The North Norfolk coast is a naturally eroding coastline that has been subject to various management strategies over time, many of which have impeded its natural evolution. The Kelling to Lowestoft-Ness Shoreline Management Plan underpins management of the North Norfolk coast, advocating policies of managed realignment and no active intervention for much of this coastline. Implementation of these policies would give rise to significant loss of housing in North Norfolk during the course of this century. This has caused intense conflict between local communities and coastal planners, with the former feeling abandoned to the vagaries of natural coastal processes. Coastal planners need to work closely with local communities to implement a long-term vision for a sustainable coast. The issues of conflicting land-use planning policies and compensation for affected communities must be addressed. The wider implications of current management strategies are not fully understood and may, in some cases, be unsustainable.  相似文献

Natural variability in the myriad of physical processes that impact and control estuaries occurs at time scales that typically may exceed or partly exceed many monitoring programs. With respect to documenting and monitoring impacts of human influences- on estuaries, it is therefore important to frame the results of short-term monitoring programs within the context of longer term natural variability in the environment. In the Tampa Bay, Florida area, climate variability strongly influences seasonal precipitation, stream flow, and salinity. In particular, El Niño-Southern Oscillation impacts during the winter have the potential to influence both the availability of surface water for water supply withdrawal and the evaluation of the impacts of surface water withdrawals on the ecosystem.  相似文献

This article examines the use of inland mined sand and offshore dredged sand for beach nourishment projects in North Carolina, focusing on the question of whether inland mined sand is economically preferential for hot‐spot erosion control. Excavation, processing, and transport costs are presented, and cost efficiencies of hypothetical beach nourishment projects are compared. Cost analyses indicate that inland mined sand is economical for small projects (10,000–50,000 cubic yards), given that a clean sand source can be located within 15 miles of the nourishment site. The two factors primarily influencing per cubic yard costs of inland sand are overland transportation expenses and processing costs. The use of dredged offshore sand is less expensive for large projects (> 100,000 cubic yards) due to the economies of scale affecting dredge mobilization. Large beach nourishment projects in North Carolina will most likely continue to utilize offshore dredged sand.  相似文献

Beach replenishment has been proposed to increase nesting habitat for horseshoe crabs, but its environmental consequences may compromise the egg development and viability of this declining species. Horseshoe crab habitat requirements were used to build a habitat suitability model in STELLA to predict the potential impacts of beach replenishment on horseshoe crab eggs. A habitat suitability index (H.S.I.) comprised of six variables (dissolved oxygen, sediment grain size, sand temperature, sand moisture, wave energy, and salinity) was developed and compared between replenished and natural beaches. Sediment grain size and dissolved oxygen were higher in the natural beach, whereas sand temperature and moisture were higher in the replenished beach, resulting in significantly higher suitability of the natural beach (p = 5.39 × 10?15, df = 30). The model was most sensitive to air temperature, rainfall, tide, and sediment grain size. This model is useful for understanding the processes affecting horseshoe crabs and predicting impacts of coastal management activities on habitat suitability. Based on the results of this model, beach replenishment is not recommended for increasing or improving horseshoe crab habitat, unless care is taken to match fill sediment to natural grain size and color.  相似文献

Abstract

South Carolina has a significant stock of diked coastal wetlands, dating from the days of rice culture before the Civil War. A survey of those controlling these sites along the entire South Carolina coast reveals that many continue to be used for waterfowl hunting, with management practices becoming more intensive than they were when partial data were gathered a decade ago. It also suggests that most of the acreage involved is located in large fields, where management is more difficult and mosquito control problems are more likely. This survey also indicates that public access is limited, but that there is evidence of continuing conflict over ownership. This situation creates a persisting dilemma for coastal zone management, shaping conflicts between alternative strategies for the use of natural systems.  相似文献

Existing policies designed to mitigate the environmental and social impacts of truck queuing at maritime terminals often focus on congestion problems outside of the terminal gate, targeting a reduction in the waiting and turn time of trucks as the measure of success. This paper evaluates the impact that intra-terminal truck and equipment movements have on the terminal’s overall performance and the implications that these movements have on the effectiveness of current mitigation policies. Through a simulation of terminal processes occurring at Southern California ports it is shown that measures driving reductions in truck turn times impose greater operational loads on terminal equipment, essentially transferring savings in truck turn time rather than eliminating it in terms of the overall system. Consequently, the paper finds that total truck and cargo handling equipment movement and operational time constitutes a more accurate measure of the effectiveness of policies seeking to mitigate the impacts of truck operations at marine terminals.  相似文献

This article examines the evacuation behavior of residents in two South Carolina communities, Hilton Head and Myrtle Beach, during the 1996 hurricane season. Two hurricanes that approached South Carolina but hit in North Carolina allowed us to study the impact of repeated “false alarms”; (evacuations ordered based on expectations of a hurricane landfall that proved to be wrong). Differences in evacuation behavior, specific information and concerns prompting evacuation, and the reliability of information sources between hurricane events are examined to determine the impact of false alarms on the credibility of warning systems. Data were derived from a face‐to‐face survey of residents 2 weeks after Hurricane Fran in September 1996. We found that the role of official advisories was more limited than reported in previous research as people sought information on more diverse sets of concerns in their decision making. Reliance on the media and the Weather Channel, in particular, for storm characteristics and advisories was an important factor in evacuation decision making during both hurricane events. The perceived lack of reliability of gubernatorial warnings coupled with dependence on the media suggests that residents find other sources of information more personally relevant. Thus, while residents do not find that officials are “crying wolf,”; they are searching elsewhere for information to assess their own risk—what does it mean to me if there is a wolf? This increased attention toward individual differences in perceived threat may become more pronounced in future evacuations from hurricanes.  相似文献

There is an increase in risks and catastrophic losses in maritime transport including ports and cargo. Significant losses have been associated with large scale natural hazards, such as earthquakes, tsunami, cyclones, and other extreme weather events. This paper identifies the main gaps in understanding maritime risks in transportation research. The gaps are attributed to insufficient empirical work available from the maritime transport and logistics research community to guide multi-risk and natural hazards impact assessment on seaport and cargo. In addition, disaster studies communities have barely made adequate efforts to understand and assess port and cargo risks arising from multi-hazards and disaster events. This paper examines existing conceptual frameworks concerning exposure and risk assessments of natural catastrophe’s impacts. Furthermore, the paper identifies trends and gaps in risk assessment frameworks in the field of disaster studies that can be beneficial for maritime risk research. The authors propose a new risk assessment framework that can guide future research and multi-hazard risk assessment processes at different scales of maritime risks.  相似文献

During the period May 25–October 28, 2007, we collected data in face-to-face interviews on four sites in the North Carolina Research Reserve system. We subsequently conducted analyses on the effects of education, income, length of visitation, and frequency of visitation on visitor knowledge, perceptions, and attitudes regarding management. Visitors to the sites were well-educated, listed incomes above the state median, and were racially homogeneous. At the overall level, the majority (63%) knew who owned the sites, but only 43% correctly identified the managing agency. The majority also believed that overall conditions at the sites were stable, although those that had been visiting longer perceived conditions as deteriorating. Education was positively correlated with knowledge of ownership and management, and with support for additional rules and enforcement. Neither income, nor frequency of visitation showed any correlation with any of the dependent variables at the overall level. Some site-specific findings differed from the overall findings and varied from site to site. These differences were addressed individually.  相似文献

Research that examined the land utilization of the container terminals in a global perspective revealed that the land utilization planned and achieved by Asian container terminals are much higher than the terminals in western Europe and North America. From the operational point of view, this has led to the question: 'what are the impacts of these strategies in land utilization on the yard operations?' The North American Free Trade Agreement (NAFTA) signed by Canada, the U.S.A. and Mexico and which came into effect on 1 January 1994, is a significant move towards further integration of the North American economies. This paper examines the likely impact of NAFTA on Canadian ports. Three channels of impact are identified. First, there are direct impacts on trade flows between Canada and its North American trading partners. In this regard we find that ports do not typically handle the types of products that are likely to be affected by NAFTA, and so the direct impacts may be minimal. Second, and more significantly, port catchment areas are likely to undergo substantial changes as they respond to a more competitive environment within the free trade area. Third, the transportation sector has itself been included in NAFTA, and Canadian ports will face increased competition from land based transportation modes. We conclude that ports in Canada must learn to work more consciously as agents of regional economic development.  相似文献

To identify priority information needs for sea-level rise planning, we conducted workshops in Florida, North Carolina, and Massachusetts in the summer of 2012. Attendees represented professionals from five stakeholder groups: federal and state governments, local governments, universities, businesses, and nongovernmental organizations. Over 100 people attended and 96 participated in breakout groups. Text analysis was used to organize and extract most frequently occurring content from 16 total breakout groups. The most frequent key words/phrases were identified among priority topics within five themes: analytic tools, communications, land use, ecosystem management, and economics. Diverse technical and communication tools were identified to help effectively plan for change. In many communities, planning has not formally begun. Attendees sought advanced prediction tools yet simple messaging for decision-makers facing politically challenging planning questions. High frequency key words/phrases involved fine spatial scales and temporal scales of less than 50 years. Many needs involved communications and the phrase “simple messaging” appeared with the highest frequency. There was some evidence of geographic variation among regions. North Carolina breakout groups had a higher frequency of key words/phrases involving land use. The results reflect challenges and tractable opportunities for planning beyond current, geophysically brief, time scales (e.g., election cycles and mortgage periods).  相似文献

Variations in oxygen conditions below the permanent halocline influence the ecosystem of the Baltic Sea through a number of mechanisms. In this study, we examine the effects of physical forcing on variations in the volume of deep oxygenated water suitable for reproductive success of central Baltic cod. Recent research has identified the importance of inflows of saline and oxygenated North Sea water into the Baltic Sea for the recruitment of Baltic cod. However, other processes have been suggested to modify this reproduction volume including variations in timing and volume of terrestrial runoff, variability of the solubility of oxygen due to variations in sea surface temperature as well as the influence of variations in wind stress. In order to examine the latter three mechanisms, we have performed simulations utilizing the Kiel Baltic Sea model for a period of a weak to moderate inflow of North Sea water into the Baltic, modifying wind stress, freshwater runoff and thermal inputs. The model is started from three-dimensional fields of temperature, salinity and oxygen obtained from a previous model run and forced by realistic atmospheric conditions. Results of this realistic reference run were compared to runs with modified meteorological forcing conditions and river runoff.From these simulations, it is apparent that processes other than major Baltic inflows have the potential to alter the reproduction volume of Baltic cod. Low near-surface air temperatures in the North Sea, the Skagerrak/Kattegat area and in the western Baltic influence the water mass properties (high oxygen solubility). Eastward oriented transports of these well-oxygenated highly saline water masses may have a significant positive impact on the Baltic cod reproduction volume in the Bornholm Basin.Finally, we analysed how large scale and local atmospheric forcing conditions are related to the identified major processes affecting the reproduction volume.  相似文献

There is increasing concern regarding the impacts of recreational four-wheel driving (4WDing) on sandy beach environments. The ghost crab Ocypode cordimanus is a widely distributed Australian species that utilizes beaches and dunes for constructing burrows and for foraging. Comparisons of ghost crab abundances (using burrow counts) in areas “open” and “closed” to recreational 4WDing were conducted on exposed sandy beaches on North Stradbroke Island, off the coast of southeast Queensland. Beaches where recreational 4WD activity is present had significantly lower ghost crab abundances than beaches where it is absent. The most plausible reason for this difference in abundance is that ghost crabs are highly vulnerable to being crushed by beach traffic when feeding on the beach at night. To mitigate the impacts of recreational 4WDing on ghost crab population management intervention is needed. Possible changes to the management of recreational 4WD activity include the setting aside of areas free of recreational 4WD activity for the conservation of biodiversity, or a prohibition on driving on the beaches between dusk and dawn. There is also a need for a consistent and transparent approach in Queensland for quantifying and monitoring 4WD activity in sandy beach environments.  相似文献

This article provides a summary of past disasters, and hazard mitigation initiatives in the state of North Carolina, with a focus on the barrier island of Nags Head. The article also highlights the application of GIS technology to assess (i) the built environment and the extent of development and tax base in the "danger" zones (floods, oceanfront hazard zone, incipient inlets); (ii) the status of pre-Flood Insurance Rate Mapping (FlRM) structures on developed parcels; and (iii) vacant land in relation to current zoning. Findings show that 72% of Nags Head was developed, with close to one-third of the developed parcels within the oceanfront hazard zone. A relatively high percentage of structures built prior to Nags Head's regular participation in the Flood Insurance Rate Mapping (FIRM) program also lie within incipient inlets and VE flood zones. These findings were used as part of Nags Head's ongoing hazard mitigation initiatives.  相似文献

Since society values both, it is desirable to implement management solutions that protect these species while minimizing social and economic impact, even if it is not required by law. This case study analyzed management issues relating to sea turtle bycatch in a small-scale gillnet fishery that targets flounder in Pamlico Sound, North Carolina. A primary goal of this research was to examine the feasibility of achieving both biological and social objec­tives by determining if any compatibility existed between those different objectives. This was done by cross-referencing quantitative social data with management measures that would achieve biological goals. Qualitative data also provided insight into scientific issues, obstacles to management effectiveness, and potential solutions. Overall, this article discusses the possibility of implementing solutions that reflect multiple societal values while operating under the Endangered Species Act.  相似文献

Artificial reefs are one of a number of tools that should be considered by scientists and managers when planning coastal zone restoration and/or mitigation projects. In this article, the details of one project from the West Florida Shelf are presented. Two types of artificial reefs were used to mitigate pipeline construction impacts on natural hardbottom ledges in the eastern Gulf of Mexico. The project's primary objective was to avoid the paradigm of building artificial reefs as fish attraction devices, and to instead implement a design that would mimic, not augment, natural hardbottom conditions. Fish assemblage parameters (species richness and commercial fish abundances) were compared between the artificial habitats and natural hardbottom reference sites. Results indicate that species richness trends are similar among artificial and natural reefs, while certain commercial fish abundances are significantly higher on the artificial reefs. Recommendations for future restoration/mitigation projects using artificial reefs are discussed.  相似文献
