Understanding how people are dependent on Large Scale Marine Protected Areas (LSMPAs) is important for understanding how people might be sensitive to changes that affect these seascapes. We review how resource dependency is conceptualized and propose that it be broadened to include cultural values such as pride in resource status, scientific heritage, appreciation of aesthetics, biodiversity, and lifestyle opportunities. We provide an overview of how local residents (n = 3,181 face-to-face surveys), commercial fishers (n = 210, telephone surveys), and tourism operators (n = 119 telephone surveys) are potentially dependent on the Great Barrier Reef (GBR), a region currently experiencing significant environmental, social, and economic change. We found that commercial fishers and tourism operators were dependent not only financially on the GBR, but also because of their age, years in the industry and region, lack of education, and the number of dependents. These stakeholders lacked flexibility to secure alternative employment. All stakeholder groups, regardless of economic imperatives, were dependent on the GBR because of their cultural connections. We propose that resource dependency also provides an umbrella concept to describe the cultural services provided by an ecosystem, which can be described through place-based dependence and place-identity.  相似文献

ABSTRACT

The need for improved public transport (PT) ticketing in ever-growing deregulated PT markets has made well-designed integrated ticketing systems a priority area of intervention for PT service providers around the world. Yet, very little practical evidence of its impacts are reported in Sweden and in the world at large. The focus of this study was the impacts of the Movingo integrated ticketing scheme in terms of PT patronage, user satisfaction and the perceived quality of the ticketing set-up. Three travel surveys were conducted along the Stockholm-Uppsala route. Methods including logistic regression and correlated t-tests were used to analyse the samples. The findings suggest that the scheme made rail commuting more attractive resulting in an overall increase of about 24% in ticket sales with 3% – 15% car commuters reporting that they patronised PT services after the project. The scheme also resulted in increased rail commuter satisfaction. The overall perceived quality of the ticketing set-up did not however improve due to interoperability challenges. Service providers’ uncertainty about equitable distribution of revenue among the participating service providers, interoperability challenges and the lack of interest among most of the participating service providers to sell Movingo tickets are some issues to be addressed.  相似文献

Wind power resources on the eastern U.S. continental shelf are estimated to be over 400 GW, several times the electricity used by U.S. eastern coastal states. The first U.S. developer proposes to build 130 large (40 story tall) wind turbines in Nantucket Sound, just outside Massachusetts state waters. These would provide 420 MW at market prices, enough electricity for most of Cape Cod. The project is opposed by a vigorous and well-financed coalition. Polling shows local public opinion on the project almost equally divided. This article draws on semistructured interviews with residents of Cape Cod to analyze values, beliefs, and logic of supporters and opponents. For example, one value found to lead to opposition is that the ocean is a special place that should be kept natural and free of human intrusion. One line of argument found to lead to support is: The war in Iraq is problematic, this war is “really” over petroleum, Cape Cod generates electricity from oil, therefore, the wind project would improve U.S. security. Based on analysis of the values and reasoning behind our interview data, we identify four issues that are relevant but not currently part of the debate.  相似文献

The robustness of questionnaire results to various forms of bias are explored in the context of a dual-mode (web and hardcopy) survey of employers’ anticipations of levels of employee commuting and business travel activity under a range of future ICT scenarios. The questionnaire incorporated several innovative features which, together with the dual-mode format, allowed an unusually wide range of analyses. For example: the robustness of respondents’ opinions was tested by examining the effect of incorporating alternative versions of a briefing text, one being very positive and one very negative, about the role of ICT; instrument bias was identified via detailed comparison of the results from the two versions of the questionnaire; and the impact of exogenous factors which are often ignored or taken as constant was assessed via special supplementary questions. Analysis showed that the robustness of opinions and expectations varied and was influenced by respondent characteristics, and that results from the two versions of the questionnaire differed significantly. It is concluded that opinions and expectations are less robust, and questionnaire results are more subject to bias and myopic interpretation, than is generally recognised and that web-based surveys seem particularly vulnerable to sampling bias. Methods are suggested for measuring robustness, for reducing bias and for validating and contextualising results. The use of contrasting briefing texts is recommended as a means of establishing the robustness of opinions and expectations while supplementary questions are recommended for validating and contextualising SP and SE exercises.

In this paper we explore the air pollution levels along types of bicycle facilities using a NO2 land use model previously developed for Montreal. We explore potential associations between bicycle volumes through signalized intersections and pollution levels at those intersections. We further investigate this relationship through the comparison of over thirty cycling corridors as well as an evaluation of the potential exposure of cyclists to air pollution along five routes. We observe NO2 concentrations to be positively correlated with bicycle flows at the intersection level. We also observe that corridors with either a bicycle path or cycle track generally rank higher in terms of bicycle volume and also have higher NO2 concentrations than corridors without bicycle facilities. This indicates that intersections and bicycle facilities with a large number of cyclists are also those characterized with the highest air pollution levels.  相似文献

Abstract

The use of computational models has proliferated in the last few decades due to the practical benefits that they offer in terms of understanding complex systems. However, the process of developing a computational model is not only shaped by scientific and practical concerns. Modelers must also navigate the institutional structures in which the models are constructed and implemented. In the process, they must often draw upon existing or create new social relationships that can, themselves, alter the institutional structures they are attempting to navigate. In this article, I use an ethnographic approach to examine three examples in which the process of building and implementing a computational model was constrained by institutional factors and the strategies the modelers used to navigate them. The research was conducted with computational modelers at the Chesapeake Bay Program who are involved in constructing the Chesapeake Bay modeling system for nutrient management in the watershed. Modelers in this context had to: build relationships with the broader scientific community to reinforce the “believability” of the model, draw upon institutional relationships in order to work around limitations on data-sharing between organizations, and manage differing incentive structures to motivate and coordinate the research needed to complete the model  相似文献

This paper presents an overview of some recent developments in and policy issues relating to integrated transport systems in the European Union (EU). Both goods and passenger transport systems are considered in the context of actions recently undertaken and supported by the EU. The paper considers the very general background of these systems at the EU scale and offers insights into some recent successful and promising policy, real-life, and research attainments. Abstract

This paper reviews and analyses the benefits for rail freight customers of the two principal models for introducing competition in main line railway networks: (1) the vertical separation of infrastructure from operations; and (2) the introduction of competition providing other operators with open access to the network. The paper shows that traffic growth has generally been higher in those European countries that have liberalized most. It then examines in detail the impact of restructuring in Great Britain in terms of the competition, freight rates and traffic growth. The paper concludes that vertical separation benefits freight customers more than just open access.  相似文献
