This paper estimates the total embodied energy and emissions modal freight requirements across the supply chain for each of over 400 sectors using Bureau of Transportation Statistics Commodity Flow Survey data and Bureau of Economic Analysis economic input-output tables for 2002. Across all sectors, direct domestic truck and rail transportation are similar in magnitude for embodied freight transportation of goods and services in terms of ton-km. However, the sectors differ significantly in energy consumption, greenhouse gas emissions, and costs per ton-km. Recent pressure to reduce energy consumption and emissions has motivated a search for more efficient freight mode choices. One solution would be to shift freight transportation away from modes that require more energy and emit more (e.g., truck) to modes that consume and emit less (e.g., rail and water).Our results show there are no individual sectors for which targeting changes would significantly decrease the total freight transportation energy and emissions, therefore we have also looked at the prospect of policies encouraging many sectors to shift modes. There are four scenarios analyzed: (1) shifting all truck to rail, shifting top 20% sector mode choice, (2) based on their emissions, (3) based on a multi-attribute analysis, and (4) increasing truck efficiency (e.g., mpg). Increasing truck efficiency by 10% results in similar energy and emissions reductions (approximately 7% for energy and 6% for emissions) as targeting the top 20% of sectors when selected based on emissions, whereas selecting the top 20% based on availability to shift from truck results in slightly less reductions of energy and emissions. Implementing policies to encourage higher efficiency in freight trucks may be a sufficient short term goal while efforts to reduce truck freight transportation through sectoral policies are implemented in the long term.  相似文献

This research empirically evaluates the public sector investment in the US freight transportation infrastructure. In particular, the infrastructures to support the two most comparable modes of freight transportation – highway and intermodal rail – are examined as alternatives for public fund allocation. Indicators for public sector transportation infrastructure investment mix are established based on financial analysis of both private and social costs and benefits, as well as the propensity of freight shippers to utilize such infrastructures. The research results in recommendations for the aggregate allocation of public funds in the US based on these indicators. We find that approximately a quarter of truck freight could be handled at a 25% lower cost if rail infrastructure to support it existed. Because an additional 80% reduction in social costs could be achieved through this modal conversion, the public sector is a critical participant in creating a more efficient transportation infrastructure.  相似文献

高铁货运逐渐兴起,本文对货运动车组开行方案优化进行了研究。针对高铁运输安全、快捷、运输成本较低等特性,提出以货运动车组及客货混编动车组为主,客运动车组捎带运输为补充的开行模式,结合运输需求、线路通过能力等限条件,以运输成本最小和货主满意度最大为目标,建立多目标综合优化模型,运用线性加权组合法,以lingo软件为依托进行求解。通过算例给出具体开行方案,并对同一运输区间各种运输方式的单位成本及用时进行对比分析。结果表明,相对于传统运输方式,高铁货运综合运输成本较低,用时更短,能够兼顾运输企业与货主的双重要求;所建模型优化效果明显,可为未来货运动车组的开行提供参考。  相似文献

There have now been over three decades of experience with rate-making freedom for all modes of intercity freight transport in the United States. Most evidence suggests that regulatory change has been beneficial for the rail industry and its users. Despite evidence of positive impacts of regulatory reform of U.S. freight transport, there is limited evidence related to long-term pricing trends by commodity in the deregulated era. Moreover, U.S. shipper groups have called for increased regulation of U.S. railroads, citing increased rates and profits, and monopoly pricing to “captive shippers.” This study estimates U.S. railroad revenue-marginal cost ratios for seven different commodities between 1986 and 2008. Interestingly, we find no significant increase in revenue-cost margins for commodities thought to be “most captive” (coal and chemicals), while finding large increases for some commodities thought to be “non-captive.” These results may provide insight into the impacts of regulatory reform in other countries, where there are similar concerns of equitable pricing and financial viability. They suggest that a move toward a more market-based pricing system can enhance railroad viability without harming those with fewer transport options.  相似文献

This paper analyses the performance of freight transportation modes in Brazil – namely air, water, rail and road – from February 1996 to August 2012 by investigating their long memory properties using fractional integration and autoregressive models on monthly tonnage data. Two important features are analysed: the degree of dependence of transportation traffic across time and its seasonal structure over the period. Furthermore, the stability of parameters across the sample period is investigated, incorporating potential structural breaks in the data, which describe discontinuity in freight transportation traffic. In this paper, the characteristics of intercity freight modal operations are investigated to evaluate the potential for achieving energy savings. It is determined that the greatest opportunities for conserving energy appear to rest with achieving modal shifts and operational improvements in truck and rail transport. To test this hypothesis, intercity truck and rail freight operations are analyzed to determine the relationships between energy consumption and the delivery of transport service. The energy consumption impact of alternative conservation measures are calculated, and in turn, evaluated in light of a series of institutional constraints. As such, this study goes beyond the characteristic cataloging of alternative energy conservation measures by conducting a disaggregated assessment of the effectiveness and feasibility of implementing such measures. This paper concludes that the potential for achieving energy conservation in the movement of intercity freight in general, and by truck and rail systems in particular, is limited, as well as shrouded by the complexity of the nature of the commodity itself, the commodity flow characteristics, and the market and institutional structure.  相似文献

In order to reduce energy use and cut emissions that contribute to climate change, countries need to radically reinvent their fossil-fuel intensive transportation systems. As a major consumer of energy and contributor to greenhouse gas (GHG) emissions, the U.S. transportation sector faces extraordinary challenges in the twenty-first century. Transportation in the U.S. depends heavily on fossil-fuel dependent cars and planes to the near exclusion of more energy-efficient electric trains. In order to address this concern, some policy makers refer to “technological optimism” which seeks no systemic change but instead focuses on employing technology to reduce the energy demand and environmental impact of the status quo. On the other hand, some researchers suggest a systematic paradigm shift away from cars and planes to intermodal systems that improve the sustainability of the system as a whole. High-speed rail (HSR) is arguably such an investment that can further this shift and help to achieve a more diversified and balanced transportation system. In this respect, by largely examining the role of the U.S. cars and planes “culture” in the economy, this paper elaborates on how building a HSR system may help U.S. advance towards environmental sustainability in transportation, make a break from the status quo, and create a more balanced, multimodal transportation system that will improve the quality and efficiency of travel.  相似文献

Intermodal rail/road transportation combines advantages of both modes of transport and is often seen as an effective approach for reducing the environmental impact of freight transportation. This is because it is often expected that rail transportation emits less greenhouse gases than road transportation. However, the actual emissions of both modes of transport depend on various factors like vehicle type, traction type, fuel emission factors, payload utilization, slope profile or traffic conditions. Still, comprehensive experimental results for estimating emission rates from heavy and voluminous goods in large-scale transportation systems are hardly available so far. This study describes an intermodal rail/road network model that covers the majority of European countries. Using this network model, we estimate emission rates with a mesoscopic model within and between the considered countries by conducting a large-scale simulation of road-only transports and intermodal transports. We show that there are high variations of emission rates for both road-only transportation and intermodal rail/road transportation over the different transport relations in Europe. We found that intermodal routing is more eco-friendly than road-only routing for more than 90% of the simulated shipments. Again, this value varies strongly among country pairs.  相似文献

High-speed rail is often touted as a means to reduce congestion on the United States’ highways by removing passenger car traffic. But highway congestion can also be reduced by reducing the amount of freight traffic. So, given the advances in high-speed rail, the potential exists for developing a national high-speed network for freight distribution. To design such a network considering highway traffic and transit times, we present an uncapacitated network design model with a post-processing step for the capacity constraint. To illustrate how our modeling approach could be used by policy makers to evaluate the impacts of a high-speed rail network, we apply our models with preliminary data on high-speed rail operating parameters for freight applications and from current data on shipments from a major truckload carrier and the US Census Bureau.  相似文献

This paper analyzes the influence of transient operating modes in the Cat 3512B-HD and MTU 4000 R41 locomotive diesel engines on their energy usage. This analysis represents an integral component of the technological research and development performed at Lietuvos Geležinkeliai AB (JSC Lithuanian Railways) with the objective of increasing the efficiency of freight transportation with the upgraded 2M62M and modern ER20CF/2ER20CF diesel locomotives. The influence of transient modes on the operating variables of the locomotive diesel engines was evaluated under operational load-cycling conditions to aid in the selection of appropriate parameters (e.g., the train weight, the diesel locomotive type, and the technical characteristics of the diesel locomotive to be modeled) for freight transportation on Lithuanian railway lines. It was determined that the engine’s electronic control system compensates for the negative effects of transient operations on the engine’s energy usage. As a result, the increase in fuel consumption is less than 3% during transient operation when compared to steady-state operation. Through this research, methodological foundations have been formulated and adapted for the use of the mathematical modeling of the transient modes of locomotive diesel engines to optimize freight transportation, resulting in an expected decrease of 10–15% in fuel consumption.  相似文献

This paper describes the characteristics of transportation demand management. The origin of transportation demand management (TDM) as it has evolved in the US is related to federal policy initiatives that first focused on improving the efficiency of the urban transportation system through operational improvements, and then incorporated concerns such as air quality and energy conservation into the transportation planning process. The paper then examines the effectiveness of TDM actions, and concludes that those actions most likely to increase the “price” of travel for single occupant vehicle use will be most effective. The paper identifies several strategies for improving the effectiveness of TDM actions in the context of regional transportation planning, including: incorporating TDM as part of the solutions for regional transportation planning, linking TDM to land use decisions, making the costs of travel more apparent to the user, and making TDM implementation more palatable to the general public.  相似文献

In 1994/95, the Australian rail freight task was approximately 100 billion tonne kilometres (btkm). This freight task included some 37 btkm for the haulage of iron ore in Western Australia, 28 btkm for coal haulage in Queensland and New South Wales and about 16 btkm for interstate rail freight. This paper mainly concerns how improvements can be made to the efficiency and competitiveness of interstate rail freight services through the upgrading of sections of mainline track that currently have severe speed‐weight restrictions. Recent improvements in rail freight efficiency are discussed, with emphasis on two indicators: average unit revenues (cents per net tonne km), and average energy efficiency (net tonne km per MJ). Rail freight efficiency is high for the Western Australia iron‐ore operations, Queensland coal operations and Adelaide‐Perth general freight operations. However, between Australia's three largest cities of Melbourne, Sydney and Brisbane, some 36% of the mainline track fails to meet basic fast freight train standards with a ruling grade of 1 in 66 and no curve radius less than 800 m. The contraints on efficient rail freight operations imposed by severe terrain, and how the effects of terrain may be reduced by improved track alignment, are discussed. Some economically warranted rail track investment measures are outlined, including those identified for a National Transport Planning Taskforce. These measures have the potential to reduce liquid fuel use by over 250 million litres a year. Factors affecting competitive neutrality between road and rail freight that are outside of the present scope of Australia's National Competition Policy are broadly considered. These factors include the extensive upgrading of the National Highway System with full Federal funding, and low levels of road cost recovery from heavy trucks operating over long distances.  相似文献

Techniques to improve freight car fleet use are of considerable interest to the railroad industry. In this paper, we present a fuzzy inventory control approach applied to the sizing of empty cars on a rail network. We address the problem of deciding the optimal inventory level and the optimal ordering quantity for a rail freight car fleet system in which demand and travel time are uncertain variables represented as triangular fuzzy numbers. Based on the fuzzy economic order quantity (EOQ) formula, a modified fuzzy EOQ model is set up and the optimal policy is developed using the signed distance method to defuzzify the fuzzy total cost. Computational results made for the Serbian rail network case verify the proposed model as well as the efficiency of the approach.  相似文献

In the US, freight railways are one of the major means to transport goods from ports to inland destinations. According to the Association of American Railroad’s study, rail companies move more than 40% of the nation’s total freight. Given the fact that the freight railway industry is already running without much excess capacity, better planning and scheduling tools are needed to effectively manage the scarce resources, in order to cope with the rapidly increasing demand for railway transportation. This research develops optimization-based approaches for scheduling of freight trains. Two mathematical formulations of the scheduling problem are first introduced. One assumes the path of each train, which is the track segments each train uses, is given and the other one relaxes this assumption. Several heuristics based on mixtures of the two formulations are proposed. The proposed algorithms are able to outperform two existing heuristics, namely a simple look-ahead greedy heuristic and a global neighborhood search algorithm, in terms of railway total train delay. For large networks, two algorithms based on the idea of decomposition are developed and are shown to significantly outperform two existing algorithms.  相似文献

Intermodal rail/road freight transport has always been considered as a competitive alternative to its road freight counterpart in the European medium- to long-distance corridors (markets). Such consideration has been based on the increasing competitiveness of some innovative rail services and the existing and prospective performance of both modes in terms of the full social – internal or operational and external – costs. The most recent innovation of rail technologies and related services launched by some European railway companies, still at the conceptual level, is the Long Intermodal Freight Train (LIFT). This is supposed to be a block train operating in long-distance corridors (markets) with a substantial and regular freight demand.This paper develops analytical models for assessing the performance of the LIFTs, the already-operating Conventional Intermodal Freight Trains (CIFTs), and their road counterpart as well. The performance consists of the full – internal (private) and external – costs of the door-to-door delivery of loading units – containers, swap-bodies, and semi-trailers. The internal costs embrace the operational costs of the transport (rail and road) and intermodal terminal operators. The external costs include the costs of the impacts of door-to-door delivery of loading units on society and the environment. These negative externalities include noise, air pollution, traffic accidents, and congestion.The models are applied to a simplified version of intermodal and road transport system using inputs from the European freight transport sector. The aims are to compare the full costs of particular modalities in order to investigate the potential of the LIFTs as compared with the CIFTs in improving the internal efficiency of the rail freight sector and its competitiveness with respect to its road counterpart. In addition, the paper attempts to assess some effects on the potential modal shift of EU (European Union) transport policies on internalizing transport externalities.  相似文献

Because of China’s rapid economic development, its transportation system has become one of China’s high-energy-consumption and high-pollution-emission sectors. However, little research has been done which pays close attention to China’s transportation system, especially in terms of energy and environmental efficiency evaluation. In this paper, data envelopment analysis (DEA) is applied to measure the energy and environment performance of transportation systems in China with the goal of sustainable development. This paper treats transportation as a parallel system consisting of subsystems for passenger transportation and freight transportation, and extends a parallel DEA approach to evaluate the efficiency of each subsystem. An efficiency decomposition procedure is proposed to obtain the highest achievable subsystem efficiency. Our empirical study on 30 of mainland China’s provincial-level regions shows that most of them have a low efficiency in their transportation system and the two parallel subsystems. There are large efficiency differences between the passenger and freight transportation subsystems. In addition, unbalanced development has occurred in the three large areas of China, with the east having the highest efficiency, followed by central China and then west. Therefore, more measures should be taken to balance and coordinate the development between the three large areas and between the two subsystems within them. Our analysis approach gives data for determining effective measures.  相似文献

Theoretically, charges for building and operating facilities and services should be efficient (proportional to one's use of or benefit derived from the service) and equitable (proportional to one's ability to pay). A number of “innovative” financing techniques have been used recently, whereby the private sector (developers, property owners, businesses, and users) pays entirely or partially for the cost of building and operating transportation facilities or services. These techniques are particularly popular when the impact from the land use developments on the transportation system is such that substantial improvements are warranted in order to avoid serious congestion problems. The purpose of this paper is to investigate special fee assessments (a popular sub-set of “innovative” financing techniques) used for financing highway and mass transportation in order to determine their efficiency and equity implications. The need for such an investigation arises from the fact that everyone residing or doing business in a particular area does not benefit equally from a given transportation system, and neither is everyone able to contribute equally toward that system's building and operation. This paper presents some of the most commonly used special fee assessment techniques and suggests fee structures that are “optimal” on the basis of the benefits that contributors derive from the given transportation system, as well as their ability to pay for it.  相似文献

The demand for inland freight transport in Europe is mainly met by road transport, leading to unsustainable impacts such as air pollution, greenhouse gas emissions and congestion. Since rail transport has lower externalities than road transport, a modal shift from road to rail is an accepted policy goal for achieving a more sustainable and competitive transport system. However, intermodal road–rail transport is mainly competitive for long-distance transport, and as a consequence, the potential for modal shift is limited. The cost efficiency of road–rail intermodal transport is particularly sensitive to pre- and post-haulage (PPH) costs, since this activity typically has a larger cost compared with its share of the total distance in the transport chain. For intermodal transportation over shorter distances, for example, below 300 km and where there are substantial PPH activities at both ends of the chain, the competitiveness of the intermodal transport system compared with that of direct road is low. Improving the efficiency of PPH activities is, therefore, of utmost importance for the competitiveness of the intermodal transport system. This paper looks into the issue of improving the cost efficiency of an intermodal transport chain by implementing an innovative and flexible legal framework regarding the PPH activities in the chain. By extending the legal framework with exemptions for longer vehicles in PPH, the cost efficiency could be greatly improved. The purpose of such a framework is to allow and enable, for PPH exclusively, the use of 2?×?40 foot or even two semi-trailers using only one vehicle in the context of the Swedish regulatory framework. This paper develops a strategic calculation model for assessing and investigating the consequences of such a framework and investigates the framework's potential in terms of cost efficiency. The model in combination with a sensitivity analysis of input variables gives a comprehensive understanding of the effects of PPH under different circumstances. From the results, it is evident that there are substantial positive effects associated with a PPH framework of longer vehicles. Results indicate that a typical shipper may experience cost reductions of about 5–10% of the total costs of the intermodal transport chain. In summary, a more innovative and flexible legal framework regarding vehicle length in the PPH links can contribute to a greater modal shift, improved cost efficiency and more environmentally friendly transportation systems.  相似文献

Before the introduction of terminal handling charges (THCs), traditional freight rates included both ocean freight charges and terminal charges at ports. Since the introduction of THCs in 1991, the freight rate has become a “port-to-port” charge that covers only the sea leg, while the on-shore costs of using the container terminals are charged separately as THCs. Although both THCs and freight rates are collectively set by conferences, in this study we argue that the former are easier to enforce because they are invariant to other attributes such as haulage distance, inland transport services and types of commodity being shipped. This argument is consistent with the empirical findings from this study that suggest the separation of ocean freight rates from terminal charges has increased the overall shipping charges. In addition, we find that THCs affect the Hong Kong container handling industry by lowering its throughput.  相似文献
