One of the most striking problems societies currently deal with is to assure adequate quality standards while improving accessibility within and between cities. In addition there is also a growing awareness that, to achieve a sustainable balance between private and public means of mobility, policies have to be able to send the correct signals in order to induce users adaptive behaviour, which in turn will provide the system with a reliable feedback on the needs for further investment and expansion of transport facilities. The definition and measurement of quality of service of the transport system is thus an objective aimed by both users and producers and it is often represented by the rather holistic concept of Level of Service (LoS). However, the LoS concept is not consciously used by users, on the contrary the user concentrates her comparative evaluation on what is simply known as quality. It is the planner that translates planned quality into LoS concept. So, LoS is a concept at the interface between the provider and the user. Given the interface character of the LoS concept an accounting framework for LoS should thus take into account the need to segregate the evaluation for passengers and freight transport and also distinguish between types of travellers in the case of passenger transport and types of commodities or logistic families in the case of freight transport. Moreover the bridge between the planner and the user view must be ensured. This paper reports the results of a research work dedicated to this topic.  相似文献

The interrelatedness of transportation development and economic growth has been a constant theme of geographic inquiries, particularly in economic and transportation geography. This paper analyzes the expansion of China’s railway network, the evolution of its spatial accessibility, and the impacts on economic growth and urban systems over a time span of about one century (1906–2000). First, major historical events and policies and their effects on railway development in China are reviewed and grouped into four major eras: preliminary construction, network skeleton, corridor building, and deep intensification. All four eras followed a path of “inland expansion.” Second, spatial distribution of accessibility and its evolution are analyzed. The spatial structure of China’s railway network is characterized by “concentric rings” with its major axis in North China and the most accessible city gradually migrating from Tianjin to Zhengzhou. Finally, the study indicates that railway network expansion has significantly improved economic development and heavily influenced the formation of urban systems in China.  相似文献

Planning for accessibility is increasingly considered in the development of equitable plans by transport agencies and it has also been shown to exert a positive influence on public transport use. However, this influence has not been examined across income groups and in different geographic regions of varying sizes. The present study measures the relationship between accessibility and mode choice for low- and higher-income groups in eleven Canadian metropolitan regions. Our results show that the impact of accessibility on public transport mode share is stronger and non-linear for the low-income group especially in the largest metropolitan areas, where increasing accessibility past a certain optimal value will lead to a decrease in public transport mode share. However, this point occurs at the 80th percentile of existing accessibility, so improvements in mode share are nonetheless expected with improved accessibility in most areas within these regions. Moreover, in regions where an optimal value is not readily observed, improved accessibility throughout the region would lead to increased uptake of public transport for both the higher- and to a greater extent, the low-income group. Findings from this paper can be of value to transport professionals working towards meeting ridership goals around the world as comparisons between groups and across regions highlight the variation in the impacts of accessibility on mode share.  相似文献

This study investigates how highway nuisances are traded off against accessibility gains and other residential characteristics in the moving intentions of people living near highways. It studies a potential mediating role for residential satisfaction and potential mitigating relationships with highway nuisance perceptions. Structural Equation Modelling was used to test a proposed framework based on survey data collected from 1220 respondents living within 1000 m from a highway in the Netherlands. The results show that higher levels of perceived highway nuisances are associated with increased intentions to move, mediated by lower residential satisfaction. However, better perceived accessibility was not associated with either lower moving intentions or lower highway nuisance perception. Highway usage/interest and other residential characteristics – such as satisfaction with buildings, traffic safety, and amount of greenery – seem to countervail perceived highway nuisances as they reduce moving intentions and reduce highway nuisance perception. Finally, the results show that some groups – for example home owners – were less inclined to move (direct effect), independently of their residential satisfaction. From a practical perspective, a more inclusive perspective on highway planning, which accounts for accessibility and other residential characteristics as potential compensators and mitigators for highway nuisances, would be effective to reduce residential stress which could prevent protest and consequent cost overruns of projects.  相似文献

Transit oriented development (TOD) has been an important topic for urban transportation planning research and practice. This paper is aimed at empirically examining the effect of rail transit station-based TOD on daily station passenger volume. Using integrated circuit (IC) card data on metro passenger volumes and cellular signaling data on the spatial distribution of human activities in Shanghai, the research identifies variations in ridership among rail transit stations. Then, regression analysis is performed using passenger volume in each station as the dependent variable. Explanatory variables include station area employment and population, residents’ commuting distances, metro network accessibility, status as interchange station, and coupling with commercial activity centers. The main findings are: (1) Passenger volume is positively associated with employment density and residents’ commuting distance around station; (2) stations with earlier opening dates and serving as transfer nodes tend to have positive association with passenger volumes; (3) metro stations better integrated with nearby commercial development tend to have larger passenger volumes. Several implications are drawn for TOD planning: (1) TOD planning should be integrated with rail transit network planning; (2) location of metro stations should be coupled with commercial development; (3) high employment densities should be especially encouraged as a key TOD feature; and (4) interchange stations should be more strategically positioned in the planning for rail transit network.  相似文献

Recent years saw a continuing shift in labour force composition, e.g. greater participation of women and a prominent rise in part-time workers. There are as yet relatively few recent studies that examine systematically the influences on the travel of employed adults from such perspectives, particularly regarding possible transport disadvantages of the fastest growing segments of workers. A robust analysis requires systematic data on a wide range of explanatory variables and multiple travel outcomes including accessibility, mobility and trip frequency for different trip purposes. The UK NTS data does meet the majority of this demanding data requirement, but its full use has so far been hampered by methodological difficulties. To overcome complex endogeneity problems, we develop novel, integrated structural equation models (SEMs) to uncover the influences of latent land use characteristics, indirect influences on car ownership, interactions among trip purposes as well as residents’ self-selection and spatial sorting. This general-purpose method provides a new, systematic decomposition of the influences on travel outcomes, where the effects of each variable can be examined in turn with robust error terms. The new insights underline two direct policy implications. First, it highlights the contributions of land use planning and urban design in restraining travel demand in the 2000s, and their increasing influence over the decade. Secondly, it shows that there may still be a large mobility disadvantage among the fastest growing segments of workers, particularly in dense urban areas. This research further investigates trend breaking influences before and after 2007 through grouped SEM models, as a test of the methodology for producing regular and timely updates regarding the main influences on personal travel from a system level.  相似文献

If we are to accommodate the rate of urban growth which North America will face in the first half of the twenty-first century, it is the contention of this paper that we must build new cities, not new towns, beyond commuting distance of existing cities. These can be located in open countryside on virgin land, or they can grow around existing small towns, all in conjunction with the construction of an innovative personal transportation system. In this paper a hexagonal modular structure, in which self-contained urban units can be combined and added to over time, is proposed as a new urban form and AVCS maglev — which will serve the new cities efficiently — is proposed as a key transportation strategy.  相似文献

A mathematical model is developed in this paper to improve the accessibility of a bus service. To formulate the optimization model, a segment of a bus route is given, on which a number of demand entry points are distributed realistically. The objective total cost function (i.e. the sum of supplier and user costs) is minimized by optimizing the number and locations of stops, subject to non‐additive users' value of time. A numerical example is designed to demonstrate the effectiveness of the method thus developed to optimize the bus stop location problem. The sensitivity of the total cost to various parameters (e.g. value of users' time, access speed, and demand density) and the effect of the parameters on the optimal stop locations are analyzed and discussed.  相似文献
