ABSTRACT

Due to the constant risk of piracy and terrorist attacks which cause disturbances within international shipping of goods, barriers to the adoption of maritime security guidelines (MSGs) at European ports have become prevalent. In this paper, a conceptual framework was created to explore the perceived barriers that prevent compliance with MSGs. To verify the conceptual framework, empirical data were collected using a mixed-methods approach, which was comprised of interviews with national experts and a survey of 47% of Swedish ports involved in the shipping of goods. According to the presented framework, the perceived barriers of Swedish ports to compliance with MSGs were linked to collaborations within the Swedish Maritime Security stakeholder network, available resources and educational knowledge about security culture. In addition, the perceived barriers of smaller ports were linked to the adaptation to MSGs at different levels and the absence of specific tools of maritime security management. Due to an increased interest in international shipping of goods, this paper is currently one of few that addresses the barriers to compliance with MSGs. Moreover, the paper presents a general conceptual framework, novel managerial implications and recommendations for future research.  相似文献

This paper considers the environmental effects of air traffic management speed constraints during the departure phase of flight. We present a CO2 versus noise trade-off study that compares aircraft departure procedures subject to speed constraints with a free speed scenario. A departure route at Gothenburg Landvetter Airport in Sweden is used as a case study and the analysis is based on airline flight recorded data extracted from the Airbus A321 aircraft. Results suggest that CO2 emissions could be reduced by 180 kg per flight if all departure speed constraints were removed at a cost of increased noise exposure below 70 dB(A).  相似文献

This study analyzes stated willingness to pay (WTP) for traffic safety, the use of traffic safety equipments, and the consistency between the two. Using data from a Swedish contingent valuation study we find that the estimated value of a statistical life (VSL) based on the respondents' rear-seatbelt usage is similar to the estimate found using the respondents' stated WTP. However, when estimating VSL based on the respondents' use of bicycle helmets we find a significantly higher VSL; the VSL from bicycle-helmet usage is 7 times higher than the estimate based on seatbelt usage. Moreover, we do not find any strong relationship between risk perception and usage, or individual stated WTP and usage. Hence, the main conclusion, based on our analysis, is that stated and observed WTP are not consistent.  相似文献

Congestion charging was – as a trial – introduced in Stockholm from January 3rd to July 31st 2006. After the referendum in September 2006, the charging system was finally introduced as permanent from August 2007 with some adjustments to the Trial design. The idea of congestion charging is unique in a Swedish context, and the introduction of the Stockholm system has been highly controversial. Considerable efforts have therefore been undertaken to provide information that could serve as ‘Decision Support’ along the way. This has included e.g. modelling and forecasts before the Trial, a comprehensive evaluation programme during the Trial, extensive stakeholder consultations throughout, and various information and communication strategies. But what difference did this information input make, and what was its role in the process from initiating the system, to its final adoption? In this paper we pave the way for investigating the use and role of ‘Decision Support’ in the Stockholm Congestion Charging experiment. We adopt a definition of Decision Support as the systematic application of externally produced knowledge in transport planning and policy making processes. We then derive an analytical framework from the research literature on ‘knowledge utilization’ in policy making. This research has generally found that both ‘technical’, ‘communicative’, and ‘institutional’ aspects of the Decision Support matter for its influence on actual policy making processes and results. In our analysis we find a similar pattern. This high technical quality of the monitoring and evaluation programmes provided for solid verified results, while the institutional arrangements and the communication strategies helped to ensure the credibility and legitimacy of the information for the decision makers. The availability of rich contents coupled with strategies for the timely and targeted information delivery suggest that direct ‘instrumental’ use could have taken place. At a more general level the Trial represents an advanced form of ‘Decision Support’ that goes beyond the mere application of calculated results to encompass a process where the decision parameters themselves become part of the change process.  相似文献

The continued growth and evolution of the offshore wind industry, and the emergence of other novel marine uses such as wave and tidal generators, have upped the ante for spatial planners, as well as consenting and approval authorities in various coastal states. These stakeholders rely on processes such as navigational risk assessments (NRAs) to balance safety and efficiency requirements and to make optimal decisions over use of space. Given the increasingly complex and crowded seascape, however, there are some apprehensions about potential shortcomings in these NRA processes. There is also some concern that these inadequacies may lead to unsafe or inefficient marine spatial use. To understand how NRA processes can be improved further, a literature review is conducted, followed by a survey of respondents who are involved in the planning, consenting and/or approval of offshore wind farms across seven different countries. A summary of the NRA processes in these seven countries is presented, and several shortcomings are identified. Based on the findings of the survey, a list of recommendations is presented to enhance existing NRA processes—and to improve the coexistence of shipping and offshore wind farms (OWFs).  相似文献

Large high-speed craft carrying passengers and vehicles produce wake waves that are different from both conventional vessels and smaller fast vessels. Wakes from these high-speed craft can cause environmental problems (such as beach change, ecological disturbance, and damage to structures and archaeological sites) and safety problems (for navigation and for users of the beach and nearshore) in confined waters. As a consequence of the higher speed, the vessel wakes also have a longer period than wakes caused by conventional ships and may lead to substantial wave action in shallow water environments. In both New Zealand and Denmark, issues relating to high-speed craft wakes were not addressed until after the vessels had begun operation, and complex coastal management issues with possibly broader application have had to be addressed. Emerging management strategies have involved regulation using speed and wave height criteria.  相似文献

Powertrain Control for Active Damping of Driveline Oscillations   总被引:2,自引:0,他引:2  
When a vehicle is subjected to acceleration or disturbances, the elasticity of the various components in the driveline may cause torsional vibrations which can result in an oscillating vehicle speed. These driveline oscillations are also known as shuffle and are low frequency oscillations corresponding to the first resonance frequency of the driveline. The oscillations give rise to, apart from material stress, noticeable lessened driveability. In this work, different ways to actively damp the oscillations are investigated. The idea is to use the engine as an actuator in order to achieve active damping, so-called active engine control. Different linear controllers are investigated and evaluated. The paper includes driveline modelling, control design and verifications by simulations, and tests in real vehicle. Implementation issues such as limited amount of available engine torque and parameter identifications are also discussed. A Linear-Quadratic-Gaussion (LQG) controller has been implemented and tested on a heavy duty truck. Results show that the LQG controller works well and active damping is achieved.  相似文献
