Overview of maritime research publications by the late Professor Richard O. Goss

We lost one of the great maritime scholars in 2017—Professor Richard Goss, who is considered one of the founders of maritime economics. He was a pioneer and a most influential leader in establishing the discipline of maritime economics worldwide. This paper revisits his research by examining major issues and assessing his arguments by surveying empirical works that have been conducted after his works in the literature. His economic thoughts are based on laissez-faire, welfare economics, and Marshallian economics. Comparing his arguments with major findings in ensuing research, several research directions are suggested.

Evaluating economic and environmental value of liner vessel sharing along the maritime silk road

The Belt and Road initiative is a novel exploration of China towards strategic collaboration with Eurasia countries to an extent of a larger scale with higher and deeper level of cooperation. To meet the growing global demand of transportation, increasing numbers of liner shipping companies collaborate and form alliances to share vessel capacity and reduce capital costs. Effective liner shipping vessel sharing is essential for the Belt and Road initiative in terms of building efficient maritime transport networks. In promoting environmental development, shipping companies are required to attain higher environmental standards. However, limited literature relates vessel sharing to environmental performance. This paper studies the impacts of liner vessel sharing from the economic and environmental perspectives. Two container allocation models are developed for the two scenarios: with and without vessel sharing. The carbon emissions in transportation are calculated under both scenarios. Numerical studies are carried out using services along the China-Indochina Peninsula Economic (CIPE) Corridor. Liner shipping companies could benefit from vessel sharing in terms of significant profit improvement. Vessel sharing could also benefit the environment by reducing the CO₂ emissions dramatically.

广州航海学院的前身是1964年成立的广州海运学校，1992年升格为大专学校，1998年由交通部划转到广东省管理，2013年升格为本科院校。作为一所原部属的大专学校，升本后应该如何定位和发展，正是本文要探索的问题。     

融合通信系统在海事管理中的应用研究

通信技术在我国海事管理工作中一直发挥着不可替代的作用,但是随着移动通信技术的迅速发展,过去单一、相互独立的通信方式越来越不能满足当前海事日常办公、安全监管及应急指挥的综合需求。该文针对海事管理各类业务通信方式缺乏整合的弊病,结合海事管理工作实际,提出建设海事融合通信系统,将各类音视频、即时通信、视频监控及视频会议等通信方式有机融合,从而有效提升办公、监管效率,并实现应急过程中的统一指挥、多层联动及高效协同。     

促进海上专业函授教育发展的探索

以青岛远洋船员职业学院为例,通过介绍和分析学院函授教育及生源情况,剖析了当前函授教育存在的问题,对促进函授教育发展进行相关的探索,提出了相应措施。
