Upon the expiry of the concession contract signed between Lebanon and a private company for the Port of Beirut operation (in December 1990), the Government appointed a temporary commission to operate the port under the rules of the expiring concession. The legality of this measure has since always been questioned, while the temporary commission underwent three major personnel changes which clearly prevented any long-term thinking or planning. In 1998, the temporary commission entered into a 20-year joint venture for the establishment of a container terminal. Meanwhile, Lebanon's two main ports were facing major regional competition, while competing against each other to some degree. Thus, the need became urgent to end the temporary status and propose reforms to the entire sector. To that end, the Ministry of Public Works and Transport was commissed by the Government to propose a permanent institutional framework for the port of Beirut while assessing the need for a national maritime sector regulator. This paper presents the recommendations for the institutional reform of the Lebanese maritime transport sector.  相似文献

On 1 July 2004 the new maritime security regulatory regime set out in the International Convention for the Safety of Life at Sea (SOLAS), 1974 as amended, namely the new chapter XI-2 on Special measures to enhance maritime security and the International Ship and Port Facility Security (ISPS) Code entered into force only 18 months after adoption by the SOLAS Conference in December 2002. Following the devastating terrorist acts of 11 September 2001 in the United States, the international community recognised the need to protect the international maritime transport sector against the threat of terrorism. IMO responded swiftly and firmly by developing these new requirements, which represent the culmination of co-operation between Governments, Government agencies, local administrations and shipping and port industries.  相似文献

Appropriate port regulation and competitive forces tend to be related to higher levels of operational and economic performance of ports. From a policy-making perspective, pursuing efficiency and securing competition in ports to reach a level playing field is a two-step process requiring (1) ex-ante regulations to set the rules that maximize the competition for the market, especially when the policy objective is to attract private operations to ports on competitive concession processes and (2) ex-post competition policy to monitor and preserve competition in the market. This paper studies port regulation in Latin America and the Caribbean (LAC) from a competition perspective, analyzing both ex-ante and ex-post policies implemented in the region. The analysis reveals that the competitive environment in LAC is low, giving room for possible anticompetitive practices in the LAC port sector. Since the end of the 1990s, approximately 80% of container terminals in the region were granted to only five companies. Chile and Mexico have been found to be the best practices in the region, with better conditions assuring robust competition in the market. The main policy implication from this analysis is the need for a stronger involvement of antitrust agencies throughout the port concession processes.  相似文献

Given the private sector character of the UK port system it might well be thought that, so far as port development is concerned, the market ruled. There are of course permissions to be obtained, including planning consent under the Town and Country Planning Acts; but this process has not so far been considered to interfere with market function. Ports are already well used to the process of obtaining approval, to negotiations with objectors and environmental interests, and to mitigating the effects of development when defining projects and seeking approval.

However, as ports policy is being brought into line with transport policy generally, and in particular with Government policy for sustainable development, ports are being faced with a more challenging regulatory framework. The search for sustainable transport is leading Government towards a broader based approach to the approval of development applications in which market need and commercial viability are simply two of a number of considerations which ports must take into account in designing projects which also meet environmental concerns.

There has been a long standing requirement for developers of major projects to carry out Environmental Impact Assessments. In addition Government policy is set out in a number of publications, applying sustainability and the associated “New Approach to Transport Assessment” (NATA) to the ports sector. In a separate and broader initiative it has also considered a radical reform of the planning system and the establishment of national priorities for infrastructure combined with a simplification of the Public Inquiry process. In the event it has been decided not to establish national priorities in the ports sector, although the aim of simplification of the Inquiry process remains.

The aim of this paper is to explore the emerging theoretical and practical issues arising within the development approval process. These are of most concern in the development of major projects for cargoes which have broad hinterlands, and where there are competing locations for new facilities. The most important example of this is in the deep sea container sector where there is a demand for new capacity and a choice of widely spaced locations in the south east of the UK. Some comment will be made on this sector and on the issues arising at the Public Inquiries for the proposed container port developments at Dibden Bay (Southampton) and the London Gateway at Shellhaven on the north bank of the Thames.  相似文献

ABSTRACT

During the 1990s, Nigerian seaports were considered inefficient, unsafe due to massive cargo theft (wharf rat phenomenon) and one of the most expensive port systems in the world. This resulted in long turnaround times for ships and increased container dwell times. As a result, port operations were transferred to the private sector through concession contracts. This paper employs a Malmquist productivity index (MPI) technique to benchmark pre-and post-reform total factor productivity growth of the six major Nigeria seaports (Apapa, Calabar, Onne, Port Harcourt, TinCan Island and Warri) for the period 2000–2011 which represents six years before (2000–2005) and six years after (2006–2011) the reform. The results indicate progress in technical efficiency of the ports after reform but deterioration in technological progress. Overall productivity growth was higher in the pre-concession period compared to the post-concession period. The source of pre-concession period productivity growth was technological progress while the change in productivity of the post-concession period is generated by an increase in scale efficiency. This suggests that concessionaires have not brought in the much anticipated investment in modern technology to drive port efficiency. The ports of Calabar and Apapa experienced the highest productivity growth while lowest result was Onne.  相似文献

This paper examines the impact the changing maritime technology has had on the structure and development of the UK port transport industry. In particular, it describes the major institutional changes that have occured in response to technological and other developments and the influence these have had on the cost structure of individual stevedoring operators. Finally, it describes the resultant pricing policies adopted by stevedores and concludes that these have been exacerbated by the failure of successive governments to adopt sound and consistent policies towards the industry.  相似文献

This paper investigates the major impacts of the financial tsunami on the maritime industries, notably port and shipping. The maritime industries are still reeling from market declines, with stakeholders still attempting to weather the storm as best as they can through various strategies. However, such strategies are not uniform, where significant diversifications have been noted between major markets and stakeholders. Looking ahead, this paper has identified four major issues, of which they are believed to play key roles in shaping the maritime industries in the post-2008 world. They include the changing patterns of global trades, the importance of being green, the changing government-industrial relations and the need for transparency. Each of these issues has the potential to alter the future maritime industries in diversified, but significant, ways.  相似文献

During the Soviet era most of the Union's international non-oil trade was transported over water. Following the former Soviet Union's break-up, the share of water transport in accomodating Russia's trade has become modest, as the railways carry most goods that are traded domestically or with the new republics of the Commonwealth of Independence States, which are now treated as foreign countries. Adjusting the Russian Federation's water transport industry and related infrastructure to the changed geo-political and regional economic conditions proves difficult. While the country inherited a fair share of the former Soviet merchant fleet, it is deprived of port assets which were originally built to serve all-Union trades but are now located in other republics of the Commonwealth of Independent States. Major reforms are required to streamline the provision of port services and the ports' commercial performance. The Russian Government took several steps in 1992 which effectively put the national water transport carriers on a commercial footing. The effect has been that many carriers chose to leave the national transport scence and engage in trades which do not include Russia. The Government is now confronted with the need to reduce dependence on foreign-owned vessels and to modernize the national merchant fleet. Difficult policy decisions have to reverse these trends so that national maritime industry asstes become more available to meet the country's needs.  相似文献

The purpose of this paper is to review and analyze maritime transportation academic research. For articles published in Maritime Policy & Management (MPM) in the period 2001 to 2012, the most frequent topics addressed include shipping performance/management and shipping finance. For articles published in Maritime Economics & Logistics (MEL) in the period 2002 to 2012, the most frequent topics addressed include port performance and shipping performance/management. MPM articles are more likely than MEL articles to utilize the institutional (IS) methodology and MEL articles are more likely than MPM articles to utilize the optimization (OP) methodology. Maritime transportation proposition theoretical research may be particularly useful in undertaking research in maritime transportation areas for which data are unavailable, insufficient, difficult to obtain, or of poor quality. Future maritime transportation research needs to include focus on: (i) maritime shippers, (ii) maritime transport chains, (iii) maritime transportation as a service, (iv) the quality of maritime transportation, and (v) maritime theoretical proposition research.  相似文献

While recognizing the need for increased participation of the private sector in the maritime industry of developing countries, there is a need to go beyond the call for privatization in terms of mere change of ownership from state to private sector as the only solution to the inefficiency of the maritime industry in developing countries. This limited understanding of the maritime problems of these countries abounds in the literature on maritime privatization. This study departs from this approach and focuses on the political economy of the maritime industry, and suggests that maritime privatization will not necessarily result in increased efficiency of the divested maritime enterprises. Rather, it argues that maritime problems in these countries have less to do with ownership than with the structural constraints in world shipping together with internal management and local ~olitics. The maritime industrv in West and Central Africa is used as a case studv. and recommendations such as selective privatization, 'programme contract', and most importantly, corporatization, are suggested as alternative strategies that could enhance maritime privatization and the development of the maritime industry in developing countries.  相似文献

Innovation, organizational capabilities, and environmental values combine to determine institutional change for a major marine port. This conceptual framework is applied to the case of dredged material management for the Port of New York and New Jersey. During the century under review, the institutional setting has changed significantly with: (1) environmental considerations moving from nearly irrelevant to central: (2) the number of interests and organizations increasing; and (3) the decision processes becoming far more complex. Ultimately, the new institutional setting influences organizations and individual decisions. As a result of the changes, the practice of dredged material disposal in ocean waters has been limited based on the level of bioaccumulation of selected contaminants. In response to institutional changes, ports requiring deepened channels must rapidly innovate to meet new environmental obligations for material disposal in order to enhance organizational capabilities necessary to maintain competitive advantages in maritime commerce. Successful marine ports will anticipate and meet new societal expectations related to the environment as a condition for continued legitimacy. Collectively these changes imply that ports have moved beyond a carefully circumscribed mission of transportation and economic development to that of a prominent user of coastal space with broad obligations to the public.  相似文献

Terminal concessions in seaports have only recently gained interest in academic circles. Issues such as the allocation mechanisms (to be) used for granting those concessions, the determination of the concession term and concession fees, as well as the inclusion of special clauses aimed at assuring that the terminal operator will act in the interest of the port authority and the wider community, are increasingly relevant to both academics and the port industry. So far, insights from established economic theories have rarely been applied to terminal concessions in seaports. It, therefore, remains to be seen which kind of awarding procedure would be best for which type of terminal concession. This contribution provides a detailed overview of the different phases of the terminal awarding process, including a classification scheme for awarding procedures, and contains an extensive discussion on the economic issues that require further investigation. The paper concludes by proposing a comprehensive research agenda on the topic.  相似文献

Providing effective training for managers in the maritime and ports sector in developing countries has proven to be a daunting task. Initial attempts by the United Nations Conference on Trade and Development (UNCTAD) in the 1970s led to the development of senior port manager residence courses in Sweden. However, Given the vast numbers of managers needing training a more eficient method was required. Using the systematic training techniques pioneered by the International Telecommunications Union, UNCTAD, in the 1980s initiated two parallel programme: Trainmer (Training development in Maritime Transport); and IPP (Improving Port Performance). Both of these programmes demonstrated considerable success in terms of the numbers of maritime and port managers receiving training opportunities. Increased cooperation amoungst international agencies providing training programmes should result in improved transport management training in the 1990s, lrading to increased efficiences in port and related transport systems.  相似文献

Recent technological developments in maritime transport, particularly in container shipping and larger vessels, are having major repercussions at ports the world over. The latest wave of innovations has increased the level of competition in maritime transport, in particular in port activities. Shippers have many more alternatives available, something that tends to increase the hinterland of each port, precisely by reducing captive hinterlands. Ports are now generally moving towards formulas in which private initiative has a bigger role to play. Increases in competition combined with growth in private initiatives highlight the usefulness of marketing tools in two ways. Externally, because they help to achieve throughputs from remote points of origin and destination, and internally, by aiding the proper coordination of business and organizational activity at a commercial port. The present paper is a transversal study of the current situation of marketing and quality tools at major ports, including the opinions of a range of port commercial and marketing managers. We have also tried to describe the differentiated groups to be found at ports, as a useful methodology for identifying the nearest competition or ports with similar characteristics.  相似文献

The paper reports some analyses put forward in the context of the METHAR Project. The purpose is the evaluation of the impact of the new technologies used onboard ships on the Maritime Education and Training systems in Europe and the identification of the future training needs. This issue is tackled by developing an ad-hoc methodology based upon the analysis of the responses to questionnaires sent to a number of operators involved in the maritime sector all over Europe, specifically ship owners, marine equipment manufacturers, pilots and port managers. Results enable the identification of some types of impacts that are named 'organizational' and 'operational'. Moreover, a general evaluation scheme was developed as a tool for highlighting the structure and the characteristics of the impacts considered.  相似文献
