大修中利用中央分隔带紧急开口绕行时交通诱导设施布置方案的安全性进行了分析与探讨。     

Development and Deployment of Public Transport Policy and Planning in Taiwan

Over the past decade, the escalating roadway congestion and environmental deterioration due to heavy use of private vehicles have provoked the Taiwan government to realize the importance of public transport systems. Under the “carrot-and-stick” rationales, the government has formulated public transport policies and exercised a series of related initiatives by providing sufficient and higher quality of public transport services so as to attract more private vehicle users. In this paper, the planning philosophy and policy formulation of Taiwan’s public transport development are highlighted. The most important initiatives, including the Five-year Enhancement of Mass Transportation Program and the upgrading public transport schemes in the National Development Plan are examined. Based on previous experience and lessons, we point out the most challenging issues that the government will encounter. Suggestions for the future of public transport planning are also addressed.     

Japanese perspective of driver information systems

A perspective view of of Japanese R&D activities of Driver Information Systems is given from the standpoint of developing joint projects by public and private sectors. First, a brief history of the R&D activities is illustrated from above mentioned standpoint. Then, two major projects, AMTICS and RACS, and the social backgrounds of these projects are explained. In order to give a clear idea of both projects some technical details are treated.Based on the history and the present status of the developments, the basic design conceptions of Japanese Driver Information Systems are explained and several factors or reasons which have influenced to the design conception are discussed. Then, the promoting systems of the R&D activities are generally explained and present status of the projects and future problems in developing more advanced systems are also handled. A brief discussion on the establishment of international standard is also mentioned as a final comment.     

大型购物中心诱增交通量预测方法研究

近年来，随着人们生活水平的提高和消费观念的改变，shopping mall正在中国越来越热。shopping mall由于体量庞大，它的建设无疑会对城市道路交通体系产生较大的影响。本文在对北京mall交通影响分析实践的基础上，根据购物(休闲娱乐)出行需求的特点，提出了大型购物中心诱增交通量预测的思路，并重点阐述了商圈分析法和非集计模型在诱增交通量预测中的应用，取得了较好的效果。     

对中国未来10年道路交通安全状况分析与初步预测

笔者从中国现代道路交通系统的发展现状与道路交通安全状况出发，以过去10多年中国汽车、摩托车保有量的发展轨迹为基础，对中国未来一定时期（2004～2015年）机动车保有量的发展变化及政府采取不同管理对策条件下的道路交通安全状况的发展水平进行了预测。结果表明：政府管理对策对道路交通安全状况变化具有决定性影响。     

A scenario on the evolving road service informatics in Europe

Road Transport Informatics is being developed to improve road transport. Telecommunication links will connect microcomputers in vehicles with roadside beacons and traffic control centers. Drivers can get better information and guidance en route. If these functions are charged as services rather than sold as products, a better traffic can be obtained. This can improve traffic safety, efficiency and the environment.

构建"和谐交通"是系统性的价值目标,需要以和谐伦理为导向,从宏观上审视现代交通关系的结构及其特征,研究交通主体之间、交通客体之间、交通主客体之间的基本关系及其状态,通过一系列调整优化,使之不断地从冲突走向和谐。
