Transit service contracting has responded to fiscal and financial woes of public transit agencies as the most uniquely attractive cost‐saving strategy at present. Most transit service contracting, however, has been in the traditional provision of entire fixed route bus service or commuter express bus service, and exclusive demand responsive service for the general public or for special disadvantaged population groups such as the elderly and/or the handicapped. This paper presents a new module in transit service contracting whereby the public and private operators jointly provide the peak service on the same route and at the same time. While the public agency provides the base demand of the service, the private provider provides the excess demand, both following the same schedules and similar service arrangements. In this paper, proposed service arrangements, costing and contracting procedures are discussed. It is also reported that substantial cost savings ranging from 32 to 57% with an average savings of 48% can be achieved if the excess peak hour bus transit service on highly peaked routes in public transit agencies is contracted to competing private operator(s).  相似文献

Public transit structure is traditionally designed to contain fixed bus routes and predetermined bus stations. This paper presents an alternative flexible-route transit system, in which each bus is allowed to travel across a predetermined area to serve passengers, while these bus service areas collectively form a hybrid “grand” structure that resembles hub-and-spoke and grid networks. We analyze the agency and user cost components of this proposed system in idealized square cities and seek the optimum network layout, service area of each bus, and bus headway, to minimize the total system cost. We compare the performance of the proposed transit system with those of comparable systems (e.g., fixed-route transit network and taxi service), and show how each system is advantageous under certain passenger demand levels. It is found out that under low-to-moderate demand levels, the proposed flexible-route system tends to have the lowest system cost.  相似文献

Universities and public transit agencies have together invented an arrangement – called Unlimited Access – that provides fare-free transit service for over 825,000 people. The university typically pays the transit agency an annual lump sum based on expected student ridership, and students simply show their university identification to board the bus. This paper reports the results of a survey of Unlimited Access programs at 35 universities. University officials report that Unlimited Access reduces parking demand, increases students' access to the campus, helps to recruit and retain students, and reduces the cost of attending college. Transit agencies report that Unlimited Access increases ridership, fills empty seats, improves transit service, and reduces the operating cost per rider. Increases in student transit ridership ranged from 71 percent to 200 percent during the first year of Unlimited Access, and growth in subsequent years ranged from 2 percent to 10 percent per year. The universities' average cost for Unlimited Access is $30 per student per year.  相似文献

The efforts of providing attractive transport service to residents in sparse communities have previously focused on operating flexible transit services. This paper identifies a new category of transit policies, called demi-flexible operating policies, to fill the gap between flexible transit services and conventional fixed-route systems. The passenger cost function is defined as the performance measure of transit systems and the analytic work is performed based on a real-world flag-stop transit service, in which we compare its system performance with another two comparable systems, the fixed-route and flex-route services, at expected and unexpected demand levels in order to be closer to reality. In addition, the dynamic-station policy is introduced to assist the flex-route service to better deal with unexpectedly high demand. Experiments demonstrate the unique advantages of demi-flexible operating policies in providing affordable, efficient, and reliable transport service in low-demand operating environments and this work is helpful to optimize the unifying framework for designing public transit in suburban and rural areas.  相似文献

This paper analyzes and compares two different relative spatial position (RSP) designs in an integrated e-hailing/fixed-route transit system: a zone-based design that operates e-hailing vehicles within a zone, and a line-based design that operates e-hailing vehicles along a fixed-route transit line and with a stable headway. To conduct a meaningful comparison, the optimal design problems for both systems are formulated using a same analytical framework based on the continuous approximation approach. A comprehensive numerical experiment is performed to compare various cost components corresponding to the optimal designs, and a discrete-event simulation model is developed to validate the analysis. The analytical and simulation results agree with each other well, with a discrepancy in the total system cost less than 5% in most test scenarios. These results also suggest that the line-based system consistently outperforms the zone-based system in terms of both agency and user costs, for all scenarios tested. Compared to the zone-based design, the line-based design features a sparser fixed-route network (resulting in larger stop spacing) but a higher dispatching frequency. It is concluded that the higher efficiency of the line-based design is likely derived from the strategy of operating e-hailing vehicles with a more regular route/headway structure and allowing ride-sharing.  相似文献

Flex-route transit, which combines the advantages of fixed-route transit and demand-responsive transit, is one of the most promising options in low-demand areas. This paper proposes a slack arrival strategy to reduce the number of rejected passengers and idle time at checkpoints resulting from uncertain travel demand. This strategy relaxes the departure time constraints of the checkpoints that do not function as transfer stations. A system cost function that includes the vehicle operation cost and customer cost is defined to measure system performance. Theoretical and simulation models are constructed to test the benefits of implementing the slack arrival strategy in flex-route transit under expected and unexpected demand levels. Experiments over a real-life flex-route transit service show that the proposed slack arrival strategy could improve the system performance by up to 40% with no additional operating cost. The results demonstrate that the proposed strategy can help transit operators provide more cost-efficient flex-route transit services in suburban and rural areas.  相似文献

This paper uses a directional distance function approach to demonstrate the importance of considering a transit agency’s goal of reducing vehicular emissions as well as production of passenger or vehicle-miles, when measuring agency efficiency. This is especially critical given the increased emphasis policymakers may place on efficiency in the allocation of scarce public resources. The analysis includes 43 single mode US bus transit agencies for the year 2000. Results show only five agencies performing efficiently when emission abatement is not included in the analysis, but 22 firms are identified as efficient once emission abatement is considered. Consistent with previous studies, public agencies are found to be less efficient than private agencies, regardless of the efficiency measure used.  相似文献

As an innovative combination of conventional fixed-route transit and demand responsive service, flex-route transit is currently the most popular type of flexible transit services. This paper proposes a dynamic station strategy to improve the performance of flex-route transit in operating environments with uncertain travel demand. In this strategy, accepted curb-to-curb stops are labeled as temporary stations, which can be utilized by rejected requests for their pick-up and drop-off. The user cost function is defined as the performance measure of transit systems. Analytical models and simulations are constructed to test the feasibility of implementing the dynamic station strategy in flex-route transit services. The study over a real-life flex-route service indicates that the proposed dynamic station strategy could reduce the user cost by up to 30% without any additional operating cost, when an unexpectedly high travel demand surpasses the designed service capacity of deviation services.  相似文献

The first analytical stochastic and dynamic model for optimizing transit service switching is proposed for “smart transit” applications and for operating shared autonomous transit fleets. The model assumes a region that requires many-to-one last mile transit service either with fixed-route buses or flexible-route, on-demand buses. The demand density evolves continuously over time as an Ornstein-Uhlenbeck process. The optimal policy is determined by solving the switching problem as a market entry and exit real options model. Analysis using the model on a benchmark computational example illustrates the presence of a hysteresis effect, an indifference band that is sensitive to transportation system state and demand parameters, as well as the presence of switching thresholds that exhibit asymmetric sensitivities to transportation system conditions. The proposed policy is computationally compared in a 24-hour simulation to a “perfect information” set of decisions and a myopic policy that has been dominant in the flexible transit literature, with results that suggest the proposed policy can reduce by up to 72% of the excess cost in the myopic policy. Computational experiments of the “modular vehicle” policy demonstrate the existence of an option premium for having flexibility to switch between two vehicle sizes.  相似文献

This paper presents a new cost allocation method developed for estimating the fully-allocated costs of the excess peak hour bus transit service provided by two public transit systems. The estimates were produced for the explicit purpose of carrying out a realistic comparison of these costs and the costs of the potential provision of the same service by private operators. The method utilizes the same service data for the analysis. The pragmatic estimation of the fully allocated costs of service by the public and private sectors enables a more accurate estimation of potential cost savings. Sensitivity analysis was also performed using the same costing procedure to determine the range of cost savings that are feasible in a competitive contract arrangement of private sector providers. The new method separates costs of the direct provision of service from other indirect costs and thus facilitates the identification of each cost item and its significance in comparative cost estimates.  相似文献

This paper assesses the demand for a flexible, demand-adaptive transit service, using the Chicago region as an example. We designed and implemented a stated-preference survey in order to (1) identify potential users of flexible transit, and (2) inform the service design of the flexible transit mode. Multinomial logit, mixed-logit, and panel mixed-logit choice models were estimated using the data obtained from the survey. The survey instrument employed a dp-efficient design and the Google Maps API to capture precise origins and destinations in order to create realistic choice scenarios. The stated-preference experiments offered respondents a choice between traditional transit, car, and a hypothetical flexible transit mode. Wait time, access time, travel time, service frequency, cost, and number of transfers varied across the choice scenarios. The choice model results indicate mode-specific values of in-vehicle travel time ranging between $16.3 per hour (car) and $21.1 per hour (flexible transit). The estimated value of walking time to transit is $25.9 per hour. The estimated value of waiting time at one’s point of origin for a flexible transit vehicle is $11.3 per hour; this value is significantly lower than the disutility typically associated with waiting at a transit stop/station indicating that the ‘at-home’ pick-up option of flexible transit is a highly desirable feature. The choice model results also indicate that respondents who use active-transport modes or public transit for their current commute trip, or are bikeshare members, were significantly more likely to choose flexible and traditional transit than car commuters in the choice experiments. The implications of these and other relevant model results for the design and delivery of flexible, technology-enabled services are discussed.  相似文献

Maintaining and enhancing public transit service in Indian cities is important, to meet rapidly growing mass mobility needs, and curb personal motor vehicle activity and its impacts at low cost. Indian cities rely predominantly on buses for public transport, and are likely to continue to do so for years. However, the public bus transit service is inadequate, and unaffordable for the urban poor. The paper explores the factors that contribute to and affect efforts to improve this situation, based on an analysis of the financial and operational performance of the public bus transit service in the four metropolitan centres and four secondary cities during the 1990s. Overall, there were persistent losses, owing to increasing input costs and declining productivity. The losses occurred despite rapidly increasing fares, and ridership declined. The situation, and the ability to address it, is worse in the secondary cities than the metropolitan centres. We suggest a disaggregated approach based on the needs and motivations of different groups in relation to public transit, along with improved operating conditions and policies to internalize costs of personal motor vehicle use, to address the challenge of providing financially viable and affordable public bus transit service.  相似文献

This study investigates the cost competitiveness of different types of charging infrastructure, including charging stations, charging lanes (via charging-while-driving technologies) and battery swapping stations, in support of an electric public transit system. To this end, we first establish mathematical models to investigate the optimal deployment of various charging facilities along the transit line and determine the optimal size of the electric bus fleet, as well as their batteries, to minimize total infrastructure and fleet costs while guaranteeing service frequency and satisfying the charging needs of the transit system. We then conduct an empirical analysis utilizing available real-world data. The results suggest that: (1) the service frequency, circulation length, and operating speed of a transit system may have a great impact on the cost competitiveness of different charging infrastructure; (2) charging lanes enabled by currently available inductive wireless charging technology are cost competitive for most of the existing bus rapid transit corridors; (3) swapping stations can yield a lower total cost than charging lanes and charging stations for transit systems with high operating speed and low service frequency; (4) charging stations are cost competitive only for transit systems with very low service frequency and short circulation; and (5) the key to making charging lanes more competitive for transit systems with low service frequency and high operating speed is to reduce their unit-length construction cost or enhance their charging power.  相似文献

Bus rapid transit system is designed to provide high‐quality and cost‐efficient passenger transportation services. In order to achieve this design objective, effective scheduling strategies are required. This research aims at improving the operation efficiency and service quality of a BRT system through integrated optimization of its service headways and stop‐skipping strategy. Based on cost analysis for both passengers and operation agencies, an optimization model is established. A genetic algorithms based algorithm and an application‐oriented solution method are developed. Beijing BRT Line 2 has been chosen as a case study, and the effectiveness of the optimal headways with stop‐skipping services under different demand levels has been analyzed. The results has shown that, at a certain demand level, the proposed operating strategy can be most advantageous for passengers with an accepted increase of operating costs, under which the optimum headway is between 3.5 and 5.5 min for stop‐skipping services during the morning peak hour depending on the demand with the provision of stop‐skipping services. The effectiveness of the optimal headways with stop‐skipping services is compared with those of existing headways and optimal headways without stop‐skipping services. The results show that operating strategies under the optimal headways with stop‐skipping services outperforms the other two operating strategies with respect to total costs and in‐vehicle time for passengers. The walking trip from an origin or destination to a bus stop or transit station can be a barrier to riding transit for older adults (over age 60) who may walk more slowly than others or experience declining physical mobility. This article examines the relationship between transit ridership and proximity to fixed-route transit stations using survey data for older adults in Buffalo and Erie County, New York. Demographic and socio-economic characteristics—including age, sex, race, income, possessing a driver’s license, frequency of leaving home, and personal mobility limitations—are tested but do not display, in bi-variate analysis, statistically significant differences for transit riders versus non-transit riders. However, features of the built environment—including distance (actual and perceived) between home and transit stop, transit service level, population density, number of street intersections, metropolitan location, and neighborhood crime (property and violent) rate—display statistically significant differences for transit riders versus non-transit riders. Both objective and perceived walking distances to access fixed-route transit show statistically significant differences between transit riders and non-transit riders. Average walking distance from home to transit for non-transit riders—who mostly live in suburbs—is three times greater than average walking distance between home and the nearest transit stop for transit riders—who mostly live in the central city. When asked how near a bus stop is to their homes, transit riders slightly overestimate the actual distance, while non-transit riders underestimate the distance.  相似文献

In urban areas where transit demand is widely spread, passengers may be served by an intermodal transit system, consisting of a rail transit line (or a bus rapid transit route) and a number of feeder routes connecting at different transfer stations. In such a system, passengers may need one or more transfers to complete their journey. Therefore, scheduling vehicles operating in the system with special attention to reduce transfer time can contribute significantly to service quality improvements. Schedule synchronization may significantly reduce transfer delays at transfer stations where various routes interconnect. Since vehicle arrivals are stochastic, slack time allowances in vehicle schedules may be desirable to reduce the probability of missed connections. An objective total cost function, including supplier and user costs, is formulated for optimizing the coordination of a general intermodal transit network. A four-stage procedure is developed for determining the optimal coordination status among routes at every transfer station. Considering stochastic feeder vehicle arrivals at transfer stations, the slack times of coordinated routes are optimized, by balancing the savings from transfer delays and additional cost from slack delays and operating costs. The model thus developed is used to optimize the coordination of an intermodal transit network, while the impact of a range of factors on coordination (e.g., demand, standard deviation of vehicle arrival times, etc) is examined.  相似文献

This paper presents and tests a method to design high-performance transit networks. The method produces conceptual plans for geometric idealizations of a particular city that are later adapted to the real conditions. These conceptual plans are generalizations of the hybrid network concept proposed in Daganzo (2010). The best plan for a specific application is chosen via optimization. The objective function is composed of analytic formulae for a concept’s agency cost and user level of service. These formulae include as parameters key demand-side attributes of the city, assumed to be rectangular, and supply-side attributes of the transit technology. They also include as decision variables the system’s line and stop spacings, the degree to which it focuses passenger trips on the city center, and the service headway. These decision variables are sufficient to define an idealized geometric layout of the system and an operating plan. This layout-operating plan is then used as a design target when developing the real, detailed master plan. Ultimately, the latter is simulated to obtain more accurate cost and level of service estimates.This process has been applied to design a high performance bus (HPB) network for Barcelona (Spain). The idealized solution for Barcelona includes 182 km of one-way infrastructure, uses 250 vehicles and costs 42,489 €/h to build and run. These figures only amount to about one third of the agency resources and cost currently used to provide bus service. A detailed design that resembles this target and conforms to the peculiarities of the city is also presented and simulated. The agency cost and user level of service metrics of the simulated system differ from those of the idealized model by less than 10%. Although the designed and simulated HPB systems provide sub-optimal spatial coverage because Barcelona lacks suitable streets, the level of service is good. Simulations suggest that if the proposed system was implemented side-by-side with the current one, it would capture most of the demand.  相似文献

Transit agencies implement many strategies in order to provide an attractive transportation service. This article aims to evaluate the impacts of implementing a combination of strategies, designed to improve the bus transit service, on running time and passenger satisfaction. These strategies include using smart card fare collection, introducing limited-stop bus service, implementing reserved bus lanes, using articulated buses, and implementing transit signal priority (TSP). This study uses stop-level data collected from the Société de transport de Montréal (STM)’s automatic vehicle location (AVL) and automatic passenger count (APC) systems, in Montréal, Canada. The combination of these strategies has lead to a 10.5% decline in running time along the limited stop service compared to the regular service. The regular route running time has increased by 1% on average compared to the initial time period. The study also shows that riders are generally satisfied with the service improvements. They tend to overestimate the savings associated with the implementation of this combination of strategies by 3.5-6.0 min and by 2.5-4.1 min for both the regular route and the limited stop service, respectively. This study helps transit planners and policy makers to better understand the effects of implementing a combination of strategies to improve running time and passenger’s perception of these changes in service.  相似文献

There is increasing interest in contracting to private industry for the provision of public transportation. The trend has accelerated since the mid 1970's spreading from local to regional transit authorities as the need for cost savings arise. Promising major savings without major service reductions, the merits of the strategy are now being evaluated at various levels. This paper provides a background of the development of demand-responsive transit in small communities in the U.S.A. It also backgrounds traditional transit in metropolitan areas of the United States and outlines its deficiencies in terms of today's urban sprawl and in terms of today's society in metropolitan areas. Urban sprawl has developed city-like areas around big cities, but with lower population densities. Highways and roads were built. Cars were mass-produced. These new populations have never had an alternative to the private car. Today's society includes an ever-increasing number of senior citizens and handicapped persons. Senior citizens find it difficult to get to fixed-route bus stops; handicapped persons have difficulty in boarding regular buses and wheelchair persons cannot even get on board. Particular emphasis is placed upon the examination of the development of demand-responsive transit in metropolitan Rochester, U.S.A. and a Demonstration Project, sponsored by the Urban Mass Transportation Administration of the United States Department of Transportation. The paper also examines and makes reference to the results of integrated transit in Regina, Saskatchewan, Canada. The Demonstration Project has several key objectives, the principal one of which is the integration of demand-responsive transit with the fixed-route element of traditional transit. Other important objectives of the demonstration are the balancing of peak and off-peak service so as to improve the overall utilization of resources, increase transit coverage, regular (not special) service for the elderly and the handicapped, the utilization of a computer in dispatching, digital communications, and marketing and promotional techniques.  相似文献
